    Quality of life is a measure of comfort, health, and happiness by a person or a group of people. Quality of life is determined by both material factors, such as income and housing, and broader considerations like health, education, and freedom. Each year, US & World News releases its “Best States to Live in” report, which ranks states on the quality of life each state provides its residents. In order to determine rankings, U.S. News & World Report considers a wide range of factors, including healthcare, education, economy, infrastructure, opportunity, fiscal stability, crime and corrections, and the natural environment. More information on these categories and what is measured in each can be found below:

    Healthcare includes access, quality, and affordability of healthcare, as well as health measurements, such as obesity rates and rates of smoking. Education measures how well public schools perform in terms of testing and graduation rates, as well as tuition costs associated with higher education and college debt load. Economy looks at GDP growth, migration to the state, and new business. Infrastructure includes transportation availability, road quality, communications, and internet access. Opportunity includes poverty rates, cost of living, housing costs and gender and racial equality. Fiscal Stability considers the health of the government's finances, including how well the state balances its budget. Crime and Corrections ranks a state’s public safety and measures prison systems and their populations. Natural Environment looks at the quality of air and water and exposure to pollution.

    This layer is published from the Department of Community Affairs to show Federally designated Opportunity Zones.The U.S. Department of the Treasury and the Internal Revenue Service (IRS) have designated Opportunity Zones in 18 States, including 260 census tracts in the State of Georgia. Economic investment in these areas, which are some of the most distressed communities in the country, may now be eligible for preferential tax treatment. These new Federal Opportunity Zones are intended to facilitate investment in areas where poverty rates are greater than 20 percent.“This designation will enable some of our state’s struggling communities to attract much-needed private sector investment,” said DCA Commissioner Christopher Nunn. “By giving an economic ‘shot in the arm’ to these communities, the goal is to boost investment where it’s most urgently needed.”Georgia’s 260 zones, located in 83 counties, represent some of the most concentrated poverty in the state and are found in both rural and metropolitan areas, with approximately 60% rural and 40% urban. Qualified Opportunity Zones retain this designation for 10 years. Investors can defer tax on any prior gains until no later than December 31, 2026, so long as the gain is reinvested in a Qualified Opportunity Fund, an investment vehicle organized to make investments in Qualified Opportunity Zones. In addition, if the investor holds the investment in the Opportunity Fund for at least ten years, the investor would be eligible for an increase in its basis equal to the fair market value of the investment on the date that it is sold.Treasury and the IRS plan to issue additional information on Qualified Opportunity Funds to address the certification of Opportunity Funds, which are required to have at least 90 percent of fund assets invested in Opportunity Zones.     In 2023, it was estimated that over 161 million Americans were in some form of employment, while 3.64 percent of the total workforce was unemployed. This was the lowest unemployment rate since the 1950s, although these figures are expected to rise in 2023 and beyond. 1980s-2010s Since the 1980s, the total United States labor force has generally risen as the population has grown, however, the annual average unemployment rate has fluctuated significantly, usually increasing in times of crisis, before falling more slowly during periods of recovery and economic stability. For example, unemployment peaked at 9.7 percent during the early 1980s recession, which was largely caused by the ripple effects of the Iranian Revolution on global oil prices and inflation. Other notable spikes came during the early 1990s; again, largely due to inflation caused by another oil shock, and during the early 2000s recession. The Great Recession then saw the U.S. unemployment rate soar to 9.6 percent, following the collapse of the U.S. housing market and its impact on the banking sector, and it was not until 2016 that unemployment returned to pre-recession levels. 2020s 2019 had marked a decade-long low in unemployment, before the economic impact of the Covid-19 pandemic saw the sharpest year-on-year increase in unemployment since the Great Depression, and the total number of workers fell by almost 10 million people. Despite the continuation of the pandemic in the years that followed, alongside the associated supply-chain issues and onset of the inflation crisis, unemployment reached just 3.67 percent in 2022 - current projections are for this figure to rise in 2023 and the years that follow, although these forecasts are subject to change if recent years are anything to go by.

    The Census Bureau has created a special subset file from the 1980 Census of Population and Housing data designed to meet the needs of Equal Employment Opportunity and affirmative action planning. It contains detailed 1980 Census data dealing with occupation and educational attainment for the civilian labor force, various race groups, and the Hispanic population. The collection contains two tabulations of the United States civilian labor force: one offering detailed occupation data and the other, data on years of school completed. The occupation tabulation includes information for 514 occupation categories organized by sex and race (including Hispanic origin). The second tabulation, years of school completed, is organized by age, sex, and race (including Hispanic origin). This collection contains 51 separate files, one for each state and the District of Columbia. Each state file contains statistics for the state, each county, standard metropolitan statistical area (SMSA), and place with a population of 50,000 or more within that state. If an SMSA crosses state lines, each state file containing a part of the SMSA will have totals for the entire SMSA. The 51 files in the collection include a total of 48,168 data records. Each of the data records contains 1,098 "substantive" variables, as well as geographic identifiers. A CENSPAC-compatible database dictionary, Part 90, is also included with this collection.     Description

    The tradeoff between short-term economic and public health has been very salient in debates surrounding U.S. government responses to COVID19. But highly salient choices by very visible executive branch leaders, like state COVID public health actions, have implications beyond current economic performance. We argue that by shaping perceptions of state governments, or state “reputations”, these responses may affect how individuals evaluate economic opportunities in different states. To examine this possibility, we conducted a conjoint experiment presenting subjects with different pairs of job opportunities varying many attributes of the location, job and the state governor’s response to COVID-19. We find that individuals evaluate job opportunities more favorably when a state governor has more aggressively mandated social distancing measures. These effects are largest for individuals concerned about COVID-19 and Democrats, but even Republicans prefer jobs in states where the governor took some meaningful action compared to making a purely symbolic statement. Our findings indicate that governors and their advisors should consider how their COVID-19 responses shape state reputations, which ultimately have consequences for economic performance beyond the immediate crisis.

