    Abstract

    The 1998 Ghana Demographic and Health Survey (GDHS) is the latest in a series of national-level population and health surveys conducted in Ghana and it is part of the worldwide MEASURE DHS+ Project, designed to collect data on fertility, family planning, and maternal and child health.

    The primary objective of the 1998 GDHS is to provide current and reliable data on fertility and family planning behaviour, child mortality, children’s nutritional status, and the utilisation of maternal and child health services in Ghana. Additional data on knowledge of HIV/AIDS are also provided. This information is essential for informed policy decisions, planning and monitoring and evaluation of programmes at both the national and local government levels.

    The long-term objectives of the survey include strengthening the technical capacity of the Ghana Statistical Service (GSS) to plan, conduct, process, and analyse the results of complex national sample surveys. Moreover, the 1998 GDHS provides comparable data for long-term trend analyses within Ghana, since it is the third in a series of demographic and health surveys implemented by the same organisation, using similar data collection procedures. The GDHS also contributes to the ever-growing international database on demographic and health-related variables.

    Sampling procedure

    The major focus of the 1998 GDHS was to provide updated estimates of important population and health indicators including fertility and mortality rates for the country as a whole and for urban and rural areas separately. In addition, the sample was designed to provide estimates of key variables for the ten regions in the country.

    The list of Enumeration Areas (EAs) with population and household information from the 1984 Population Census was used as the sampling frame for the survey. The 1998 GDHS is based on a two-stage stratified nationally representative sample of households. At the first stage of sampling, 400 EAs were selected using systematic sampling with probability proportional to size (PPS-Method). The selected EAs comprised 138 in the urban areas and 262 in the rural areas. A complete household listing operation was then carried out in all the selected EAs to provide a sampling frame for the second stage selection of households. At the second stage of sampling, a systematic sample of 15 households per EA was selected in all regions, except in the Northern, Upper West and Upper East Regions. In order to obtain adequate numbers of households to provide reliable estimates of key demographic and health variables in these three regions, the number of households in each selected EA in the Northern, Upper West and Upper East regions was increased to 20. The sample was weighted to adjust for over sampling in the three northern regions (Northern, Upper East and Upper West), in relation to the other regions. Sample weights were used to compensate for the unequal probability of selection between geographically defined strata.

    The survey was designed to obtain completed interviews of 4,500 women age 15-49. In addition, all males age 15-59 in every third selected household were interviewed, to obtain a target of 1,500 men. In order to take cognisance of non-response, a total of 6,375 households nation-wide were selected.

    Research instrument

    Three types of questionnaires were used in the GDHS: the Household Questionnaire, the Women’s Questionnaire, and the Men’s Questionnaire. These questionnaires were based on model survey instruments developed for the international MEASURE DHS+ programme and were designed to provide information needed by health and family planning programme managers and policy makers. The questionnaires were adapted to the situation in Ghana and a number of questions pertaining to on-going health and family planning programmes were added. These questionnaires were developed in English and translated into five major local languages (Akan, Ga, Ewe, Hausa, and Dagbani).

    The Household Questionnaire was used to enumerate all usual members and visitors in a selected household and to collect information on the socio-economic status of the household. The first part of the Household Questionnaire collected information on the relationship to the household head, residence, sex, age, marital status, and education of each usual resident or visitor. This information was used to identify women and men who were eligible for the individual interview. For this purpose, all women age 15-49, and all men age 15-59 in every third household, whether usual residents of a selected household or visitors who slept in a selected household the night before the interview, were deemed eligible and interviewed. The Household Questionnaire also provides basic demographic data for Ghanaian households. The second part of the Household Questionnaire contained questions on the dwelling unit, such as the number of rooms, the flooring material, the source of water and the type of toilet facilities, and on the ownership of a variety of consumer goods.

    The Women’s Questionnaire was used to collect information on the following topics: respondent’s background characteristics, reproductive history, contraceptive knowledge and use, antenatal, delivery and postnatal care, infant feeding practices, child immunisation and health, marriage, fertility preferences and attitudes about family planning, husband’s background characteristics, women’s work, knowledge of HIV/AIDS and STDs, as well as anthropometric measurements of children and mothers.

    The Men’s Questionnaire collected information on respondent’s background characteristics, reproduction, contraceptive knowledge and use, marriage, fertility preferences and attitudes about family planning, as well as knowledge of HIV/AIDS and STDs.

    Response rate

    A total of 6,375 households were selected for the GDHS sample. Of these, 6,055 were occupied. Interviews were completed for 6,003 households, which represent 99 percent of the occupied households. A total of 4,970 eligible women from these households and 1,596 eligible men from every third household were identified for the individual interviews. Interviews were successfully completed for 4,843 women or 97 percent and 1,546 men or 97 percent. The principal reason for nonresponse among individual women and men was the failure of interviewers to find them at home despite repeated callbacks.

    Sampling error estimates

    The estimates from a sample survey are affected by two types of errors: (1) nonsampling errors, and (2) sampling errors. Nonsampling errors are the results of shortfalls made in implementing data collection and data processing, such as failure to locate and interview the correct household, misunderstanding of the questions on the part of either the interviewer or the respondent, and data entry errors. Although numerous efforts were made during the implementation of the 1998 GDHS to minimize this type of error, nonsampling errors are impossible to avoid and difficult to evaluate statistically.

    Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 1998 GDHS is only one of many samples that could have been selected from the same population, using the same design and expected size. Each of these samples would yield results that differ somewhat from the results of the actual sample selected. Sampling errors are a measure of the variability between all possible samples. Although the degree of variability is not known exactly, it can be estimated from the survey results.

    A sampling error is usually measured in terms of the standard error for a particular statistic (mean, percentage, etc.), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95 percent of all possible samples of identical size and design.

    If the sample of respondents had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the 1998 GDHS sample is the result of a two-stage stratified design, and, consequently, it was necessary to use more complex formulae. The computer software used to calculate sampling errors for the 1998 GDHS is the ISSA Sampling Error Module. This module uses the Taylor linearization method of variance estimation for survey estimates that are means or proportions. The Jackknife repeated replication method is used for variance estimation of more complex statistics such as fertility and mortality rates.

    Abstract

    Within the frame of PCBS' efforts in providing official Palestinian statistics in the different life aspects of Palestinian society and because the wide spread of Computer, Internet and Mobile Phone among the Palestinian people, and the important role they may play in spreading knowledge and culture and contribution in formulating the public opinion, PCBS conducted the Household Survey on Information and Communications Technology, 2014.

    The main objective of this survey is to provide statistical data on Information and Communication Technology in the Palestine in addition to providing data on the following: -

    · Prevalence of computers and access to the Internet. · Study the penetration and purpose of Technology use.

    Sampling procedure

    Sampling Frame The sampling frame consists of a list of enumeration areas adopted in the Population, Housing and Establishments Census of 2007. Each enumeration area has an average size of about 124 households. These were used in the first phase as Preliminary Sampling Units in the process of selecting the survey sample.

    Sample Size The total sample size of the survey was 7,268 households, of which 6,000 responded.

    Sample Design The sample is a stratified clustered systematic random sample. The design comprised three phases:

    Phase I: Random sample of 240 enumeration areas. Phase II: Selection of 25 households from each enumeration area selected in phase one using systematic random selection. Phase III: Selection of an individual (10 years or more) in the field from the selected households; KISH TABLES were used to ensure indiscriminate selection.

    Sample Strata Distribution of the sample was stratified by: 1- Governorate (16 governorates, J1). 2- Type of locality (urban, rural and camps).

    The survey questionnaire consists of identification data, quality controls and three main sections: Section I: Data on household members that include identification fields, the characteristics of household members (demographic and social) such as the relationship of individuals to the head of household, sex, date of birth and age.

    Section II: Household data include information regarding computer processing, access to the Internet, and possession of various media and computer equipment. This section includes information on topics related to the use of computer and Internet, as well as supervision by households of their children (5-17 years old) while using the computer and Internet, and protective measures taken by the household in the home.

    Section III: Data on persons (aged 10 years and over) about computer use, access to the Internet and possession of a mobile phone.

    Cleaning operations

    Preparation of Data Entry Program: This stage included preparation of the data entry programs using an ACCESS package and defining data entry control rules to avoid errors, plus validation inquiries to examine the data after it had been captured electronically.

    Data Entry: The data entry process started on 8 May 2014 and ended on 23 June 2014. The data entry took place at the main PCBS office and in field offices using 28 data clerks.

    Editing and Cleaning procedures: Several measures were taken to avoid non-sampling errors. These included editing of questionnaires before data entry to check field errors, using a data entry application that does not allow mistakes during the process of data entry, and then examining the data by using frequency and cross tables. This ensured that data were error free; cleaning and inspection of the anomalous values were conducted to ensure harmony between the different questions on the questionnaire.

    Sampling error estimates

    There are many aspects of the concept of data quality; this includes the initial planning of the survey to the dissemination of the results and how well users understand and use the data. There are three components to the quality of statistics: accuracy, comparability, and quality control procedures.

    Checks on data accuracy cover many aspects of the survey and include statistical errors due to the use of a sample, non-statistical errors resulting from field workers or survey tools, and response rates and their effect on estimations. This section includes:

    Statistical Errors Data of this survey may be affected by statistical errors due to the use of a sample and not a complete enumeration. Therefore, certain differences can be expected in comparison with the real values obtained through censuses. Variances were calculated for the most important indicators.

    Variance calculations revealed that there is no problem in disseminating results nationally or regionally (the West Bank, Gaza Strip), but some indicators show high variance by governorate, as noted in the tables of the main report.

    Non-Statistical Errors Non-statistical errors are possible at all stages of the project, during data collection or processing. These are referred to as non-response errors, response errors, interviewing errors and data entry errors. To avoid errors and reduce their effects, strenuous efforts were made to train the field workers intensively. They were trained on how to carry out the interview, what to discuss and what to avoid, and practical and theoretical training took place during the training course. Training manuals were provided for each section of the questionnaire, along with practical exercises in class and instructions on how to approach respondents to reduce refused cases. Data entry staff were trained on the data entry program, which was tested before starting the data entry process.

    Several measures were taken to avoid non-sampling errors. These included editing of questionnaires before data entry to check field errors, using a data entry application that does not allow mistakes during the process of data entry, and then examining the data by using frequency and cross tables. This ensured that data were error free; cleaning and inspection of the anomalous values were conducted to ensure harmony between the different questions on the questionnaire.

    The sources of non-statistical errors can be summarized as: 1. Some of the households were not at home and could not be interviewed, and some households refused to be interviewed. 2. In unique cases, errors occurred due to the way the questions were asked by interviewers and respondents misunderstood some of the questions.

    Description

    The Participation Survey has run since October 2021 and is the key evidence source on engagement for DCMS. It is a continuous push-to-web household survey of adults aged 16 and over in England.

