West Virginia and Kansas had the lowest cost of living across all U.S. states, with composite costs being half of those found in Hawaii. This was according to a composite index that compares prices for various goods and services on a state-by-state basis. That makes living costs in these states significantly lower than in states such as Hawaii and California, where housing is much more expensive. What other expenses affect the cost of living? Utility costs such as electricity, natural gas, water, and internet also influence the cost of living. In Alaska, Hawaii, and Connecticut, the average monthly utility cost exceeded 500 U.S. dollars. The National Survey on Household Budget, Consumption, and Standard of Living is a quinquennial survey. The 2010 survey is the ninth of its kind that was carried out by the National Institute of Statistics (INS) in Tunisia. The eight previous surveys were conducted in 1968, 1975, 1980, 1985, 1990, 1995, 2000 and 2005, concurrently with the preparatory work for the Tunisian development plans.
The survey aims at providing detailed information on the procurement of goods and services for consumption. Its data was collected from direct observation of household consumption to allow for having the necessary elements to assess the situation & changes in the living standards & conditions of the households.
The National Survey on Household Budget, Consumption, and Standard of Living consists of three fundamental parts; the budget survey, the nutrition survey and the access to community services survey. Thus, it tackles three areas of study: 1- Households expenses and acquisitions during the survey period. 2 - Food consumption and nutritional status of households. 3 - Household access to health and education community services.
The main objectives of the "budget survey" are: a- Estimate the levels of expenditure on the household level: The total expenditure of the household is not only an indicator on household income, but it is also a quantitative assessment of the standard of living index. b- Evaluate the income distribution: Due to the absence of data on income distribution, the mass distribution of expenditure between the different categories of the population constitutes a first sketch for the income distribution in the country. c- Assess the structure of expenditure: Detailed information collected on expenditures per product are used to establish the structures of the household expenditure, as well as the budget coefficients according to different levels of classifications of goods and services. These coefficients are particularly useful in the revision and development of the Consumer Prices Index (CPI) weights. d- Predict the demand of households: The household behavior, assessed in terms of product demand, is synthesized by the coefficients of income elasticity, which, according to the model of consumption retained and under the assumptions of the growth of income and population, allows predicting future household demand. e- Analyze the importance of consumer subsidies: analysis of the consumption of subsidized goods by expenditure deciles allows identifying the impact of direct consumer subsidies. It also allows evaluating the effectiveness of public policies grants.
The main objectives of "the nutrition survey" are: a- Provide estimates of food consumption by product for different groups of households according to their demographic and socio-economic characteristics. b- Estimate food consumption of each product by collecting data on the quantities consumed of each product by source, whether purchased or own produced. c- Identify the nutritional status of the population according to its demographic, geographic and socio-economic level. The comparison between the standards needs of nutrients to those acquired by the household enables assessing of the nutritional status and thus deficits in different nutrients such as calories, protein, vitamins, calcium, ... can also be captured. d- Estimate the calorie intake and energy needs of the Tunisian population: This estimate is indispensible in the calculation of the food component of the poverty line and, in consequence, the threshold of global poverty.
The main objective of "the access to community services survey" is to provide an overview on the state of morbidity of the Tunisian population, from one hand, and on the households' access to various health and education public services on other hand.
The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing household surveys in several Arab countries.

