    Description

    The U.S. Census Bureau's Small Area Income and Poverty Estimates (SAIPE) program provides annual estimates of income and poverty statistics for all school districts, counties, and states. The main objective of this program is to provide estimates of income and poverty for the administration of federal programs and the allocation of federal funds to local jurisdictions. In addition to these federal programs, state and local programs use the income and poverty estimates for distributing funds and managing programs. In order to implement provisions under Title I of the Elementary and Secondary Education Act as amended, we produce total population, number of children ages 5 to 17, and number of related children ages 5 to 17 in families in poverty estimates for school districts.

    Description

    The UK censuses took place on 29th April 2001. They were run by the Northern Ireland Statistics & Research Agency (NISRA), General Register Office for Scotland (GROS), and the Office for National Statistics (ONS) for both England and Wales. The UK comprises the countries of England, Wales, Scotland and Northern Ireland.

    Statistics from the UK censuses help paint a picture of the nation and how we live. They provide a detailed snapshot of the population and its characteristics, and underpin funding allocation to provide public services.

    The Census 2001: Small Area Microdata SAM is a 5% sample of individuals for all countries of the UK, with 2.96 million cases. Local Authority is the lowest level of geography for England and Wales, Council Areas for Scotland and Parliamentary Constituencies for Northern Ireland. The Scilly Isles have been merged with Penwith and the City of London with Westminster. Orkney and Shetland are merged into one area. All other areas are identified. The median sample size for an authority is 5,600 records and nearly eighty authorities have more than 10,000 records. The amount of individual detail in the SAM is less than in the 2001 Individual Licenced Sample of Anonymised Records (I-SAR)(see under SNs 7205 and 7206) because of the greater geographical detail in the SAM.

    Caveat - Students:
    As with the Individual SAR, the SAM includes those enumerated in a communal establishment and also full-time students who were enumerated at an address that was not their usual term-time residence. For the latter there is only individual-level information on age, sex, marital status and full-time student status. It is recommended that these students are not included in any analyses as they do not form part of the usual residents population base.

    This dataset contains 88 variables; a version designed for imputation analysis, which contains an extra 67 imputation flag variables, is available under SN 7208.

    Small area estimation modelling methods have been applied to the 2011 Skills for Life survey data in order to generate local level area estimates of the number and proportion of adults (aged 16-64 years old) in England living in households with defined skill levels in:

    • literacy
    • numeracy
    • information and communication technology (ICT); including emailing, word processing, spreadsheet use and a multiple-choice assessment of ICT awareness

    The number and proportion of adults in households who do not speak English as a first language are also included.

    Two sets of small area estimates are provided for 7 geographies; middle layer super output areas (MSOAs), standard table wards, 2005 statistical wards, 2011 council wards, 2011 parliamentary constituencies, local authorities, and local enterprise partnership areas.

    Regional estimates have also been provided, however, unlike the other geographies, these estimates are based on direct survey estimates and not modelled estimates.

    The files are available as both Excel and csv files – the user guide explains the estimates and modelling approach in more detail.

    How to use the small area estimation files, an example

    To find the estimate for the proportion of adults with entry level 1 or below literacy in the Manchester Central parliamentary constituency, you need to:

    1. select the link to the ‘parliamentary-constituencies-2009-all’ Excel file in the table above
    2. select the ‘literacy proportions’ page of the Excel spreadsheet
    3. use the ‘find’ function to locate ‘Manchester Central’
    4. note the proportion listed for Entry Level and below

    It is estimated that 8.1% of adults aged 16-64 in Manchester Central have entry level or below literacy. The Credible Intervals for this estimate are 7.0 and 9.3% at the 95 per cent level. This means that while the estimate is 8.1%, there is a 95% likelihood that the actual value lies between 7.0 and 9.3%.

    The Small Area Estimates of Poverty and Inequality dataset consists of consumption-based

    poverty, inequality and related measures for subnational administrative units in approximately twenty countries throughout Africa,

    Asia, Europe, North America, and South America. These measures are derived on a country-level basis from a combination of census and

    survey data using small area estimates techniques. The collection of data have been compiled, integrated and standardized from the

    original data providers into a unified spatially referenced and globally consistent dataset. The data products include shapefiles

    (vector data), tabular datasets (csv format), and centroids (csv file with latitude and longitude of a geographic unit and associated

    poverty estimates). Additionally, a data catalog (xls format) containing detailed information and documentation is provided. This

    dataset is produced by the Columbia University Center for International Earth Science Information Network (CIESIN) in collaboration

    with a number of external data providers.

    The population of Latin America and the Caribbean increased from 175 million in 1950 to 515 million in 2000. Where did this growth occur? What is the magnitude of change in different places? How can we visualize the geographic dimensions of population change in Latin America and the Caribbean? We compiled census and other public domain information to analyze both temporal and geographic changes in population in the region. Our database includes population totals for over 18,300 administrative districts within Latin America and the Caribbean. Tabular census data was linked to an administrative division map of the region and handled in a geographic information system. We transformed vector population maps to raster surfaces to make the digital maps comparable with other commonly available geographic information. Validation and error-checking analyses were carried out to compare the database with other sources of population information. The digital population maps created in this project have been put in the public domain and can be downloaded from our website. The Latin America and Caribbean map is part of a larger multi-institutional effort to map population in developing countries. This is the third version of the Latin American and Caribbean population database and it contains new data from the 2000 round of censuses and new and improved accessibility surfaces for creating the raster maps.

Small Area Fair Market Rents (SAFMRs) are FMRs calculated for ZIP Codes within Metropolitan Areas. Small Area FMRs are required to be used to set Section 8 Housing Choice Voucher payment standards in areas designated by HUD (available here). Other Housing Agencies operating in non-designated metropolitan areas may opt-in to the use of Small Area FMRs. Furthermore, Small Area FMRs may be used as the basis for setting Exception Payment Standards – PHAs may set exception payment standards up to 110 percent of the Small Area FMR. PHAs administering Public Housing units may use Small Area FMRs as an alternative to metropolitan area-wide FMRs when calculating Flat Rents.

Description

The U.S. Census Bureau's Small Area Income and Poverty Estimates (SAIPE) program provides annual estimates of income and poverty statistics for all school districts, counties, and states. The main objective of this program is to provide estimates of income and poverty for the administration of federal programs and the allocation of federal funds to local jurisdictions. In addition to these federal programs, state and local programs use the income and poverty estimates for distributing funds and managing programs. In order to implement provisions under Title I of the Elementary and Secondary Education Act as amended, we produce total population, number of children ages 5 to 17, and number of related children ages 5 to 17 in families in poverty estimates for school districts.
