    This parcels data set is a spatial representation of municipal tax lots for Somerset County, New Jersey that have been extracted from the NJ statewide parcels composite by the NJ Office of Information Technology, Office of GIS (NJOGIS). Parcels at county boundaries have been modified to correspond with the NJ county boundaries and the parcels in adjacent counties.Each parcel contains a field named PAMS_PIN based on a concatenation of the county/municipality code, block number, lot number and qualification code. Using the PAMS_PIN, the dataset can be joined to the MOD-IV database table that contains supplementary attribute information regarding lot ownership and characteristics. Due to irregularities in the data development process, duplicate PAMS_PIN values exist in the parcel records. Users should avoid joining MOD-IV database table records to all parcel records with duplicate PAMS_PINs because of uncertainty regarding whether the MOD-IV records will join to the correct parcel records. There are also parcel records with unique PAMS_PIN values for which there are no corresponding records in the MOD-IV database tables. This is mostly due to the way data are organized in the MOD-IV database.The polygons delineated in this data set do not represent legal boundaries and should not be used to provide a legal determination of land ownership.The MOD-IV system provides for the uniform preparation, maintenance, presentation and storage of property tax information required by the Constitution of the State of New Jersey, New Jersey Statutes and rules promulgated by the Director of the Division of Taxation. MOD-IV maintains and updates all assessment records, and produces all statutorily required tax lists for property tax bills. This list accounts for all parcels of real property as delineated and identified on each municipality's official Tax Map, as well as taxable values and descriptive data for each parcel. Tax List records were received as raw data from the TaxationTeam of NJOIT which collected source information from municipal tax assessors and created the statewide table.     Somerset County Parcels dataset was originally extracted from the NJ statewide parcels composite published by the NJ Office of Information Technology, Office of GIS (NJOGIS). Each parcel contains an unique identifier field-PAMS_PIN. The identified is a concatenation of the county/municipality code, block number, lot number and qualification code. New Jersey Division of Taxation maintains the MOD-IV list. This list accounts for all parcels of real property as delineated and identified on each municipality's official Tax Map, as well as taxable values and descriptive data for each parcel. The raw MOD-IV data is processed to include the appropriate fields and the PAMS_PIN field. Using the PAMS_PIN, the parcels GIS dataset is joined to the MOD-IV database table that contains supplementary attribute information regarding lot ownership and characteristics

    The dataset is a spatial representation of road centerlines in Somerset County, New Jersey. The New Jersey Office of Information Technology, Office of GIS (NJOGIS), in partnership with several local GIS and public safety agencies, as well as the NJ Department of Transportation, has built a comprehensive statewide NG9-1-1 database meeting and exceeding the requirements of the National Emergency Number Association (NENA) 2018 NG9-1-1 GIS Data Standard (NENA-STA-006.1-2018). The previous New Jersey statewide road segment data (Tran_road_centerline_NJ), which included the road name alias information, has been transformed into the NENA data model to create the street name alias table.The existing road centerlines were loaded into New Jersey's version of the NENA NG9-1-1 data model using Extract, Transform and Load (ETL) procedures created with Esri's Data Interoperability Extension. The data subsequently have been updated and corrected.The road centerlines no longer contain any linear referencing information. The linear referencing will only be maintained by the NJ Department of Transportation as part of the NJ Roadway Network. The data for Somerset County, New Jersey was extracted & processed from the latest NJOGIS dataset by the Somerset County Office of GIS Services (SCOGIS) on April 10, 2024

