Tax Lot points. DC's Real Property Tax Administration defines assessment and taxation lots, often referred to as A&T lots or simply tax lots. These lots are strictly for real estate taxation purposes and normally defined under two circumstances: When property owners ask for their real property tax bills to be consolidated, after they have bought several contiguous record lots; this is called a combine;When part of a record lot is sold, but no new record lot is yet defined; this is called a split request.Tax lots are not determined by survey, and are therefore not official lots in the same way record lots are. These lots are normally numbered between 800 and 1999within a square to differentiate them from record lots on the property tax maps. When a tax lot is established by RPTA, an A&T Plat is generated by RPTA and forwarded to the surveyor’s office. These A&T Plats are not reviewed but simply filed by the Surveyor; they do not comply with the standards required of subdivision plats, and are not recorded. Tax Lots are not normally acceptable when applying for building permits and must be converted to Record Lots through the normal subdivision process involving the D.C. Surveyor’s Office before permits will be issued. The only exception is if the lot does not face a public street. Furthermore, at the time of their creation and platting, there is no review made of tax lots for compliance with D.C. Zoning, Subdivisions or any other ordinances. These lots are simply pieces of property, owned by somebody, described in deeds, for which tax bills are sent and real estate taxes are collected by the city. Some Record Lots also function in this capacity. Geographically, tax lots typically overlay layers such as record lots or sometimes reservations. There are known instances where tax lots do not overlay these types of layers. Up until approximately 1972, A&T lots were only created by the Tax Assessor out of lands that had been previously Record Lots at some point in their history. For a short period of time in the early to mid 1970’s, a decision was made to start eliminating fractional parcels (see definition below) and make them all into A&T lots. The intent was to do away with Parcels altogether and have all properties in the city be either tax lots or record lots. By doing this, they converted unsubdivided parcels into A&T lots where no underlying record lot exists. There is often little or no historical source information about these types of transactions therefore vectorizing them often required vast amounts of research.

The surveys and plats feature layer includes information related to the following topics.Control Point - The control point dataset represents corner points that have been observed by IDL staff or a licensed surveyor. Corners are points on the surface of the earth, determined by the surveying process, which defines an extremity on a boundary of the public lands. Points are represented by a type to determine the source of the corner. Control points have been gathered from various sources. These points are used to adjust the Parcel Fabric. This allows for a more accurate GIS representation of ground conditions.Survey and Plat Line - A record of survey is a detailed map that documents and identifies the physical land boundaries or property lines for a specific parcel of land. This feature class represents the parcel lines documented in a record of survey. These records of surveys can include subdivision plats and surveys performed by federal entities. The metes and bounds information is stored as attribute values.Subdivision - "Subdivision" means the division of a lot, tract, or parcel of land into two or more lots, plats, sites, or other divisions of land for the purpose, whether immediate or future, of sale or of building development. It includes resubdivision and, when appropriate to the context, relates to the process of subdividing or to the land or territory subdivided.Lots and Blocks - A lot is an individual piece of land which is intended to be conveyed in its entirety to a buyer. A block is generally a group of contiguous lots bounded by streets, such as a city block.Record of Surveys - A record of survey is a detailed map that documents and identifies the physical land boundaries or property lines for a specific parcel of land. This feature class represents the parcels documented in a record of survey. These records of surveys do not include subdivision plats, lots, or blocks.State Surface Ownership - This feature class contains the surface ownership for endowment lands managed by the Idaho Department of Lands. There is also data for other state agencies, but this data is not complete.PLSS Township - Townships are normally a square approximately six miles on a side with cardinal boundaries conforming to meridians and parallels, containing 36 sections of one square mile each.PLSS Section - The first set of divisions for a PLSS Township. Typically 640 acres or 1 square mile.PLSS Subsection - Is a quarter, quarter-quarter, sixteenth, or government lot division of the PLSS.

