    This dataset presents indicator 20.3: Rate of children in out of home care per 1,000 children aged 0-17 years. The data covers the financial years of 2008/09-2010/11 and is aggregated by Local Government Areas (LGA) from the 2011 Australian Statistical Geography Standard (ASGS). This dataset is part of the Victorian Department of Education and Training's Victorian Child and Adolescent Monitoring System (VCAMS) data release. This dataset is sourced from the Client Relationship Information System (CRIS). The VCAMS Framework comprises 150 indicators as agreed by the Children's Service Coordination Board. It incorporates 35 outcomes that relate to aspects of children's health, development, safety, learning and well-being in four categories - the child, families, community, and supports and services.     In financial year 2017, almost 50 percent of the children in Victoria, Australia who were living in out-of-home care were living in kinship care. Comparatively, less than one percent of children living in out-of-home care were living independently. Kinship care indicates when a child has been taken from the care of their birth parents and put under the care of, usually, relatives. However, this can also extend to family friends.

    The CSA aims to provide an efficient and transparent information service to assist and inform policy makers, researchers and the Victorian public.

    The data is collected from all Government schools in Victoria as part of the August School census. From 2007 a student is deemed to be from a language background other than English if either the student or one parent/guardian speaks a language other than English at home.\r \r The dataset shows the aggregated full-time equivalent of Government School students enrolled in Victoria who have a Language Background Other Than English (LBOTE), per census year from 2007, by English spoken at home category as below: \r a) Students language background other than English-Speak mainly English at home;\r b) Students language background other than English-Does not speak mainly English at home; and\r c) Total students language background other than English\r \r The data is based on the August School Census which is held on the first Friday in August of each calendar year.\r All Victorian schools provide details of enrolments twice each year. The first collection occurs in February and the data collected is used as a basis for Government school resource allocation. The second collection occurs in August and the data collected is used as a basis for school resource allocation and for inclusion in state and national statistical publications.

Description

This dataset presents indicator 20.3: Rate of children in out of home care per 1,000 children aged 0-17 years. The data covers the financial years of 2008/09-2010/11 and is aggregated by Local Government Areas (LGA) from the 2011 Australian Statistical Geography Standard (ASGS). This dataset is part of the Victorian Department of Education and Training's Victorian Child and Adolescent Monitoring System (VCAMS) data release. This dataset is sourced from the Client Relationship Information System (CRIS). The VCAMS Framework comprises 150 indicators as agreed by the Children's Service Coordination Board. It incorporates 35 outcomes that relate to aspects of children's health, development, safety, learning and well-being in four categories - the child, families, community, and supports and services.
