    Description

    US foreign policy observers have noted a decline in the frequency of expert witnesses appearing before congressional committees, while congressional scholars have documented changes in committee practices that have led to fewer and shorter hearings. These trends interact in systematic ways, although their relationship has never been tested empirically. Using original data and micro-level measures of individual hearings by the national security committees of the House and Senate, we demonstrate how time constraints and routine responsibilities limit the number of opportunities for expert witnesses from 1995 to 2020. We find some influence for chamber polarization on witness totals but less impact on the type of experts. We uncover significant differences among individual committees in their use of academics and think tank representatives. Our study is unique in its focus on both chambers, inclusion of closed hearings, differentiation between academics and think tank representatives, and attention to the public salience of foreign affairs. Shrinkage in the official marketplace of foreign policy ideas warrants concern, highlighting the executive branch's increasing dominance over military and diplomatic decisions, diminished legislative capacity, and public disinterest in international affairs.

    Description

    Various financial and non-financial conflicts of interests have been shown to influence the reporting of research findings, particularly in clinical medicine. In this study, we examine whether this extends to prognostic instruments designed to assess violence risk. Such instruments have increasingly become a routine part of clinical practice in mental health and criminal justice settings. The present meta-analysis investigated whether an authorship effect exists in the violence risk assessment literature by comparing predictive accuracy outcomes in studies where the individuals who designed these instruments were study authors with independent investigations. A systematic search from 1966 to 2011 was conducted using PsycINFO, EMBASE, MEDLINE, and US National Criminal Justice Reference Service Abstracts to identify predictive validity studies for the nine most commonly used risk assessment tools. Tabular data from 83 studies comprising 104 samples was collected, information on two-thirds of which was received directly from study authors for the review. Random effects subgroup analysis and metaregression were used to explore evidence of an authorship effect. We found a substantial and statistically significant authorship effect. Overall, studies authored by tool designers reported predictive validity findings around two times higher those of investigations reported by independent authors (DOR = 6.22 [95% CI = 4.68–8.26] in designers' studies vs. DOR = 3.08 [95% CI = 2.45–3.88] in independent studies). As there was evidence of an authorship effect, we also examined disclosure rates. None of the 25 studies where tool designers or translators were also study authors published a conflict of interest statement to that effect, despite a number of journals requiring that potential conflicts be disclosed. The field of risk assessment would benefit from routine disclosure and registration of research studies. The extent to which similar conflict of interests exists in those developing risk assessment guidelines and providing expert testimony needs clarification.

    This study tested whether the use of selected jury trial reforms enhanced jurors' understanding of complex and challenging scientific evidence presented during a criminal trial. The study examined the use of several jury reform techniques using a controlled mock jury approach in which mock juries composed of jury pool members watched a videotaped armed robbery trial featuring conflicting expert testimony about mitochondrial DNA (mtDNA) evidence. A total of 480 mock jurors were randomly assigned to eight-person juries and to one of the six conditions in the experiment. Ten mock juries were run in each of the six conditions (No Innovations, Note Taking, Question Asking and Note Taking, DNA Checklist and Note Taking, Jury Notebook and Note Taking, and All Innovations). At various points throughout the study (before the trial, after watching the videotaped trial, and after reaching a verdict), mock jurors were asked to complete questionnaires to gauge their understanding of mtDNA and the mtDNA evidence presented during the trial. They were also asked if and how the use of the jury trial innovations helped in their understanding of the mtDNA evidence. Specific variables contained in the study include demographic variables of the mock jurors, including their math and science background, mock jurors' views of science, their understanding of mtDNA, their perceptions of the reliability of different types of evidence, and the credibility of the prosecutor, defense attorney, detective, eyewitness, defendant, and expert witnesses, and whether the mock jurors favor or oppose the various innovations.

Includes grants and contracts for goods and professional services tracked in the department's primary contract database, the Enterprise Contract Management System (ECMS). It does not include contracts many of the department's contracts with Washington's local health jurisdictions, or contracts for expert witnesses, purchase orders, data sharing agreements, contracts issued by the department but not tracked in ECMS, or contracts exempt from disclosure under state or federal regulation.

    In 2017, the department added a data element to categorize entities. This is not found in prior years' data sets.