Sample survey data [ssd]
The National Survey on Household Budget, Consumption and Standard of Living, 2010 has focused initially on a sample of 13,392 households drawn using a two stages stratified random sampling in each governorate. The sampling frame follows that of the General Census of Population and Housing in 2004 which was updated during the implementation of the National Population and Employment Survey in 2009.
Stratification criteria: The sampling frame is stratified by two geographical criteria: namely the governorate and the living area. The latter is stratified as follows: large cities, medium and small cities, and non-communal areas.
These stratification criteria (governorate, living area and size of city) represent variables that differentiate between surveyed households' lifestyles. Thus, the 3 strata types used are as follows:
Stratum of large cities (stratum 1): This stratum is formed of large urban centers corresponding to municipalities with more than 100.000 inhabitants and neighboring municipalities.
Stratum of medium and small cities (stratum 2): This stratum includes all medium and small sized cities other than those classified in the stratum of large cities.
Stratum of non-communal areas (stratum 3): It includes agglomerations in rural areas that are classified as major agglomerations in the General Census of Population and Housing 2004 and the National Population and Employment Survey in 2009. In addition to other areas that are located outside the territory of main municipalities and cities.
Households in these areas reside in scattered dwellings or are grouped in small agglomerations.
The sampling frame is divided on the level of each governorate according to strata previously defined. On the stratum level, a two-stage random sampling is planned for the selection of the survey sample of households. This process allows to breakdown the sample into clusters of 12 households relatively little distant from each other, thereby facilitating the conduct of the survey at the time of the information collection in the field.
In the first stage, a sample of 1,116 primary units is drawn in proportion to the number of households identified in the 2009National Population and Employment Survey. Taking into consideration that the primary units correspond to the districts that have been defined in the General Census of Population and Housing in 2004, which are geographic areas comprising on average 70 households.
In the second stage, from each primary unit (or cluster), twelve households are drawn through a simple random sampling technique. A substitutive sample of 12 additional households is further drawn from each primary unit. Those additional households constituting a substitutive list are used to cover for unidentified households at the time of the survey, given the mobility of households and the period between the date on which the sample is drawn and the date on which the survey is conducted.
The size of the sample drawn in the first stage is 1,116 primary sampling units (PSU) corresponding to 13,392 households. The samples in the second stage are 12 households per primary unit. To optimize the use of logistic and material resources available, a sample of at least 36 PSU was selected from the less populated governorates, 3 PSU per month (the survey is conducted over a 12 months period). This represents the monthly work of the survey team (3 interviews and 1 supervisor to whom a car is assigned). Moreover, as the number of households varies from one governorate to another, it was agreed to adopt different rate of sampling from one governorate to another.

China Living Standards Survey (CLSS) consists of one household survey and one community (village) survey, conducted in Hebei and Liaoning Provinces (northern and northeast China) in July 1995 and July 1997 respectively. Five villages from each three sample counties of each province were selected (six were selected in Liaoyang County of Liaoning Province because of administrative area change). About 880 farm households were selected from total thirty-one sample villages for the household survey. The same thirty-one villages formed the samples of community survey. The China Living Standards Survey (CLSS) was conducted only in Hebei and Liaoning Provinces (northern and northeast China).
Sample survey data [ssd]
The CLSS sample is not a rigorous random sample drawn from a well-defined population. Instead it is only a rough approximation of the rural population in Hebei and Liaoning provinces in Northeastern China. The reason for this is that part of the motivation for the survey was to compare the current conditions with conditions that existed in Hebei and Liaoning in the 1930’s. Because of this, three counties in Hebei and three counties in Liaoning were selected as "primary sampling units" because data had been collected from those six counties by the Japanese occupation government in the 1930’s. Within each of these six counties (xian) five villages (cun) were selected, for an overall total of 30 villages (in fact, an administrative change in one village led to 31 villages being selected). In each county a "main village" was selected that was in fact a village that had been surveyed in the 1930s. Because of the interest in these villages 50 households were selected from each of these six villages (one for each of the six counties). In addition, four other villages were selected in each county. These other villages were not drawn randomly but were selected so as to "represent" variation within the county. Within each of these villages 20 households were selected for interviews. Thus the intended sample size was 780 households, 130 from each county.
Unlike county and village selection, the selection of households within each village was done according to standard sample selection procedures. In each village, a list of all households in the village was obtained from village leaders. An "interval" was calculated as the number of the households in the village divided by the number of households desired for the sample (50 for main villages and 20 for other villages). For the list of households, a random number was drawn between 1 and the interval number. This was used as a starting point. The interval was then added to this number to get a second number, then the interval was added to this second number to get a third number, and so on. The set of numbers produced were the numbers used to select the households, in terms of their order on the list.
In fact, the number of households in the sample is 785, as opposed to 780. Most of this difference is due to a village in which 24 households were interviewed, as opposed to the goal of 20 households

