    Description

    This data set is a compilation of pre-proposed and proposed annexation boundaries for cities and districts in Snohomish County, Washington. The boundaries are compiled from legal descriptions for each pre-proposed or proposed annexation. Legal descriptions were interpreted without assumption of intent or bias from any pre-existing maps. Spatial registration conforms to features in the Snohomish County parcel data set. Information captured include the boundary of each individual pre-proposed or proposed annexation, the entity intending to annex, the name of the intended annexation, Y or N indicating if the annexation is proposed, the BRB number of proposed annexations, and the date the intended annexation was submitted to the Assessor's office.

    Description

    Data DictionaryThe Allparcels data set is a thematic layer depicting past, present and future tax year real property parcel boundaries within Snohomish County, Washington based on the legal descriptions contained in the assessment roll. Parcels in this data set are defined as real property entities that can be valued for the purpose of collecting taxes. Parcels include, but are not limited to land, buildings on leased land, mobile homes and condominium units. Parcels may overlap. Parcels such as condominium units and mobile homes that may occupy a single polygon are represented as non-planar features (regions) of the same geographic extent. The Parcels data set does not depict legal ownership boundaries nor does it represent legal building lots. Snohomish County does not maintain parcels for the complete geographic coverage of the county. There is no parcel fabric in much of the eastern mountainous area. This data set is not designed to be used in connection with tabular attribute files. Its sole purpose is for historical tracking of changes in the parcel geometry. The west boundary is taken from a Washington State county boundaries data set wtih a minor modification at its northerly extent to follow tide land boundries.     This polygon dataset is a compilation of all the townships in Snohomish County derived from the Public Land Survey System (PLSS) grid dataset. The PLSS grid is the master coverage of the PLSS maintained by the Assessor's Office. It contains linework and attribute information for townships and ranges. It is compiled from recorded surveys and plats, coordinates and linework supplied by private surveyors, Snohomish County Public Works Survey, cities, Washington State Department Of Natural Resources (DNR) and the United States Department of the Interior - Bureau of Land Management (BLM). Standard BLM methods are used to construct the aliquot grid. In coastal areas, the aliquot grid may not apply for many of the coastal sections, it has been constructed for the purposes of land title and defining map extents for automated routines.

    Description

    This dataset represents road centerlines (RCLs) for all named streets (including those named with a number) and private driveways in Snohomish County for use in the Washington State Next Generation 911 (NG911) program to support emergency call routing. RCLs follow the NENA RCL GIS data model and are provided to the Washington State NG911 program on a monthly basis and to Snohomish County Public Safety Answering Points on request. Any other use of these data are not directly supported by Snohomish County.Roads and driveways are updated daily or weekly from addressing notifications sent from partner jurisdictions, Snohomish County PDS, SNO911 dispatcher comments, reports from field crews, UAS flights conducted by EESCS, and other verified data sources as required. Named roads are typically digitized from official site plans and occasionally deviate from final construction. Private driveways are added to support proper routing of emergency crews and often include unofficial or ad-hoc roadways, and will always join another RCL at a vertex. Named roads are split wherever they intersect another named road or cross a jurisdictional boundary. Fields include valid TO and FROM address ranges for the street segment. In some cases, RCLs in new developments may appear in data before the roadway is completed.     This dataset represents the location of site structure address points (SSAPs) for officially and unofficially addressed buildings and similar structures in Snohomish County for use in the Washington State Next Generation 911 Program that could be reported to 911 for the purpose of emergency call routing. SSAPs follow the NENA RCL GIS data model and are provided to the Washington State NG911 program on a monthly basis and to Snohomish County Public Safety Answering Points on request. Any other use of these data are not directly supported by Snohomish County.These data are updated weekly from address notifications sent from partner jurisdictions, Snohomish County PDS, reports from field crews, SNO911 dispatcher comments, UAS flights conducted by EESCS and other verified data sources. SSAPs are typically placed over the center of a building but may be moved closer to an adjacent road centerline as needed for proper routing of emergency crews. SSAPs were originally generated via parcel centroids and unless moved remain there. New SSAPs are placed according to approved site plans and may occasionally differ from final physical placement. For addresses containing multiple sub-addresses (EX two units or apartments sharing a common address), a point is created for each sub-address AND a separate point containing no sub address information. Examples of unofficially addressed locations include legacy addresses that may still be commonly reported by 911 callers, temporary construction sites, unapproved ADUs, or similar temporary housing or shelter with self-reported addressing. Such SSAPs are included in these data for the express purpose of routing emergency services to the reported location, regardless of true address. As such, SSAPs will periodically contain erroneous data by design. In some cases, SSAPs in new developments may appear in data before the roadway is completed.     Description

    Rural lands are those areas outside of urban growth areas (UGAs). As the Growth Management Act (GMA) requires a “Rural Element” that includes lands “not designated for urban growth, agriculture, forest, or mineral resources” (RCW 36.70A.070(5)). The GMA requires the county to include a rural element in its comprehensive plan. The county’s rural element consists of the rural land use policies in this subsection of the Land Use chapter as well as other rural-related policies addressing utilities, transportation, housing, open space, parks and recreation, economic development, and natural resources, each discussed in separate sections of the county’s comprehensive plan.

Right of Way entities may overlap completely or partially. Right of Way polygons/regions have been created for almost all rights of way to assist with cartographic applications only. This data layer is currently being reviewed for redesign of content and naming of the data set and attributes.
