    FY2021 District Profile Report

    The District Profile Report is a tool published annually by the Ohio Department of Education to evaluate statistics of each of Ohio’s traditional public school districts. The report allows users to compare a district with similar school districts and the state as a whole. (Ohio’s island districts and College Corner Local have been excluded from the analysis due to the unique characteristics of these school districts.)

    This document provides a compilation of data on Ohio public school districts. A portion of this information was formerly released in what was known as the Cupp Report, named after former Senator and House Speaker Bob Cupp, who encouraged its production. The information is presented in the following categories:

    A. Demographic data

    B. Personnel data

    C. Property valuation and tax data

    D. Local effort data

    E. Operating expenditure per-pupil data

    F. Revenue by source data

    G. District financial status from five year forecast data

    The District Profile Report only represents the data for traditional public school districts. Data involving community schools and joint vocational school districts have been removed. As a result, some district data and statewide averages in this report may differ from the data reported through other Ohio Department of Education & Workforce publications if data on those reports are calculated with community schools, joint vocational school districts or other educational entities.

    There are various ways of defining some variables depending on the context in which the variables are used. The information below defines each variable to avoid confusion. For example, school district enrollment is defined differently in different contexts. Here, enrolled ADM is the measure of student enrollment that is used in many calculations because it is most directly aligned with state foundation funding as it represents the students a district is educating.

    In cases where school district data could not be compiled or was irrelevant, an ‘NA’ is used to indicate the inapplicability of the data.

    The National Center for Education Statistics’ (NCES) Education Demographic and Geographic Estimate (EDGE) program develops annually updated school district boundary composite files that include public elementary, secondary, and unified school district boundaries clipped to the U.S. shoreline. School districts are special-purpose administrative units designed by state and local officials to provide public education for local residents. District boundaries are collected for NCES by the U.S. Census Bureau to develop demographic estimates and to support educational research and program administration. The NCES Common Core of Data (CCD) program is an annual collection of basic administrative characteristics for all public schools, school districts, and state education agencies in the United States. These characteristics are reported by state education officials and include directory information, number of students, number of teachers, grade span, and other conditions. The administrative attributes in this layer were developed from the 2017-2018 CCD collection.     This collection comprises unaltered data files downloaded from https://eddataexpress.ed.gov/download/data-library on February 6, 2025. The original access page consisted of a table with category filters, which provided links to data ZIP files containing the specified data fields. This table has been saved into tabular data formats here in the Index folder, with the original web links replaced with the matching ZIP filename only, which essentially replicates the functionality of the original web page in a downloadable format.In the website's underlying file structure, the original ZIP files were nested within folders named according to the format EID_####, apparently to avoid conflicts between files with the same name. These seeming duplications might have been due to updates or revisions that had to be made to a data file. To preserve this original order, the ZIP files were renamed by appending the EID number to their original file name. The files were not otherwise unzipped or altered in any way from their original state.At the time of download, the page at https://eddataexpress.ed.gov/download/data-library displayed the following two notices in red:"The COVID-19 pandemic disrupted the collection and reporting of data on EDE, beginning in SY 2019-20.     This file, part of a data collection effort carried out annually from 1968-1974 to look at issues of school desegregation, contains selected school district-level racial and ethnic data about students and staff for the academic year 1971-1972. The data were collected using OCR Form OS/CR 101. Each district record for each separate year of the series is identical, containing fields for all district data elements surveyed in every year. Where a particular item was not surveyed for a specific year, its corresponding field is zero (for numeric fields) or blank (for alphanumeric fields). Counts of students in various racial and ethnic groups are provided and then further categorized across additional dimensions, including whether resident or non-resident, emotionally disturbed, physically or learning disabled, or requiring special education. Other categories include school-age children in public and non-public schools or not in school, dropouts, and those expelled or suspended. Racial and ethnic counts of full-time classroom teachers and full-time instructional staff are also supplied. Other variables focus on the number of schools in the district that used ability grouping, whether a district had single-sex schools, whether students of different sexes were required to take different courses, the number of students whose language was not English, whether bilingual instruction was used, the number of schools being newly built or modified to increase capacity, the racial composition of new schools, and whether there was litigation.

