    FY2021 District Profile Report

    The District Profile Report is a tool published annually by the Ohio Department of Education to evaluate statistics of each of Ohio’s traditional public school districts. The report allows users to compare a district with similar school districts and the state as a whole. (Ohio’s island districts and College Corner Local have been excluded from the analysis due to the unique characteristics of these school districts.)

    This document provides a compilation of data on Ohio public school districts. A portion of this information was formerly released in what was known as the Cupp Report, named after former Senator and House Speaker Bob Cupp, who encouraged its production. The information is presented in the following categories:

    A. Demographic data

    B. Personnel data

    C. Property valuation and tax data

    D. Local effort data

    E. Operating expenditure per-pupil data

    F. Revenue by source data

    G. District financial status from five year forecast data

    The District Profile Report only represents the data for traditional public school districts. Data involving community schools and joint vocational school districts have been removed. As a result, some district data and statewide averages in this report may differ from the data reported through other Ohio Department of Education & Workforce publications if data on those reports are calculated with community schools, joint vocational school districts or other educational entities.

    There are various ways of defining some variables depending on the context in which the variables are used. The information below defines each variable to avoid confusion. For example, school district enrollment is defined differently in different contexts. Here, enrolled ADM is the measure of student enrollment that is used in many calculations because it is most directly aligned with state foundation funding as it represents the students a district is educating.

    In cases where school district data could not be compiled or was irrelevant, an ‘NA’ is used to indicate the inapplicability of the data.

    This Public Schools feature dataset is composed of all Public elementary and secondary education facilities in the United States as defined by the Common Core of Data (CCD, https://nces.ed.gov/ccd/ ), National Center for Education Statistics (NCES, https://nces.ed.gov ), US Department of Education for the 2017-2018 school year. This includes all Kindergarten through 12th grade schools as tracked by the Common Core of Data. Included in this dataset are military schools in US territories and referenced in the city field with an APO or FPO address. DOD schools represented in the NCES data that are outside of the United States or US territories have been omitted. This feature class contains all MEDS/MEDS+ as approved by NGA. Complete field and attribute information is available in the ”Entities and Attributes” metadata section. Geographical coverage is depicted in the thumbnail above and detailed in the Place Keyword section of the metadata. This release includes the addition of 3065 new records, modifications to the spatial location and/or attribution of 99,287 records, and removal of 2996 records not present in the NCES CCD data.

    This dataset attempts to represent the point locations of every educational program in the state of Minnesota that is currently operational and reporting to the Minnesota Department of Education. It can be used to identify schools, various individual school programs, school districts (by office location), colleges, and libraries, among other programs. Please note that not all school programs are statutorily required to report, and many types of programs can be reported at any time of the year, so this dataset is by nature an incomplete snapshot in time.

    Maintenance of these locations are a result of an ongoing project to identify current school program locations where Food and Nutrition Services Office (FNS) programs are utilized. The FNS Office is in the Minnesota Department of Education (MDE). GIS staff at MDE maintain the dataset using school program and physical addresses provided by local education authorities (LEAs) for an MDE database called "MDE ORG". MDE GIS staff track weekly changes to program locations, along with comprehensive reviews each summer. All records have been reviewed for accuracy or edited at least once since January 1, 2020.

    Note that there may remain errors due to the number of program locations and inconsistency in reporting from LEAs and other organizations. In particular, some organization types (such as colleges and treatment programs) are not subject to annual reporting requirements, so some records included in this file may in fact be inactive or inaccurately located.

    Note that multiple programs may occur at the same location and are represented as separate records. For example, a junior and a senior high school may be in the same building, but each has a separate record in the data layer. Users leverage the "CLASS" and "ORGTYPE" attributes to filter and sort records according to their needs. In general, records at the same physical address will be located at the same coordinates.

    This data is now available in CSV format. For that format only, OBJECTID and Shape columns are removed, and the Shape column is replaced by Latitude and Longitude columns.