    Not all households in San Mateo County enjoy the opportunities that its high-performing economy has to offer. DOH's goal is to increase the rate at which the County’s low-income residents are able to access the opportunities the county has to offer by encouraging affordable housing development in High and Highest Resource areas. High and Highest Resource areas are mapped here: CTCAC/HCD Opportunity Area Map: https://www.treasurer.ca.gov/ctcac/opportunity.asp. This map identifies areas in every region of the state whose characteristics have been shown by research to be associated with positive economic, educational, and health outcomes for low-income families—particularly long-term outcomes for children. DOH will use its development pipeline dashboard to map the location of DOH-investments in affordable housing projects within these higher resource areas. The AHF Notice of Funding Opportunity will continue to prioritize developments located in higher resource areas. The definition for high and highest opportunity areas may change in the future but will be informed by State guidance and methodology. This performance measure shows the percentage of affordable housing development projects completed in the high and highest resource areas in a fiscal year. Project completion was selected as a benchmark as this is the time when low-income families gain access to affordable housing. DOH disaggregates the data showing the percentage of units, from the completed projects in a fiscal year, by income level and a special population served known as County Clients.

    Water provides society with economic benefits that increasingly involve tradeoffs, making accounting for water quality, quantity, and their corresponding economic productivity more relevant in our interconnected world. In the past, physical and economic data about water have been fragmented, but integration is becoming more widely adopted internationally through application of the System of Environmental-Economic Accounts for Water (SEEA-Water), which enables the tracking of linkages between water and the economy over time and across scales. In this paper, we present the first national and subnational SEEA-Water accounts for the United States. We compile accounts for: (1) physical supply and use of water, (2) water productivity, (3) water quality, and (4) water emissions. These cover state and national levels for roughly the years 2000 to 2015. The results illustrate broad aggregate trends as well as subnational or industry-level phenomena. Specifically, the accounts show that total U.S. water use declined by 22% from 2000 to 2015, continuing a national trend seen since 1980. Total water use fell in 44 states, though groundwater use increased in 21 states. Nationally, a larger percent of water use comes from groundwater than at any time since 1950. Reductions in water use, combined with economic growth, lead to increases in water productivity for the entire national economy (65%), mining (99%), and agriculture (68%), though substantial variation occurred among states. Surface-water quality trends for the years 2002 to 2012 were most evident at regional levels, and differ by water-quality constituent and region. Chloride, nitrate, and total dissolved solids levels in groundwater had more consistent and widespread water-quality declines nationally. This work provides a baseline of recent historical water resource trends and their value in the U.S., as well as roadmap for the completion of future accounts for water, a critical ecosystem service. Our work also aids in the interpretation of ecosystem accounts in the context of long-term trends in U.S. water resources.

    Section 1400Z–1(b)(1)(A) of the Code allowed the Chief Executive Officer (CEO) of each State to nominate a limited number of population census tracts to be designated as Zones for purposes of §§ 1400Z–1 and 1400Z–2. Revenue Procedure 2018–16, 2018–9 I.R.B. 383, provided guidance to State CEOs on the eligibility criteria and procedure for making these nominations. Section 1400Z–1(b)(1)(B) of the Code provides that after the Secretary receives notice of the nominations, the Secretary may certify the nominations and designate the nominated tracts as Zones.

    Section 1400Z–2 of the Code allows the temporary deferral of inclusion in gross income for certain realized gains to the extent that corresponding amounts are timely invested in a qualified opportunity fund.     Description
    The U.S. Department of the Treasury and Internal Revenue Service (IRS) have approved Michigan’s application for Opportunity Zones, which are areas eligible for tax benefits aimed at spurring private investment, economic growth and jobs in the state’s distressed communities.

    The recent Tax Cuts and Jobs Act established Opportunity Zones, and Gov. Rick Snyder nominated the state’s 287 eligible census tracts zones for U.S. Treasury’s consideration and approval. The preferential tax treatment is connected to the longevity of an investor’s stake in a qualified Opportunity Fund and provide the most upside to those who hold their investment for 10 years or more. The fund can be used as a primary investment in a variety of activities, such as creating a new business, new commercial or residential real estate, or infrastructure. They also can be used to invest in existing businesses if it doubles the investment basis over 30 months.

    Michigan was one of 18 states approved in the first round of designations. Interested entities will have to apply to U.S. Treasury to establish an Opportunity Fund.

    This feature layer, utilizing data from the U.S. Department of the Treasury, depicts all Qualified Opportunity Zones in the United States. Qualified Opportunity Zones were created under the 2017 Tax Cuts and Jobs Act to stimulate the economic development and job creation, by incentivizing long-term investments in low income neighborhoods. There are more than 8,760 Qualified Opportunity Zones located in all 50 states, the District of Columbia, and five United States territories. Investors can defer tax on any prior gains invested in a Qualified Opportunity Fund (QOF) until the earlier of the date on which the investment in a QOF is sold or exchanged or until December 31, 2026.