Lake County's parcel coverage is based on resolving the accumulated evidence of all of the legal documents surrounding a particular parcel or subdivision, and not the result of a countywide resurvey. These parcel boundaries are intended to be a visual inventory of property for tax and other administrative purposes; they are not intended to be used in place of an on-site survey or for the precise determination of property corners or PLSS features based on GIS coordinates. In Illinois, only a registered professional land surveyor is authorized to determine boundary locations. This PLSS feature data set is intended to correspond to tax pages on the Cook County Tax Maps. They should not be used for measurement or surveyor purposes. In addition, the parcel attributes PINA (area/township) and PINSA (subarea/section) do not necessarily correspond to the PLSS township and section polygon in which a given parcel resides. The PLSS data is modeled as a single composite network coverage that encompasses townships (area), sections (subarea), quarter sections, and half quarter section. Tax map pages, which typically correspond to half quarter sections (in an east-west split), are modeled as a region subclass in the LANDFABRIC layer. If an indigenous people's reserve was present on the tax map, it was digitized to create subpolygons of the half-quarter section, and those polygons were attributed with the name of the reserve. Within this PLSS data set, a half-quarter section is the smallest polygon unit, except in cases where an Indigenous People's Reserve line is present. The statewide composite of parcels (cadastral) data for New Jersey was developed during the Parcels Normalization Project in 2008-2014 by the NJ Office of Information Technology, Office of GIS (NJOGIS.) The normalized parcels data are compatible with the NJ Department of the Treasury system currently used by Tax Assessors, and those records have been joined in this dataset. This composite of parcels data serves as one of the framework GIS datasets for New Jersey. Stewardship and maintenance of the data will continue to be the purview of county and municipal governments, but the statewide composite will be maintained by NJOGIS.Parcel attributes were normalized to a standard structure, specified in the NJ GIS Parcel Mapping Standard, to store parcel information and provide a PIN (parcel identification number) field that can be used to match records with suitably-processed property tax data. The standard is available for viewing and download at https://njgin.state.nj.us/oit/gis/NJ_NJGINExplorer/docs/NJGIS_ParcelMappingStandardv3.2.pdf. The PIN also can be constructed from attributes available in the MOD-IV Tax List Search table (see below).This feature class includes a large number of additional attributes from matched MOD-IV records; however, not all MOD-IV records match to a parcel, for reasons explained elsewhere in this metadata record. The data in the parcel layer was obtained from individual Connecticut municipalities. An effort was made to collect data once from each municipality. The data acquisition date for each set of municipally-supplied parcel data was not recorded and CT DEEP does not keep this information up-to-date. Consequently, these data are out-of-date, incomplete and do not reflect the current state of property ownership in these municipalities. These parcels are not to be considered legal boundaries such as boundaries determined from certain classified survey maps or deed descriptions. Parcel boundaries shown in this layer are based on information from municipalities used for property tax purposes. Parcel boundaries and attribute information have not been updated in this layer since the time the information was originally acquired by CT DEEP. For example, property boundaries are incorrect where subdivisions have occurred. Also, field attribute values are populated only if the information was supplied to CT DEEP. For example, parcels in some towns lack location (street name) information or possibly map lot block values. Therefore, field attributes are inconsistent, may include gaps, and do not represent complete sets of values among all towns. They should not be compared and analyzed across towns. It is emphasized that critical decisions involving parcel-level information be based on more recently obtained information from the respective municipalities. These data are only suitable for general reference purposes. Be cautious when using these data. This dataset contains parcel level information on property and land use for parcels within the Arena District, including structure and/or lot condition and use. This dataset was created by University of Michigan students during a land survey in April 2017. Data was obtained for the Building and Conditions section of Little Caesar's Arena District Needs Assessment.
This dataset is designed to represent and identify the property boundaries in Lexington-Fayette County. The original dataset was created in late 1990's by a third party that converted existing paper maps to digital GIS files. The data has since been updated by georeferencing recorded plats for corrections and new additions. In cases where the plats do not appear accurate, aerial photos are utilized in attempt to properly locate the property lines. The only except for this process are changes to highway right-of-way in which calls are run from deeds. The geometry of this data is not of survey quality and should not be used for survey purposes. The data is intended for general reference purposes only.As part of the basemap data layers, the parcel boundary map layer is an integral part of the Lexington Fayette-Urban County Government Geographic Information System. Basemap data layers are accessed by personnel in most LFUCG divisions for basic applications such as viewing, querying, and map output production. More advanced user applications may focus on thematic mapping, summarization of data by geography, or planning purposes (including defining boundaries, managing assets and facilities, integrating attribute databases with geographic features, spatial analysis, and presentation output).

