    Description

    In Western Australia, the Public Sector Commission's purpose is to bring leadership and expertise to the public sector to enhance integrity, effectiveness and efficiency. The Commission’s vision is of a high performing public sector serving the needs of the State now and into the future.

    In accordance with section 22D of the Public Sector Management Act 1994, the Public Sector Commissioner reports annually to Parliament on the state of public sector administration and management, and on the extent of compliance with public sector standards and ethical codes. One of the primary information sources used for the State of the WA public sector report 2014 - Measuring up is the employee perception survey (EPS).

    The EPS captures employee views about factors affecting their workplace, such as leadership, communication, work/life balance and performance development. This information helps to understand organisational culture across the public sector and is essential in identifying areas for further consideration and acknowledging good practice.

    The EPS is typically conducted in each public sector body with more than 20 employees once every five years. Different regional offices for the largest agencies, Department of Health and Department of Education, are surveyed every year. To improve the representativeness of the sample, entities are selected across a range of sizes and portfolios. However, care should be taken in interpreting the EPS results because the sample may not be entirely representative of the broader public sector.

    Between February and June 2014, all employees in 21 public sector entities were asked to complete the survey (including two regional offices from the Department of Health and one from the Department of Education). The average response rate to the survey was 48%, with 6879 valid responses received.

    Three files are available for download on data.gov.au:

    1) Public Sector Commission EPS 2014.pdf – the survey instrument sent to relevant employees to access online or in hardcopy.

    2) Public Sector Commission EPS 2014 data.xls – individual responses to the EPS, with a question key and response key. Please note that some variables have been removed or aggregated to protect the privacy and anonymity of respondents.

    3) Public Sector Commission EPS 2014 data.sav – individual responses to the EPS, in .sav format to be used with SPSS. Please note that some variables have been removed or aggregated to protect the privacy and anonymity of respondents.

    In Western Australia, the Public Sector Commission's purpose is to bring leadership and expertise to the public sector to enhance integrity, effectiveness and efficiency. The Commission’s vision is of a high performing public sector serving the needs of the State now and into the future.

One of the primary information sources used for the State of the sector report is the annual agency survey (AAS).

    The 2013 AAS collected information on the application of Commissioner’s Instruction No. 7 – Code of Ethics, agency codes of conduct and general principles of human resource management and public interest disclosure at June 2013 or for the 2012/13 financial year. The survey was sent to chief executive officers (CEOs) and chief employees of all public sector entities, including Senior Executive Service (SES) organisations, non-SES organisations and departments of state.

    In 2013, all 110 public sector entities completed the survey.

    Three files are available for download on data.gov.au:

    1) AAS 2013.pdf – the survey instrument sent to relevant entities to access online

    2) Public Sector Commission AAS 2013 data.xls – individual agency responses to the AAS, with a question key and response key. Please note some variables have been removed to simplify the dataset.

The survey was sent to chief executive officers and chief employees of public sector entities with over 20 full-time equivalents as at December 2014, including Senior Executive Service (SES) organisations, non-SES organisations and departments of state. In 2015, 84 public sector entities completed the survey.

    Description

    The OAIC commissioned ORIMA Research to conduct a dual survey - the PSI survey, together with a survey of Australian Government agencies on compliance with their obligations under the Information Publication Scheme. The PSI survey was structured around the eight "http://www.oaic.gov.au/publications/agency_resources/principles_on_psi%0A_short.html">Principles on open public sector infor mation (Open PSI principles) that were published by the OAIC in 2011.

    The IPS/PSI survey was carried out by ORIMA Research in April and May 2012. It was completed by 191 agencies (78%) of the 245 that were approached. The OAIC complemented the PSI survey by conducting focus group discussions with a variety of Australian Government agencies.

    The data has been compiled by ORIMA Research from their Data Pack Report for the PSI Survey.

    Description

    The survey focused on organisational practices and organisational change in Finland. Data were collected from private and public sector employers through telephone interviews. The contents of the survey were influenced by the MEADOW (Measuring the Dynamics of Organisations and Work) tool created to collect data on change at work and in organisations at the European level, both from employers and employees. Another influence were the national MEADOW surveys in Sweden, Norway and Denmark. This dataset forms the Finnish employer-level MEADOW survey. However, some parts of the Finnish survey differ from corresponding surveys in the other Nordic countries as the Finnish data contain more information on, for instance, organisational change and ways to implement changes, as well as on the role of employees in those changes and employee well-being. Both employer-level (FSD2955) and employee-level (FSD2954) surveys have been archived and the data can be combined using the organisation number variable. First, the interviewees were asked about their job in the organisation, and how long they had been doing it. Main characteristics of the organisation were investigated with questions on the number of employees in Finland and elsewhere, years of operation, type of organisation, main products or services, and main customer groups. The share of employees with temporary, part-time or employment agency contracts were surveyed. Further questions studied changes in staff numbers in the past two years and the reason behind employment growth or decline. Organisational structure was investigated by asking about the number of organisational levels, organisation into divisions or departments, team work practices, team autonomy, and involvement of non-managerial employees in improvement and development work. Questions on flexibility at work charted whether non-managerial employees could telecommute or choose when to start or end their daily work. Quality monitoring practices, customer satisfaction monitoring, and the use of ICTs such as online services and the social media were studied. One topic focused on collaboration with other organisations and the outsourcing of activities or production, and changes in these practices. The respondents were also asked whether the organisation had encountered difficulties in hiring or retaining staff, what percentage of employees had an annual performance appraisal or had undertaken training, whether meetings were held between line managers/supervisors and the staff they are responsible for, and whether the organisation had written down goals for employee well-being and had nominated a person or group responsible for well-being issues. One theme pertained to whether national or international areas accounted for the largest share of the private company's turnover, and whether the organisation had made major changes in their operations because of certain factors such as enviromental regulations, labour costs, increased competition, changes in demand, budgetary constraints etc. Innovative performance was investigated by asking about the productivity of the organisation compared with the competitors, new or significantly improved products or services introduced in the past two years, and new or significantly improved processes or marketing methods introduced. Some questions covered organisational changes in the past two years, type of change and whether a consultant had been hired and for what. The respondents were asked whether the organisation had a strategic plan in written form and what were the goals aimed at.

