    OverviewThis feature service provides detailed spatial information on water and sewer franchise boundaries within Leon County, Florida. It includes polygon data representing designated franchise areas granted by local authorities, primarily used for delineating the service territories of various water and sewer utility providers in the region.This polygon layer depicts all water and sewer franchises granted by Leon County Board of County Commissioners as of January 2, 2007 and subsequent updates. Franchises shown have been issued to the City of Tallahassee, Talquin Water & Wastewater, Inc. and other Private utility operations. Any areas inside of Leon County that are outside of specifically granted franchises shown hereon have been granted to the City of Tallahassee as a Water and/or Sewer Franchise, as appropriate. Pursuant to the Water and Sewer Agreement between Leon County and the City of Tallahassee, franchises granted to the City may be revoked and granted to other utility providers if the criteria specified in that agreement are met. All effort is made to update this data to reflect the most current franchise areas, users should contact Leon County Public Works offices at 850-606-1500 for current information. Users of this map layer are referred to the Leon County Code of Laws, Chapter 18, Utilities.Feature LayersWater & Sewer Franchises: This layer depicts polygons of areas granted as water and/or sewer franchises by the Leon County Board of County Commissioners.     OverviewThis Feature Service provides detailed spatial information on the Downtown District Community Redevelopment Area (CRA) within the City of Tallahassee, Florida. It delineates the boundaries of a designated urban area targeted for redevelopment and revitalization efforts.Purpose and HistoryAs with many downtowns in the past several decades, the downtown area of Tallahassee has witnessed a change away from retail and residential to an area dominated by office space, with little activity after 5:00pm. In an attempt to revitalize the downtown into an 18-hour destination with a wide variety of uses the City authorized a study in March, 2002 to evaluate existing conditions to determine if conditions were present to create a downtown redevelopment area. The resulting study, the Finding of Necessity for Redevelopment, found that 79 of the 93 downtown blocks surveyed had conditions that supported a slum or blight designation, as defined by Chapter 163, Part III, Florida Statutes. In September 2002, the City Commission adopted the results of the Finding of Necessity and established the boundaries for the Downtown Community Redevelopment Area, comprising 441 acres.On June 2004, the City Commission completed the process for establishing the Downtown District Community Redevelopment Area by adopting the Downtown Community Redevelopment Plan and establishing a trust fund. The Community Redevelopment Agency Board governs the activities of the Downtown CRA, as well as the activities of the Frenchtown/Southside CRA. In February 2006 the CRA Board approved the establishment of the Downtown Redevelopment Commission to make recommendations to the Board on the expenditure of Downtown CRA funds. Initial Methodology: The initial data source was the original waterbody data from the 1988 ESA maps. Additionally, Hydro features Type=215 from 2009, 2012, and 2015 Landbase datasets are added. The newly added waterbodies are examined to determine if they normally hold water by comparing aerial photography. Sources used as reference for the delineation process are the 2009 DEM, 2012 DEM, and the 2015 DEM, Leon County Soil Survey, National Wetlands Inventory (NWI) features which have Water1 attribute classifications of F, G, or H, 1996 Additional data sources include , USGS Digital Ortho Quarter Quadrangle imagery, orthoimagery from 1996, 2009, 2012, and 2015, permit files, and field verification. All polygon features are attributed and assigned a confidence interval. 4=walked boundary; 3=field verified, 2=sources agree, 1=sources disagree. Confidence intervals can change as a result of further investigation. Supplemental Information Waterbody features were obtained through remote sensing and topographic analysis. Site specific study needed to verify the normal high water line.
