An exclusive economic zone (EEZ) is a sea zone prescribed by the United Nations Convention on the Law of the Sea over which a sovereign state has special rights over the exploration and use of marine resources, including energy production from water and wind. This maritime boundary is designed to be used with other marine boundaries in order to help determine areas of trade, commerce and transportation. The 200 NM zone is measured, country-by-country, from another maritime boundary, the baseline (usually but not in all cases the mean low-water mark, used is not the same thing as the coast line. For each country, obtain the official list of the baseline points from the United Nations under Maritime Space.The exclusive economic zone stretches much further into sea than the territorial waters, which end at 12 NM (22 km) from the coastal baseline (if following the rules set out in the UN Convention on the Law of the Sea). Thus, the EEZ includes the contiguous zone. States also have rights to the seabed of what is called the continental shelf up to 350 NM (648 km) from the coastal baseline, beyond the EEZ, but such areas are not part of their EEZ. The legal definition of the continental shelf does not directly correspond to the geological meaning of the term, as it also includes the continental rise and slope, and the entire seabed within the EEZ. The chart below diagrams the overlapping jurisdictions which are part of the EEZ. When the (EEZ) boundary is between countries which are separated by less than 200NM is settled by international tribunals at any arbitrary line. Many countries are still in the process of extending their EEZs beyond 200NM using criteria defined in the United Nations Convention on the Law of the Sea. INSPIRE theme Maritime Administrative Units. These are condensed coordinates of the sea border maps 2920 (North Sea) and 2921 (Baltic Sea). They are (interpolated) coordinates condensed on geodetic lines. The distance between the nodes on the geodetic connecting lines of the defined border points is less than 100 m. In order to be able to better use these limits in today's GI systems and to avoid conversion errors, the BSH has derived the user coordinates available here in WGS 84. Two global GIS-covers in ESRI shape format were produced: one contains polylines representing the maritime boundaries;the second holds polygons representing the EEZs. When all the boundary lines were constructed, the lines could be aggregated and an EEZ-polygon per country was derived. For the land-side border, the boundaries of the world countries were used, on the sea-side the boundaries were aggregated for each country. Separate polygons were created for islands (ex.: Azores) and dependencies (ex.: Réunion) but those polygons are linked with their corresponding sovereign nation (in the attribute table).

California's Coastal Zone generally extends seaward to the state's outer limit of jurisdiction, including all offshore islands, and inland to approximately 1,000 yards from the mean high tide line (MHTL) of the sea, or in significant coastal estuarine, habitat, and recreational areas to the first major ridgeline paralleling the sea or five miles from the mean high tide line of the sea, whichever is less. In developed urban areas the zone generally extends inland less than 1,000 yards. This data set represents the landward boundary of California's Coastal Zone. Public Resources Code (PRC) Section 30103(a) specifically defines California's Coastal Zone as that land and water area of the State of California from the Oregon border to the border of the Republic of Mexico depicted on maps identified and set forth in Section 17 of that chapter of the Statutes of the 1975-76 Regular Session enacting PRC Division 20 (the Coastal Act of 1976). PRC Section 30103(b) directed the Coastal Commission to prepare and adopt more detailed 1:24,000 scale Coastal Zone Boundary (CZB) maps, which occurred March 1, 1977. These 161 adopted maps provide the official basis for all other representations of the landward CZB. The digital version of the CZB created by developing this shapefile is a conformed copy of the official boundary, and in some locations reflects legislative changes and Coastal Commission minor adjustments adopted from time to time since March 1977.

Coastal zone; map; purpose (a) "Coastal zone" means that land and water area of the State of California from the Oregon border to the border of the Republic of Mexico, specified on the maps identified and set forth in Section 17 of Chapter 1330 of the Statutes of 1976, extending seaward to the state's outer limit of jurisdiction, including all offshore islands, and 11 extending inland generally 1,000 yards from the mean high tide line of the sea. In significant coastal estuarine, habitat, and recreational areas it extends inland to the first major ridgeline paralleling the sea or five miles from the mean high tide line of the sea, whichever is less, and in developed urban areas the zone generally extends inland less than 1,000 yards. The coastal zone does not include the area of jurisdiction of the San Francisco Bay Conservation and Development Commission, established pursuant to Title 7.2 (commencing with Section 66600) of the Government Code, nor any area contiguous thereto, including any river, stream, tributary, creek, or flood control or drainage channel flowing into such area.
Note that the California's State Waters limit, which generally is 3 nautical miles [5.6 km] from shore, extends farther offshore (as much as 12 nautical miles) between Santa Cruz and Monterey, so that it encompasses all of Monterey Bay.

NOAA is responsible for depicting on its nautical charts the limits of the 12 nautical mile Territorial Sea, 24 nautical mile Contiguous Zone, and 200 nautical mile Exclusive Economic Zone (EEZ). The outer limit of each of these zones is measured from the U.S. normal baseline, which coincides with the low water line depicted on NOAA charts and includes closing lines across the entrances of legal bays and rivers, consistent with international law. The U.S. baseline and associated maritime limits are reviewed and approved through the interagency U.S. Baseline Committee, which is chaired by the U.S. Department of State. The Committee serves the function of gaining interagency consensus on the proper location of the baseline using the provisions of the 1958 Convention on the Territorial Sea and the Contiguous Zone, to ensure that the seaward extent of U.S. maritime zones do not exceed the breadth that is permitted by international law. In 2002 and in response to mounting requests for digital maritime zones, NOAA launched a project to re-evaluate the U.S. baseline in partnership with other federal agencies via the U.S. Baseline Committee. The focus of the baseline evaluation was NOAA's largest scale, most recent edition nautical charts as well as supplemental source materials for verification of certain charted features. This dataset is a result of the 2002-present initiative and reflects a multi-year iterative project whereby the baseline and associated maritime limits were re-evaluated on a state or regional basis. In addition to the U.S. maritime limits, the U.S. maritime boundaries with opposite or adjacent countries as well as the US/Canada International Boundary (on land and through the Great Lakes) are also included in this dataset. This map was created from the Australian Maritime Boundaries Information System (AMBIS). It depicts the various jurisdictional limits and zones which exist within Australia's maritime jurisdiction. as at 2002.
This dataset is a compilation of available oil and gas pipeline data and is maintained by BSEE. Pipelines are used to transport and monitor oil and/or gas from wells within the outer continental shelf (OCS) to resource collection locations. Currently, pipelines managed by BSEE are found in Gulf of Mexico and southern California waters.