    The Participation Survey provides reliable estimates of physical and digital engagement with the arts, heritage, museums and galleries, and libraries, as well as engagement with tourism, major events, digital and live sports.

    In 2023/24, DCMS partnered with Arts Council England (ACE) to boost the Participation Survey to be able to produce meaningful estimates at Local Authority level. This has enabled us to have the most granular data we have ever had, which means there will be some new questions and changes to existing questions, response options and definitions in the 23/24 survey. The questionnaire for 2023/24 has been developed collaboratively to adapt to the needs and interests of both DCMS and ACE.

    Where there has been a change, we have highlighted where a comparison with previous data can or cannot be made. Questionnaire changes can affect results, therefore should be taken into consideration when interpreting the findings.

    Abstract

    The harmonized data set on health, created and published by the ERF, is a subset of Iraq Household Socio Economic Survey (IHSES) 2012. It was derived from the household, individual and health modules, collected in the context of the above mentioned survey. The sample was then used to create a harmonized health survey, comparable with the Iraq Household Socio Economic Survey (IHSES) 2007 micro data set.

    ----> Overview of the Iraq Household Socio Economic Survey (IHSES) 2012:

    Iraq is considered a leader in household expenditure and income surveys where the first was conducted in 1946 followed by surveys in 1954 and 1961. After the establishment of Central Statistical Organization, household expenditure and income surveys were carried out every 3-5 years in (1971/ 1972, 1976, 1979, 1984/ 1985, 1988, 1993, 2002 / 2007). Implementing the cooperation between CSO and WB, Central Statistical Organization (CSO) and Kurdistan Region Statistics Office (KRSO) launched fieldwork on IHSES on 1/1/2012. The survey was carried out over a full year covering all governorates including those in Kurdistan Region.

    The survey has six main objectives. These objectives are:

    1. Provide data for poverty analysis and measurement and monitor, evaluate and update the implementation Poverty Reduction National Strategy issued in 2009.
    2. Provide comprehensive data system to assess household social and economic conditions and prepare the indicators related to the human development.
    3. Provide data that meet the needs and requirements of national accounts.
    4. Provide detailed indicators on consumption expenditure that serve making decision related to production, consumption, export and import.
    5. Provide detailed indicators on the sources of households and individuals income.
    6. Provide data necessary for formulation of a new consumer price index number.

    The raw survey data provided by the Statistical Office were then harmonized by the Economic Research Forum, to create a comparable version with the 2006/2007 Household Socio Economic Survey in Iraq. Harmonization at this stage only included unifying variables' names, labels and some definitions.     Sample size was (25488) household for the whole Iraq, 216 households for each district of 118 districts, 2832 clusters each of which includes 9 households distributed on districts and governorates for rural and urban.

    ----> Sample frame:

    Listing and numbering results of 2009-2010 Population and Housing Survey were adopted in all the governorates including Kurdistan Region as a frame to select households, the sample was selected in two stages: Stage 1: Primary sampling unit (blocks) within each stratum (district) for urban and rural were systematically selected with probability proportional to size to reach 2832 units (cluster). Stage two: 9 households from each primary sampling unit were selected to create a cluster, thus the sample size of total survey clusters was 25488 households distributed on the governorates, 216 households in each district.

    ----> Sampling Stages:

    In each district, the sample was selected in two stages: Stage 1: based on 2010 listing and numbering frame 24 sample points were selected within each stratum through systematic sampling with probability proportional to size, in addition to the implicit breakdown urban and rural and geographic breakdown (sub-district, quarter, street, county, village and block). Stage 2: Using households as secondary sampling units, 9 households were selected from each sample point using systematic equal probability sampling. Sampling frames of each stages can be developed based on 2010 building listing and numbering without updating household lists. In some small districts, random selection processes of primary sampling may lead to select less than 24 units therefore a sampling unit is selected more than once , the selection may reach two cluster or more from the same enumeration unit when it is necessary.

    The questionnaire of 2006 survey was adopted in designing the questionnaire of 2012 survey on which many revisions were made. Two rounds of pre-test were carried out. Revision were made based on the feedback of field work team, World Bank consultants and others, other revisions were made before final version was implemented in a pilot survey in September 2011. After the pilot survey implemented, other revisions were made in based on the challenges and feedbacks emerged during the implementation to implement the final version in the actual survey.

    Part 4: Diary of Daily Expenditures: Diary of expenditure is an essential component of this survey. It is left at the household to record all the daily purchases such as expenditures on food and frequent non-food items such as gasoline, newspapers…etc. during 7 days. Two pages were allocated for recording the expenditures of each day, thus the roster will be consists of 14 pages.

    Cleaning operations

    ----> Raw Data:

    Data Editing and Processing: To ensure accuracy and consistency, the data were edited at the following stages: 1. Interviewer: Checks all answers on the household questionnaire, confirming that they are clear and correct. 2. Local Supervisor: Checks to make sure that questions has been correctly completed. 3. Statistical analysis: After exporting data files from excel to SPSS, the Statistical Analysis Unit uses program commands to identify irregular or non-logical values in addition to auditing some variables. 4. World Bank consultants in coordination with the CSO data management team: the World Bank technical consultants use additional programs in SPSS and STAT to examine and correct remaining inconsistencies within the data files. The software detects errors by analyzing questionnaire items according to the expected parameter for each variable.

    ----> Harmonized Data:

    • The SPSS package is used to harmonize the Iraq Household Socio Economic Survey (IHSES) 2007 with Iraq Household Socio Economic Survey (IHSES) 2012.
    • The harmonization process starts with raw data files received from the Statistical Office.
    • A program is generated for each dataset to create harmonized variables.
    • Data is saved on the household and individual level, in SPSS and then converted to STATA, to be disseminated.

    Response rate

    Iraq Household Socio Economic Survey (IHSES) reached a total of 25488 households. Number of households refused to response was 305, response rate was 98.6%. The highest interview rates were in Ninevah and Muthanna (100%) while the lowest rates were in Sulaimaniya (92%).

    Abstract

    The Jordan Population and Family Health Survey (JPFHS) is part of the worldwide Demographic and Health Surveys Program, which is designed to collect data on fertility, family planning, and maternal and child health.

    The primary objective of the 2012 Jordan Population and Family Health Survey (JPFHS) is to provide reliable estimates of demographic parameters, such as fertility, mortality, family planning, and fertility preferences, as well as maternal and child health and nutrition, that can be used by program managers and policymakers to evaluate and improve existing programs. The JPFHS data will be useful to researchers and scholars interested in analyzing demographic trends in Jordan, as well as those conducting comparative, regional, or cross-national studies.

    Sample Design The 2012 JPFHS sample was designed to produce reliable estimates of major survey variables for the country as a whole, urban and rural areas, each of the 12 governorates, and for the two special domains: the Badia areas and people living in refugee camps. To facilitate comparisons with previous surveys, the sample was also designed to produce estimates for the three regions (North, Central, and South). The grouping of the governorates into regions is as follows: the North consists of Irbid, Jarash, Ajloun, and Mafraq governorates; the Central region consists of Amman, Madaba, Balqa, and Zarqa governorates; and the South region consists of Karak, Tafiela, Ma'an, and Aqaba governorates.

    The 2012 JPFHS sample was selected from the 2004 Jordan Population and Housing Census sampling frame. The frame excludes the population living in remote areas (most of whom are nomads), as well as those living in collective housing units such as hotels, hospitals, work camps, prisons, and the like. For the 2004 census, the country was subdivided into convenient area units called census blocks. For the purposes of the household surveys, the census blocks were regrouped to form a general statistical unit of moderate size (30 households or more), called a "cluster", which is widely used in surveys as a primary sampling unit (PSU).

    Stratification was achieved by first separating each governorate into urban and rural areas and then, within each urban and rural area, by Badia areas, refugee camps, and other. A two-stage sampling procedure was employed. In the first stage, 806 clusters were selected with probability proportional to the cluster size, that is, the number of residential households counted in the 2004 census. A household listing operation was then carried out in all of the selected clusters, and the resulting lists of households served as the sampling frame for the selection of households in the second stage. In the second stage of selection, a fixed number of 20 households was selected in each cluster with an equal probability systematic selection. A subsample of two-thirds of the selected households was identified for anthropometry measurements.

    Research instrument

    The 2012 JPFHS used two questionnaires, namely the Household Questionnaire and the Woman’s Questionnaire (see Appendix D). The Household Questionnaire was used to list all usual members of the sampled households, and visitors who slept in the household the night before the interview, and to obtain information on each household member’s age, sex, educational attainment, relationship to the head of the household, and marital status. In addition, questions were included on the socioeconomic characteristics of the household, such as source of water, sanitation facilities, and the availability of durable goods. Moreover, the questionnaire included questions about child discipline. The Household Questionnaire was also used to identify women who were eligible for the individual interview (ever-married women age 15-49 years). In addition, all women age 15-49 and children under age 5 living in the subsample of households were eligible for height and weight measurement and anemia testing.

    The Woman’s Questionnaire was administered to ever-married women age 15-49 and collected information on the following topics: • Respondent’s background characteristics • Birth history • Knowledge, attitudes, and practice of family planning and exposure to family planning messages • Maternal health (antenatal, delivery, and postnatal care) • Immunization and health of children under age 5 • Breastfeeding and infant feeding practices • Marriage and husband’s background characteristics • Fertility preferences • Respondent’s employment • Knowledge of AIDS and sexually transmitted infections (STIs) • Other health issues specific to women • Early childhood development • Domestic violence

    In addition, information on births, pregnancies, and contraceptive use and discontinuation during the five years prior to the survey was collected using a monthly calendar.

    The Household and Woman’s Questionnaires were based on the model questionnaires developed by the MEASURE DHS program. Additions and modifications to the model questionnaires were made in order to provide detailed information specific to Jordan. The questionnaires were then translated into Arabic.

    Anthropometric data were collected during the 2012 JPFHS in a subsample of two-thirds of the selected households in each cluster. All women age 15-49 and children age 0-4 in these households were measured for height using Shorr height boards and for weight using electronic Seca scales. In addition, a drop of capillary blood was taken from these women and children in the field to measure their hemoglobin level using the HemoCue system. Hemoglobin testing was used to estimate the prevalence of anemia.

    Cleaning operations

    Fieldwork and data processing activities overlapped. Data processing began two weeks after the start of the fieldwork. After field editing of questionnaires for completeness and consistency, the questionnaires for each cluster were packaged together and sent to the central office in Amman, where they were registered and stored. Special teams were formed to carry out office editing and coding of the openended questions.