    NCES relies on information about school location to construct school-based surveys, support program administration, identify associations with other types of geographic entities, and to help investigate the social and spatial context of education. EDGE creates and assigns address geocodes (estimated latitude/latitude values) and other geographic indicators to public schools, public local education agencies, private schools, and postsecondary schools. The geographic data are provided for download as shapefiles and are also directly accessible as GIS web services.Geocodes for public schools are based on data reported in the NCES Common Core of Data (CCD), an annual collection of administrative data about enrollment, staffing, and program participation for schools, local education agencies (LEAs), and state education agencies (SEAs). SEAs report these data to the United States Department of Education in a series of file submissions throughout the year.     The Civil Rights Data Collection (CRDC) is a biennial (i.e., every other school year) survey required by the U.S. Department of Education’s (Department) Office for Civil Rights (OCR) since 1968. The CRDC collects a variety of information including student enrollment and educational programs and services, most of which is disaggregated by race/ethnicity, sex, limited English proficiency, and disability. The CRDC is a longstanding and important aspect of the ED Office for Civil Rights (OCR) overall strategy for administering and enforcing the civil rights statutes for which it is responsible. Data was reported directly from the school districts to the Office of Civil Rights. This data process is not managed by OSPI and therefore the data is not validated or reviewed by OSPI before being reported to OCR. For this reason data presented in this file will not mirror OSPI reports on similar student and school measures. In some cases data was unavailable or suppressed by OCR to protect student privacy, for more information on this please visit the CRDC webpage. In addition, directory information for some schools is incomplete, as the names of the organizations provided in the CRDC data files did not match the names of organizations on record with OSPI.     Description

    The 2021-2022 School Learning Modalities dataset provides weekly estimates of school learning modality (including in-person, remote, or hybrid learning) for U.S. K-12 public and independent charter school districts for the 2021-2022 school year and the Fall 2022 semester, from August 2021 – December 2022.

    These data were modeled using multiple sources of input data (see below) to infer the most likely learning modality of a school district for a given week. These data should be considered district-level estimates and may not always reflect true learning modality, particularly for districts in which data are unavailable. If a district reports multiple modality types within the same week, the modality offered for the majority of those days is reflected in the weekly estimate. All school district metadata are sourced from the https://nces.ed.gov/ccd/files.asp#Fiscal:2,LevelId:5,SchoolYearId:35,Page:1">National Center for Educational Statistics (NCES) for 2020-2021.

    School learning modality types are defined as follows:

      • In-Person: All schools within the district offer face-to-face instruction 5 days per week to all students at all available grade levels.
      • Remote: Schools within the district do not offer face-to-face instruction; all learning is conducted online/remotely to all students at all available grade levels.
      • Hybrid: Schools within the district offer a combination of in-person and remote learning; face-to-face instruction is offered less than 5 days per week, or only to a subset of students.
    Data Information
      • School learning modality data provided here are model estimates using combined input data and are not guaranteed to be 100% accurate. This learning modality dataset was generated by combining data from four different sources: Burbio [1], MCH Strategic Data [2], the AEI/Return to Learn Tracker [3], and state dashboards [4-20]. These data were combined using a Hidden Markov model which infers the sequence of learning modalities (In-Person, Hybrid, or Remote) for each district that is most likely to produce the modalities reported by these sources. This model was trained using data from the 2020-2021 school year. Metadata describing the location, number of schools and number of students in each district comes from NCES [21].

      • The metrics listed for each school learning modality reflect totals by district and the number of enrolled students per district for which data are available. School districts represented here exclude private schools and include the following NCES subtypes:
        • Public school district that is NOT a component of a supervisory union
        • Public school district that is a component of a supervisory union
        • Independent charter district
      • “BI” in the state column refers to school districts funded by the Bureau of Indian Education.
    Technical Notes
      • Data from August 1, 2021 to June 24, 2022 correspond to the 2021-2022 school year. During this time frame, data from the AEI/Return to Learn Tracker and most state dashboards were not available. Inferred modalities with a probability below 0.6 were deemed inconclusive and were omitted. During the Fall 2022 semester, modalities for districts with a school closure reported by Burbio were updated to either “Remote”, if the closure spanned the entire week, or “Hybrid”, if the closure spanned 1-4 days of the week.
      • Data from August 1, 2022 to December 31, 2022 correspond to the 2022-2023 school year and were processed in a similar manner to data from the 2021-2022 school year.
      • Data for the month of July may show “In Person” status although most school districts are effectively closed during this time for summer break. Users may wish to exclude July data from use for this reason where applicable.