Household Questionnaire
The household questionnaire contains sections that collect data on household demographic structure, education, housing conditions, land, agricultural management, household non-agricultural business, household expenditures, gifts, remittances and other income sources, and saving and loans. For some sections (general household information, schooling, housing, gift-exchange, remittance, other income, and credit and savings) the individual designated by the household members as the household head provided responses. For some other sections (farm land, agricultural management, family-run non-farm business, and household consumption expenditure) a member identified as the most knowledgeable provided responses. Identification codes for respondents of different sections indicate who provided the information. In sections where the information collected pertains to individuals (employment), whenever possible, each member of the household was asked to respond for himself or herself, except that parents were allowed to respond for younger children. Therefore, in the case of the employment section it is possible that the information was not provided by the relevant person; variables in this section indicate when this is true.
The household questionnaire was completed in a one-time interview in the summer of 1995. The survey was designed so that more sensitive issues such as credit and savings were discussed near the end. The content of each section is briefly described below.
Section 0 SURVEY INFORMATION
This section mainly summarizes the results of the survey visits. The following information was entered into the computer: whether the survey and the data entry were completed, codes of supervisor’s brief comments on interviewer, data entry operator, and related revising suggestion (e.g., 1. good, 2. revise at office, and 3. re-interview needed). Information about the date of interview, the names of interviewer, supervisor, data enterer, and detail notes of interviewer and supervisor were not entered into the computer.

Section 1A lists the personal id code, sex, relationship to the household head, ethnic group, type of resident permit (agricultural [nongye], non-agricultural [fei nongye], or no resident permit), date of birth, marital status of all people who spent the previous night in that household and for household members who are temporarily away from home. The household head is listed first and receives the personal id code 1. Household members were defined to include “all the people who normally live and eat their meals together in this dwelling.” Those who were absent more than nine of the last twelve months were excluded, except for the head of household. For individuals who are married and whose spouse resides in the household, the personal id number of the spouse is noted. By doing so, information on the spouse can be collected by appropriately merging information from the section 1A and other parts of the survey.
Section 1B collects information on the parents of all household members. For individuals whose parents reside in the household, parents’ personal id numbers are noted, and information can be obtained by appropriately merging information from other parts of the survey. For individuals whose parents do not reside in the household, information is recorded on whether each parent is alive, as well as their schooling and occupation.
Section 1C collects information for children of household members who are not living in home. Children who have died are not included. The information on the name, sex, types of resident permit, age, education level, education cost, reasons not living in home, current living place, and type of job of each such child is recorded.
Section 2 SCHOOLING
In Section 2, information about literacy and numeracy, school attendance, completion, and current enrollment for all household members of preschool age and older. The interpretation of pre-school age appears to have varied, with the result that while education information is available for some children of pre-school age, not all pre-school children were included in this section. But for ages 6 and above information is available for nearly all individuals, so in essence the data on schooling can be said to apply all persons 6 age and above. For those who were enrolled in school at the time of the survey, information was also collected on school attendance, expenses, and scholarships. If applicable, information on serving as an apprentice, technical or professional training was also collected.
Section 3 EMPLOYMENT