    Data entry and verification started after two weeks of office data processing. The process of data entry, including 100 percent reentry, editing, and cleaning, was done by using PCs and the CSPro (Census and Survey Processing) computer package, developed specially for such surveys. The CSPro program allows data to be edited while being entered. Data processing operations were completed by early January 2013. A data processing specialist from ICF International made a trip to Jordan in February 2013 to follow up on data editing and cleaning and to work on the tabulation of results for the survey preliminary report, which was published in March 2013. The tabulations for this report were completed in April 2013.

    Response rate

    In all, 16,120 households were selected for the survey and, of these, 15,722 were found to be occupied households. Of these households, 15,190 (97 percent) were successfully interviewed.

    In the households interviewed, 11,673 ever-married women age 15-49 were identified and interviews were completed with 11,352 women, or 97 percent of all eligible women.

    Sampling error estimates

    The estimates from a sample survey are affected by two types of errors: (1) nonsampling errors and (2) sampling errors. Nonsampling errors are the results of mistakes made in implementing data collection and data processing, such as failure to locate and interview the correct household, misunderstanding of the questions on the part of either the interviewer or the respondent, and data entry errors. Although numerous efforts were made during the implementation of the 2012 Jordan Population and Family Health Survey (JPFHS) to minimize this type of error, nonsampling errors are impossible to avoid and difficult to evaluate statistically.

    Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 2012 JPFHS is only one of many samples that could have been selected from the same population, using the same design and identical size. Each of these samples would yield results that differ somewhat from the results of the actual sample selected. Sampling error is a measure of the variability between all possible samples. Although the degree of variability is not known exactly, it can be estimated from the survey results.

    A sampling error is usually measured in terms of the standard error for a particular statistic (mean, percentage, etc.), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95 percent of all possible samples of identical size and design.

    If the sample of respondents had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the 2012 JPFHS sample is the result of a multistage stratified design, and, consequently, it was necessary to use more complex formulae. The computer

    Abstract

    The Project for Statistics on Living standards and Development was a countrywide World Bank Living Standards Measurement Survey. It covered approximately 9000 households, drawn from a representative sample of South African households. The fieldwork was undertaken during the nine months leading up to the country's first democratic elections at the end of April 1994. The purpose of the survey was to collect statistical information about the conditions under which South Africans live in order to provide policymakers with the data necessary for planning strategies. This data would aid the implementation of goals such as those outlined in the Government of National Unity's Reconstruction and Development Programme.

    All Household members. Individuals in hospitals, old age homes, hotels and hostels of educational institutions were not included in the sample. Migrant labour hostels were included. In addition to those that turned up in the selected ESDs, a sample of three hostels was chosen from a national list provided by the Human Sciences Research Council and within each of these hostels a representative sample was drawn on a similar basis as described above for the households in ESDs.

    (a) SAMPLING DESIGN

    Sample size is 9,000 households. The sample design adopted for the study was a two-stage self-weighting design in which the first stage units were Census Enumerator Subdistricts (ESDs, or their equivalent) and the second stage were households. The advantage of using such a design is that it provides a representative sample that need not be based on accurate census population distribution in the case of South Africa, the sample will automatically include many poor people, without the need to go beyond this and oversample the poor. Proportionate sampling as in such a self-weighting sample design offers the simplest possible data files for further analysis, as weights do not have to be added. However, in the end this advantage could not be retained, and weights had to be added.

    (b) SAMPLE FRAME

    The sampling frame was drawn up on the basis of small, clearly demarcated area units, each with a population estimate. The nature of the self-weighting procedure adopted ensured that this population estimate was not important for determining the final sample, however. For most of the country, census ESDs were used. Where some ESDs comprised relatively large populations as for instance in some black townships such as Soweto, aerial photographs were used to divide the areas into blocks of approximately equal population size. In other instances, particularly in some of the former homelands, the area units were not ESDs but villages or village groups. In the sample design chosen, the area stage units (generally ESDs) were selected with probability proportional to size, based on the census population. Systematic sampling was used throughout that is, sampling at fixed interval in a list of ESDs, starting at a randomly selected starting point. Given that sampling was self-weighting, the impact of stratification was expected to be modest. The main objective was to ensure that the racial and geographic breakdown approximated the national population distribution. This was done by listing the area stage units (ESDs) by statistical region and then within the statistical region by urban or rural. Within these sub-statistical regions, the ESDs were then listed in order of percentage African. The sampling interval for the selection of the ESDs was obtained by dividing the 1991 census population of 38,120,853 by the 300 clusters to be selected. This yielded 105,800. Starting at a randomly selected point, every 105,800th person down the cluster list was selected. This ensured both geographic and racial diversity (ESDs were ordered by statistical sub-region and proportion of the population African). In three or four instances, the ESD chosen was judged inaccessible and replaced with a similar one. In the second sampling stage the unit of analysis was the household. In each selected ESD a listing or enumeration of households was carried out by means of a field operation. From the households listed in an ESD a sample of households was selected by systematic sampling. Even though the ultimate enumeration unit was the household, in most cases "stands" were used as enumeration units. However, when a stand was chosen as the enumeration unit all households on that stand had to be interviewed.

    All the questionnaires were checked when received. Where information was incomplete or appeared contradictory, the questionnaire was sent back to the relevant survey organization. As soon as the data was available, it was captured using local development platform ADE. This was completed in February 1994. Following this, a series of exploratory programs were written to highlight inconsistencies and outlier. For example, all person level files were linked together to ensure that the same person code reported in different sections of the questionnaire corresponded to the same person. The error reports from these programs were compared to the questionnaires and the necessary alterations made. This was a lengthy process, as several files were checked more than once, and completed at the beginning of August 1994. In some cases, questionnaires would contain missing values, or comments that the respondent did not know, or refused to answer a question.

    These responses are coded in the data files with the following values: VALUE MEANING -1 : The data was not available on the questionnaire or form -2 : The field is not applicable -3 : Respondent refused to answer -4 : Respondent did not know answer to question

    Data appraisal

    The data collected in clusters 217 and 218 should be viewed as highly unreliable and therefore removed from the data set. The data currently available on the web site has been revised to remove the data from these clusters. Researchers who have downloaded the data in the past should revise their data sets.     Overview

    The Associated Press is sharing data from the COVID Impact Survey, which provides statistics about physical health, mental health, economic security and social dynamics related to the coronavirus pandemic in the United States.

    Conducted by NORC at the University of Chicago for the Data Foundation, the probability-based survey provides estimates for the United States as a whole, as well as in 10 states (California, Colorado, Florida, Louisiana, Minnesota, Missouri, Montana, New York, Oregon and Texas) and eight metropolitan areas (Atlanta, Baltimore, Birmingham, Chicago, Cleveland, Columbus, Phoenix and Pittsburgh).

    The survey is designed to allow for an ongoing gauge of public perception, health and economic status to see what is shifting during the pandemic. When multiple sets of data are available, it will allow for the tracking of how issues ranging from COVID-19 symptoms to economic status change over time.

    The survey is focused on three core areas of research:

    • Physical Health: Symptoms related to COVID-19, relevant existing conditions and health insurance coverage.
    • Economic and Financial Health: Employment, food security, and government cash assistance.
    • Social and Mental Health: Communication with friends and family, anxiety and volunteerism. (Questions based on those used on the U.S. Census Bureau’s Current Population Survey.) ## Using this Data - IMPORTANT This is survey data and must be properly weighted during analysis: DO NOT REPORT THIS DATA AS RAW OR AGGREGATE NUMBERS!!

    Margin of Error

    The margin of error for the national and regional surveys is found in the attached methods statement. You will need the margin of error to determine if the comparisons are statistically significant. If the difference is:

    • At least twice the margin of error, you can report there is a clear difference.
    • At least as large as the margin of error, you can report there is a slight or apparent difference.
    • Less than or equal to the margin of error, you can report that the respondents are divided or there is no difference. ## A Note on Timing Survey results will generally be posted under embargo on Tuesday evenings. The data is available for release at 1 p.m. ET Thursdays.

    About the Data

    The survey data will be provided under embargo in both comma-delimited and statistical formats.

    Each set of survey data will be numbered and have the date the embargo lifts in front of it in the format of: 01_April_30_covid_impact_survey. The survey has been organized by the Data Foundation, a non-profit non-partisan think tank, and is sponsored by the Federal Reserve Bank of Minneapolis and the Packard Foundation. It is conducted by NORC at the University of Chicago, a non-partisan research organization. (NORC is not an abbreviation, it part of the organization's formal name.)

    Data for the national estimates are collected using the AmeriSpeak Panel, NORC’s probability-based panel designed to be representative of the U.S. household population. Interviews are conducted with adults age 18 and over representing the 50 states and the District of Columbia. Panel members are randomly drawn from AmeriSpeak with a target of achieving 2,000 interviews in each survey. Invited panel members may complete the survey online or by telephone with an NORC telephone interviewer.

    Once all the study data have been made final, an iterative raking process is used to adjust for any survey nonresponse as well as any noncoverage or under and oversampling resulting from the study specific sample design. Raking variables include age, gender, census division, race/ethnicity, education, and county groupings based on county level counts of the number of COVID-19 deaths. Demographic weighting variables were obtained from the 2020 Current Population Survey. The count of COVID-19 deaths by county was obtained from USA Facts. The weighted data reflect the U.S. population of adults age 18 and over.

    Data for the regional estimates are collected using a multi-mode address-based (ABS) approach that allows residents of each area to complete the interview via web or with an NORC telephone interviewer. All sampled households are mailed a postcard inviting them to complete the survey either online using a unique PIN or via telephone by calling a toll-free number. Interviews are conducted with adults age 18 and over with a target of achieving 400 interviews in each region in each survey.Additional details on the survey methodology and the survey questionnaire are attached below or can be found at https://www.covid-impact.org.

    The National Health Interview Survey (NHIS) is conducted annually by the National Center for Health Statistics (NCHS), Centers for Disease Control and Prevention (CDC). The main objective of the NHIS is to monitor the health of the United States population through the collection and analysis of data on a broad range of health topics. The NHIS contains many similar questions every year. The repeated items are called "core questions." Beginning with a new NHIS design in 1997, these core questions were divided into three components -- Family, Sample Adult, and Sample Child. The 2012 NHIS data release consists of six core data files, a paradata file, the three Disability Questions Tests files, a Functioning and Disability file, and two Complementary and Alternative Medicine files. Users may see the Survey Description document for more details. The 2012 NHIS contains the core questions, as well as enhanced questions on health care access and utilization. Supplemental topics are covered in the following questionnaires: the Family questionnaire covers subjects of food security; the Sample Adult questionnaire covers subjects of immunization, complementary and alternative medicine, non-cigarette tobacco use, voice, speech, and language; and the Sample Child questionnaire covers subjects of mental health, mental health services, immunization, complementary and alternative medicine, balance, voice, speech, and language. Along with the 2012 NHIS core data files are the Disability Questions Tests 2012 files which contain person-level data collected via a field test of six disability questions. These supplemental questions appeared on the NHIS, at the end of the Family, Sample Adult, and Sample Child Cores. The Disability Questions Tests 2012 files are released as three separate files. A fourth disability supplement was also fielded in 2012 as part of the Sample Adult Core and is called "Adult Functioning and Disability Level." The Adult and Child Alternative Health Supplement files were intended to expand on knowledge of alternative medical services. Questions focus on how often various types of alternative therapies are used, the associated costs, and the reasons they are used. Lastly, the Paradata Level file contains information about the survey and data collection processes; included are data on response rates, keystrokes, interview times, and number of contact attempts.

