Knowing where seniors reside, and how concentrated they are, can help inform the allocation of resources. This map is multi-scale, with data for counties and tracts. This map uses these hosted feature layers containing the most recent American Community Survey data. These layers are part of the ArcGIS Living Atlas, and are updated every year when the American Community Survey releases new estimates, so values in the map always reflect the newest data available.

California State Lands Commission Offshore Oil Leases in the vicinity of Santa Barbara, Ventura, and Orange County.The polygons in this layer show the position of Offshore Oil Leases as documented by former State Lands Senior Boundary Determination Officer, Cris N. Perez and as reviewed and updated by GIS and Boundary staff.Background: This layer represents active offshore oil and gas agreements in California waters, which are what remain of the more than 60 originally issued. These leases were issued prior to the catastrophic 1969 oil spill from Platform A in federal waters off Santa Barbara County, and some predate the formation of the Commission. Between 2010 and 2014, the bulk of the approximately $300 million generated annually for the state's General Fund from oil and gas agreements was from these offshore leases.In 1921, the Legislature created the first tidelands oil and gas leasing program. Between 1921 and 1929, approximately 100 permits and leases were issued and over 850 wells were drilled in Santa Barbara and Ventura Counties. In 1929, the Legislature prohibited any new leases or permits. In 1933, however, the prohibition was partially lifted in response to an alleged theft of tidelands oil in Huntington Beach. It wasn't until 1938, and again in 1955, that the Legislature would allow new offshore oil and gas leasing. Except for limited circumstances, the Legislature has consistently placed limits on the areas that the Commission may offer for lease and in 1994, placed the entirety of California's coast off-limits to new oil and gas leases. Layer Creation Process:In 1997 Cris N. Perez, Senior Boundary Determination Officer of the Southern California Section of the State Lands Division, prepared a report on the Commission’s Offshore Oil Leases to:A. Show the position of Offshore Oil Leases. B. Produce a hard copy of 1927 NAD Coordinates for each lease. C. Discuss any problems evident after plotting the leases.Below are some of the details Cris included in the report:I have plotted the leases that were supplied to me by the Long Beach Office and computed 1927 NAD California Coordinates for each one. Where the Mean High Tide Line (MHTL) was called for and not described in the deed, I have plotted the California State Lands Commission CB Map Coordinates, from the actual field surveys of the Mean High Water Line and referenced them wherever used. Where the MHTL was called for and not described in the deed and no California State Lands Coordinates were available, I digitized the maps entitled, “Map of the Offshore Ownership Boundary of the State of California Drawn pursuant to the Supplemental Decree of the U.S. Supreme Court in the U.S. V. California, 382 U.S. 448 (1966), Scale 1:10000 Sheets 1-161.” The shore line depicted on these maps is the Mean Lower Low Water (MLLW) Line as shown on the Hydrographic or Topographic Sheets for the coastline. If a better fit is needed, a field survey to position this line will need to be done.The coordinates listed in Cris’ report were retrieved through Optical Character Recognition (OCR) and used to produce GIS polygons using Esri ArcGIS software. Coordinates were checked after the OCR process when producing the polygons in ArcMap to ensure accuracy. Original Coordinate systems (NAD 1927 California State Plane Zones 5 and 6) were used initially, with each zone being reprojected to NAD 83 Teale Albers Meters and merged after the review process.While Cris’ expertise and documentation were relied upon to produce this GIS Layer, certain polygons were reviewed further for any potential updates since Cris’ document and for any unusual geometry. Boundary Determination Officers addressed these issues and plotted leases currently listed as active, but not originally in Cris’ report. On December 24, 2014, the SLA boundary offshore of California was fixed (permanently immobilized) by a decree issued by the U.S. Supreme Court United States v. California, 135 S. Ct. 563 (2014). Offshore leases were clipped so as not to exceed the limits of this fixed boundary. Lease Notes:PRC 1482The “lease area” for this lease is based on the Compensatory Royalty Agreement dated 1-21-1955 as found on the CSLC Insider. The document spells out the distinction between “leased lands” and “state lands”. The leased lands are between two private companies and the agreement only makes a claim to the State’s interest as those lands as identified and surveyed per the map Tract 893, Bk 27 Pg 24. The map shows the State’s interest as being confined to the meanders of three sloughs, one of which is severed from the bay (Anaheim) by a Tideland sale. It should be noted that the actual sovereign tide and or submerged lands for this area is all those historic tide and submerged lands minus and valid tide land sales patents. The three parcels identified were also compared to what the Orange County GIS land records system has for their parcels. Shapefiles were downloaded from that site as well as two centerline monuments for 2 roads covered by the Tract 893. The risk of natural disasters, many of which are amplified by climate change, requires the protection of emergency evacuation routes to permit evacuees safe passage. California has recognized the need through the AB 747 Planning and Zoning Law, which requires each county and city in California to update their - general plans to include safety elements from unreasonable risks associated with various hazards, specifically evacuation routes and their capacity, safety, and viability under a range of emergency scenarios. These routes must be identified in advance and maintained so they can support evacuations. Today, there is a lack of a centralized database of the identified routes or their general assessment. Consequently, this proposal responds to Caltrans’ research priority for “GIS Mapping of Emergency Evacuation Routes.” Specifically, the project objectives are: 1) create a centralized GIS database, by collecting and compiling available evacuation route GIS layers, and the safety element of the evacuation routes from different jurisdictions as well as their use in various types of evacuation scenarios such as wildfire, flooding, or landslides. 2) Perform network analyses and modeling based on the team’s experience with road network performance, access restoration, and critical infrastructure modeling, for a set of case studies, as well as, assessing their performance considering the latest evacuation research. 3) Analyze how well current bus and rail routes align with evacuation routes; and for a series of case studies, using data from previous evacuations, evaluate how well aligned the safety elements of the emerging plans are, relative to previous evacuation routes. And 4) analyze different metrics about the performance of the evacuation routes for different segments of the population (e.g., elderly, mobility constrained, non-vehicle households, and disadvantaged communities). The database and assessments will help inform infrastructure investment decisions and to develop recommendations on how best to maintain State transportation assets and secure safe evacuation routes, as they will identify the road segments with the largest impact on the evacuation route/network performance. The project will deliver a GIS of the compiled plans, a report summarizing the creation of the database and the analyses and will make a final presentation of the study results. Methods The project used the following public datasets: • Open Street Map. The team collected the road network arcs and nodes of the selected localities and the team will make public the graph used for each locality. • National Risk Index (NRI): The team used the NRI obtained publicly from FEMA at the census tract level. • American Community Survey (ACS): The team used ACS data to estimate the Social Vulnerability Index at the census block level. Then the author developed a measurement to estimate the road network performance risk at the node level, by estimating the Hansen accessibility index, betweenness centrality and the NRI. Create a set of CSV files with the risk for more than 450 localities in California, on around 18 natural hazards. I also have graphs of the RNP risk at the regional level showing the directionality of the risk.

