    Help to Buy - Wales is a £170 million shared equity loan scheme designed to support home ownership, stimulate building activity and provide a boost to the housing sector and wider economy. Under the scheme, loans are available to buyers wishing to purchase a new-build property worth up to £300,000. Help to Buy Wales support is available to all home buyers (not just first time buyers) who wish to purchase a new home, but may be constrained in doing so – for example, as a result of deposit requirements – but who could otherwise be expected to repay a mortgage. A shared equity loan of up to a maximum of 20% of the property purchase price is available. In addition, buyers are required to provide a 5% and will then need to secure a mortgage to cover the remaining balance. All builders (of all sizes) are able to register with the scheme and sell properties through the initiative. The data shown here are aggregated from the individual transaction records recorded by Help to Buy Wales Ltd, an extract of which is supplied monthly to Welsh Government.

    New Zealand has one of the highest house price-to-income ratios in the world; nonetheless, since the first quarter of 2022, the country's house price-to-income ratio started to trend downward. In the second quarter of 2024, the ratio was 119.4, a slight decrease from the same quarter of the previous year. This ratio was calculated by dividing nominal house prices by nominal disposable income per head and is considered a measure of affordability. Homeownership dream New Zealand has been in what is widely considered a housing bubble. The disproportionately large increases in residential house prices have placed the dream of owning their own home out of reach for many in the country. In 2024, around 28 percent of residential properties were sold for over a million New Zealand dollars. The majority of mortgage lending in the country went to owner-occupiers where the property was not their first home, with first-home buyers often struggling to secure a loan. In general, only New Zealand residents and citizens can buy homes in the country to live in, with new regulations tightening investment activity in that market. Rent affordability Due to New Zealand's high property prices, many individuals and families are stuck renting for prolonged periods. However, with rent prices increasing across the country and the share of monthly income spent on rent trending upwards in tandem with a highly competitive rental market, renting is becoming a less appealing prospect for many. The Auckland and Bay of Plenty regions had the highest weekly rent prices across the country as of December 2024, with the Southland region recording the lowest rent prices per week.

    Abstract copyright UK Data Service and data collection copyright owner.The Opinions and Lifestyle Survey (formerly known as the ONS Opinions Survey or Omnibus) is an omnibus survey that began in 1990, collecting data on a range of subjects commissioned by both the ONS internally and external clients (limited to other government departments, charities, non-profit organisations and academia).Data are collected from one individual aged 16 or over, selected from each sampled private household. Personal data include data on the individual, their family, address, household, income and education, plus responses and opinions on a variety of subjects within commissioned modules. The questionnaire collects timely data for research and policy analysis evaluation on the social impacts of recent topics of national importance, such as the coronavirus (COVID-19) pandemic and the cost of living, on individuals and households in Great Britain. From April 2018 to November 2019, the design of the OPN changed from face-to-face to a mixed-mode design (online first with telephone interviewing where necessary). Mixed-mode collection allows respondents to complete the survey more flexibly and provides a more cost-effective service for customers. In March 2020, the OPN was adapted to become a weekly survey used to collect data on the social impacts of the coronavirus (COVID-19) pandemic on the lives of people of Great Britain. These data are held in the Secure Access study, SN 8635, ONS Opinions and Lifestyle Survey, Covid-19 Module, 2020-2022: Secure Access. From August 2021, as coronavirus (COVID-19) restrictions were lifting across Great Britain, the OPN moved to fortnightly data collection, sampling around 5,000 households in each survey wave to ensure the survey remains sustainable.     Description