    The Research and Development Survey (RANDS) is a platform designed for conducting survey question evaluation and statistical research. RANDS is an ongoing series of surveys from probability-sampled commercial survey panels used for methodological research at the National Center for Health Statistics (NCHS). RANDS estimates are generated using an experimental approach that differs from the survey design approaches generally used by NCHS, including possible biases from different response patterns and sampling frames as well as increased variability from lower sample sizes. Use of the RANDS platform allows NCHS to produce more timely data than would be possible using traditional data collection methods. RANDS is not designed to replace NCHS’ higher quality, core data collections. Below are experimental estimates of reduced access to healthcare for three rounds of RANDS during COVID-19. Data collection for the three rounds of RANDS during COVID-19 occurred between June 9, 2020 and July 6, 2020, August 3, 2020 and August 20, 2020, and May 17, 2021 and June 30, 2021. Information needed to interpret these estimates can be found in the Technical Notes. RANDS during COVID-19 included questions about unmet care in the last 2 months during the coronavirus pandemic. Unmet needs for health care are often the result of cost-related barriers. The National Health Interview Survey, conducted by NCHS, is the source for high-quality data to monitor cost-related health care access problems in the United States. For example, in 2018, 7.3% of persons of all ages reported delaying medical care due to cost and 4.8% reported needing medical care but not getting it due to cost in the past year. However, cost is not the only reason someone might delay or not receive needed medical care. As a result of the coronavirus pandemic, people also may not get needed medical care due to cancelled appointments, cutbacks in transportation options, fear of going to the emergency room, or an altruistic desire to not be a burden on the health care system, among other reasons. The Household Pulse Survey (https://www.cdc.gov/nchs/covid19/pulse/reduced-access-to-care.htm), an online survey conducted in response to the COVID-19 pandemic by the Census Bureau in partnership with other federal agencies including NCHS, also reports estimates of reduced access to care during the pandemic (beginning in Phase 1, which started on April 23, 2020). The Household Pulse Survey reports the percentage of adults who delayed medical care in the last 4 weeks or who needed medical care at any time in the last 4 weeks for something other than coronavirus but did not get it because of the pandemic. The experimental estimates on this page are derived from RANDS during COVID-19 and show the percentage of U.S. adults who were unable to receive medical care (including urgent care, surgery, screening tests, ongoing treatment, regular checkups, prescriptions, dental care, vision care, and hearing care) in the last 2 months.     Abstract

    The intention is to collect data for the calendar year 2009 (or the nearest year for which each business keeps its accounts. The survey is considered a one-off survey, although for accurate NAs, such a survey should be conducted at least every five years to enable regular updating of the ratios, etc., needed to adjust the ongoing indicator data (mainly VAGST) to NA concepts. The questionnaire will be drafted by FSD, largely following the previous BAS, updated to current accounting terminology where necessary. The questionnaire will be pilot tested, using some accountants who are likely to complete a number of the forms on behalf of their business clients, and a small sample of businesses. Consultations will also include Ministry of Finance, Ministry of Commerce, Industry and Labour, Central Bank of Samoa (CBS), Samoa Tourism Authority, Chamber of Commerce, and other business associations (hotels, retail, etc.).

    The questionnaire will collect a number of items of information about the business ownership, locations at which it operates and each establishment for which detailed data can be provided (in the case of complex businesses), contact information, and other general information needed to clearly identify each unique business. The main body of the questionnaire will collect data on income and expenses, to enable value added to be derived accurately. The questionnaire will also collect data on capital formation, and will contain supplementary pages for relevant industries to collect volume of production data for selected commodities and to collect information to enable an estimate of value added generated by key tourism activities.

    The principal user of the data will be FSD which will incorporate the survey data into benchmarks for the NA, mainly on the current published production measure of GDP. The information on capital formation and other relevant data will also be incorporated into the experimental estimates of expenditure on GDP. The supplementary data on volumes of production will be used by FSD to redevelop the industrial production index which has recently been transferred under the SBS from the CBS. The general information about the business ownership, etc., will be used to update the Business Register.

    Outputs will be produced in a number of formats, including a printed report containing descriptive information of the survey design, data tables, and analysis of the results. The report will also be made available on the SBS website in “.pdf” format, and the tables will be available on the SBS website in excel tables. Data by region may also be produced, although at a higher level of aggregation than the national data. All data will be fully confidentialised, to protect the anonymity of all respondents. Consideration may also be made to provide, for selected analytical users, confidentialised unit record files (CURFs).

    A high level of accuracy is needed because the principal purpose of the survey is to develop revised benchmarks for the NA. The initial plan was that the survey will be conducted as a stratified sample survey, with full enumeration of large establishments and a sample of the remainder.

    The main statistical unit to be used for the survey is the establishment. For simple businesses that undertake a single activity at a single location there is a one-to-one relationship between the establishment and the enterprise. For large and complex enterprises, however, it is desirable to separate each activity of an enterprise into establishments to provide the most detailed information possible for industrial analysis. The business register will need to be developed in such a way that records the links between establishments and their parent enterprises. The business register will be created from administrative records and may not have enough information to recognize all establishments of complex enterprises. Large businesses will be contacted prior to the survey post-out to determine if they have separate establishments. If so, the extended structure of the enterprise will be recorded on the business register and a questionnaire will be sent to the enterprise to be completed for each establishment.

    SBS has decided to follow the New Zealand simplified version of its statistical units model for the 2009 BAS. Future surveys may consider location units and enterprise groups if they are found to be useful for statistical collections.

    It should be noted that while establishment data may enable the derivation of detailed benchmark accounts, it may be necessary to aggregate up to enterprise level data for the benchmarks if the ongoing data used to extrapolate the benchmark forward (mainly VAGST) are only available at the enterprise level.

The surveys also excluded central government agencies engaged in public administration (ministries, public education and health, etc.). It only covers businesses that pay the VAGST.     Supplementary Pages Additional pages have been prepared to collect data for a limited range of industries. 1.Production data. To rebase and redevelop the Industrial Production Index (IPI), it is intended to collect volume of production information from a selection of large manufacturing businesses. The selection of businesses and products is critical to the usefulness of the IPI. The products must be homogeneous, and be of enough importance to the economy to justify collecting the data. Significance criteria should be established for the selection of products to include in the IPI, and the 2009 BAS provides an opportunity to collect benchmark data for a range of products known to be significant (based on information in the existing IPI, CPI weights, export data, etc.) as well as open questions for respondents to provide information on other significant products. 2.Tourism. There is a strong demand for estimates of tourism value added. To estimate tourism value added using the international standard Tourism Satellite Account methodology requires the use of an input-output table, which is beyond the capacity of SBS at present. However, some indicative estimates of the main parts of the economy influenced by tourism can be derived if the necessary data are collected. Tourism is a demand concept, based on defining tourists (the international standard includes both international and domestic tourists), what products are characteristically purchased by tourists, and which industries supply those products. Some questions targeted at those industries that have significant involvement with tourists (hotels, restaurants, transport and tour operators, vehicle hire, etc.), on how much of their income is sourced from tourism would provide valuable indicators of the size of the direct impact of tourism.

    Cleaning operations

    Partial imputation was done at the time of receipt of questionnaires, after follow-up procedures to obtain fully completed questionnaires have been followed. Imputation followed a process, i.e., apply ratios from responding units in the imputation cell to the partial data that was supplied. Procedures were established during the editing stage (a) to preserve the integrity of the questionnaires as supplied by respondents, and (b) to record all changes made to the questionnaires during editing. If SBS staff writes on the form, for example, this should only be done in red pen, to distinguish the alterations from the original information.

    Additional edit checks were developed, including checking against external data at enterprise/establishment level. External data to be checked against include VAGST and SNPF for turnover and purchases, and salaries and wages and employment data respectively. Editing and imputation processes were undertaken by FSD using Excel.

    Abstract

    The main purpose of the Household Income Expenditure Survey (HIES) 2016 was to offer high quality and nationwide representative household data that provided information on incomes and expenditure in order to update the Consumer Price Index (CPI), improve National Accounts statistics, provide agricultural data and measure poverty as well as other socio-economic indicators. These statistics were urgently required for evidence-based policy making and monitoring of implementation results supported by the Poverty Reduction Strategy (I & II), the AfT and the Liberia National Vision 2030. The survey was implemented by the Liberia Institute of Statistics and Geo-Information Services (LISGIS) over a 12-month period, starting from January 2016 and was completed in January 2017. LISGIS completed a total of 8,350 interviews, thus providing sufficient observations to make the data statistically significant at the county level. The data captured the effects of seasonality, making it the first of its kind in Liberia. Support for the survey was offered by the Government of Liberia, the World Bank, the European Union, the Swedish International Development Corporation Agency, the United States Agency for International Development and the African Development Bank. The objectives of the 2016 HIES were:

    1. Update the Consumer Price Index (CPI): To obtain a new set of weights for the basket of goods and services that upgrade the Monrovia Consumer Price Index (MCPI) and the National Consumer Price Index (NCPI) and to revise the CPI basket of goods and services in Liberia to reflect the current consumption pattern of residence.
    2. Improve National Accounts Statistics: To get information on annual household expenditure patterns in order to update the household component of the National Accounts.
    3. Measure Poverty: To prepare robust poverty indices that enable the understanding of poverty dynamics across the country and of the factors influencing them.
    4. Improve Agricultural Statistics: To obtain nationally representative and policy relevant agricultural statistics in order to undertake in-depth analysis of agricultural households.
    5. Capture Socio-economic Impact of Ebola Virus Disease (EVD): To obtain a post-EVD dataset which allows for an in-depth analysis of the socioeconomic impact of EVD on households.
    6. Benchmark Agenda for Transformation Indicators: To provide an update on selected socioeconomic indicators used to benchmark the government’s policies embedded within the Agenda for Transformation.
    7. Develop Statistical Capacity: Emphasize capacity building and development of sustainable statistical systems through every stage of the project to produce accurate and timely information about Liberia.

