Image-based sexual abuse (IBSA) is underreported in India like other sexual crimes. In the statistics published by the National Crime Records Bureau (NCRB), the distribution of image-based abuse content is clubbed with the distribution of pornography. This method of sorting and logging offences makes it hard to discern incidents of image-based abuse from consensual pornography. Thus, NCRB statistics about the incidence of IBSA are not conclusive. This random sample of about 50 news reports of IBSA incidents that occurred in different parts of the country since 2013 shows that the most frequent impact on victims is suicide or attempted suicide. It also shines a light on the actions of perpetrators that tend to occur in conjunction with the non-consensual capture, creation, publishing or distribution of nude, partially nude or sexually explicit images and videos.
Rohini Lakshané created this document in June 2024 as a part of a series of articles on IBSA for FactorDaily .
The first article in the series, which references this dataset, is published here: The crying shame of image-based abuse

TwitterIn 2018, 35.5 percent of young male respondents believed that the draft law against the Revenge Porn was not a social achievement. In addition, the share of female who did not think that the draft law was a social achievement added up to 22.2 percent. The draft on revenge porn provided that the diffusion without permission of sexually explicit videos and pictures was a crime.
The survey was conducted to represent the opinion of the population aged between 18 and 30.
In a survey conducted in 2020, 12.7 percent of Italians stated to know someone who was victim of revenge porn.

TwitterAccording to a survey conducted from 2019 to 2020, nearly 13 percent of Italians respondents know a victim of revenge porn. Revenge porn is the act of sharing private sexual images or videos of a person without his/her consent, usually in an attempt to harm or punish him or her. Such pictures or videos are generally shared on specific platforms or closed groups on social media, yet can also be sent through regular texting apps. The psychological harm of such a violation can be devastating for the victim and even push the person to commit suicide.
Acting against revenge porn
Facing the frequency of such acts and the media coverage that some cases receive, the Italian government acted. From 2018 to 2019, four draft laws on criminalizing revenge porn were presented by different Italian politicians. According to a survey conducted in 2018, roughly 78 percent of Italian women and 65,5 percent of Italian men perceived such laws as a social achievement. In July 2019, a law on revenge porn was passed by the Italian parliament.
Different forms of sexual violence
Being recognized as a crime, revenge porn became a particular instance of sexual violence. Although the violence is psychological rather than physical, the potential harms are equal. In 2018, almost five thousand sexual violence cases were reported to the authorities in Italy. This figure was likely to be an underestimation as many victims of abuse do not report themselves. In the same year, a survey revealed that 77 percent of respondents in Italy believed that a zero-tolerance policy for sexual harassment was essential to change society.

TwitterThere were ****** blackmail offences reported by the police in England and Wales in 2024/25, compared with 37,880 in the previous year. Between 2002/03 and 2013/14 the number of blackmail offences fluctuated from a low of ***** in 2007/08 and a high of *****. From 2014/15 onwards, however, the number of offences has increased dramatically, reaching a peak in the most reporting year. This rise in blackmail has also occurred in Scotland, which saw extortion crimes reach ***** offences in 2023/24, compared with just *** in 2019/20. In Northern Ireland, there were ******blackmail offences in 2023/24, compared with *** in 2019/20. What is driving the increase in blackmail? The steep rise in blackmail and extortion offences recently is likely related to the proliferation of cyber crime in the United Kingdom. In a 2019 survey, for example, five percent of respondents reported being the victims of device hacking-related extortion at least once. A 2023 global survey on cybercrime, also revealed that around a quarter of respondents had been the victim of an extortion e-mail scam. Extortion based on the threat to distribute intimate images, or sextortion, is another aspect of the increase in blackmail crime. There has been a steep rise in the number of revenge porn reports, with women in particular being targeted by online intimate image abuse. Crime on the rise since the mid-2010s While not rising as dramatically as blackmail offences, overall crime in England and Wales has also been on the rise. In 2022/23, for example, there were **** million crime offences, compared with just **** million in 2013/14. Although there are undoubtedly several factors that have influenced this overall rise in crime, the cuts to police funding between 2009/10 and 2016/17, along with the decline in police officers that occurred as a result, are possibly two of the most important reasons. Other areas of the justice system are also under significant pressure, with courts struggling with a backlog of cases, and prisons operating very close to capacity in recent month.
