    Abstract

    Central Bureau of Statistics function to provides the data necessary to the construction sector and region. In the framework of regional development, the data relating to the potential of an area is a major input into consideration policy makers and planners, when making priorities. At the level of the lowest administrative area, information about the potential of a village / sub role and function to in the planning, monitoring and evaluation of rural development / urban comprehensive and integrated. For example, in the context of poverty alleviation programs, the data Village Potential (Podes) is used to identify the backward villages of suspected areas inhabited by the poor.

    ST2003 Podes enumeration was conducted on the entire village or villages across Indonesia. In addition to the village or villages, that are also enumerated in This ST2003 is a Podes Transmigration Settlement Unit (UPT) or Transmigration Settlement Unit (SPT) and Community Settlement Isolated (PMT). UPT / SPT and PMT that enumerated include UPT / SPT and PMT that located in the management of each department or agency concerned builder.

    Village or called by another name, hereinafter referred to as the village is a the legal entity that has the authority to regulate and manage the interests of the local community based on the origin and local customs that recognized in the National Government system and are in the district.     PODES data collection done by census (complete enumeration). Enumeration is done through direct interviews by enumerators (PCL) to the village chief / headman or designated staff. Enumeration made two (2) copies, one (1) copies sent to BPS Regency / City and 1 (one) double again as Archives in villages / wards.

    PCL is a Mantri statistics officer or other officers that have been trained that number is adjusted to the needs / field conditions. A PCL chopping about 6 (six) villages. Staff BPS Regency / City act as supervisors and examiners (PML). A PML oversees about 4 (four) PCL.

    Just as Podes SP2000 ago, editorial and data recording Podes ST2003 done in BPS / municipalities. After checking the completeness and fairness of the data (clean data), then sent to the BPS Province. Recording the result file merging data from BPS Regency / City in BPS Province. After checking the completeness and fairness of the data between the district / city, then sent to the BPS (Sub Regional Resilience Directorate of Statistics, Statistics Directorate of Social Security). The software will be used to data processing (recording and checking reasonableness) prepared by BPS. Podes data processing officer in BPS BPS provincial and regency / municipality will be trained specifically according to the schedule.

    Further explanation of the data processing system will be delivered later, especially in the training of personnel data processing Podes ST2003. In order for the data processing is completed on time, responsible for the implementation Podes district / city or province must comply with a predetermined schedule.

    The BJS Census of State and Local Law Enforcement Agencies (CSLLEA) is conducted every 4 years to provide a complete enumeration of agencies and their employees. Employment data are reported by agencies for sworn and nonsworn (civilian) personnel and, within these categories, by full-time or part-time status. The pay period that included June 30, 2018, was the reference date for personnel data. Agencies also complete a checklist of functions they regularly perform, or have primary responsibility for, within the following areas: patrol and response, criminal investigation, traffic and vehicle-related functions, detention-related functions, court-related functions, forensic services, special public safety functions (e.g., animal control), task force participation, and specialized functions (e.g., search and rescue). The CSLLEA provides national data on the number of state and local law enforcement agencies and employees for local police departments, sheriffs' offices, state law enforcement agencies, and special jurisdiction agencies. It also serves as the sampling frame for BJS surveys of law enforcement agencies.

    Description

    The Law Enforcement Management and Administrative Statistics (LEMAS) survey collects data from a nationally representative sample of general-purpose agencies (i.e., local and county police departments, sheriffs' offices, and primary state police agencies). The 2016 LEMAS sample design called for the survey questionnaire to be sent to 3,499 general purpose law enforcement agencies, including 2,640 local and county police departments, 810 sheriffs' offices, and the 49 primary state police departments (Hawaii does not have a primary state police agency). The design called for all agencies employing 100 or more full-time equivalent sworn personnel to be included with certainty (self-representing), and for smaller agencies to be sampled from strata based on number of full-time equivalent sworn officers and type of agency. A total of 28 local police departments were determined to be out-of-scope for the survey because they had closed, had less than one full-time equivalent sworn officer, had contracted out their services with another law enforcement agency, or only had special enforcement responsibilities. The final mail out total of 3,471 agencies included 2,612 local police departments, 810 sheriffs' offices, and the 49 state agencies.

    Abstract

    The objective of the survey is to strengthen the Multi-Round Annual Crop and Livestock Surveys (MRACLS) that the ministry implements through the Statistics, Research and Information Directorate (SRID). The MRACLS is the national agricultural survey on the basis of which SRID releases information on agricultural production and yields of important crops. The ultimate goal of the Agricultural Production Survey (APS) is to provide more accurate and timely agricultural production estimates at the district, regional, and national levels. The survey is also to offer an opportunity for SRID to experiment with a number of potential improvements with a view to developing the required skills and competencies before scaling up, over time, to all the districts in the country.