    Sampling procedure

    The original sample design for the HIES exploited two-phased clustered sampling methods, encompassing a nationally representative sample of households in every quarter and was obtained using the 2008 National Housing and Population Census sampling frame. The procedures used for each sampling stage are as follows:
    i. First stage
    Selection of sample EAs. The sample EAs for the 2016 HIES were selected within each stratum systematically with Probability Proportional to Size from the ordered list of EAs in the sampling frame. They are selected separately for each county by urban/rural stratum. The measure of size for each EA was based on the number of households from the sampling frame of EAs based on the 2008 Liberia Census. Within each stratum the EAs were ordered geographically by district, clan and EA codes. This provided implicit geographic stratification of the sampling frame.

    ii. Second stage
    Selection of sample households within a sample EA. A random systematic sample of 10 households were selected from the listing for each sample EA. Using this type of table, the supervisor only has to look up the total number of households listed, and a specific systematic sample of households is identified in the corresponding row of the table.

    Cleaning operations

    The data entry clerk for each team, using data entry software called CSPro, entered data for each household in the field. For each household, an error report was generated on-site, which identified key problems with the data collected (outliers, incorrect entries, inconsistencies with skip patterns, basic filters for age and gender specific questions etc.). The Supervisor along with the Data Entry Clerk and the Enumerator that collected the data reviewed these errors. Callbacks were made to households if necessary to verify information and rectify the errors while in that EA.

    Once the data were collected in each EA, they were sent to LISGIS headquarters for further processing along with EA reports for each area visited. The HIES Technical committee converted the data into STATA and ran several consistency checks to manage overall data quality and prepared reports to identify key problems with the data set and called the field teams to update them about the same. Monthly reports were prepared by summarizing observations from data received from the field alongside statistics on data collection status to share with the field teams and LISGIS Management.

    Abstract

    Since its inception in the mid-1990s, the Multiple Indicator Cluster Surveys programme, known as MICS, has become the largest source of statistically sound and internationally comparable data on children and women worldwide. In countries as diverse as Bangladesh, Thailand, Fiji, Qatar, Cote d’Ivoire, Turkmenistan and Argentina, trained fieldwork teams conduct face-to-face interviews with household members on a variety of topics – focusing mainly on those issues that directly affect the lives of children and women. MICS is an integral part of plans and policies of many governments around the world, and a major data source for more than 30 Sustainable Development Goals (SDGs) indicators. The MICS programme continues to evolve with new methodologies and initiatives, including MICS Plus, MICS Link, MICS GIS and the MICS Tabulator.

    Togo The majority of MICS surveys are designed to be representative at the national level. Sample sizes are sufficient to generate robust data at the regional or provincial levels, and for urban and rural areas. Subnational surveys, covering specific population groups (such as Palestinians in Lebanon) or specific geographical areas (such as selected regions of East in Afghanistan) within countries are also conducted.

    The sample for the Multiple Indicator Cluster Survey (MICS) was designed to provide estimates on a large number of indicators on the situation of children and women at the national level, for areas of residence, and for geographical locations, such as regions, governorates, or districts. A multi-stage, stratified cluster sampling approach was typickly used for the selection of the survey sample. MICS6 surveys are not self-weighting. For reporting national level results, sample weights were used. A more detailed description of the sample design can be found in Appendix A of Final Report.

    MICS questionnaires were designed by implementing agencies, typically the National Statistical Offices. In each country, MICS questionnaires were based on an assessment of the country’s data needs. The starting point were the standard MICS questionnaires designed by UNICEF’s Global MICS Team, in close coordination with experts, development partners and other international survey programmes. Countries chose from the MICS modules in the standard MICS questionnaires. UNICEF’s MICS experts supported implementing agencies to customize the questionnaires, as required, to the national setting. All survey activities, from sample and survey design, to fieldwork and report writing are carried out by the implementing agencies – with continuous technical support from UNICEF.

    The sixth round of MICS included six model questionnaires: • Household Questionnaire • Water Quality Testing Questionnaire • The Questionnaire for Individual Women • The Questionnaire for Individual Men • The Questionnaire for Children Age 5-17 and • The Questionnaire for Children Under Five

    The flexible, modular nature of MICS questionnaires makes it easy to remove modules which may not be relevant, and modules for which there is already good quality data from other sources.

    Abstract

    The Ghana Demographic and Health Survey (GDHS) is a national sample survey designed to provide information on fertility, family planning and health in Ghana. The survey, which was conducted by the Statistical Service of Ghana, is part of a worldwide programme coordinated by the Institute for Resource Development/Macro Systems, Inc., in more than 40 countries in Africa, Asia and Latin America.

    The short-term objectives of the Ghana Demographic and Health Survey (GDHS) are to provide policymakers and those implementing policy with current data on fertility levels, knowledge and use of contraception, reproductive intentions of women 15-49, and health indicators. The information will also serve as the basis for monitoring and evaluating programmes initiated by the government such as the extended programme on immunization, child nutrition, and the family planning programme. The long-term objectives are to enhance the country's ability to undertake surveys of excellent technical quality that seek to measure changes in fertility levels, health status (particularly of children), and the extent of contraceptive knowledge and use. Finally, the results of the survey will form part of an international data base for researchers investigating topics related to the above issues.

    The 150 clusters from which a representative sample of women aged 15-49 was selected from a subsample of the 200 clusters used for the Ghana Living Standards Survey (GLSS). All census Enumeration Areas (EAs) were first stratified by ecological zones into 3 strata, namely Coastal Savanna, Forest, and Northern Savanna. These were further stratified into urban, semi-urban, and rural EAs. The EAs (in some cases, segments of EAs) were then selected with probability proportional to the number of households. All households in the selected EAs were subsequently listed.

    Three different types of questionnaires were used for the GDHS. These were the household, individual and the husband questionnaires. The household and the individual questionnaires were adapted from the Model "B" Questionnaire for the DHS program. The GDHS is one of the few surveys in which special effort was made to collect information from husbands of interviewed women on such topics as fertility preferences, knowledge and use of contraception, and environmental and health related issues.

    All usual members and visitors in the selected households were listed on the household questionnaire. Recorded in the household questionnaire were data on the age and sex of all listed persons in addition to information on fostering for children aged 0-14. Eligible women and eligible husbands were also identified in the household questionnaire.

    The individual questionnaire was used to collect data on eligible women. Eligible women were definedas those aged 15-49 years who spent the night prior to the household interview in the selected household, irrespective of whether they were usual members of the household or not. Items of information collected in this questionnaire are as follows: 1) Respondent's Background 2) Reproductive Behavior 3) Knowledge and Use of Contraception 4) Health and Breastfeeding 5) Marriage 6) Fertility Preferences 7) Husband's Background and Women's Work 8) Weight and Height of Children Aged 3-36 Months.

    In half of the selected clusters a husband's questionnaire was used to collect data on eligible husbands. Eligible husbands were defined as those who were co-resident with their wives and whose wives had been successfully interviewed. Data on the husband's background, contraceptive knowledge and use, as well as fertility preferences were collected.

    All three questionnaires were translated into seven local languages, namely, Twi, Fante, Nzema, Ga, Ewe, Hausa and Dagbani. All the GDHS interviewers were able to conduct interviews in English and at least one local language. The questionnaires were pretested from mid-October to early November 1987. Five teams were used for the pretest fieldwork. These included 19 persons who were trained for 11 days.

    Cleaning operations

    Completed questionnaires were collected weekly from the regions by the field coordinators. Coding, data entry and machine editing went on concurrently at the Ghana Statistical Service in Accra as the fieldwork progressed. Coding and data entry were started in March 1988 and were completed by the end of June 1988. Preliminary tabulations were produced by mid-July 1988, and by August 1988 preliminary results of the survey were published.

    Response rate

    Of the 4966 households selected, 4406 were successfully interviewed. Excluding 9 percent of households that were vacant, absent, etc., the household response rate is 98 percent.

    Out of 4574 eligible women in the household schedule, 4488 were interviewed successfully. The response rate at the individual level is 98 percent. Of the 997 eligible husbands, 943 were successfully interviewed, representing a response rate of 95 percent.

    Sampling error estimates

    The results from sample surveys are affected by two types of errors: non-sampling error and sampling error. The former is due to mistakes in implementing the field activities, such as failing to locate and interview the correct household, errors in asking questions, data entry errors, etc. While numerous steps were taken to minimize this sort of error in the GDHS, non-sampling errors are impossible to avoid entirely, and are difficult to evaluate statistically.

    Sampling errors, on the other hand, can be evaluated statistically. The sample of women selected in the GDHS is only one of many samples of the same size that could have been drawn from the population using the same design. Each sample would have yielded slightly different results from the sample actually selected. The variability observed among all possible samples constitutes sampling error, which can be estimated from survey results (though not measured exactly).

    Sampling error is usually measured in terms of the "standard error" (SE) of a particular statistic (mean, percentage, etc.), which is the square root of the variance of the statistic across all possible samples of equal size and design. The standard error can be used to calculate confidence intervals within which one can be reasonably sure the true value of the variable for the whole population falls. For example, for any given statistic calculated from a sample survey, the value of that same statistic as measured in 95 percent of all possible samples of identical size and design will fall within a range of plus or minus two times the standard error of that statistic.

    If simple random sampling had been used to select women for the GDHS, it would have been possible to use straightforward formulas for calculating sampling errors. However, the GDHS sample design used three stages and clusters of households, and it was necessary to use more complex formulas. Therefore, the computer package CLUSTERS, developed for the World Fertility Survey, and was used to compute sampling errors.

    Abstract

    The National Survey of Household Income and Expenditure (ENIGH) aims to provide a statistical overview of the behavior of household income and expenditure in terms of its amount, origin and distribution. In addition, it offers information on the occupational and sociodemographic characteristics of the members of the household, as well as the characteristics of the housing infrastructure and household equipment.

    The ENIGH is part of the Information System of National Interest (IIN), which means that the results obtained from this project are mandatory for the Federation, the states and the municipalities, in order to contribute to national development.

    In 1984, a trend began to broaden the objectives and homogenize the methodology, taking into account international recommendations and the information requirements of the different users, taking care of historical comparability.

    Periodicity: Since 1992 it has been carried out biennially (every two years) with the exception of 2005 when an extraordinary survey was carried out.

    Target population: It is made up of the households of nationals or foreigners, who usually reside in private homes within the national territory.

    Selection Unit: Private home. The dwellings are chosen through a meticulous statistical process that guarantees that the results obtained from only a part of the population (sample) can be generalized to the total.

    Sampling Frame: INEGI's multi-purpose framework is made up of demographic and cartographic information obtained from the 2010 Population and Housing Census.

    Observation unit: The home.

    Unit of analysis: The household, the dwelling and the members of the household.

    Thematic coverage:

    Characteristics of the house. Residents and identification of households in the dwelling. Sociodemographic characteristics of the residents of the dwelling. Home equipment, services. Activity condition and occupational characteristics of household members aged 12 and over. Total current income (monetary and non-monetary) of households. Financial and capital perceptions of households and their members. Current monetary expenditure of households. Financial and capital expenditures of households.

