This article summarizes a reconstruction of the adjusted monetary base and adjusted bank reserves of the Federal Reserve Bank of St. Louis. The revised figures, based on as much original source data as feasible, include changes to both the monetary (source) base and reserve requirement magnitude (RAM). The revised figures include the new measure or RAM developed by Anderson and Rasche (2001) that interprets the operation of retail-deposit sweep programs by United States banks, beginning in 1994, as economically equivalent to a reduction in statutory reserve requirements. The authors also present new seasonal adjustment factors that incorporate adjustments for the Y2K-related surge in the monetary base and reserves.
The level of reserves the Federal Reserve needs to supply depends on the spread between the federal funds rate and the IOR rate. If policymakers choose to operate with a near-zero federal funds-IOR spread, then reserve balances of $1.5 trillion may be required to implement monetary policy. However, if policymakers opt for a higher federal funds-IOR spread, then reserve balances of about $1.1 trillion may suffice.

This dataset contains information regarding the acreages of land currently (as of 2004) enrolled in the Conservation Reserve Program (CRP) distributed by county and the year the CRP contract was initiated (1987-2004, excluding 1994 and 1995). Additionally, it contains total acreages of land enrolled in the CRP distributed by county and the contract year (1987-2003). USDA Farm Service Agency's (FSA) Conservation Reserve Program (CRP) is a voluntary program available to agricultural producers to help them safeguard environmentally sensitive land. Producers enrolled in CRP plant long-term, resource-conserving covers to improve the quality of water, control soil erosion, and enhance wildlife habitat. In return, FSA provides participants with rental payments and cost-share assistance. Contract duration is between 10 and 15 years. Acreage enrolled in the CRP is planted to resource-conserving vegetative covers, making the program a major contributor to increased wildlife populations in many parts of the country. These spatial data were created by cross-referencing a base map of counties in the western U.S. with tabular data provided by: (1) Data in the columns labeled by year indicate the "Total All Practices" acreage entered into active CRP contracts in that county in that year. (2) Information requested under the Freedom of Information Act (USDA Case#2004-180) Although the CRP Program continues, and new lands are entered into contracts and some contracted lands expire, this map is static as of the publication date because it was created for a specific analysis. A user could update this dataset by editing the attribute table with new data as it is produced.
The National Estuarine Research Reserve System has developed a consistent protocol for monitoring vegetation across the nations estuaries. Eventually, the goal is to be monitoring vegetation regularly at every Reserve, allowing for robust spatial and temporal analyses of estuarine vegetation trends. To date, 18 Reserves have implemented this vegetation monitoring protocol. The vegetation community that is assessed varies by reserve. The protocol has been implemented for submerged aquatic vegetation such as eelgrass and algae, as well as for emergent vegetation such as salt marshes and mangroves. The vegetation monitoring protocol involves permanent sampling plots along fixed transects. Parameters monitored include percent cover of all plant species, as well as stem density and canopy height of the common species. Elevation is also assessed for each plot when feasible. The complete monitoring protocol provides more details. These data will be valuable for tracking changes in abundance of particular species of interest, or in species composition over time. For instance, the transects can be used to detect landward migration of vegetation communities in the face of projected sea level rise. The National Estuarine Research Reserves is a network of 30 reserves protected for long-term research, ecosystem monitoring, education, and coastal stewardship. Established by the Coastal Zone Management Act, the reserve system is a partnership program between NOAA and the coastal states. NOAA provides funding, national guidance, and technical assistance. Each reserve is managed on daily basis by a lead state agency or university with input from local partners. These data are collected as part of the NERRS System-Wide Monitoring Program (SWMP), which includes (1) abiotic indicators of water quality and weather; (2) biological monitoring; and (3) watershed, habitat, and land use mapping. Data were collected under individual Reserve NOAA grant/cooperative agreements and managed by the CDMO under NOAA grant/cooperative agreement #NA24NOSX420C0061-T1-01 (2024) and prior grants.