    As part of the terms of implementing the APS, MoFA agreed to assign four Agriculture Extension Agents (AEAs) per district for data collection. The Agents were relieved from all extension duties. To distinguish these field data collection officers from other extension agents, they were referred to as District Agricultural Statistical Assistants (DASAs). One officer per district was designated as a District Management Information System (MIS) officer and was given additional responsibility as field supervisor and referred to as District Agricultural Statistical Officer (DASO). A total of 100 DASAs and DASOs were successfully trained and deployed to their districts for survey implementation and given the task of collecting and processing data from the field.

    The survey employed a three stage, multi-sampling design in response to the Government of Ghana's requirement for reliable agricultural statistics at the national, regional and district levels.

    · First Stage Sampling- Selection of 2 Districts from each of the 10 Regions. A total of 20 districts, 2 from each of the 10 regions were randomly selected with probability proportional to size, using districts' population in year 2000 as a measure of size. Eleven Metropolitan and Municipal Assemblies (Kumasi, Sunyani, Cape Coast, New Juaben, Accra, Tema, Tamale, Bolgatanga, Wa, Ho and Shama Ahanta East) were excluded from the study, given their urban predominance.

    · Second Stage Sampling - Selection of 40 Enumeration Areas (EAs) from each of the 20 Districts. A total of 800 EAs was selected; 40 EAs were randomly selected with probability proportional to size in each district, using the list of EAs compiled by the 2010 Census as a sample frame, and projected total population as a measure of size. In the Kassena-Nankana East district, 53 of the 187 EAs compiled by the 2010 census were excluded from the study because of the land disputes prevalent in the area earlier in 2011.

    · Third Stage Sampling - Selection of 5 holders At the third stage, five holders were randomly chosen in each EA, using as a sample frame; the full list of all holders, compiled from the Household and Holders Listing questionnaire. This provides a total sample of 4000 holders, consisting of 200 holders per district.

    BPS has to collect data on the potential of the rural areas / villages, known as Podes, since 1980 in conjunction with the implementation of the Population Census 1980. Further data collection Podes performed in conjunction with the implementation of the census. In the past 10 years, data collection Podes done 3 times, which is in conjunction with the implementation of the Population Census, Census of Agriculture, and the Economic Census. In the decade 1990-2003 PODES data collection conducted in conjunction with the implementation of the census, in addition to this in 1994 and 1995 had done with respect to Instruction program Underdeveloped Villages (IDT).

    As part of the implementation activities of the 2006 Economic Census (SE2006), Podes data collection activities conducted in April 2005, known as Data Collection Podes SE2006.

    In general purpose data collection Podes SE2006 is: 1. Provide data on the potential / state of development in the rural / urban and development, which includes the social, economic, infrastructure, as well as the potential that exists in the rural / urban. 2. Provide data for a variety of purposes in particular with regard to the needs of regional planning (spatial) in each region. 3. Completing the preparation of sampling frame / sampling frame for further statistical activities. 4. Provide information for the purposes of determining the classification / updating urban and rural villages, and the level of progress. 5. Provide basic data for the preparation of small area statistics (Small Area Statistics).

    Sampling procedure

    PODES data collection done by census (complete enumeration). Enumeration is done through direct interviews by enumerators (PCL) to the village chief / headman, designated staff or other relevant sources. Survey results created two (2) copies of orange and blue, 1 (one) copy sent to the orange color BPS Regency / City and 1 (one) double blue as Archives in villages / wards. PCL is a Statistics Officer District Coordinator (CWC) or other officer (statistically partners) that have been trained that number is adjusted to the needs / field conditions and preferably controlled work area. A PCL record approximately 10 (ten) village. Staff BPS Regency / City act as attendant supervisor / examiner (PML). A PML oversees about 4 (four) PCL.

    Just as Podes ST2003 ago, editorial and data recording Podes SE2006 done in BPS / municipalities. After checking the completeness and fairness of stuffing (clean data), then sent to the BPS. Recording the result file merging data from BPS Regency / City in BPS. After checking the completeness and fairness of the data between the district / city, clean data is already sent to the BPS (Sub. Regional Resilience Statistics Directorate, Directorate of Social Defence Statistics). The software will be used to data processing (recording and checking reasonableness) prepared by BPS. Podes data processing officer in BPS or BPS Regency / City will be trained specifically according to the schedule. Further explanation of the data processing system will be delivered later, especially in the training of personnel data processing Podes SE2006. In order for the data processing is completed on time, responsible for the implementation of Podes in district / city or province must adhere to a predetermined schedule.
