One-Stop Permits are issued in those portions of Broward, Charlotte, Collier, Glades, Hendry, Highlands, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Polk, St. Lucie under the jurisdiction of South Florida Water Management District (SFWMD). The One Stop Permit (OSTOP) is required before beginning any construction activities for 1.Power Plant and Transmission Line, 2. Natural Gas Pipelines, 3. High Speed Rail, 4. Hazardous Waste Facility. The One Stop permit is an umbrella permit for all affected state, regional and local agencies, and includes any regulatory activity which would be applicable under these agencies regulations for the facility. Certification can also include authorization to use or connect to lands or works of state agencies. It is a life-of-the-facility approval, authorizing construction, operation, and maintenance of the facility. The Department of Environmental Protection is the lead agency responsible for coordinating the interagency review and certification. However the permit is issued by the Governor & Cabinet.

Submerged Lands Environmental Resource Permits. Submerged Lands Environmental Resource Permits are issued in those portions of Broward, Charlotte, Collier, Glades, Hendry, Highlands, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Polk, St. Lucie under the jurisdiction of South Florida Water Management District (SFWMD). A Submerged Land Environmental Resource Permit (SLERP) is needed to regulate activities such as dredging and filling in wetlands, construction of drainage facilities, stormwater containment and treatment, construction of dams or reservoirs, and other activities affecting state waters and submerged lands. If the proposed activities involve works in adjacent water bodies, the districts will generally request a title determination from the state of Florida as to whether the state has any claim to the submerged lands. If the state claims title to the submerged lands, the districts will also process any required authorizations from the state for use of the submerged lands. These authorizations can include consents of use, easements and leases, and must be processed concurrently with an ERP application.

(ERP) per the agreement by the South Florida Water Management District, Broward County and the Department of Environmental Protection as defined by the 1998 document authorizing Broward County to perform permitting, compliance & enforcement responsibilities within all of Broward County with the exception of projects retained by the DEP, the SFWMD, and specific geographic areas.
