    Notes on Local Authority Housing Statistics (LAHS) open data

    These datafiles contain the underlying data used to create the main LAHS tables and reflect the latest revisions to historical LAHS data. There will therefore be some minor discrepancies when compared to individual historical publications of LAHS tables.

    LAHS questions are represented in this open data file by the question codes as recorded in the latest form (the 2023-24 return). This may differ from the code they were originally assigned, but the aim is to facilitate a time series analysis. Variables that have been discontinued are usually not included in this file, with only a few exceptions where they provide information that helps understand other data.

    A data dictionary for this open data can be found in the accessible Open Document Spreadsheet file.<

    Description

    The tables below provide statistics on the sales of social housing stock – whether owned by local authorities or private registered providers. The most common of these sales are by the Right to Buy (and preserved Right to Buy) scheme and there are separate tables for sales under that scheme.

    The tables for Right to Buy, tables 691, 692 and 693, are now presented in annual versions to reflect changes to the data collection following consultation. The previous quarterly tables can be found in the discontinued tables section below.

    From April 2005 to March 2021 there are quarterly official statistics on Right to Buy sales – these are available in the quarterly version of tables 691, 692 and 693. From April 2021 onwards, following a consultation with local authorities, the quarterly data on Right to Buy sales are management information and not subject to the same quality assurance as official statistics and should not be treated the same as official statistics. These data are presented in tables in the ‘Right to Buy sales: management information’ below.

    Local authorities must publish details of the value of social housing stock that is held in their Housing Revenue Account. The following social housing stock data must be published: • valuation data to be listed at postal sector level34 (e.g. PO1 1**), without indicating individual dwelling values, and ensuring that data is not capable of being made disclosive of individual properties, in line with disclosure protocols set out in paragraphs 15 to 18 • valuation data for the dwellings using both Existing Use Value for Social Housing and market value (valued in accordance with guidance35) as at 1 April. This should be based on the authority’s most up to date valuation data at the time of the publication of the information The valuation data and information must be published in the following format: • for each postal sector level, the valuation data should be classified within set bands of value. Authorities must set their valuation bands within the general parameters set out in the table below, in light of the local characteristics of the housing market in their area, in order to ensure that valuation data published by all authorities is consistent and clear to understand: • From £50,000 or less to £99,999 : 6 Bands of £10,000 • From £100,000 to £299,999 : 10 Bands of £20,000 • From £300,000 to £499,999 : 4 Bands of £50,000 • From £500,000 to £999,999 : 5 Bands of £100,000 • From £1,000,000 to £2,999,999 or higher : 5 Bands of £500,000

    Affordable housing production and preservation projects are managed by the Department of Housing and Community Development (DHCD), the Deputy Mayor for Planning and Economic Development (DMPED), the DC Housing Authority, the DC Housing Finance Agency and DC's Inclusionary Zoning program. This dataset comprehensively covers affordable housing projects which started (i.e. reached financial closing and/or started construction) or completed since January of 2015. The data includes affordable housing projects (production and preservation, rental and for-sale) which were subsidized by DMPED, DHCD, DCHFA, or DCHA, and those which were produced as a result of Planned Unit Development (PUD) proffers or Inclusionary Zoning (IZ) requirements.

    Description

    The Housing Affordability Data System (HADS) is a set of files derived from the 1985 and later national American Housing Survey (AHS) and the 2002 and later Metro AHS. This system categorizes housing units by affordability and households by income, with respect to the Adjusted Median Income, Fair Market Rent (FMR), and poverty income. It also includes housing cost burden for owner and renter households. These files have been the basis for the worst case needs tables since 2001. The data files are available for public use, since they were derived from AHS public use files and the published income limits and FMRs. These dataset give the community of housing analysts the opportunity to use a consistent set of affordability measures. The most recent year HADS is available as a Public Use File (PUF) is 2013. For 2015 and beyond, HADS is only available as an IUF and can no longer be released on a PUF. Those seeking access to more recent data should reach to the listed point of contact.

    Datasets present number of households residing in Public Housing (PH) and State Owned and Managed Indigenous Housing (SOMIH) across Local Government Areas (LGAs) in South Australia as at 30 June. PH and SOMIH refers to dwellings owned and managed by the SA Housing Authority. These rentals are accessed by those on low income and/or with special needs. Strategies have been employed to mitigate the risk of releasing any identifying data, which may occur in smaller areas.     Description

    The data represents the numbers of additional units delivered or planned in each year, and includes activity by the local authorities themselves as well that by registered social landlords (RSLs) and other private or voluntary sector developers operating in each area. The focus of this dataset is on additional affordable housing units delivered, and these are defined as those provided through new build schemes or through the purchase, leasing or conversion of existing units. This therefore excludes existing affordable units that have been renovated or refurbished, as they are not classed as being additional. However, where an existing unit has been converted into two separate units, then this represents an additional affordable unit delivered. Conversely where there was a net loss of affordable units within a property over the year there are no additional affordable housing units delivered. For example, if two self contained flats in one property were converted into one family home, then the number of additional units is classed as zero, although note that that is not recorded as a negative change to the number of additional units delivered. In this context, delivered means that the unit is completed and is available for occupation. Figures for the total affordable housing activity in local authority areas and national park areas are available separately within this dataset. However, because the boundaries of the national parks fall within those of the local authorities, then to avoid double counting, the data for the two area types should not be added together when calculating Wales figures. Instead please use the Wales figures presented here (which coincide with the figures for the total of all local authority areas).

    Description

    The dataset contains current data on low rent and Section 8 units in PHA's administered by HUD. The Section 8 Rental Voucher Program increases affordable housing choices for very low-income households by allowing families to choose privately owned rental housing. Through the Section 8 Rental Voucher Program, the administering housing authority issues a voucher to an income-qualified household, which then finds a unit to rent. If the unit meets the Section 8 quality standards, the PHA then pays the landlord the amount equal to the difference between 30 percent of the tenant's adjusted income (or 10 percent of the gross income or the portion of welfare assistance designated for housing) and the PHA-determined payment standard for the area. Notes on Local Authority Housing Statistics (LAHS) open data

These datafiles contain the underlying data used to create the main LAHS tables and reflect the latest revisions to historical LAHS data. There will therefore be some minor discrepancies when compared to individual historical publications of LAHS tables.

LAHS questions are represented in this open data file by the question codes as recorded in the latest form (the 2023-24 return). This may differ from the code they were originally assigned, but the aim is to facilitate a time series analysis. Variables that have been discontinued are usually not included in this file, with only a few exceptions where they provide information that helps understand other data.