    The wetlands polygons included in this data set are extracted from the Land Use 2012 layer. Displayed are all polygons that have a TYPE12 code of 'WETLANDS'. While these wetland delineations are not regulatory lines, they represent important resource data in identifying potential wetland areas. The 2012 LU/LC data set is the fifth in a series of land use mapping efforts that was begun in 1986. Revisions and additions to the initial baseline layer were done in subsequent years from imagery captured in 1995/97, 2002, 2007 and 2012. This present 2012 update was created by comparing the 2007 LU/LC layer from NJDEP's Geographic Information Systems (GIS) database to 2012 color infrared (CIR) imagery and delineating and coding areas of change. Work for this data set was done by Aerial Information Systems, Inc., Redlands, CA, under direction of the New Jersey Department of Environmental Protection (NJDEP), Bureau of Geographic Information System (BGIS). LU/LC changes were captured by adding new line work and attribute data for the 2012 land use directly to the base data layer. All 2007 LU/LC polygons and attribute fields remain in this data set, so change analysis for the period 2007-2012 can be undertaken from this one layer. The classification system used was a modified Anderson et al., classification system. An impervious surface (IS) code was also assigned to each LU/LC polygon based on the percentage of impervious surface within each polygon as of 2007. Minimum mapping unit (MMU) is 1 acre. ADVISORY: This metadata file contains information for the 2012 Land Use/Land Cover (LU/LC) data sets, which were mapped by USGS Subbasin (HU8). There are additional reference documents listed in this file under Supplemental Information which should also be examined by users of these data sets. This data is a digital representation of New Jersey's Surface Water Quality Standards in accordance with Surface Water Quality Standards for New Jersey Waters as designated in N.J.A.C. 7:9 B. The Surface Water Quality Standards (SWQS) establish the designated uses to be achieved and specify the water quality (criteria) necessary to protect the State's waters. Designated uses include potable water, propagation of fish and wildlife, recreation, agricultural and industrial supplies, and navigation. These are reflected in use classifications assigned to specific waters. The line-work has been broken/altered to reflect the descriptions specified at N.J.A.C. 7:9B-1.15. When interpreting the stream classifications and anti-degradation designations, the descriptions specified in the SWQS at N.J.A.C. 7:9B-1.15 always take precedence. The GIS layer reflects the stream classifications and anti-degradation designations adopted as of June 16, 2008 is supplemental only and is not legally binding.     This version of the unified school district layer, representing districts that provide education to all grade/age levels, uses high-quality base map spatial data published by the State of New Jersey. The U.S. Census Bureau's latest school district boundary data (TIGER) were used for guidance in establishing which municipalities to include in each district. The district boundaries were created using updated NJ Municipal Boundaries (Govt_admin_municipal_bnd). In addition, school district boundaries in two areas, on and near military bases, were edited to reflect special arrangements made for students residing in base housing. See Supplemental Information for details. By U.S. Census Bureau definition, school districts are single-purpose administrative units within which local officials provide, or pay other districts to provide, public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from State officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to States and school districts. In 2015 NJ Department of Education (NJDOE) corrected grade ranges and district types according to financial obligation, not the provision of educational services. NJDOE used set of grades, based on financial responsibility, to assign the data for each child to exactly one school district, except for districts covering Joint Base McGuire-Dix-Lakehurst in Burlington County. See Supplemental Information and Process Steps for details. This data set normally is reviewed annually, and updated if necessary using school district information provided by the NJ Department of Education (NJDOE). The data for Somerset County was extracted & processed from the latest dataset on NJGIN by the Somerset County Office of GIS Services (SCOGIS) on December 27, 2022

The existing New Jersey Statewide Address Point data last published in 2016 has been transformed in the NENA data model to create this new address point data.The initial address points were processed from statewide parcel records joined with the statewide Tax Assessor's (MOD-IV) database in 2015. Address points supplied by Monmouth County, Sussex County, Morris County and Montgomery Township in Somerset County were incorporated into the statewide address points using customized Extract, Transform and Load (ETL) procedures.The previous version of the address points was loaded into New Jersey's version of the NENA NG9-1-1 data model using Extract, Transform and Load (ETL) procedures created with Esri's Data Interoperability Extension. Subsequent manual and bulk processing corrections and additions have been made, and are ongoing.

    Three classes of impervious surfaces--buildings, roads, and other impervious--were mapped for New Jersey through a semi-automated process developed using eCognition software. The automated feature extraction workflow used a Geographic Object-Oriented Image Analysis (GEOBIA) framework to extract the three impervious classes from the source datasets which include digital imagery, LiDAR point clouds and several vector data sets including Land use/land cover, road centerlines and hydrographic features, using a rule-based expert system.

