This release contains detailed public sector employment estimates, updated quarterly. For most sources that contribute to these statistics, the employment is reported for a specific date in the quarter. The public sector comprises central government, local government and public corporations as defined for the UK National Accounts. Public sector employment estimates are provided on a headcount and full-time equivalent basis by sector and industry. Regional headcounts are also provided. Key workers are largely employed in the private sector, with only 14.6 percent holding public sector employment on average. However, the rate of public sector employment differs greatly depending on the country income group. Fewer people are employed in the public sector in low and lower-middle income countries, given smaller tax revenues as a proportion of the national income and the significance of agricultural employment.

The public sector in Sweden is large compared to many other countries. It consists of the central government and the municipal sector. In 2022, around 1.5 million people were employed in the public sector. Most of them were employed in the country's municipal sector, a total of roughly 1.2 million people. Of these, nearly 790,000 were between 25 and 54 years old. In the central government sector, 270,000 of the 356,000 employees belonged to this age group.

Most employees employed in the private sector

However, most of Sweden’s employed inhabitants work in the private sector , amounting to over three million in 2022. The municipal sector was the second largest, followed by the central government sector. A total of 4.68 million people were employed in Sweden in 2022.

Average salaries slightly higher in the private sector

The average monthly salary in the public sector in Sweden is lower than in the private sector and amounted to 35,800 Swedish kronor in 2021. During the same year, the average monthly salary in the private sector was nearly 38,000 Swedish kronor.

The National Health Service (NHS) had around 2.07 million employees as of the second quarter of 2025, making it the largest public sector employer in the United Kingdom. In the same quarter, 1.66 million people worked in education, the second-largest industry in terms of public sector employees.