    Background, Methodology: Local Law 102 enacted in 2015 requires the Department of Education of the New York City School District to submit to the Council an annual report concerning physical education for the prior school year. This report provides information about average frequency and average total minutes per week of physical education as defined in Local Law 102 as reported through the 2015-2016 STARS database. It is important to note that schools self-report their scheduling information in STARS. The report also includes information regarding the number and ratio of certified physical education instructors and designated physical education instructional space. This report consists of six tabs: 1. PE Instruction Borough-Level 2. PE Instruction District-Level 3. PE Instruction School-Level 4. Certified PE Teachers 5. PE Space 6. Supplemental Programs PE Instruction Borough-Level This tab includes the average frequency and average total minutes per week of physical education by borough, disaggregated by grade, race and ethnicity, gender, special education status and English language learner status. This report only includes students who were enrolled in the same school across all academic terms in the 2015-16 school year. Data on students with disabilities and English language learners are as of the end of the 2015-16 school year. Data on adaptive PE is based on individualized education programs (IEP) finalized on or before 05/31/2016. Also includes ratio of full time instructors teaching in a physical education license to students by school. Data reported is for the 2015-2016 school year as of 10/31/2015. PE Space This tab provides information on all designated indoor, outdoor and off-site spaces used by the school for physical education as reported through the Principal Annual Space Survey and the Outdoor Yard Report. It is important to note that information on each room category is self-reported by principals, and principals determine how each room is classified. Data captures if the PE space is co-located, used by another school or used for another purpose. Includes gyms, athletic fields, auxiliary exercise spaces, dance rooms, field houses, multipurpose spaces, outdoor yards, off-site locations, playrooms, swimming pools and weight rooms as designated PE Space.     Data includes: board and school information, grade 3 and 6 EQAO student achievements for reading, writing and mathematics, and grade 9 mathematics EQAO and OSSLT. Data excludes private schools, Education and Community Partnership Programs (ECPP), summer, night and continuing education schools.

    How Are We Protecting Privacy?

    Results for OnSIS and Statistics Canada variables are suppressed based on school population size to better protect student privacy. In order to achieve this additional level of protection, the Ministry has used a methodology that randomly rounds a percentage either up or down depending on school enrolment. In order to protect privacy, the ministry does not publicly report on data when there are fewer than 10 individuals represented.

      * Percentages depicted as 0 may not always be 0 values as in certain situations the values have been randomly rounded down or there are no reported results at a school for the respective indicator. * Percentages depicted as 100 are not always 100, in certain situations the values have been randomly rounded up.
    The school enrolment totals have been rounded to the nearest 5 in order to better protect and maintain student privacy.

    The information in the School Information Finder is the most current available to the Ministry of Education at this time, as reported by schools, school boards, EQAO and Statistics Canada. The information is updated as frequently as possible.

    Description

    Historical Dataset starting with School Year 2016-2017 through the most Current School Year enrollments for all publicly funded schools in Pennsylvania as reported by school districts, area vocational-technical schools, charter schools, intermediate units, and state operated educational facilities. Local education agencies were asked to report those students who were enrolled and attending as of October 1, of the later year.

    County and Statewide Totals Notes:

    Statewide and county totals include counts of students attending education classes on a full-time basis outside their parents' district of residence. This data was obtained from the Bureau of Special Education.

    Intermediate Unit and CTC Part-day enrollments are excluded from county and state totals.

    Statewide and county totals are unique counts of students being educated by public Local Education Agencies. LEA and School level reports may not sum to the County and Statewide totals.