    This composite file contains elementary, secondary, and unified school district boundaries collected for the National Center for Education Statistics by the U.S. Census Bureau.The National Center for Education Statistics’ (NCES) Education Demographic and Geographic Estimate (EDGE) program develops annually updated school district boundary composite files that include public elementary, secondary, and unified school district boundaries clipped to the U.S. shoreline. School districts are single-purpose administrative units designed by state and local officials to organize and provide public education for local residents. District boundaries are collected for NCES by the U.S. Census Bureau to support educational research and program administration, and the boundaries are essential for constructing district-level estimates of the number of children in poverty.The Census Bureau’s School District Boundary Review program (SDRP) (https://www.census.gov/programs-surveys/sdrp.html) obtains the boundaries, names, and grade ranges from state officials, and integrates these updates into Census TIGER. Census TIGER boundaries include legal maritime buffers for coastal areas by default, but the NCES composite file removes these buffers to facilitate broader use and cleaner cartographic representation. The NCES EDGE program collaborates with the U.S. Census Bureau’s Education Demographic, Geographic, and Economic Statistics (EDGE) Branch to develop the composite school district files.     This layer serves as the authoritative geographic data source for all school district office locations in California. District office location and attribute information are derived from the California Department of Education"s (CDE) public schools and districts directory and district enrollment file.

    Since the school districts in this layer are represented as point locations instead of service areas, this layer includes additional district types that do not use geographically defined service areas to determine enrollment such as county offices of education, state special schools and State Board of Education (SBE) charter schools. In order to view districts represented as service area polygons, please see the "California School District Areas" layer.


    The school district enrollment and demographic information are based on the 2023-24 academic year student enrollment counts collected on Fall Census Day in 2023 (first Wednesday in October). These data elements are collected by the CDE through the California Longitudinal Achievement System (CALPADS) and can be accessed as a downloadable file from the Census Day Enrollment File page on the CDE website.


    District records are assigned X, Y coordinates using a quality controlled geocoding and validation process to optimize positional accuracy. Most district offices are mapped to the office structure or centroid of the district office property parcel and are individually verified using aerial imagery or assessor"s parcels databases. Districts are assigned various geographic area values based on their mapped locations including state and federal legislative district identifiers and National Center for Education Statistics (NCES) locale codes.

    This dataset includes the attendance rate for public school students PK-12 by district during the 2022-2023 school year.

    Attendance rates are provided for each district for the overall student population and for the high needs student population. Students who are considered high needs include students who are English language learners, who receive special education, or who qualify for free and reduced lunch.

    When no attendance data is displayed in a cell, data have been suppressed to safeguard student confidentiality, or to ensure that statistics based on a very small sample size are not interpreted as equally representative as those based on a sufficiently larger sample size.     This Public Schools feature dataset is composed of all Public elementary and secondary education facilities in the United States as defined by the Common Core of Data (CCD, https://nces.ed.gov/ccd/ ), National Center for Education Statistics (NCES, https://nces.ed.gov ), US Department of Education for the 2017-2018 school year. This includes all Kindergarten through 12th grade schools as tracked by the Common Core of Data. Included in this dataset are military schools in US territories and referenced in the city field with an APO or FPO address. DOD schools represented in the NCES data that are outside of the United States or US territories have been omitted. This feature class contains all MEDS/MEDS+ as approved by NGA. Complete field and attribute information is available in the ”Entities and Attributes” metadata section. Geographical coverage is depicted in the thumbnail above and detailed in the Place Keyword section of the metadata. This release includes the addition of 3065 new records, modifications to the spatial location and/or attribution of 99,287 records, and removal of 2996 records not present in the NCES CCD data.