    The different concepts of the ENIGH are governed by recommendations agreed upon in international conventions, for example:

    The resolutions and reports of the 18 International Conferences on Labour Statistics, of the International Labour Organization (ILO).

    The final report and recommendations of the Canberra Group, an expert group on "Household Income Statistics".

    Sample size: At the national level, including the ten-one, there are 93,186 private homes.

    Survey period: The collection of information will take place between August 11 and November 18 of this year. Throughout this period, ten cuts are made, each organized in ten days; Therefore, each of these cuts will be known as tens (see calendar in the annex).

    Workload: According to the meticulousness in the recording of information in this project, a load of six interviews in private homes per dozen has been defined for each interviewer. The number of interviews may decrease or increase according to several factors: non-response, recovery from non-response, or additional households.

    Sampling procedure

    The design of the exhibition for ENIGH-2018 is characterized by being probabilistic; consequently, the results obtained from the survey are generalized to the entire population of the study domain; in turn, it is two-stage, stratified and by clusters, where the ultimate unit of selection is the dwelling and the unit of observation is the household.

    The ENIGH-2018 subsample was selected from the 2012 INEGI master sample, this master sample was designed and selected from the 2012 Master Sampling Framework (Marco Maestro de Muestreo (MMM)) which was made up of housing clusters called Primary Sampling Units (PSU), built from the cartographic and demographic information obtained from the 2010 Population and Housing Census. The master sample allows the selection of subsamples for all housing surveys carried out by INEGI; Its design is probabilistic, stratified, single-stage and by clusters, since it is in them that the dwellings that make up the subsamples of the different surveys were selected in a second stage. The design of the MMM was built as follows:

    Formation of the primary sampling units (PSU)

    First, the set of PSUs that will cover the national territory is built.

    The primary sampling units are made up of groups of dwellings with differentiated characteristics depending on the area to which they belong, as specified below:

    a) In high urban areas

    The minimum size of a PSU is 80 inhabited dwellings and the maximum is 160. They can be made up of:

    • A block. • The union of two or more contiguous blocks of the same AGEB. • The union of two or more contiguous blocks of different AGEBs in the same locality. • The union of two or more contiguous blocks from different localities, which belong to the same size of locality.

    b) In urban complement: The minimum size of a PSU is 160 inhabited dwellings and the maximum is 300. They can be made up of:

    • A block. • The union of two or more contiguous blocks of the same AGEB. • The union of two or more contiguous blocks of different AGEBs in the same locality. • The union of two or more contiguous blocks from different AGEBs and localities, but from the same municipality.

    c) In rural areas: The minimum size of a PSU is 160 inhabited dwellings and the maximum is 300. They can be made up of:

    • An AGEB. • Part of an AGEB. • The union of two or more adjoining AGEBs in the same municipality. • The union of an AGEB with a part of another adjoining AGEB in the same municipality.

    The total number of PSUs formed was 240,912.

    Stratification

    Once the set of PSUs has been constructed, those with similar characteristics are grouped, that is, they are stratified.

    The political division of the country and the formation of localities differentiated by their size, naturally form a geographical stratification.

    In each federal entity there are three areas, divided into zones.

    High urban, Zone 01 to 09, Cities with 100,000 or more inhabitants.

    Urban complement, Zone 25, 35, 45 and 55, From 50,000 to 99,999 inhabitants, 15,000 to 49,999 inhabitants, 5,000 to 14,999 inhabitants, 2,500 to 4,999 inhabitants.

    Rural, Zone 60, Localities with less than 2,500 inhabitants.

    At the same time, four sociodemographic strata were formed in which all the PSUs in the country were grouped, this stratification considers the sociodemographic characteristics of the inhabitants of the dwellings, as well as the physical characteristics and equipment of the same, expressed through 34 indicators built with information from the 2010 Population and Housing Census*, for which multivariate statistical methods were used.

    In this way, each PSU was classified into a single geographical and a sociodemographic stratum.

    As a result, there are a total of 683 strata throughout the country.

    Selection of the PSUs of the master sample The PSUs of the master sample were selected by means of a sampling with probability proportional to the size.

    Sample size For the calculation of the sample size of the ENIGH-2018, the average total current income per household was considered as a reference variable.

    Sampling deviation

    As a result of the sum of the 87,826 homes selected and 1,312 additional homes that were found in those homes, the total amounted to 89,138 households.

    Six collection instruments will be used to collect information in each household, four of which concentrate information on the household as a whole.

    These are:

    • Household and housing questionnaire
    • Household expenditure questionnaires
    • Daily expenditure booklet

    • Questionnaire for people aged 12 or over
    • Questionnaire for people under 12 years of age
    • Questionnaire for household businesses

    Capture activities

    The capture consisted of transferring the information from the questionnaires that were fully answered to electronic means through IKTAN, in accordance with the procedures established for the capture process of the ENIGH 2018.

    The Person in Charge of Capture and Validation, together with his work team, began the capture of the questionnaires collected by each Interviewer, organized by packages of questionnaires of each page with the result of a complete interview, following the established order:

    • Household and housing questionnaire. • Questionnaires for people under 12 years of age. • Questionnaires for people aged 12 and over. • Questionnaires for home businesses. • Household expenditure questionnaire. • Daily expenses booklet.

    In addition, the IKTAN made it possible to record and know the progress or conclusion of workloads.

    Abstract

    The surveys is designed to collect, analyze and disseminate demographic and health data pertaining to the Palestinian population living in the Palestinian Territory, with a focus on demography, fertility, family planning and maternal and child health. The 2000 survey also includes new sections and elements, such as basic health and socio-economic information on different groups within the population, and children less than five years, children aged 5-17 years.

    Sampling procedure

    Sample frame and sample design: The list of all Palestinian households has been constructed from the updated frame in 1997. The master sample was drawn to be used for different surveys.

    The sample type was a stratified cluster random sample: First stage: 481 EAs were selected from all Palestinian Territory. Second stage: A systematic random sample of 120 households was selected from each enumeration Area (EA) in the West Bank and Gaza Strip.

    Sample size: The number of the households in the sample was 6,349 households: 4,295 in the West Bank and 2,054 in Gaza Strip.

    Moreover, the standard errors of survey estimates must be calculated so that the user may identify the accuracy of the estimates and reliability of the survey. The total error of the survey can be categorized into two types: Statistical errors and non-statistical errors. Non-statistical errors are related to the procedures of statistical operation at the different stages such as failure to interpret the questions of the questionnaire, not wanting or failure to give the correct answer, and poor statistical coverage, etc. These errors depend on the type of work, training and supervision, efficiency of design, implementation and related activities. The work team made best efforts to reduce non-statistical errors during all stages. Statistical errors, however, can be assessed and often measured by the standard deviation, which was calculated using CENVAR software package using the Ultimate Cluster method to calculate variation

    The questionnaire was consisted of the following parts:

    • Household part: consisted household roster including demographic variables such as age, sex, date of birth, smoking, health insurance, labor force status, education variables, and others. In addition to child discipline section for children aged 2-14 years, child labor for children aged 5-17 years and education section for persons aged 5-24 years.
    • Dwelling part: including questions on housing conditions such as main drinking water source, iodized salt and other socio-economic indicators.
    • Women part: this part was designed to collect data from all ever-married women 15-54 years old. It consists of seven sections: Reproduction, Contraception, Pregnancy and Breast Feeding, Tetanus Toxoid (TT), Health Awareness and Public Health, Awareness of AIDS, Fertility Preference.
    • Child part: this part was designed to collect data from all children aged less than 5 years, it consists of five sections: Child Education, Child Labor, Child health and Immunization, Children Ophthalmic Health, and Anthropometry.

    Cleaning operations

    Data editing took place at a number of stages through the processing including:

    1. office editing and coding
    2. during data entry
    3. structure checking and completeness
    4. structural checking of SPSS data files

    Response rate

    The survey sample consists of about 6,349 cv households of which 6,204 households completed the interview; whereas 4,164 households from the West Bank and 2,040 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 96.9% while in the Gaza Strip it reached 99.3%. The response rate in the Palestinian Territory reached 97.7%.

    Abstract

    The Viet Nam Multiple Indicator Cluster Survey (MICS) was carried by General Statistics Office of Viet Nam (GSO) in collaboration with Viet Nam Committee for Population, Family and Children (VCPFC). Financial and technical support by the United Nations Children's Fund (UNICEF).

    In the World Summit for children held in New York in 1990, the Government of Vietnam committed itself to the implementation of the World Declaration and Plan of Action for children.

    In implementation of directive 34/1999/CT-TTg on 27 December 1999 on promoting the implementation of the end-decade goals for children, reviewing the National Plan of Action for children, 1991-2000 and designing the National Plan of Action for children, 2001-2010, in the framework of the “Development of Social Indicators” project, the General Statistical Office (GSO) has chaired and coordinated with the Viet Nam Committee for the Protection and Care for Children (CPCC) to conduct the survey evaluating the end- decade goals for children, 1991-2000 (MICS). MICS has covered a sample size of 7628 households in 240 communes and wards representing the whole country, the urban area, the rural area and the 8 geographical areas in 61 towns/provinces. Field activities to collect data lasted 2 months, May- June/2000. The survey was technically supported by statisticians from EAPRO, UNICEF regional offices, UNICEF Hanoi on sample and questionnaire designing, data input software, not least the software analyzing and calculating the estimates generalizing the results of survey.

    Survey Objectives: The end-decade survey on children is aimed at. · Providing up-to-date and reliable data to analyse the situation of children and women in 2000. · Providing data to assess the implementation of the World summit goals for children and of the National Plan of Action for Vietnamese Children, 1991-2000. · Serving as a basis (with baseline data and information) for development of the National Plan of Action for Children, 2001-2010. · Building professional capacity in monitoring, managing and evaluating all the goals of child protection, care and education at all levels.

    The 2000 MICS of Vietnam was a nationally representative sample survey.

    Sampling procedure

    The sample for the Viet Nam Multiple Indicator Cluster Survey (MICSII) was designed to provide reliable estimates on a large number of indicators on the situation of children and women at the national level, for urban and rural areas, and for 8 regions: Red River Delta, North West, North East, North Central Coast, South Central Coast, Central Highlands, South East, and Mekong River Delta. Regions were identified as the main sampling domains and the sample was selected in two stages: At the first stage, 240 EAs are sellected. After a household listing was carried out within the selected enumeration areas, a systematic sample of 1/3 of households in each EA was drawn. The survey managed to visit all of 240 selected EAs during the fieldwork period. The sample was stratified by region and is not self-weighting. For reporting national level results, sample weights are used.

    Sampling deviation

    No major deviations from the original sample design were made. All sample enumeration areas were accessed and successfully interviewed with good response rates.