All individuals age thirteen and above were asked to respond to the employment activity questions in Section 3. Section 3A collects general information on farm and non-farm employment, such as whether or not the household member worked on household own farm in 1994, when was the last year the member worked on own farm if he/she did not work in 1994, work days and hours during busy season, occupation and sector codes of the major, second, and third non-farm jobs, work days and total income of these non-farm jobs. There is a variable which indicates whether or not the individual responded for himself or herself.
Sections 3B and 3C collect detailed information on the major and the second non-farm job. Information includes number of months worked and which month in 1994 the member worked on these jobs, average works days (or hours) per month (per day), total number of years worked for these jobs by the end of 1994, different components of income, type of employment contracts. Information on employer’s ownership type and location was also collected.
Section 3D collects information on average hours spent doing chores and housework at home every day during non-busy and busy season. Share of inhabitants aged 20-64 with low economic standards expressed in %. Disposable income is the sum of all taxable and tax-free income minus taxes and other negative transfers. Income is recognised both including and excluding capital gain/loss, i.e. the profit/loss arising from the sale (realisation) of assets, e.g. shares, mutual funds or real estate. Background:
A household food consumption and expenditure survey has been conducted each year in Great Britain (excluding Northern Ireland) since 1940. At that time the National Food Survey (NFS) covered a sample drawn solely from urban working-class households, but this was extended to a fully demographically representative sample in 1950. From 1957 onwards the Family Expenditure Survey (FES) provided information on all household expenditure patterns including food expenditure, with the NFS providing more detailed information on food consumption and expenditure. The NFS was extended to cover Northern Ireland from 1996 onwards. In April 2001 these surveys were combined to form the Expenditure and Food Survey (EFS), which completely replaced both series. From January 2008, the EFS became known as the Living Costs and Food (LCF) module of the Integrated Household Survey (IHS). As a consequence of this change, the questionnaire was altered to accommodate the insertion of a core set of questions, common to all of the separate modules which together comprised the IHS. Some of these core questions are simply questions which were previously asked in the same or a similar format on all of the IHS component surveys. History:
The LCF (then EFS) was the result of more than two years' development work to bring together the FES and NFS; both survey series were well-established and important sources of information for government and the wider community, and had charted changes and patterns in spending and food consumption since the 1950s. Whilst the NFS and FES series are now finished, users should note that previous data from both series are still available from the UK Data Archive, under GNs 33071 (NFS) and 33057 (FES).
Purpose of the LCF
The Office for National Statistics (ONS) has overall project management and financial responsibility for the LCF, while the Department for Environment, Food and Rural Affairs (DEFRA) sponsors the food data element. As with the FES and NFS, the LCF continues to be primarily used to provide information for the Retail Prices Index, National Accounts estimates of household expenditure, analysis of the effect of taxes and benefits, and trends in nutrition. The results are multi-purpose, however, providing an invaluable supply of economic and social data. The merger of the two surveys also brings benefits for users, as a single survey on food expenditure removes the difficulties of reconciling data from two sources.
Design and methodology
The design of the LCF is based on the old FES, although the use of new processing software by the data creators has resulted in a dataset which differs from the previous structure. The most significant change in terms of reporting expenditure, however, is the introduction of the European Standard Classification of Individual Consumption by Purpose (COICOP), in place of the codes previously used. An additional level of hierarchy has been developed to improve the mapping to the previous codes. The LCF was conducted on a financial year basis from 2001, then moved to a calendar year basis from January 2006 (to complement the IHS) until 2015-16, when the financial year survey was reinstated at the request of users. Therefore, whilst SN 5688 covers April 2005 - March 2006, SN 5986 covers January-December 2006. Subsequent years cover January-December until 2014. SN 8210 returns to the financial year survey and currently covers April 2015 - March 2016.

Users should note that, due to funding constraints, from January 2010 the Northern Ireland (NI) sample used for the LCF was reduced to a sample proportionate to the NI population relative to the UK.

'Family Food' is an annual publication which provides detailed statistical information on purchased quantities, expenditure and nutrient intakes derived from both household and eating out food and drink. Data is collected for a sample of households in the United Kingdom using self-reported diaries of all purchases, including food eaten out, over a two week period. Where possible quantities are recorded in the diaries but otherwise estimated. Energy and nutrient intakes are calculated using standard nutrient composition data for each of some 500 types of food. The principal objective of this survey is to collect basic data reflecting the actual living conditions of the population in Tajikistan. These data will then be used for evaluating socio-economic development and formulating policies to improve living conditions.
The first assessment of living standards in Tajikistan was conducted in 1999. This assessment is bringing about data in order to update the 1999 assessment.
The survey collects information on education, health, employment and other productive activities, demographic characteristics, migration, housing conditions, expenditures and assets.
The information gathered is intended to improve economic and social policy in Tajikistan. It should enable decision-makers to 1) identify target groups for government assistance, 2) inform programs of socio-economic development, and 3) analyse the impact of decisions already made and the current economic conditions on households.