These structure, isopach and zero edge files are part of a series of stratigraphic framework maps for the Saskatchewan Phanerozoic Fluids and Petroleum Systems (SPFPS) project. The series of stratigraphic framework maps for the Saskatchewan Phanerozoic Fluids and Petroleum Systems (SPFPS) project have been produced using 2 km equi-spaced modified grids generated from Golden Software’s Surfer 9 kriging algorithm. The dataset used to produce each of the maps in this series was created using data from several projects completed by the Ministry (Christopher, 2003; Saskatchewan Industry and Resources et al., 2004; Kreis et al., 2004; Marsh and Heinemann, 2006; Saskatchewan Ministry of Energy and Resources et al., 2007; Heinemann and Marsh, 2009); these data were validated and edited as required to facilitate correlations between the various regional projects. In addition, to minimize edge effects during contouring, the senior author also generated stratigraphic data from wells in adjacent jurisdictions.

The number of people in this age group topped the 1 million mark (at 1.2 million) for the first time in 2006. In 2006, the population of Saskatchewan was the oldest in the country with 15.4% of the population 65 years and over. It also had the largest proportion of the oldest old, where one out of every 20 Saskatchewan residents was 80 years of age and over. The national average was one in 27. Saskatchewan's situation is unique, in that it has both the largest proportion of seniors and one of the largest proportions of children among the provinces. This is attributable to several factors: higher fertility compared to any other Canadian province due to a large Aboriginal population; a life expectancy that was, until quite recently, one of the highest in the country; and substantial losses of young adults migrating to Alberta to find employment. In general, Atlantic Canada (Newfoundland, and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick) and British Columbia had an older age structure population (14-15% in the age group 65 and over) compared with the national average, once again a reflection of their lower fertility rates.
These structure, isopach and zero edge files are part of a series of stratigraphic framework maps for the Saskatchewan Phanerozoic Fluids and Petroleum Systems (SPFPS) project. The series of stratigraphic framework maps for the Saskatchewan Phanerozoic Fluids and Petroleum Systems (SPFPS) project have been produced using 2 km equi-spaced modified grids generated from Golden Software’s Surfer 9 kriging algorithm. The dataset used to produce each of the maps in this series was created using data from several projects completed by the Ministry (Christopher, 2003; Saskatchewan Industry and Resources et al., 2004; Kreis et al., 2004; Marsh and Heinemann, 2006; Saskatchewan Ministry of Energy and Resources et al., 2007; Heinemann and Marsh, 2009); these data were validated and edited as required to facilitate correlations between the various regional projects. In addition, to minimize edge effects during contouring, the senior author also generated stratigraphic data from wells in adjacent jurisdictions.

Facility geographic variables are updated monthly, if latitude/longitude information is missing at any point in time, it should be available when the next time the Open Data facility file is refreshed.