    Research instrument

    The questionnaires for MICS in Vietnam are based on the New York UNICEF module questionnaires with some modifications and additions to fit in with Vietnam's context and to evaluate the goals set out in the National Plan of Action. The questionnaires have been arranged in such a way as to prevent the loss of questionnaire sheets and to facilitate the logic control between the items in the modules. Questionnaires include 3 sections. Section 1: general questions to be administered to families and family members. Section 2: questions for child bearing-age women (aged 15-49). Section 3: for children under 5.

    Apart from the questionnaires to collect information at family level, questionnaires are also designed to gather information at community level supplementary to some indicators that can not have data collected at family level. The information garnered includes local population, socio-economic and physical conditions, education, health and progress of projects/plans of actions for children.

    Cleaning operations

    To minimize the errors made by data entry staff members, all the records were double- entered by two different members. Any error detected between the two entries was re-checked to find out which one is wrong. Data cleaning started in to early September. This process was closely observed to ensure the accuracy, quality and practicality of all the data collected.

    To minimize the errors due to wrong statements of respondents or wrong registration by interviewers, a cleaning programme was used to check the consistency and logic in the items of questionnaires and between the questionnaires. The cleaning programme printed out all the errors, then questionnaires were checked by qualified officials.

    Response rate

    8356 households were selected for the sample. Of these all were found to be occupied households and 8355 were successfully interviewed for a response rate of 100%. Within these households, 10063 eligible women aged 15-49 were identified for interview, of which 9473 were successfully interviewed (response rate 94.1%), and 2707 children aged 0-4 were identified for whom the mother or caretaker was successfully interviewed for 2680 children (response rate 99%).

    Sampling error estimates

    Estimates from a sample survey are affected by two types of errors: 1) non-sampling errors and 2) sampling errors. Non-sampling errors are the results of mistakes made in the implementation of data collection and data processing. Numerous efforts were made during implementation of the MICS - 3 to minimize this type of error, however, non-sampling errors are impossible to avoid and difficult to evaluate statistically.

    Sampling errors can be evaluated statistically. The sample of respondents to the MICS - 3 is only one of many possible samples that could have been selected from the same population, using the same design and expected size. Each of these samples would yield results that different somewhat from the results of the actual sample selected. Sampling errors are a measure of the variability in the results of the survey between all possible samples, and, although, the degree of variability is not known exactly, it can be estimated from the survey results. The sampling errors are measured in terms of the standard error for a particular statistic (mean or percentage), which is the square root of the variance. Confidence intervals are calculated for each statistic within which the true value for the population can be assumed to fall. Plus or minus two standard errors of the statistic is used for key statistics presented in MICS, equivalent to a 95 percent confidence interval.

    If the sample of respondents had been a simple random sample, it would have been possible to use straightforward formulae for calculating sampling errors. However, the MICS - 3 sample is the result of a two-stage stratified design, and consequently needs to use more complex formulae. The SPSS complex samples module has been used to calculate sampling errors for the MICS - 3. This module uses the Taylor linearization method of variance estimation for survey estimates that are means or proportions. This method is documented in the SPSS file CSDescriptives.pdf found under the Help, Algorithms options in SPSS.

    Sampling errors have been calculated for a select set of statistics (all of which are proportions due to the limitations of the Taylor linearization method) for the national sample, urban and rural areas, and for each of the five regions. For each statistic, the estimate, its standard error, the coefficient of variation (or relative error -- the ratio between the standard error and the estimate), the design effect, and the square root design effect (DEFT -- the ratio between the standard error using the given sample design and the standard error that would result if a simple random sample had been used), as well as the 95 percent confidence intervals (+/-2 standard errors).

This survey provides a large amount of data to rely on in measuring the living standards of households and individuals, as well as establishing databases that serve in measuring poverty, designing social assistance programs, and providing necessary weights to compile consumer price indices, considered to be an important indicator to assess inflation. The first survey that covered all the country governorates was carried out in 1958/1959 followed by a long series of similar surveys. The current survey, HIECS 2012/2013, is the eleventh in this long series. Starting 2008/2009, Household Income, Expenditure and Consumption Surveys were conducted each two years instead of five years. This would enable better tracking of the rapid changes in the level of the living standards of the Egyptian households. CAPMAS started in 2010/2011 to follow a panel sample of around 40% of the total household sample size. The current survey is the second one to follow a panel sample. This procedure will provide the necessary data to extract accurate indicators on the status of the society. The CAPMAS also is pleased to disseminate the results of this survey to policy makers, researchers and scholarly to help in policy making and conducting development related researches and studies The survey main objectives are: - To identify expenditure levels and patterns of population as well as socio- economic and demographic differentials. - To measure average household and per-capita expenditure for various expenditure items along with socio-economic correlates. - To Measure the change in living standards and expenditure patterns and behavior for the individuals and households in the panel sample, previously surveyed in 2008/2009, for the first time during 12 months representing the survey period. - To define percentage distribution of expenditure for various items used in compiling consumer price indices which is considered important indicator for measuring inflation. - To estimate the quantities, values of commodities and services consumed by households during the survey period to determine the levels of consumption and estimate the current demand which is important to predict future demands. - To define average household and per-capita income from different sources. - To provide data necessary to measure standard of living for households and individuals. Poverty analysis and setting up a basis for social welfare assistance are highly dependent on the results of this survey. - To provide essential data to measure elasticity which reflects the percentage change in expenditure for various commodity and service groups against the percentage change in total expenditure for the purpose of predicting the levels of expenditure and consumption for different commodity and service items in urban and rural areas. - To provide data essential for comparing change in expenditure against change in income to measure income elasticity of expenditure. - To study the relationships between demographic, geographical, housing characteristics of households and their income. - To provide data necessary for national accounts especially in compiling inputs and outputs tables. - To identify consumers behavior changes among socio-economic groups in urban and rural areas. - To identify per capita food consumption and its main components of calories, proteins and fats according to its nutrition components and the levels of expenditure in both urban and rural areas. - To identify the value of expenditure for food according to its sources, either from household production or not, in addition to household expenditure for non-food commodities and services. - To identify distribution of households according to the possession of some appliances and equipments such as (cars, satellites, mobiles ,…etc) in urban and rural areas that enables measuring household wealth index. - To identify the percentage distribution of income earners according to some background variables such as housing conditions, size of household and characteristics of head of household. - To provide a time series of the most important data related to dominant standard of living from economic and social perspective. This will enable conducting comparisons based on the results of these time series. In addition to, the possibility of performing geographical comparisons.

    Compared to previous surveys, the current survey experienced certain peculiarities, among which : 1) The total sample of the current survey (24.9 thousand households) is divided into two sections: a -A new sample of 16.1 thousand households. This sample was used to study the geographic differences between urban governorates, urban and rural areas, and frontier governorates as well as other discrepancies related to households characteristics and household size, head of the household's education status, etc.
    b -A panel sample of 2008/2009 survey data of around 8.8 thousand households were selected to accurately study the changes that may have occurred in the households' living standards over the period between the two surveys and over time in the future since CAPMAS will continue to collect panel data for HIECS in the coming years.

    2) Some additional questions that showed to be important based on previous surveys results, were added to the survey questionnaire, such as: a - The extent of health services provided to monitor the level of services available in the Egyptian society. By collecting information on the in-kind transfers, the household received during the year; in order to monitor the assistance the household received from different sources government, association,..etc. b - Identifying the main outlet of fabrics, clothes and footwear to determine the level of living standards of the household.

    3) Quality control procedures especially for fieldwork are increased, to ensure data accuracy and avoid any errors in suitable time, as well as taking all the necessary measures to guarantee that mistakes are not repeated, with the application of the principle of reward and punishment.

    Sampling procedure

    The sample of HIECS 2012/2013 is a self-weighted two-stage stratified cluster sample, of around 24.9 households. The main elements of the sampling design are described in the following:

    Sample Size The sample has been proportionally distributed on the governorate level between urban and rural areas, in order to make the sample representative even for small governorates. Thus, a sample of about 24863 households has been considered, and was distributed between urban and rural with the percentages of 45.4 % and 54.6, respectively. This sample is divided into two parts: a) A new sample of 16094 households selected from main enumeration areas. b) A panel sample of 8769 households (selected from HIECS 2010/2011 and the preceding survey in 2008/2009).

    Cluster Size The cluster size in the previous survey has been decreased compared to older surveys since large cluster sizes previously used were found to be too large to yield accepted design effect estimates (DEFT). As a result, it has been decided to use a cluster size of only 8 households (In HIECS 2011/2012 a cluster size of 16 households was used). While the cluster size for the panel sample was 4 households.

    Core Sample The core sample is the master sample of any household sample required to be pulled for the purpose of studying the properties of individuals and families. It is a large sample and distributed on urban and rural areas of all governorates. It is a representative sample for the individual characteristics of the Egyptian society. This sample was implemented in January 2012 and its size reached more than 1 million household (1004800 household) selected from 5024 enumeration areas distributed on all governorates (urban/rural) proportionally with the sample size (the enumeration area size is around 200 households). The core sample is the sampling frame from which the samples for the surveys conducted by CAPMAS are pulled, such as the Labor Force Surveys, Income, Expenditure And Consumption Survey, Household Urban Migration Survey, ...etc, in addition to other samples that may be required for outsources.

    New Households Sample: 1000 sample areas were selected across all governorates (urban/rural) using a proportional technique with the sample size. The number required for each governorate (urban/rural) was selected from the enumeration areas of the core sample using a systematic sampling technique.A more detailed description of the different sampling stages and allocation of sample across governorates is provided in the Methodology document available among external resources in Arabic.

    Sampling deviation

    Given the sample design, these weights will vary to some extent for the over-sampled governorates compared with the others. It is also important to calculate measures of sampling variability for key survey estimates.

    Abstract

    The 1991 Indonesia Demographic and Health Survey (IDHS) is a nationally representative survey of ever-married women age 15-49. It was conducted between May and July 1991. The survey was designed to provide information on levels and trends of fertility, infant and child mortality, family planning and maternal and child health. The IDHS was carried out as collaboration between the Central Bureau of Statistics, the National Family Planning Coordinating Board, and the Ministry of Health. The IDHS is follow-on to the National Indonesia Contraceptive Prevalence Survey conducted in 1987.

    The DHS program has four general objectives: - To provide participating countries with data and analysis useful for informed policy choices; - To expand the international population and health database; - To advance survey methodology; and - To help develop in participating countries the technical skills and resources necessary to conduct demographic and health surveys.

    In 1987 the National Indonesia Contraceptive Prevalence Survey (NICPS) was conducted in 20 of the 27 provinces in Indonesia, as part of Phase I of the DHS program. This survey did not include questions related to health since the Central Bureau of Statistics (CBS) had collected that information in the 1987 National Socioeconomic Household Survey (SUSENAS). The 1991 Indonesia Demographic and Health Survey (IDHS) was conducted in all 27 provinces of Indonesia as part of Phase II of the DHS program. The IDHS received financial assistance from several sources.

