    TIGER, TIGER/Line, and Census TIGER are registered trademarks of the Bureau of the Census. The Redistricting Census 2000 TIGER/Line files are an extract of selected geographic and cartographic information from the Census TIGER data base. The geographic coverage for a single TIGER/Line file is a county or statistical equivalent entity, with the coverage area based on January 1, 2000 legal boundaries. A complete set of Redistricting Census 2000 TIGER/Line files includes all counties and statistically equivalent entities in the United States and Puerto Rico. The Redistricting Census 2000 TIGER/Line files will not include files for the Island Areas. The Census TIGER data base represents a seamless national file with no overlaps or gaps between parts. However, each county-based TIGER/Line file is designed to stand alone as an independent data set or the files can be combined to cover the whole Nation. The Redistricting Census 2000 TIGER/Line files consist of line segments representing physical features and governmental and statistical boundaries.     HUD Income Limits are collected and published to determine the maximum income a household may earn to participate in certain housing subsidy programs. Home income limits from the year 2019 were used. Median income is developed for each metropolitan area (and applies to all counties in the metro area), and each non-metropolitan area (and is a county level measure). Data was obtained for communities in all 50 states, Puerto Rico and U.S. Virgin Islands. The calculations stem from median family income data provided by the Census and adjusted for certain local conditions.

    This is a copy of the statewide Census Tract GIS Tiger file. It is used to determine if a census tract (CT) is EDA or not by adding ACS (American Community Survey) Median Household Income (MHI) and Population Density data at the CT level. The IRWM web based DAC mapping tool uses this GIS layer. Every year this table gets updated after ACS publishes their updated estimates. Created by joining 2018 EDA table to 2010 Census Counties feature class. The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The primary legal divisions of most States are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no counties, the equivalent entities are the organized boroughs, city and boroughs, and municipalities, and for the unorganized area, census areas. The latter are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. In four States (Maryland, Missouri, Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and thus constitute primary divisions of their States. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data presentation. The Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: Municipios in Puerto Rico, Districts and Islands in American Samoa, Municipalities in the Commonwealth of the Northern Mariana Islands, and Islands in the U.S. Virgin Islands. The entire area of the United States, Puerto Rico, and the Island Areas is covered by counties or equivalent entities. The 2010 Census boundaries for counties and equivalent entities are as of January 1, 2010, primarily as reported through the Census Bureau's Boundary and Annexation Survey (BAS).

For census tracts, the water cutouts are derived from a subset of the 2010 AWATER (Area Water) boundaries offered by TIGER. For state and county boundaries, the water and coastlines are derived from the coastlines of the 500k TIGER Cartographic Boundary Shapefiles. The original AWATER and ALAND fields are still available as attributes within the data table (units are square meters).
    • The States layer contains 52 records - all US states, Washington D.C., and Puerto Rico
    • Census tracts with no population that occur in areas of water, such as oceans, are removed from this data service (Census Tracts beginning with 99).
    • Percentages and derived counts, and associated margins of error, are calculated values (that can be identified by the "_calc_" stub in the field name), and abide by the specifications defined by the American Community Survey.
    • Field alias names were created based on the Table Shells file available from the American Community Survey Summary File Documentation page.
    • Negative values (e.g., -555555...) have been set to null. These negative values exist in the raw API data to indicate the following situations:
      • The margin of error column indicates that either no sample observations or too few sample observations were available to compute a standard error and thus the margin of error. A statistical test is not appropriate.

    Description

    The Low Transportation Cost Index is based on estimates of transportation expenses for a 3-person single-parent family earning 50% of the median income for renters in the surrounding region (i.e. Core-Based Statistical Area). The estimates come from the Location Affordability Index (LAI). The data correspond to those for household type 6 as noted in the LAI data dictionary. More specifically, among this household type, we model transportation costs as a percent of income for renters. Neighborhoods are defined as census tracts. The LAI data do not contain transportation cost information for Puerto Rico.
