    Description

    The Flood Map for Planning Service includes several layers of information. This includes the Flood Zones data which shows the extent of land at present day risk of flooding from rivers and the sea, ignoring the benefits of defences, for the following scenarios:

    • Flood Zone 1 – Land having a less than 0.1% (1 in 1000) annual probability of flooding. • Flood Zone 2 – Land having between 0.1% - 1% (1 in 100 to 1 in 1000) annual probability of flooding from rivers or between 0.1% - 0.5% (1 in 200 to 1 in 1000) annual probability of flooding from the sea, and accepted recorded flood outlines . • Flood Zone 3 – Areas shown to be at a 1% (1 in 100) or greater annual probability of flooding from rivers or 0.5% (1 in 200) or greater annual probability of flooding from the sea.

    Flood Zone 1 is not shown in this dataset, but covers all areas not contained within Flood Zones 2 and 3. Local Planning Authorities (LPAs) use the Flood Zones to determine if they must consult the Environment Agency on planning applications. They are also used to determine if development is incompatible and whether development is subject to the exception test. The Flood Zones are one of several flood risk datasets used to determine the need for planning applications to be supported by a Flood Risk Assessment (FRA) and subject to the sequential test.

    The Flood Zones are a composite dataset including national and local modelled data, and information from past floods.

    The Flood Zones are designed to only give an indication of flood risk to an area of land and are not suitable for showing whether an individual property is at risk of flooding. This is because we cannot know all the details about each property.

    Location of planning applications in Nottingham City with information about application dates, proposals, and decisions. This data contains planning applications from the previous 10 years to the present date. This data shows the approximate extent of planning and other applications processed by the council and should be used alongside the Planning Applications Points dataset, as not every planning application is represented by a polygon. The dataset does not form part of the statutory register of applications, is not guaranteed to be complete and application extents may differ from actual application site boundaries. The plotted areas do not relate to land ownership and should not be used in boundary disputes. For actual site boundaries please refer to the relevant application plans at www.nottinghamcity.gov.uk/planningapplicationsIf you're interested in a single planning application, you do not need to download this. Instead, search on Nottingham City Council's public access planning website.The 'CaseURL' field in the ncc_PlanningAplications.csv file contains a link to Nottingham City Council's planning applications public access pages where further information about each application (including a map) can be found.     Description

    Number of areas designated by the relevant local authority for Neighbourhood Plans

    How the figure is calculated:

    The figure is a count of communities that have applied and been designated by their local authorities as neighbourhood planning areas: the first legal step in the production of a neighbourhood plan.

    Why is this indicator in the business plan?

    The Localism Act, which received Royal Assent on November 15 2011, introduced new rights and powers to allow local communities to shape new development by coming together to prepare neighbourhood plans.

    Neighbourhood planning can be taken forward by town and parish councils or in unparished areas by neighbourhood forums. An existing or new community group, representative of the area and with at least 21 members can apply and be designated by the local authority as a neighbourhood forum.

    Neighbourhood forums and parish councils can use new neighbourhood planning powers to establish policies for the development and use of land in a neighbourhood planning area or to permit the development they want to see without the need for further planning applications. They can decide where new homes and offices should be built and what they should look like. The plan can allocate sites for development, provide general guidelines, and have any number of policies depending what local people want.

    The neighbourhood planning process has five stages:

    • Designating the neighbourhood area and (in unparished areas) forum.
    • Preparing the plan
    • Consulting on a draft version (6-weeks pre-submission consultation)
    • Independent check of the plan after a further 6 weeks publicity
    • Community referendum. If more than 50% voters agree, the plan is made part of the local plan and has legal force

    Data is collected by DCLG from automatic reporting of updates to local authority websites.

    What does a change in this indicator show?

    We would expect to see the number of areas designated to increase as the figures are cumulative and once an area is designated it does not lose its designation. Since December 2012, we have seen an average of 44 areas designated per month.

    Time Lag

    Time lag is minimal but there will be an element of lag between the time an area is designated and the point at which a local authority updates their website: from days to weeks.

    This dataset includes information on the planning applications referable to the Mayor between January 2011 - December 2022. Planning applications included within this dataset are those that were considered by the Mayor at stage 2 and stage 3 between 1 January 2011 and 31 December 2022.

    Information such as number of residential units, affordable housing provision, number of storeys and the Mayoral decision have been recorded for each application.

    The data has been compiled manually and may be subject to human error, although efforts have been taken to verify information and reduce inaccuracies. If you do have any concerns and/or queries relating to any aspect of the data provided, please get in touch with planningsupport@london.gov.uk.

