    Description

    ■Purpose and Overview (Summary): This project introduces (develops and renovates) an urban OS/data linkage infrastructure that satisfies the Smart City Reference Architecture, and develops services and assets using digital technology to connect to the relevant urban OS, in order to resolve various regional issues and revitalize Regional Revitalization.

    ■ Purpose and Overview: The Basic Law for the Advancement of Public and Private Sector Data Utilization was enacted in December 2016 (Hereinafter referred to as "the Act".). (Article 15, Paragraph 2 of the Act), and the the Ministry of Internal Affairs and Communications has been promoting the development of environments for data utilization in regions, including the implementation of the "Data Utilization Smart City Promotion Project" since FY 2017. In addition, the "Priority Policy Program for the Realization of a Digital Society" approved by the Cabinet in December 2021 states, "We will accelerate smart city initiatives that comprehensively and integrally incorporate initiatives in various quasi-public service sectors in the region. For this reason, the GOJ will promote the development of a data linkage infrastructure in order to promote the provision of advanced services that take advantage of the synergistic effects of these linkages by allowing each service entity to link data collected and held in multiple service fields that span the entire life of a person while managing the data in a distributed manner. 」 It is said that. In addition, in the New Economic and Fiscal Revitalization Plan Reform Schedule 2021 (decided by the Council on Economic and Fiscal Policy on December 23, 2021), KPIs include "number of smart cities: 100 regions by fiscal 2025" and "number of regions to introduce urban OS (data linkage infrastructure): 100 regions by fiscal 2025." Based on the above, in order to solve various regional issues and realize Regional Revitalization transformation and regional revitalization, this project will subsidize part of the expenses for the introduction (improvement and renovation) of urban OS/data linkage infrastructure by local governments working on smart cities, and the initial investment of services, data and assets to connect to the urban OS.

    ■ Persons Eligible for Assistance: Persons stipulated in Article 4 of grant (General Account) Grant Guidelines for ICT Utilization Projects. However, if an organization with legal personality as prescribed in Article 4, Paragraph (1), Item (3) of the Grant Guidelines is to become an implementing organization, it is provided that governance has been established with the prefectures or municipalities related to the project through capital contributions, comprehensive partnership agreements, consortium formation, etc.

    Description

    ■Purpose and Overview The Project grant is a private company (Hereinafter referred to as "Indirect subsidized entity".). The purpose of this project is to carry out the basic design, detailed design, and prototype construction of a circular economy information sharing platform for products and materials such as automobiles, batteries, electrical and electronic products, textiles, and iron, and to introduce machinery device, etc. to promote resource circulation, including the production and analysis of recycled materials that contribute to the standardization of the quality of recycled materials. Through this indirect subsidy project, we will establish a decentralized and agile information sharing platform for the circular economy in order to keep pace with the concept building and digitalization in Europe, where rules are being rapidly adopted, and standardize the quality of recycled materials, such as defining the required quality requirements for materials such as metals, plastics, and fibers, and the applicable uses for each material quality. This indirect subsidy is financed from budget for grants of the Special Account for Energy Measures. It is important that the provisions of the Act on Special Accounts (Act No. 23 of 2007) ensure that CO2 emissions from the implementation of projects are reduced. For this reason, the application must clearly state the basis for the amount of CO2 reduction, including the calculation process. After the completion of the project, you will be asked to report the amount of CO2 reduction and other results. ■ Eligibility Businesses that meet all of the following criteria will be eligible for funding: (1) Private company that is a Japanese corporation (registered corporation) * The company is a community or voluntary organization, etc. whose main applicant is 1 or a private company. (Local governments * 2 cannot be the main applicant.) Membership of (2) Circular Partners (the industry-government-academia partnership on the circular economy). (3) The applicant does not fall under the category of entities that suspend issuance of certificates, such as grant, as determined by the Ministry of Economy, Trade and Industry. Joint applicants, contractors, and outsourcees should also be treated in the same manner. (4) The Company has a sufficient management base to finance its own portion of the expenses necessary for the smooth execution of its business. (6) In cases where a private company is commissioned to implement a project under an outsourcing contract, etc., a system must be in place to conduct a final inspection, etc. of the private company and store copies of documents confirmed in the final inspection, etc. for at least five years after the completion of the project.