    The National Flood Hazard Layer (NFHL) data incorporates all Flood Insurance Rate Map (FIRM) databases published by the Federal Emergency Management Agency (FEMA), and any Letters of Map Revision (LOMRs) that have been issued against those databases since their publication date. It is updated on a monthly basis. The FIRM Database is the digital, geospatial version of the flood hazard information shown on the published paper FIRMs. The FIRM Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The FIRM Database is derived from Flood Insurance Studies (FISs), previously published FIRMs, flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by FEMA. The NFHL is available as State or US Territory data sets. Each State or Territory data set consists of all FIRM Databases and corresponding LOMRs available on the publication date of the data set. The specification for the horizontal control of FIRM Databases is consistent with those required for mapping at a scale of 1:12,000. This file is georeferenced to the Earth's surface using the Geographic Coordinate System (GCS) and North American Datum of 1983.Somerset County, New Jersey data extracted & processed from the latest FEMA dataset by the Somerset County Office of GIS Services (SCOGIS) on April 2024.

The existing New Jersey Statewide Address Point data last published in 2016 has been transformed in the NENA data model to create this new address point data.The initial address points were processed from statewide parcel records joined with the statewide Tax Assessor's (MOD-IV) database in 2015. Address points supplied by Monmouth County, Sussex County, Morris County and Montgomery Township in Somerset County were incorporated into the statewide address points using customized Extract, Transform and Load (ETL) procedures.The previous version of the address points was loaded into New Jersey's version of the NENA NG9-1-1 data model using Extract, Transform and Load (ETL) procedures created with Esri's Data Interoperability Extension.     Description

    This spatial layer consists of point locations of public, private, and charter schools including most pre-schools, day care facilities, adult and vocational schools in New Jersey, with minimal attributes. Most of the public schools were initially located in 2003 by the New Jersey Department of Environmental Protection (NJDEP), and were checked in 2007-2023 by the NJ Office of GIS (NJOGIS) against the NJ Department of Education (NJDOE) tabular data that were acquired in August, 2022, and the data derived by other organizations and volunteers.Charter schools were initially located in 2011 and checked through 2022 by NJOGIS against the 2022 NJDOE tabular data of public schools that also lists charter schools.Private schools were located initially in 2010, and updated later for Somerset County using the spatial data provided by Somerset County GIS team. The present data set is the result of checking and updating the previous locations by processing the 2022 NJDOE tabular data.

Description

This parcels data set is a spatial representation of municipal tax lots for Somerset County, New Jersey that have been extracted from the NJ statewide parcels composite by the NJ Office of Information Technology, Office of GIS (NJOGIS). Parcels at county boundaries have been modified to correspond with the NJ county boundaries and the parcels in adjacent counties.Each parcel contains a field named PAMS_PIN based on a concatenation of the county/municipality code, block number, lot number and qualification code. Using the PAMS_PIN, the dataset can be joined to the MOD-IV database table that contains supplementary attribute information regarding lot ownership and characteristics. Due to irregularities in the data development process, duplicate PAMS_PIN values exist in the parcel records. Users should avoid joining MOD-IV database table records to all parcel records with duplicate PAMS_PINs because of uncertainty regarding whether the MOD-IV records will join to the correct parcel records. There are also parcel records with unique PAMS_PIN values for which there are no corresponding records in the MOD-IV database tables. This is mostly due to the way data are organized in the MOD-IV database.The polygons delineated in this data set do not represent legal boundaries and should not be used to provide a legal determination of land ownership.The MOD-IV system provides for the uniform preparation, maintenance, presentation and storage of property tax information required by the Constitution of the State of New Jersey, New Jersey Statutes and rules promulgated by the Director of the Division of Taxation. MOD-IV maintains and updates all assessment records, and produces all statutorily required tax lists for property tax bills. This list accounts for all parcels of real property as delineated and identified on each municipality's official Tax Map, as well as taxable values and descriptive data for each parcel. Tax List records were received as raw data from the TaxationTeam of NJOIT which collected source information from municipal tax assessors and created the statewide table.
