Print version of 'Open Peer Review' which is part of the FOSTER's Open Science (OS) training courses which aim to answer some of the most common questions researchers have about putting open science into practice. Each of the ten online courses takes about 1-2 hours to work through and participants receive a badge upon successful completion. The courses include practical tips on getting started with OS as well as providing information on discipline specific tools and resources that are available. There is no specified order through the courses – participants can just explore topics that they want to learn more about at their own pace. The courses are targeted toward early career researchers but can be completed by anyone. The courses are available as SCORM packages as well to support amendment and reuse by research support staff and Open Science trainers. These courses have been developed during 2018 as part of the FOSTER Plus (Fostering the practical implementation of Open Science in Horizon 2020 and beyond) project[1] reusing openly available content produced by a range of content providers including DataOne[2], Research Data Netherlands[3], Open Data Institute[4], European Data Portal[5], Digital Curation Centre[6], UK Data Service[7], CESSDA ERIC[8], DARIAH[9], ELIXIR[10], Software Sustainability Institute[11], FOSTER[12] and many others actively developing open educational resources relating to Open Science. The courses are presented in a similar style to that employed by the Open Data Institute (ODI) and the European Data Portal in the hopes that this will enable our content to augment the body of Open Science related materials already produced and make their collective reuse more seamless. To this end, we have also made use of the Adapt authoring tool[13] also used by the ODI and European Data Portal. We have employed a variation of the case study approach developed by the European Commission's Open Science Monitor[14] to help illustrate useful tools and initiatives from disciplinary perspectives. This dataset contains scores and answers from the State Library of Queensland’s annual Open Data Pathway maturity assessment results. State Library completes the Open Data Institute Open Data Pathway maturity assessment annually to review the activities of our open data program.
The Open Data Pathway is a self-assessment tool developed by the Open Data Institute (ODI) in the UK: http://pathway.theodi.org/
The assessment poses a series of multiple-choice questions based around the themes of Data management processes, Knowledge & skills, Customer support & engagement, Investment & financial performance, and Strategic oversight. The answers we provide allow the tool to score our progress for each theme. These results help to identify areas of improvement and set specific actions to meet our open data goals for the financial year.
The European Quality of Life Time Series, 2007 and 2011 dataset was prepared as open access data, originally for the UK Data Service's first App Challenge in summer 2015. The dataset has achieved Platinum (Expert level) certification from the Open Data Institute (ODI) which means this open data is an exceptional example of information infrastructure.
The dataset is a harmonised subset of variables taken from the larger European Quality of Life Survey (EQLS), which is one of a number of key surveys carried out by the European Foundation for the Improvement of Living and Working Conditions (Eurofound), a European Union Agency established in 1975 to contribute to the planning and design of better living and working conditions. The open access dataset contains 195 variables from two of the EQLS survey years, 2007 and 2011/12, three weighting variables, and almost 80,000 cases.
The EQLS is a unique, pan-European survey, established in 2003 and carried out once every four years. The survey examines both the objective circumstances of European citizens' lives and how they feel about those circumstances and their lives in general. It looks at a range of issues, such as employment, income, education, housing, family, health and work-life balance. It also looks at subjective topics, such as people's levels of happiness, how satisfied they are with their lives, and how they perceive the quality of their societies.

The Town and Country Planning (Brownfield Land Register) Regulations 2017 and the Town and Country Planning (Permission in Principle) Order 2017 require local authorities to prepare and maintain registers of brownfield land that is suitable for residential development. The Order provides that sites entered on Part 2 of the new brownfield registers will be granted permission in principle.
Local authorities will be required to include a consistent set of information in their registers. The information to be included is set out in schedule 2 of the Town and Country Planning (Brownfield Land Register) Regulations 2017.
The regulations set a process for identifying suitable sites, including the requirements for keeping a register and the criteria for assessing sites. (The regulations also set out the requirements for publicity and consultation where an authority proposes to enter sites on Part 2 of the register.) There is a duty on local planning authorities to have regard to the development plan, national policy and advice and guidance when exercising their functions under the brownfield register regulations.
Part 1 of the brownfield registers will be a comprehensive list of all brownfield sites in a local authority area that are suitable for housing, irrespective of their planning status. However registers will also be a vehicle for granting permission in principle for suitable sites where authorities have followed the relevant procedures. If the authority considers that permission in principle should be granted for a site the local authority is required to enter that site in Part 2 of their register. Part 2 is therefore a subset of Part 1 and will include only those sites for which have permission in principle has been granted.
Putting a site on Part 1 of a register does not mean it will automatically be granted permission in principle. Local planning authorities will be able to enter sites on Part 2 of the register which will trigger a grant of permission in principle for those sites suitable for housing-led development only after they have followed the consultation and publicity requirements, and other procedures set out in the regulations and they remain of the opinion that permission in principle should be granted. Those sites which have permission in principle for housing-led development will be clearly identified by being in Part 2 of the register.