    This file was updated to include data to 31st December 2022 on 18 August 2023. An amended version was uploaded on 16 April 2024.

    Description

    The number of planning applications granted as a percentage of all major and minor schemes

    How the figure is calculated:

    The number of planning applications for major or minor schemes granted within the reporting period; divided by the total number of planning applications for major or minor schemes on which a decision was made within the same period; multiplied by 100.

    A major development is one where the number of residential dwelling units to be constructed is 10 or more, or where the number of residential units is not given then the site area is 0.5 hectares or more. For all other uses a major development is one where the floor space to be built is 1,000 square metres or more, or where the site area is 1 hectare or more.

    For dwellings, minor development is one where the number of dwellings to be constructed is between 1 and 9 inclusive, or where the site area is less than 0.5 hectares. For all other uses, a minor development is one where the floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.

    Other Developments include: * Minerals e.g. Mineral handling installations, bricks/pottery manufacture, pipelines, conveyors * Change of use (outside of major and minor developments), or permitted developments with change of use. * Householder developments within the curtilage of residential e.g. extensions, alterations, garages, swimming pools, walls, fences, vehicular accesses, porches and satellite dishes. * Advertisement displays * Listed building consents (to alter/extend/demolish) * Certificates of lawful development * Notifications

    This provides a proxy measure for the impact of the planning measures in the Growth Review. It covers the types of development that are most closely associated with growth.

    What does a change in this indicator show?

    A change in this indicator would show a change in the overall level of approvals. We would not expect this to reach 100% as this would indicate all applications being accepted. A high and consistent approval rate would indicate good performance.

    Robustness and data limitations

    The returns submitted by local planning authorities undergo thorough validation and checks. Inconsistent data highlighted during validation and checks are verified by contacting the local authority. Late returns are pursued to ensure the overall response rate is as high as possible. Where a response rate of 100% is not achieved estimates are imputed for non-responding authorities.

    Imputation is carried out for non-responding authorities and is calculated using historical information. The process is carried out within groups of authorities which are categorised by their location. The imputed estimates are aggregated together with information from those authorities who responded to calculate the England level information.

    There are four zones, 1, 2, 3a and 3b, that reflect the annual probability of flooding happening.

    This map shows all areas with more than a 1 in 1,000 annual probability of either river or sea flooding by combining zones 2, 3a and 3b.

    Description

    This Glenigan provided dataset contains quarterly permissions for units granted planning permission in England for the given time period. Data is given as a rolling annual average.

    Barbour provide DCLG with up to date statistics on planning, construction, and house building across England to help provide better quality analysis for evidence based policy making under a contract (secured through open tender). The monthly and quarterly permissions are all the projects and units granted planning permission in England for the given time period.

    Assumptions

    • Permissions are broken down by size: ‘major’ and ‘minor’ with ‘minor’ being any project with fewer than 10 units.

    • Permissions are only counted if the project has reserved matters or detailed plans granted by the relevant authority. Outline Plans granted are not included.

    • All residential categories are included except elderly person’s homes, hostels, student accommodation and any project with ‘holiday’ in its heading.

    • Developments only where there is an element of ‘New Build’ or a conversion into residential.

    • The totals are for England only

    The figures exclude any re-permission awarded less than 1 year after any previous permission on a site.

    This dataset differs from DCLG collected data on planning decisions. The figures collected by the Department are numbers of planning applications submitted to local planning authorities rather than the number of units included in each application.

    Under the Town and Country Planning (General Development Procedure) Order 1995 Local Planning Authorities have to consult with the Environment Agency about all applications they receive to develop land within 250 metres of landfill sites (including any land that has been used as a landfill site within the past 30 years or is likely to be used as one in the near future). The Historic Landfill dataset was created to help fulfil our statutory responsibility to Local Planning Authorities by supplying information on the risks posed by landfill sites for development within 250m. The data is the most comprehensive and consistent national historic landfill dataset and defines the location of, and provides specific attributes for, known historic (closed) landfill sites, i.e. sites where there is no PPC permit or waste management licence currently in force. This includes sites that existed before the waste licensing regime and sites that have been licensed in the past but where this licence has been revoked, ceased to exist or surrendered and a certificate of completion has been issued. Historic Landfill includes all relevant historic information for the sites that both local authorities and the Environment Agency have collected over the years. The data is available in ESRI shape file format, with the boundaries digitised from a base scale of 1:10,000 and an associated attribute table comprising 34 fields. The polygons and attributes describe where the sites were located, when they were used, who used them and what was deposited. This means there are name and address fields, licensee and operator information, licence issue and surrender dates, first and last input dates, and waste types, together with some historical comments
