    Centralization of public procurement can lower prices for the government's direct purchase of goods and services. This paper focuses on indirect savings. Public administrations that do not procure directly through a central procurement agency might benefit from the availability of centrally-procured goods. We exploit the introduction of a central purchasing agency in Italy and find that prices came down by 22% among administrations that bought autonomously. These indirect effects appear to be driven by informational externalities, especially for less competent public buyers purchasing technologically more complex goods. Accounting for indirect savings increases the estimate of direct ones.

    A subset of Tenders Electronic Daily (TED) data covering public procurement for the European Union and beyond from 2006-01-01 to 2023-12-31 in comma separated value (CSV) format. This data includes the most important fields from the contract notice and contract award notice standard forms, such as who bought what from whom, for how much, and which procedure and award criteria were used.

    Generally, the data consists of tenders above the procurement thresholds. However, publishing below threshold tenders in TED is considered good practice, and thus a non-negligible number of below threshold tenders is present as well.

Publication of the DECP is provided for by Decree no. 2022-767 of 2 May 2022 and by the Orders of 22 December 2022, which come into force on 1 January 2024.     Description

    Many studies have explored numerous barriers to e-procurement adoption in the construction industry. However, a comprehensive review of literature to reveal the interconnectivity among the barriers is still lacking. This study aims to conduct a systematic review and to reveal the relationships among e-procurement barriers in literature. Through a systematic review technique, 61 relevant papers were extracted. Thirty-four barriers were identified and categorized into organizational, technological legal and cultural barriers. Further, network analysis was employed to depict the complex interrelationships among the barriers. Although the barriers related to change resistance and lack of trust were prominent and highly connected, there exist other significant connections among the barriers to e-procurement adoption. The study contributes to e-procurement body of knowledge by exploring the complex interrelationships among e-procurement barriers. Further, this study offers practitioners a guiding frame in the development of effective strategies that mitigate e-procurement barriers and relationships in the construction industry.