    This comprehensive layer of California public school districts combines all elementary, secondary and unified district area boundaries into a single file and serves as the authoritative geographic data source for all school district area boundaries in California for the 2018-19 academic year. School districts are single purpose governmental units that operate schools and provide public educational services to residents within geographically defined areas. Agencies considered school districts that do not use geographically defined service areas to determine enrollment are excluded from this data set. In order to view districts represented as point locations, please see the "California School District Offices" layer. The school districts in this layer are enriched with additional district-level attribute information from the California Department of Education's data collections. These data elements add meaningful statistical and descriptive information that can be visualized and analyzed on a map and used to advance education research or inform decision making.School districts are categorized as either elementary (primary), high (secondary) or unified based on the general grade range of the schools operated by the district. Elementary school districts provide education to the lower grade/age levels and the high school districts provide education to the upper grade/age levels while unified school districts provide education to all grade/age levels in their service areas. Boundaries for the elementary, high and unified school district layers are combined into a single file. The resulting composite layer includes areas of overlapping boundaries since elementary and high school districts each serve a different grade range of students within the same territory. The 'DistrictType' field can be used to filter and display districts separately by type.Boundary lines are maintained by the California Department of Education (CDE) and are effective in the 2018-19 academic year . The CDE works collaboratively with the US Census Bureau to update and maintain boundary information as part of the federal School District Review Program (SDRP). The Census Bureau uses these school district boundaries to develop annual estimates of children in poverty to help the U.S. Department of Education determine the annual allocation of Title I funding to states and school districts. The National Center for Education Statistics (NCES) also uses the school district boundaries to develop a broad collection of district-level demographic estimates from the Census Bureau’s American Community Survey (ACS).The school district enrollment and demographic information are based on the 2018-19 academic year student enrollment counts collected on Fall Census Day in 2018 (first Wednesday in October).     Description

    The 2020-2021 School Learning Modalities dataset provides weekly estimates of school learning modality (including in-person, remote, or hybrid learning) for U.S. K-12 public and independent charter school districts for the 2020-2021 school year, from August 2020 – June 2021.

    These data were modeled using multiple sources of input data (see below) to infer the most likely learning modality of a school district for a given week. These data should be considered district-level estimates and may not always reflect true learning modality, particularly for districts in which data are unavailable. If a district reports multiple modality types within the same week, the modality offered for the majority of those days is reflected in the weekly estimate. All school district metadata are sourced from the https://nces.ed.gov/ccd/files.asp#Fiscal:2,LevelId:5,SchoolYearId:35,Page:1">National Center for Educational Statistics (NCES) for 2020-2021.

    School learning modality types are defined as follows:

      • In-Person: All schools within the district offer face-to-face instruction 5 days per week to all students at all available grade levels.
      • Remote: Schools within the district do not offer face-to-face instruction; all learning is conducted online/remotely to all students at all available grade levels.
      • Hybrid: Schools within the district offer a combination of in-person and remote learning; face-to-face instruction is offered less than 5 days per week, or only to a subset of students.

    Data Information

      • School learning modality data provided here are model estimates using combined input data and are not guaranteed to be 100% accurate. This learning modality dataset was generated by combining data from four different sources: Burbio [1], MCH Strategic Data [2], the AEI/Return to Learn Tracker [3], and state dashboards [4-20]. These data were combined using a Hidden Markov model which infers the sequence of learning modalities (In-Person, Hybrid, or Remote) for each district that is most likely to produce the modalities reported by these sources. This model was trained using data from the 2020-2021 school year. Metadata describing the location, number of schools and number of students in each district comes from NCES [21].

        • Public school district that is a component of a supervisory union
        • Independent charter district
      • “BI” in the state column refers to school districts funded by the Bureau of Indian Education.

    Technical Notes

      • Data from September 1, 2020 to June 25, 2021 correspond to the 2020-2021 school year. During this timeframe, all four sources of data were available. Inferred modalities with a probability below 0.75 were deemed inconclusive and were omitted.
      • Data for the month of July may show “In Person” status although most school districts are effectively closed during this time for summer break. Users may wish to exclude July data from use for this reason where applicable.

    This layer serves as the authoritative geographic data source for all school district area boundaries in California. School districts are single purpose governmental units that operate schools and provide public educational services to residents within geographically defined areas. Agencies considered school districts that do not use geographically defined service areas to determine enrollment are excluded from this data set. In order to view districts represented as point locations, please see the "California School District Offices" layer. The school districts in this layer are enriched with additional district-level attribute information from the California Department of Education's data collections. These data elements add meaningful statistical and descriptive information that can be visualized and analyzed on a map and used to advance education research or inform decision making.