The Tajikistan Living Standards Survey (TLSS) for 2003 was based on a stratified random probability sample, with the sample stratified according to oblast and urban/rural settlements and with the share of each strata in the overall sample being in proportion to its share in the total number of households as recorded in the 2000 Census. The same approach was used in the TLSS 1999 although there were some differences in the sampling. First the share of each strata in the overall sample in 1999 was determined according to ‘best estimates’, as it was conducted prior to the 2000 Census. Second the TLSS 2003 over-sampled by 40 percent in Dushanbe, 300 percent in rural Gorno-Badakhshan Administrative Oblast (GBAO) and 600 percent in urban GBAO. Third the sample size was increased in 2003 in comparison with 1999 in order to reduce sampling error. In 2003, the overall sample size was 4,156 households compared with 2,000 households in 1999. In addition to the capital city of Dushanbe, the country has several oblasts (regions): (i) Khatlon (comprising Kurban-Tube and Khulyab), which is an agricultural area with most of the country’s cotton growing districts; (ii) the Rayons of Republican Subordination (RRS) with the massive aluminum smelter in the west and agricultural valleys in the east growing crops other than cotton; (iii) Sugd which is the most industrialized oblast; and (iv) Gorno-Badakhshan Administrative Oblast which is mountainous and remote with a small population.

The principal objective of the VNLSS is to collect basic data reflescting the actual living standard of the population. These data then be used for evaluating socio-economic development and formulationg policies to improve living standard. Followings are the main goals by the year of 2000. - Reduce the population growth rate less than 2 % peryear - Reduce the infant mortaility (under 5 years old) 0,81% (1990) to 0,55%; and from 0,46% (1990) to 0,3% (under one year old) - Reduce the mortality rate of women concerning the pregnancy and maternity - Reduce the malnutrition of children under 5years old from 51,5% at present to 40% in 1995 and under 30% by the year of 2000. Heavy malnutrition should not be existed by the year of 2000. - Population can access to safe water resources from 43% (1990) to 82% of which 40% to 80% in rural areas. Population use sanitary latrine from 22% (1990) to 65% of which in rural areas from 15% to 60% - 90 percent of children complete the endeavor universal first level education before the age of 15, and the rest should complete the third grade. By the year of 2000 no children at the age of 15 will be illiterate - Improve the cultural, spiritual life of the children, to ensure that 30% of communes (by the year of 1995) and 50% of communes (by the year of 2000) have entertaining place for children