Internal view of the parcel layer. This view contains all the attributes that can be seen by County employees.There are approximately 51,300 real property parcels in Napa County. Parcels delineate the approximate boundaries of property ownership as described in Napa County deeds, filed maps, and other source documents. GIS parcel boundaries are maintained by the Information Technology Services GIS team. Assessor Parcel Maps are created and maintained by the Assessor Division Mapping Section. Each parcel has an Assessor Parcel Number (APN) that is its unique identifier. The APN is the link to various Napa County databases containing information such as owner name, situs address, property value, land use, zoning, flood data, and other related information. Data for this map service is sourced from the Napa County Parcels dataset which is updated nightly with any recent changes made by the mapping team. There may at times be a delay between when a document is recorded and when the new parcel boundary configuration and corresponding information is available in the online GIS parcel viewer.From 1850 to early 1900s assessor staff wrote the name of the property owner and the property value on map pages. They began using larger maps, called “tank maps” because of the large steel cabinet they were kept in, organized by school district (before unification) on which names and values were written. In the 1920s, the assessor kept large books of maps by road district on which names were written. In the 1950s, most county assessors contracted with the State Board of Equalization for board staff to draw standardized 11x17 inch maps following the provisions of Assessor Handbook 215. Maps were originally drawn on linen. By the 1980’s Assessor maps were being drawn on mylar rather than linen. In the early 1990s Napa County transitioned from drawing on mylar to creating maps in AutoCAD. When GIS arrived in Napa County in the mid-1990s, the AutoCAD images were copied over into the GIS parcel layer. Sidwell, an independent consultant, was then contracted by the Assessor’s Office to convert these APN files into the current seamless ArcGIS parcel fabric for the entire County. Beginning with the 2024-2025 assessment roll, the maps are being drawn directly in the parcel fabric layer.Parcels in the GIS parcel fabric are drawn according to the legal description using coordinate geometry (COGO) drawing tools and various reference data such as Public Lands Survey section boundaries and road centerlines. The legal descriptions are not defined by the GIS parcel fabric. Any changes made in the GIS parcel fabric via official records, filed maps, and other source documents are uploaded overnight. There is always at least a 6-month delay between when a document is recorded and when the new parcel configuration and corresponding information is available in the online parcel viewer for search or download.Parcel boundary accuracy can vary significantly, with errors ranging from a few feet to several hundred feet. These distortions are caused by several factors such as: the map projection - the error derived when a spherical coordinate system model is projected into a planar coordinate system using the local projected coordinate system; and the ground to grid conversion - the distortion between ground survey measurements and the virtual grid measurements. The aim of the parcel fabric is to construct a visual interpretation that is adequate for basic geographic understanding. This digital data is intended for illustration and demonstration purposes only and is not considered a legal resource, nor legally authoritative.SFAP & CFAP DISCLAIMER: Per the California Code, RTC 606. some legal parcels may have been combined for assessment purposes (CFAP) or separated for assessment purposes (SFAP) into multiple parcels for a variety of tax assessment reasons. SFAP and CFAP parcels are assigned their own APN number and primarily result from a parcel being split by a tax rate area boundary, due to a recorded land use lease, or by request of the property owner. Assessor parcel (APN) maps reflect when parcels have been separated or combined for assessment purposes, and are one legal entity. The goal of the GIS parcel fabric data is to distinguish the SFAP and CFAP parcel configurations from the legal configurations, to convey the legal parcel configurations. This workflow is in progress. Please be advised that while we endeavor to restore SFAP and CFAP parcels back to their legal configurations in the primary parcel fabric layer, SFAP and CFAP parcels may be distributed throughout the dataset. Parcels that have been restored to their legal configurations, do not reflect the SFAP or CFAP parcel configurations that correspond to the current property tax delineations. We intend for parcel reports and parcel data to capture when a parcel has been separated or combined for assessment purposes, however in some cases, information may not be available in GIS for the SFAP/CFAP status of a parcel configuration shown. The Public Land Survey System (PLSS) is the way land in the United States is subdivided, it forms the foundation of Cook County's cadastral system for identifying and locating land records. Tax parcels are identified using township and section notation, in a modified format. The PLSS serves as a way for users to navigate the parcel geodatabase. This PLSS feature data set is intended to correspond to tax pages on the Cook County Tax Maps. They should not be used for measurement or surveyor purposes. In addition, the parcel attributes PINA (area/township) and PINSA (subarea/section) do not necessarily correspond to the PLSS township and section polygon in which a given parcel resides. The PLSS data is modeled as a single composite network coverage that encompasses townships (area), sections (subarea), quarter sections, and half quarter section. Tax map pages, which typically correspond to half quarter sections (in an east-west split), are modeled as a region subclass in the LANDFABRIC layer. If an indigenous people's reserve was present on the tax map, it was digitized to create subpolygons of the half-quarter section, and those polygons were attributed with the name of the reserve. Within this PLSS data set, a half-quarter section is the smallest polygon unit, except in cases where an Indigenous People's Reserve line is present. The cadastral data for Cook County have previously not been digital nor automated. This project is the initial automation for this information. This database was designed to represent a continuous, non-overlapping spatial database accounting for all land area in Cook County.The PLSS is updated as needed.