    Established in 1977, the programmed habitat improvement operations (OPAH) have been the main tool for the rehabilitation of urban centres and rural towns for the past 30 years. Other tools have been created to respond to territorial, technical and social specificities: declination of OPAH (rural, urban, degraded condominiums), General Interest Programmes (GIPs) and Thematic Social Programs (PST). A planned housing improvement operation aims to rehabilitate built heritage and improve housing comfort through subsidies, as well as to reclassify a neighbourhood, a city, or a rural area as a whole. They tend to improve the supply of housing, in particular rental accommodation and thus maintain or develop neighbourhood services in line with the PLH. The OPAH responds above all to a local project, carried out by the local authority concerned, which the State supports as part of the challenges of national solidarity and the fight against exclusion through housing, which it promotes. There are mainly four types of OPAH: — The ordinary OPAH whose purpose is to upgrade neighbourhoods and their habitat; — The OPAH of urban renewal, which aims to deal with “the most difficult urban and social areas by creating schemes involving land or real estate interventions and coercive tools under public law (treatment of unsanitary, demolitions.)”. It coordinates different tools (PRI, RHI, PSMV, ZPPAUP); — The rural revitalisation OPAH, which concerns rural areas in the process of ‘devitalisation’. These are rural areas characterised by demographic imbalances, income imbalances and difficult living conditions. — The co-ownership OPAH which offers a framework for the prevention and treatment of fragile condominiums requiring the support of the public authorities in carrying out the works essential for the conservation of buildings. The OPAHs are designed and implemented jointly by the State (the Prefect of the Region sets priorities and allocates aid), the ANAH and the authorities which sign an agreement. The agreement shall specify, in particular, the scope of intervention: the community concerned shall define these areas and set the objectives therein, in consultation with the ANAH. OPAHs can take place over 5 years (maximum time limit) with a minimum of 3 years. OPAHs are legally defined by Article L303-1 of the Construction and Housing Code (CCH).     Abstract copyright UK Data Service and data collection copyright owner.BackgroundThe Labour Force Survey (LFS) is a unique source of information using international definitions of employment and unemployment and economic inactivity, together with a wide range of related topics such as occupation, training, hours of work and personal characteristics of household members aged 16 years and over. It is used to inform social, economic and employment policy. The Annual Population Survey, also held at the UK Data Archive, is derived from the LFS.The LFS was first conducted biennially from 1973-1983, then annually between 1984 and 1991, comprising a quarterly survey conducted throughout the year and a 'boost' survey in the spring quarter. From 1992 it moved to a quarterly cycle with a sample size approximately equivalent to that of the previous annual data. Northern Ireland was also included in the survey from December 1994. Further information on the background to the QLFS may be found in the documentation.The UK Data Service also holds a Secure Access version of the QLFS (see below); household datasets; two-quarter and five-quarter longitudinal datasets; LFS datasets compiled for Eurostat; and some additional annual Northern Ireland datasets.LFS DocumentationThe documentation available from the Archive to accompany LFS datasets largely consists of the latest version of each user guide volume alongside the appropriate questionnaire for the year concerned (the latest questionnaire available covers July-September 2022). Volumes are updated periodically, so users are advised to check the latest documents on the ONS Labour Force Survey - User Guidance pages before commencing analysis. This is especially important for users of older QLFS studies, where information and guidance in the user guide documents may have changed over time.LFS response to COVID-19From April 2020 to May 2022, additional non-calendar quarter LFS microdata were made available to cover the pandemic period. The first additional microdata to be released covered February to April 2020 and the final non-calendar dataset covered March-May 2022. Publication then returned to calendar quarters only. Within the additional non-calendar COVID-19 quarters, pseudonymised variables Casenop and Hserialp may contain a significant number of missing cases (set as -9).     As of 2023, over 404,600 low-income households in Finland received general housing allowance payments. This was the highest number of general housing allowance recipients over the observed period. Starting from August 2017, students were transferred to the general housing allowance. The general housing allowance is intended to help low-income households with their living costs. Assistance with housing costs is available for rental, right-of-occupancy, part-ownership and owner-occupied homes located in Finland.

    What is the average price of residential property in the Netherlands? In the third quarter of 2024, a single-family home cost approximately 434,000 euros. There were large differences between the Dutch provinces, however. Single-family homes were most expensive in the central province of Utrecht with an average price of 731,000 euros, whereas a similar house in Groningen had an average price tag of 384,000 euros. Overall, the average price a private individual would pay when buying any type of existing residential property (such as single-family homes but also, for example, an apartment) was approximately 416,000 euros in 2023. Do the Dutch prefer to buy or to rent a house? The Netherlands had a slightly higher homeownership rate (the share of owner-occupied dwellings of all homes) in 2023 than other countries in Northwestern Europe. About 70 percent of all Dutch houses were owned, whereas this percentage was lower in Germany, France, and the United Kingdom. This is an effect of past developments: the price to rent ratio (the development of the nominal purchase price of a house divided by the annual rent of a similar place with 2015 as a base year) shows that the gap between house prices and rents has continuously widened in recent years. Despite a slight decline in the ratio due to slowing house price growth and accelerating rental growth, in 2023, the cost of buying a home had grown significantly faster relative to the cost of renting. Mortgages in the Netherlands Additionally, the Netherlands has one of the highest mortgage debts among private individuals in Europe. In 2024, total debt exceeded 839 billion euros. This has a political background, as the Dutch tax system allowed homeowners for many years to deduct interest paid on mortgage from pre-tax income for a maximum period of thirty years, essentially allowing for income support for homeowners. In the Netherlands, this system is known as hypotheekrenteaftrek. Note that since 2014, the Dutch government is slowly scaling this down, with a planned acceleration from 2020 onwards.

Description

Help to Buy - Wales is a £170 million shared equity loan scheme designed to support home ownership, stimulate building activity and provide a boost to the housing sector and wider economy. Under the scheme, loans are available to buyers wishing to purchase a new-build property worth up to £300,000. Help to Buy Wales support is available to all home buyers (not just first time buyers) who wish to purchase a new home, but may be constrained in doing so – for example, as a result of deposit requirements – but who could otherwise be expected to repay a mortgage. A shared equity loan of up to a maximum of 20% of the property purchase price is available. In addition, buyers are required to provide a 5% and will then need to secure a mortgage to cover the remaining balance. All builders (of all sizes) are able to register with the scheme and sell properties through the initiative. The data shown here are aggregated from the individual transaction records recorded by Help to Buy Wales Ltd, an extract of which is supplied monthly to Welsh Government.