Sample survey data [ssd]
Sample Design The sample covers 4800 households from all areas of Viet Nam. The sample design was self-weighted, which means that each household in Viet Nam had the same probability of being selected. The overall sampling frame was stratified into two groups urban and rural, with sampling was carried out separately in each group (strata). About 20% of Vietnamese households live in urban areas, so the sample stratification ensures that 20% of selected households also come from urban areas. Within urban and rural areas, two lists of all communes was drawn up (one of urban communes and another of rural ones), province by province, in "serpentine" order. 2 The selection of communes within each list was done to ensure that they were spread out evenly among all provinces in Viet Nam.
The VNLSS sample design is the following. Within each province in Viet Nam, rural areas can be broken down into districts, and districts in turn are divided into communes (Xa). Urban areas in all provinces consist of centers/towns, which are divided into quarters (Quai), and then divided further into communes (Phuong). The number of communes in all of Viet Nam, both urban and rural, is about 10,000, and the average population in each is about 6,500. As explained in Section 4, each survey team covers 32 households in 4 weeks, 16 households in one area, and 16 in another area. For convenience all 32 households (i.e. both sets of 16 household) were selected from the same commune. This implied that 150 communes needed to be randomly selected (32x150=4800), 30 in urban areas and 120 in urban areas. Within urban areas communes can be further divided into clusters (Cum), two of which were selected from which to draw two "workloads" of 16 households (16 from each of the two clusters). The same was done in rural areas, where each commune is divided into several villages (Thon). The average size of urban clusters and rural villages is somewhat less than 1000 households.
The VNLSS sample was drawn in three stages. Because the General Statistical Office in Hanoi knows the current population of each commune in Viet Nam (but not of each cluster or village within each commune), 150 communes were selected out of the 10,000 in all of Viet Nam with the probability of selection proportional to their population size. At the second stage, information was gathered from the 150 selected communes on the population of each cluster (in urban areas) or villages (in rural areas), and two clusters or villages were randomly drawn with probability proportional to their population size. Finally, the third stage involved random selection of 20 households (16 for the sample plus four "extras" to serve as replacements if some of the 16 "originals" could not be interviewed) within each cluster or village from a list of all households within each cluster or village. Note that the first stage of the sample is based on information from the 1989 Census, but the second and third stages use updated information available from the communes. The first and second stage samples were drawn in Hanoi, while the third stage was drawn in the field (see Section 4.3 below for more details).
Implementation
The attached map shows the commune number and approximate location of the 150 communes selected in Viet Nam. Of the 150 communes chosen, one was in a very remote and inaccessible area near the Chinese border and was replaced by another not quite as inaccessible. The actual interview schedule went smoothly. In one instance (commune 68) one of the selected villages was replaced because when the survey team arrived in the village it discovered that most of the adults were away from the village and thus could not be interviewed. In each cluster or village interviews were completed for 16 households, thus the 4800 household target sample was fully achieved. About 3% of the households (155) were replaced; the main reason for replacement was that their occupants were not at home. Only four households refused to participate. Community questionnaires were completed for all 120 rural communes. Price questionnaires were completed for 118 of 120 communes (the exceptions were communes 62 and 63), and comparable price data were collected from existing sources for all 30 urban areas.

HOUSEHOLD QUESTIONNAIRE
The household questionnaire contains modules (sections) to collect data on household demographic structure, education, health, employment, migration, housing conditions, fertility, agricultural activities, household non-agricultural businesses, food expenditures, non-food expenditures, remittances and other income sources, savings and loans, and anthropometric (height and weight) measures.
For some sections (survey information, housing, and respondents for second round) the individual designated by the household members as the household head provided responses. For some others (agro-pastoral activities, non-farm self employment, food expenditures, non-food expenditures) a member identified as most knowledgeable provided responses. Identification codes for respondents of different sections indicate who provided the information. In sections where the information collected pertains to individuals (education, health, employment, migration, and fertility) each member of the household was asked to respond for himself or herself, except that parents were allowed to respond for younger children. In the case of the employment and fertility sections it is possible that the information was not provided by the relevant person; variables in these sections indicate when this is the case. The household questionnaire was completed in two interviews two weeks apart: Sections 0-8, were conducted in the first interview, sections 9-14 were conducted in the second interview, and section 15 was administered in both interviews. The survey was designed so that more sensitive issues such as credit and savings were discussed near the end. The content of each module is briefly described below.

The date of the interview, the religion, ethnic group of the household head, the language used by the respondent and other technical information related to the interview are noted. Section 0B summarizes the results of the survey visits, i.e. whether a section was completed on the first visit or the second visit. Section 0C, not entered into the computer, contains remarks of the interviewer and the supervisor. Since the data in Section 0C are retained only on the questionnaires, researchers cannot gain access to them without checking the original questionnaires at the General Statistical Office in Hanoi.