    School districts are categorized as either elementary (primary), high (secondary) or unified based on the general grade range of the schools operated by the district. Elementary school districts provide education to the lower grade/age levels and the high school districts provide education to the upper grade/age levels while unified school districts provide education to all grade/age levels in their service areas. Boundaries for the elementary, high and unified school district layers are combined into a single file. The resulting composite layer includes areas of overlapping boundaries since elementary and high school districts each serve a different grade range of students within the same territory. The 'DistrictType' field can be used to filter and display districts separately by type.

    Boundary lines are maintained by the California Department of Education (CDE) and are effective in the 2022-23 academic year . The CDE works collaboratively with the US Census Bureau to update and maintain boundary information as part of the federal School District Review Program (SDRP). The Census Bureau uses these school district boundaries to develop annual estimates of children in poverty to help the U.S. Department of Education determine the annual allocation of Title I funding to states and school districts. The National Center for Education Statistics (NCES) also uses the school district boundaries to develop a broad collection of district-level demographic estimates from the Census Bureau’s American Community Survey (ACS).

    The school district enrollment and demographic information are based on student enrollment counts collected on Fall Census Day (first Wednesday in October) in the 2022-23 academic year. These data elements are collected by the CDE through the California Longitudinal Achievement System (CALPADS) and can be accessed as publicly downloadable files from the Data & Statistics web page on the CDE website https://www.cde.ca.gov/ds">https://www.cde.ca.gov/ds.

During the Fall 2022 semester, modalities for districts with a school closure reported by Burbio were updated to either “Remote”, if the closure spanned the entire week, or “Hybrid”, if the closure spanned 1-4 days of the week.
      • Data from August 1, 2022 to December 31, 2022 correspond to the 2022-2023 school year and were processed in a similar manner to data from the 2021-2022 school year.
      • Data for the month of July may show “In Person” status although most school districts are effectively closed during this time for summer break. Users may wish to exclude July data from use for this reason where applicable.

    Description

    This point datalayer shows the locations of schools in Massachusetts. Schools appearing in this layer are those attended by students in pre-kindergarten through high school. Categories of schools include public, private, charter, collaborative programs, and approved special education. This data was originally developed by the Massachusetts Department of Environmental Protection’s (DEP) GIS Program based on database information provided by the Massachusetts Department of Education (DOE). The update published on April 17th, 2009 was based on listings MassGIS obtained from the DOE as of February 9th, 2009. The layer is stored in ArcSDE and distributed as SCHOOLS_PT. Only schools located in Massachusetts are included in this layer. The DOE also provides a listing of out-of-state schools open to Massachusetts' residents, particularly for those with special learning requirements. FY2021 District Profile Report

The District Profile Report is a tool published annually by the Ohio Department of Education to evaluate statistics of each of Ohio’s traditional public school districts. The report allows users to compare a district with similar school districts and the state as a whole. (Ohio’s island districts and College Corner Local have been excluded from the analysis due to the unique characteristics of these school districts.)

This document provides a compilation of data on Ohio public school districts. A portion of this information was formerly released in what was known as the Cupp Report, named after former Senator and House Speaker Bob Cupp, who encouraged its production. The information is presented in the following categories:

A. Demographic data

B. Personnel data

C. Property valuation and tax data

D. Local effort data

E. Operating expenditure per-pupil data

F. Revenue by source data

G. District financial status from five year forecast data

The District Profile Report only represents the data for traditional public school districts. Data involving community schools and joint vocational school districts have been removed. As a result, some district data and statewide averages in this report may differ from the data reported through other Ohio Department of Education & Workforce publications if data on those reports are calculated with community schools, joint vocational school districts or other educational entities.

There are various ways of defining some variables depending on the context in which the variables are used. The information below defines each variable to avoid confusion. For example, school district enrollment is defined differently in different contexts. Here, enrolled ADM is the measure of student enrollment that is used in many calculations because it is most directly aligned with state foundation funding as it represents the students a district is educating.

In cases where school district data could not be compiled or was irrelevant, an ‘NA’ is used to indicate the inapplicability of the data.