Only the original data found within BOEM/BSEE’s official internal database, federal register notices or official paper or pdf map products may be considered as the official information or mapping products used by BOEM or BSEE. A variety of data layers are represented within this REST service are described further below. These and other cadastre information the BOEM and BSEE produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.

Additional information includes the lease number, well name, spud date, the well class, surface area/block number, and statistics on well status summary. Only wells found in federal Outer Continental Shelf (OCS) waters are included. Wells information is updated daily. Additional files are available on well completions and well tests. A database of wells is maintained by BSEE.
OCS Oil & Gas Pipelines -This dataset is a compilation of available oil and gas pipeline data and is maintained by BSEE. Unofficial State Lateral Boundaries - The approximate location of the boundary between two states seaward of the coastline and terminating at the Submerged Lands Act Boundary. Because most State boundary locations have not been officially described beyond the coast, are disputed between states or in some cases the coastal land boundary description is not available, these lines serve as an approximation that was used to determine a starting point for creation of BOEM’s OCS Administrative Boundaries. GIS files are not available for this layer due to its unofficial status.

BOEM Limit of OCSLA ‘8(g)’ zone - The Outer Continental Shelf Lands Act '8(g) Zone' lies between the Submerged Lands Act (SLA) boundary line and a line projected 3 nautical miles seaward of the SLA boundary line. Within this zone, oil and gas revenues are shared with the coastal state(s). The official version of the ‘8(g)’ Boundaries can only be found on the BOEM Official Protraction Diagrams (OPDs) or Supplemental Official Protraction described below.
Submerged Lands Act Boundary - The SLA boundary defines the seaward limit of a state's submerged lands and the landward boundary of federally managed OCS lands. The official version of the SLA Boundaries can only be found on the BOEM Official Protraction Diagrams (OPDs) or Supplemental Official Protraction Diagrams described below.
Atlantic Wildlife Survey Tracklines(2005-2012) - These data depict tracklines of wildlife surveys conducted in the Mid-Atlantic region since 2005. The tracklines are comprised of aerial and shipboard surveys. These data are intended to be used as a working compendium to inform the diverse number of groups that conduct surveys in the Mid-Atlantic region.The tracklines as depicted in this dataset have been derived from source tracklines and transects. The tracklines have been simplified (modified from their original form) due to the large size of the Mid-Atlantic region and the limited ability to map all areas simultaneously.The tracklines are to be used as a general reference and should not be considered definitive or authoritative. BOEM OCS Protraction Diagrams & Leasing Maps - This data set contains a national scale spatial footprint of the outer boundaries of the Bureau of Ocean Energy Management’s (BOEM’s) Official Protraction Diagrams (OPDs) and Leasing Maps (LMs). It is updated as needed. OPDs and LMs are mapping products produced and used by the BOEM to delimit areas available for potential offshore mineral leases, determine the State/Federal offshore boundaries, and determine the limits of revenue sharing and other boundaries to be considered for leasing offshore waters. This dataset shows only the outline of the maps that are available from BOEM.Only the most recently published paper or pdf versions of the OPDs or LMs should be used for official or legal purposes. The pdf maps can be found by going to the following link and selecting the appropriate region of interest.

The US territorial sea is a maritime zone, over which the United States exercises sovereignty. Each coastal State claims a territorial sea that extends seaward up to 12 nautical miles from its coastal baseline. As defined by maritime law, the coastal State exercises sovereignty over its territorial sea, the air space above it, and the seabed and subsoil beneath it. The U.S. territorial sea extends 12 nautical miles from the coastal baseline. The zone is usually used in concert with several other Limits and Boundary Lines for Maritime purposes.Maritime limits for the United States are measured from the US baseline, which is recognized as the low-water line along the coast as marked on NOAA's nautical charts. The baseline and related maritime limits are reviewed and approved by the interagency US Baseline Committee. The Office of Coast Survey depicts on its nautical charts the territorial sea (12nm), contiguous zone (24nm), and exclusive economic zone (200nm, plus maritime boundaries with adjacent/opposite countries. US maritime limits are ambulatory and subject to revision based on accretion or erosion of the charted low water line. A depiction of the territorial sea boundaries helps disputing parties reach an agreement as in the case of one state's boundary overlapping with another state's territorial sea, in which case the border is taken as the median point between the states' baselines, unless the states in question agree otherwise. A state can also choose to claim a smaller territorial sea.Conflicts still occur whenever a coastal nation claims an entire gulf as its territorial waters while other nations only recognize the more restrictive definitions of the UN convention. Two recent conflicts occurred in the Gulf of Sidra where Libya has claimed the entire gulf as its territorial waters and the US has twice enforced freedom of navigation rights, in the 1981 and 1989 Gulf of Sidra incidents.This layer is a feature service, which means it can be used for visualization and analysis throughout the ArcGIS Platform.