    The 1991 IDHS was specifically designed to meet the following objectives: - To provide data concerning fertility, family planning, and maternal and child health that can be used by program managers, policymakers, and researchers to evaluate and improve existing programs; - To measure changes in fertility and contraceptive prevalence rates and at the same time study factors which affect the change, such as marriage patterns, urban/rural residence, education, breastfeeding habits, and the availability of contraception; - To measure the development and achievements of programs related to health policy, particularly those concerning the maternal and child health development program implemented through public health clinics in Indonesia.

    Sampling procedure

    Indonesia is divided into 27 provinces. For the implementation of its family planning program, the National Family Planning Coordinating Board (BKKBN) has divided these provinces into three regions as follows:

    • Java-Bali: Jakarta, West Java, Central Java, Yogyakarta, East Java, and Bali
    • Outer Java-Bali I: Aceh, North Sumatra, West Sumatra, South Sumatra, Lampung, West Kalimantan, South Kalimantan, North Sulawesi, South Sulawesi, and West Nusa Tenggara
    • Outer Java-Bali II: Riau, Jambi, Bengkulu, East Nusa Tenggara, East Timor, Central Kalimantan, East Kalimantan, Central Sulawesi, Southeast Sulawesi, Maluku, and Irian Jaya.

    The 1990 Population Census of Indonesia shows that Java-Bali contains about 62 percent of the national population, while Outer Java-Bali I contains 27 percent and Outer Java-Bali II contains 11 percent. The sample for the Indonesia DHS survey was designed to produce reliable estimates of contraceptive prevalence and several other major survey variables for each of the 27 provinces and for urban and rural areas of the three regions.

    In order to accomplish this goal, approximately 1500 to 2000 households were selected in each of the provinces in Java-Bali, 1000 households in each of the ten provinces in Outer Java-Bali I, and 500 households in each of the 11 provinces in Outer Java-Bali II for a total of 28,000 households. With an average of 0.8 eligible women (ever-married women age 15-49) per selected household, the 28,000 households were expected to yield approximately 23,000 individual interviews.

    The DHS model "A" questionnaire and manuals were modified to meet the requirements of measuring family planning and health program attainment, and were translated into Bahasa Indonesia.

    Cleaning operations

    The first stage of data editing was done by the field editors who checked the completed questionnaires for completeness and accuracy. Field supervisors also checked the questionnaires. They were then sent to the central office in Jakarta where they were edited again and open-ended questions were coded. The data were processed using 11 microcomputers and ISSA (Integrated System for Survey Analysis).

    Data entry and editing were initiated almost immediately after the beginning of fieldwork. Simple range and skip errors were corrected at the data entry stage. Secondary machine editing of the data was initiated as soon as sufficient questionnaires had been entered. The objective of the secondary editing was to detect and correct, if possible, inconsistencies in the data. All of the data were entered and edited by September 1991. A brief report containing preliminary survey results was published in November 1991.

    Response rate

    Of 28,141 households sampled, 27,109 were eligible to be interviewed (excluding those that were absent, vacant, or destroyed), and of these, 26,858 or 99 percent of eligible households were successfully interviewed. In the interviewed households, 23,470 eligible women were found and complete interviews were obtained with 98 percent of these women.

    Sampling error estimates

    The results from sample surveys are affected by two types of errors, non-sampling error and sampling error. Non-sampling error is due to mistakes made in carrying out field activities, such as failure to locate and interview the correct household, errors in the way the questions are asked, misunderstanding on the part of either the interviewer or the respondent, data entry errors, etc. Although efforts were made during the design and implementation of the IDHS to minimize this type of error, non-sampling errors are impossible to avoid and difficult to evaluate analytically.

    Sampling errors, on the other hand, can be measured statistically. The sample of women selected in the IDHS is only one of many samples that could have been selected from the same population, using the same design and expected size. Each one would have yielded results that differed somewhat from the actual sample selected. The sampling error is a measure of the variability between all possible samples; although it is not known exactly, it can be estimated from the survey results. Sampling error is usually measured in terms of standard error of a particular statistic (mean, percentage, etc.), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which one can reasonably be assured that, apart from non-sampling errors, the true value of the variable for the whole population falls. For example, for any given statistic calculated from a sample survey, the value of that same statistic as measured in 95 percent of all possible samples with the same design (and expected size) will fall within a range of plus or minus two times the standard error of that statistic.

    If the sample of women had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the IDHS sample design depended on stratification, stages and clusters. Consequently, it was necessary to utilize more complex formulas. The computer package CLUSTERS, developed by the International Statistical Institute for the World Fertility Survey, was used to assist in computing the sampling errors with the proper statistical methodology.

Abstract

The 1998 Ghana Demographic and Health Survey (GDHS) is the latest in a series of national-level population and health surveys conducted in Ghana and it is part of the worldwide MEASURE DHS+ Project, designed to collect data on fertility, family planning, and maternal and child health.

The primary objective of the 1998 GDHS is to provide current and reliable data on fertility and family planning behaviour, child mortality, children’s nutritional status, and the utilisation of maternal and child health services in Ghana. Additional data on knowledge of HIV/AIDS are also provided. This information is essential for informed policy decisions, planning and monitoring and evaluation of programmes at both the national and local government levels.

The long-term objectives of the survey include strengthening the technical capacity of the Ghana Statistical Service (GSS) to plan, conduct, process, and analyse the results of complex national sample surveys. Moreover, the 1998 GDHS provides comparable data for long-term trend analyses within Ghana, since it is the third in a series of demographic and health surveys implemented by the same organisation, using similar data collection procedures. The GDHS also contributes to the ever-growing international database on demographic and health-related variables.

The major focus of the 1998 GDHS was to provide updated estimates of important population and health indicators including fertility and mortality rates for the country as a whole and for urban and rural areas separately. In addition, the sample was designed to provide estimates of key variables for the ten regions in the country.

The list of Enumeration Areas (EAs) with population and household information from the 1984 Population Census was used as the sampling frame for the survey. The 1998 GDHS is based on a two-stage stratified nationally representative sample of households. At the first stage of sampling, 400 EAs were selected using systematic sampling with probability proportional to size (PPS-Method). The selected EAs comprised 138 in the urban areas and 262 in the rural areas. A complete household listing operation was then carried out in all the selected EAs to provide a sampling frame for the second stage selection of households. At the second stage of sampling, a systematic sample of 15 households per EA was selected in all regions, except in the Northern, Upper West and Upper East Regions. In order to obtain adequate numbers of households to provide reliable estimates of key demographic and health variables in these three regions, the number of households in each selected EA in the Northern, Upper West and Upper East regions was increased to 20. The sample was weighted to adjust for over sampling in the three northern regions (Northern, Upper East and Upper West), in relation to the other regions. Sample weights were used to compensate for the unequal probability of selection between geographically defined strata.

The survey was designed to obtain completed interviews of 4,500 women age 15-49. In addition, all males age 15-59 in every third selected household were interviewed, to obtain a target of 1,500 men. In order to take cognisance of non-response, a total of 6,375 households nation-wide were selected.

Three types of questionnaires were used in the GDHS: the Household Questionnaire, the Women’s Questionnaire, and the Men’s Questionnaire. These questionnaires were based on model survey instruments developed for the international MEASURE DHS+ programme and were designed to provide information needed by health and family planning programme managers and policy makers. The questionnaires were adapted to the situation in Ghana and a number of questions pertaining to on-going health and family planning programmes were added. These questionnaires were developed in English and translated into five major local languages (Akan, Ga, Ewe, Hausa, and Dagbani).

The Household Questionnaire was used to enumerate all usual members and visitors in a selected household and to collect information on the socio-economic status of the household. The first part of the Household Questionnaire collected information on the relationship to the household head, residence, sex, age, marital status, and education of each usual resident or visitor. This information was used to identify women and men who were eligible for the individual interview. For this purpose, all women age 15-49, and all men age 15-59 in every third household, whether usual residents of a selected household or visitors who slept in a selected household the night before the interview, were deemed eligible and interviewed. The Household Questionnaire also provides basic demographic data for Ghanaian households. The second part of the Household Questionnaire contained questions on the dwelling unit, such as the number of rooms, the flooring material, the source of water and the type of toilet facilities, and on the ownership of a variety of consumer goods.

The Women’s Questionnaire was used to collect information on the following topics: respondent’s background characteristics, reproductive history, contraceptive knowledge and use, antenatal, delivery and postnatal care, infant feeding practices, child immunisation and health, marriage, fertility preferences and attitudes about family planning, husband’s background characteristics, women’s work, knowledge of HIV/AIDS and STDs, as well as anthropometric measurements of children and mothers.

The Men’s Questionnaire collected information on respondent’s background characteristics, reproduction, contraceptive knowledge and use, marriage, fertility preferences and attitudes about family planning, as well as knowledge of HIV/AIDS and STDs.

Response rate

A total of 6,375 households were selected for the GDHS sample. Of these, 6,055 were occupied. Interviews were completed for 6,003 households, which represent 99 percent of the occupied households. A total of 4,970 eligible women from these households and 1,596 eligible men from every third household were identified for the individual interviews. Interviews were successfully completed for 4,843 women or 97 percent and 1,546 men or 97 percent. The principal reason for nonresponse among individual women and men was the failure of interviewers to find them at home despite repeated callbacks.

Although numerous efforts were made during the implementation of the 1998 GDHS to minimize this type of error, nonsampling errors are impossible to avoid and difficult to evaluate statistically.

Sampling errors, on the other hand, can be evaluated statistically. The sample of respondents selected in the 1998 GDHS is only one of many samples that could have been selected from the same population, using the same design and expected size. Each of these samples would yield results that differ somewhat from the results of the actual sample selected. Sampling errors are a measure of the variability between all possible samples. Although the degree of variability is not known exactly, it can be estimated from the survey results.

A sampling error is usually measured in terms of the standard error for a particular statistic (mean, percentage, etc.), which is the square root of the variance. The standard error can be used to calculate confidence intervals within which the true value for the population can reasonably be assumed to fall. For example, for any given statistic calculated from a sample survey, the value of that statistic will fall within a range of plus or minus two times the standard error of that statistic in 95 percent of all possible samples of identical size and design.

If the sample of respondents had been selected as a simple random sample, it would have been possible to use straightforward formulas for calculating sampling errors. However, the 1998 GDHS sample is the result of a two-stage stratified design, and, consequently, it was necessary to use more complex formulae. The computer software used to calculate sampling errors for the 1998 GDHS is the ISSA Sampling Error Module. This module uses the Taylor linearization method of variance estimation for survey estimates that are means or proportions. The Jackknife repeated replication method is used for variance estimation of more complex statistics such as fertility and mortality rates.