The seamless, county-wide parcel layer was digitized from official Assessor Parcel (AP) Maps which were originally maintained on mylar sheets and/or maintained as individual Computer Aided Design (CAD) drawing files (e.g., DWG). The CRA office continues to maintain the official AP Maps in CAD drawings and Information Systems Department/Geographic Information Systems (ISD/GIS) staff apply updates from these maps to the seamless parcel base in the County’s Enterprise GIS. This layer is a partial view of the Information Sales System (ISS) extract, a report of property characteristics taken from the County’s Megabyte Property Tax System (MPTS). This layer may be missing some attributes (e.g., Owner Name) which may not be published to the Internet due to privacy conditions under the California Public Records Act (CPRA). Please contact the Clerk-Recorder-Assessor (CRA) office at (707) 565-1888 for information on availability, associated fees, and access to other versions of Sonoma County parcels containing additional property characteristics.The seamless parcel layer is updated and published to the Internet on a monthly basis.The seamless parcel layer was developed from the source data using the general methodology outlined below. The mylar sheets were scanned and saved to standard image file format (e.g., TIFF). The individual scanned maps or CAD drawing files were imported into GIS software and geo-referenced to their corresponding real-world locations using high resolution orthophotography as control. The standard approach was to rescale and rotate the scanned drawing (or CAD file) to match the general location on the orthophotograph. Then, appropriate control points were selected to register and rectify features on the scanned map (or CAD drawing file) to the orthophotography. In the process, features in the scanned map (or CAD drawing file) were transformed to real-world coordinates, and line features were created using “heads-up digitizing” and stored in new GIS feature classes. Recommended industry best practices were followed to minimize root mean square (RMS) error in the transformation of the data, and to ensure the integrity of the overall pattern of each AP map relative to neighboring pages. Where available Coordinate Geometry (COGO) & survey data, tied to global positioning systems (GPS) coordinates, were also referenced and input to improve the fit and absolute location of each page. The vector lines were then assembled into a polygon features, with each polygon being assigned a unique identifier, the Assessor Parcel Number (APN). The APN field in the parcel table was joined to the corresponding APN field in the assessor property characteristics table extracted from the MPTS database to create the final parcel layer. The result is a seamless parcel land base, each parcel polygon coded with a unique APN, assembled from approximately 6,000 individual map page of varying scale and accuracy, but ensuring the correct topology of each feature within the whole (i.e., no gaps or overlaps). The accuracy and quality of the parcels varies depending on the source. See the fields RANK and DESCRIPTION fields below for information on the fit assessment for each source page. These data should be used only for general reference and planning purposes. It is important to note that while these data were generated from authoritative public records, and checked for quality assurance, they do not provide survey-quality spatial accuracy and should NOT be used to interpret the true location of individual property boundary lines. In 2009, Data Driven Detroit partnered with Living Cities, the Detroit Office of Foreclosure Prevention and Response and Community Legal Resources (Michigan Community Resources) to conduct a survey of 1-4 unit residential structures and vacant lots in the City of Detroit. Surveyors went out in the field in August and September of 2009, and following this, data were entered into a database and cleaned. Minnesota's original public land survey plat maps were created between 1848 and 1907 during the first government land survey of the state by the U.S. Surveyor General's Office. This collection of more than 3,600 maps includes later General Land Office (GLO) and Bureau of Land Management maps up through 2001. Scanned images of the maps are available in several digital formats and most have been georeferenced.
The survey plat maps, and the accompanying survey field notes, serve as the fundamental legal records for real estate in Minnesota; all property titles and descriptions stem from them. They also are an essential resource for surveyors and provide a record of the state's physical geography prior to European settlement. Finally, they testify to many years of hard work by the surveying community, often under very challenging conditions.
The deteriorating physical condition of the older maps (drawn on paper, linen, and other similar materials) and the need to provide wider public access to the maps, made handling the original records increasingly impractical. To meet this challenge, the Office of the Secretary of State (SOS), the State Archives of the Minnesota Historical Society (MHS), the Minnesota Department of Transportation (MnDOT), MnGeo and the Minnesota Association of County Surveyors collaborated in a digitization project which produced high quality (800 dpi), 24-bit color images of the maps in standard TIFF, JPEG and PDF formats - nearly 1.5 terabytes of data. Funding was provided by MnDOT.
In 2010-11, most of the JPEG plat map images were georeferenced. The intent was to locate the plat images to coincide with statewide geographic data without appreciably altering (warping) the image. This increases the value of the images in mapping software where they can be used as a background layer.
The County's system of tax maps is based on the Illinois Public Land Survey System (PLSS). In the PLSS, each township is divided into 36 sections, and each section into four quarter-sections. A quarter-section is further divided into two tax map sheets, often called "pages". Each tax map (1/4 mile by 1/2 mile) represents the east or west half of one quarter-section, and typically there are eight tax maps per section.