    The Worldwide Bureaucracy Indicators (WWBI) database is a unique cross-national dataset on public sector employment and wages that aims to fill an information gap, thereby helping researchers, development practitioners, and policymakers gain a better understanding of the personnel dimensions of state capability, the footprint of the public sector within the overall labor market, and the fiscal implications of the public sector wage bill. The dataset is derived from administrative data and household surveys, thereby complementing existing, expert perception-based approaches. The WWBI indicators are estimated from microdata drawn from the labor force and household surveys and augmented with administrative data for 202 economies in five categories: the demographics of the private and public sector workforces; public sector wage premiums; relative wages and pay compression ratios, gender pay gaps; and the public sector wage bill. The micro and administrative data utilized in the construction of the WWBI are drawn from data catalogs housing surveys conducted by national statistical organizations (NSO) or multilateral organization data teams. Together, these provide an important, albeit narrow, picture of the skills and incentives of bureaucrats. Indicators on public employment track key demographic characteristics including the size of the public sector workforce (in absolute and relative numbers), their age, and distributions across genders, industries, occupations, income quintiles, and academic qualifications. Variables on compensation capture both the competitiveness of public sector wages (compared to the private sector) as well as wage differentials across industry or occupation of employment, genders, education, and income quintiles within the public and private sectors as well as pay compression ratios in public and private sectors. The indicators on the size of the wage bill offer a glimpse into the structure and affordability of the public sector within the larger economy.

    Description

    The results of a survey of business customers of the Civil Service was published in January 2017. The purpose of the survey was to assess the levels of satisfaction with, and perceptions of, the services provided by Civil Service Departments and major Offices (not including the wider Public Service). The survey was carried out to meet a commitment in the Government’s Public Service Reform Plan 2014-2016 to “run regular surveys of civil service customers to more fully understand user experiences, expectations and requirements”. It also demonstrates the Civil Service’s commitment to improving the quality of service delivery to business customers at a central level (Departments and Offices are still expected to conduct their own customer consultation processes/surveys). The survey was undertaken by Perceptive Insight on behalf of the Department of Public Expenditure & Reform.

Data are typically released yearly in the first quarter. There is approximately one year between the reference period and data release. Revisions to published data occur annually for the next two years. Census of Governments years, those ending in '2' and '7' may have slightly later releases due to extended processing time..Dataset Universe.Census of Governments - Organization (CG):The universe of this file is all federal, state, and local government units in the United States. In addition to the federal government and the 50 state governments, the Census Bureau recognizes five basic types of local governments. The government types are: County, Municipal, Township, Special District, and School District. Of these five types, three are categorized as General Purpose governments: County, municipal, and township governments are readily recognized and generally present no serious problem of classification. However, legislative provisions for school district and special district governments are diverse. These two types are categorized as Special Purpose governments. Numerous single-function and multiple-function districts, authorities, commissions, boards, and other entities, which have varying degrees of autonomy, exist in the United States. The basic pattern of these entities varies widely from state to state. Moreover, various classes of local governments within a particular state also differ in their characteristics. Refer to the Individual State Descriptions report for an overview of all government entities authorized by state.The Public Use File provides a listing of all independent government units, and dependent school districts active as of fiscal year ending June 30, 2024. The Annual Surveys of Public Employment & Payroll (EP) and State and Local Government Finances (LF):The target population consists of all 50 state governments, the District of Columbia, and a sample of local governmental units (counties, cities, townships, special districts, school districts). In years ending in '2' and '7' the entire universe is canvassed. In intervening years, a sample of the target population is surveyed. Additional details on sampling are available in the survey methodology descriptions for those years.The Annual Survey of Public Pensions (PP):The target population consists of state- and locally-administered defined benefit funds and systems of all 50 state governments, the District of Columbia, and a sample of local governmental units (counties, cities, townships, special districts, school districts). In years ending in '2' and '7' the entire universe is canvassed. In intervening years, a sample of the target population is surveyed. Additional details on sampling are available in the survey methodology descriptions for those years.The Annual Surveys of State Government Finance (SG) and State Government Tax Collections (TC):The target population consists of all 50 state governments. No local governments are included. For the purpose of Census Bureau statistics, the term "state government" refers not only to the executive, legislative, and judicial branches of a given state, but it also includes agencies, institutions, commissions, and public authorities that operate separately or somewhat autonomously from the central state government but where the state government maintains administrative or fiscal control over their activities as defined by the Census Bureau.