Over the past decade, Albania has been seeking to develop the framework for a market economy and more open society. It has faced severe internal and external challenges in the interim – extremely low income levels and a lack of basic infrastructure, the rapid collapse of output and inflation rise after the shift in regime in 1991, the turmoil during the 1997 pyramid crisis, and the social and economic shocks accompanying the 1999 Kosovo crisis. In the face of these challenges, Albania has made notable progress in creating conditions conducive to growth and poverty reduction.
A poverty profile based on 1996 data (the most recent available) showed that some 30 percent of the rural and some 15 percent of the urban population are poor, with many others vulnerable to poverty due to their incomes being close to the poverty threshold. Income related poverty is compounded by the severe lack of access to basic infrastructure, education and health services, clean water, etc., and the ability of the Government to address these issues is complicated by high levels of internal and external migration that are not well understood.
To date, the paucity of household-level information has been a constraining factor in the design, implementation and evaluation of economic and social programs in Albania. Multi-purpose household surveys are one of the main sources of information to determine living conditions and measure the poverty situation of a country, and provide an indispensable tool to assist policymakers in monitoring and targeting social programs.
Two recent surveys carried out by the Albanian Institute of Statistics (INSTAT) – the 1998 Living Conditions Survey (LCS) and the 2000 Household Budget Survey (HBS) – drew attention, once again, to the need for accurately measuring household welfare according to wellaccepted standards, and for monitoring these trends on a regular basis. In spite of their narrow scope and limitations, these two surveys have provided the country with an invaluable training ground towards the development of a permanent household survey system to support the government strategic planning in its fight against poverty.
In the process leading to its first Poverty Reduction Strategy Paper (PRSP; also known in Albania as Growth and Poverty Reduction Strategy, GPRS), the Government of Albania reinforced its commitment to strengthening its own capacity to collect and analyze on a regular basis the information it needs to inform policy-making.
In its first phase (2001-2006), this monitoring system will include the following data collection instruments: (i) Population and Housing Census; (ii) Living Standards Measurement Surveys every 3 years, and (iii) annual panel surveys.
The Population and Housing Census (PHC) conducted in April 2001, provided the country with a much needed updated sampling frame which is one of the building blocks for the household survey structure.
The focus during this first phase of the monitoring system is on a periodic LSMS (in 2002 and 2005), followed by panel surveys on a sub-sample of LSMS households (in 2003, 2004 and 2006), drawing heavily on the 2001 census information. The possibility to include a panel component in the second LSMS will be considered at a later stage, based on the experience accumulated with the first panels.
The 2002 LSMS was in the field between April and early July, with some field activities (the community and price questionnaires) extending into August and September. The survey work was undertaken by the Living Standards unit of INSTAT, with the technical assistance of the World Bank. The present document provides detailed information on this survey. Section II summarizes the content of the survey instruments used. Section III focuses on the details of the sample design. Sections IV describes the pilot test and fieldwork procedures of the survey, as well as the training received by survey staff. Section V reviews data entry and data cleaning issues. Finally, section VI contains a series of annotations that all those interested in using the data should read.

