Abstract Micro and small enterprises (MSEs) are of fundamental importance to the Brazilian economy, being responsible for significant portions of production and contributing to regional development and income deconcentration. The problem, however, is that these enterprises present a high mortality rate due to internal, sectoral, and external factors. This study aimed to investigate external constraints. The purpose was to ascertain whether the advent of the ‘Simple National’ tax regime in 2006 affected the bankruptcy of MSEs, by deepening measures of tax simplifications. Estimates were made for time series with monthly data from 2005 to 2017 to achieve these objectives. The results obtained suggest that the Simple National regime reduces the bankruptcy of MSEs.

This paper measures the effects of bankruptcy protection on industry structure and environmental outcomes in oil and gas extraction. Using administrative data from Texas, I exploit variation in an insurance requirement that reduced firms' ability to avoid liability through bankruptcy. Among small firms, the policy substantially improved environmental outcomes and reduced production. Most production was reallocated to larger firms with better environmental records, but high-cost production where social cost may have exceeded social benefit decreased. These results suggest that incomplete internalization of environmental costs due to bankruptcy is an important determinant of industry structure and safety effort in hazardous industries.

In 2019, a total of 2,624 bankruptcy petitions were filed against companies in Finland. That year, most petitions were filed against small companies employing less than two people.
