Over the past few decades, communication channels have become increasingly digitised. Letter volumes have continued their long-term decline, replaced by digital documents, emails and online messaging. While letters are still used for official notices, postal delivery providers have had to adapt to shrinking annual volumes. New Zealand Post has instituted a number of heavy price increases on its mail services to try to stem the heavy losses incurred by its mail delivery services, which are struggling as their economies of scale erode. The company tried to restructure its operations by rolling its mail delivery services into its parcel delivery business, but this plan was rejected by the Employment Relations Authority in June 2025 due to the heavy job losses it would entail. A recovery in economic conditions is expected to see steady growth in online shopping, driving a return to volume growth for parcel delivery services. Growth in consumer sentiment and real household discretionary incomes is also expected to support pricing increases as more consumers elect to purchase express and next-day delivery services. Mail delivery volumes are expected to continue declining however, with New Zealand post expecting a 45% decline in mail volumes by 2028, compared to 2024 levels.