Sampling frame
The Republic of Albania is divided geographically into 12 Prefectures (Prefekturat). The latter are divided into Districts (Rrethet) which are, in turn, divided into Cities (Qyteti) and Communes (Komunat). The Communes contain all the rural villages and the very small cities. For the April 2001 General Census of Population and Housing census purposes, the cities and the villages were divided into Enumeration Areas (EAs). These formed the basis for the LSMS sampling frame.
The EAs in the frame are classified by Prefecture, District, City or Commune. The frame also contains, for every EA, the number of Housing Units (HUs), the number of occupied HUs, the number of unoccupied HUs, and the number of households. Occupied dwellings rather than total number of dwellings were used since many census EAs contain a large number of empty dwellings. The Housing Unit (defined as the space occupied by one household) was taken as the sampling unit, instead of the household, because the HU is more permanent and easier to identify in the field.
A detailed review of the list of census EAs shows that many have zero population. In order to obtain EAs with a minimum of 50 and a maximum of 120 occupied housing units, the EAs with zero population were first removed from the sampling frame. Then, the smallest EAs (with less than 50 HU) were collapsed with geographically adjacent ones and the largest EAs (with more than 120 HU) were split into two or more EAs. Subsequently, maps identifying the boundaries of every split and collapsed EA were prepared
Sample Size and Implementation
Since the 2002 LSMS had been conducted about a year after the April 2001 census, a listing operation to update the sample EAs was not conducted. However, given the rapid speed at which new constructions and demolitions of buildings take place in the city of Tirana and its suburbs, a quick count of the 75 sample EAs was carried out followed by a listing operation. The listing sheets prepared during the listing operation became the sampling frame for the final stage of selection.
The final sample design for the 2002 LSMS included 450 Primary Sampling Units (PSUs) and 8 households in each PSU, for a total of 3600 households. Four reserve units were selected in each sample PSU to act as replacement unit in non-response cases. In a few cases in which the rate of migration was particularly high and more than four of the originally selected households could not be found for the interview, additional households for the same PSU were randomly selected. During the mplementation of the survey there was a problem with the management of the questionnaires for a household that had initially refused, but later accepted, to fill in the food diary. The original household questionnaire was lost in the process and it was not possible to match the diary with a valid household questionnaire. The household had therefore to be dropped from the sample (this happened in Shkoder, PSU 16). The final sample size is therefore of 3599 households.
Stratification
The sampling frame was divided in four regions (strata), Coastal Area, Central Area, and Mountain Area, and Tirana (urban and other urban). These four strata were further divided into major cities, other urban, and other rural. The EAs were selected proportionately to the number of housing units in these areas.
In the city of Tirana and its suburbs, implicit stratification was used to improve the efficiency of the sample design. The implicit stratification was performed by ordering the EAs in the sampling frame in a geographic serpentine fashion within each stratum used for the independent selection of EAs.
The sample is not self-weighted. In order to obtain correct estimates the data need to be weighted. A file with household weights is included in the dataset (filename: weights.dta, variable: weight). When using individual rather than household variables an individual weight should be created by multiplying the household weight by the household size.
The survey is representative for Tirana, other urban and rural areas, as well as for Tirana and the three main agro-ecological/economic areas (Coastal, Central and Mountain).
Selection of households
Twelve valid households (HH's) were selected systematically and with equal probability from the Listing Forms in Tirana and 12 housing units (HU's) from census forms in the other areas. Once the 12 HH's were selected, 4 of them were chosen at random and kept as reserve units. During the fieldwork, the enumerator only received the list of the first eight HH's plus a reserve HH. Each time the enumerator needed an additional reserve HH, she had to ask the supervisor and explain the reason why the reserve unit was needed. This process helped determine the reason why reserve units were used and provided more control on their use.
If a HH was not able to have its enumeration completed, the enumerator used the first reserve unit. Full documentation was required of every non-completed interview. If in one PSU more than 4 HH selected were invalid, other units from that PSU were randomly selected by the Central Office as replacement units to keep the enumerator load constant and maintain a uniform sample size in each PSU. This only occurred in a couple of cases.

West Virginia and Kansas had the lowest cost of living across all U.S. states, with composite costs being half of those found in Hawaii. This was according to a composite index that compares prices for various goods and services on a state-by-state basis. In West Virginia, the cost of living index amounted to 84.8 - well below the national benchmark of 100. Nevada - which had an index value of 100.1 - was only slightly above that benchmark. Expensive places to live included Hawaii, Massachusetts, and California Housing costs in the U.S. Housing is usually the highest expense in a household’s budget. In 2023, the average house sold for approximately 427,000 U.S. dollars, but house prices in the Northeast and West regions were significantly higher. Conversely, the South had some of the least expensive housing. In West Virginia, Mississippi, and Louisiana, the median price of the typical single-family home was less than 200,000 U.S. dollars. That makes living costs in these states significantly lower than in states such as Hawaii and California, where housing is much more expensive. What other expenses affect the cost of living? Utility costs such as electricity, natural gas, water, and internet also influence the cost of living. In Alaska, Hawaii, and Connecticut, the average monthly utility cost exceeded 500 U.S. dollars. That was because of the significantly higher prices for electricity and natural gas in these states.
