    This mapping tool provides a representation of the general watershed boundaries for stream systems declared fully appropriated by the State Water Board. The boundaries were created by Division of Water Rights staff by delineating FASS critical reaches and consolidating HUC 12 sub-watersheds to form FASS Watershed boundaries. As such, the boundaries are in most cases conservative with respect to the associated stream system. However, users should check neighboring FASS Watersheds to ensure the stream system of interest is not restricted by other FASS listings. For more information regarding the Declaration of Fully Appropriated Stream Systems, visit the Division of Water Rights’ Fully Appropriated Streams webpage. How to Use the Interactive Mapping Tool: If it is your first time viewing the map, you will need to click the “OK” box on the splash screen and agree to the disclaimer before continuing. Navigate to your point of interest by either using the search bar or by zooming in on the map. You may enter a stream name, street address, or watershed ID in the search bar. Click on the map to identify the location of interest and one or more pop-up boxes may appear with information about the fully appropriated stream systems within the general watershed boundaries of the identified location. The information provided in the pop-up box may include: (a) stream name, (b) tributary, (c) season declared fully appropriated, (d) Board Decisions/Water Right Orders, and/or (e) court references/adjudications. You may toggle the FAS Streams reference layer on and off to find representative critical reaches associated with the FASS Watershed layer. Please note that this layer is for general reference purposes only and ultimately the critical reach listed in Appendix A of Water Rights Order 98-08 and Appendix A together with any associated footnotes controls. Note: A separate FAS Watershed boundary layer was created for the Bay-Delta Watershed. The Bay-Delta Watershed layer should be toggled on to check if the area of interest is fully appropriated under State Water Board Decision 1594.

    Description

    The ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) Project Package includes all of the layers that are in the NTIA Permitting and Environmental Information Application as well as the APPEIT Tool which will allow users to input a project area and determine what layers from the application overlap with it. An overview of the project package and the APPEIT tool is provided below.

    User instructions on how to use the tool are available here. A video explaining how to use the Project Package is also available here.

    Project Package Overview

    This map package includes all of the layers from the NTIA Permitting and Environmental Information Application. The layers included are all feature services from various Federal and State agencies. The map package was created with ArcGIS Pro 3.4.0. The map package was created to allow users easy access to all feature services including symbology. The map package will allow users to avoid downloading datasets individually and easily incorporate into their own GIS system. The map package includes three maps.

    1. Permitting and Environmental Information Application Layers for GIS Analysis - This map includes all of the map tabs shown in the application, except State Data which is provided in another tab. This map includes feature services that can be used for analysis with other project layers such as a route or project area.

    2. Permitting and Environmental Information Application Layers – For Reference Only - This map includes layers that cannot be used for analysis since they are either imagery or tile layers.

    3. State Data - Reference Only - This map includes all relevant state data that is shown in the application.

    The NTIA Permitting and Environmental Information Application was created to help with your permitting planning and environmental review preparation efforts by providing access to multiple maps from publicly available sources, including federal review, permitting, and resource agencies. The application should be used for informational purposes only and is intended solely to assist users with preliminary identification of areas that may require permits or planning to avoid potentially significant impacts to environmental resources subject to the National Environmental Policy Act (NEPA) and other statutory requirements. Multiple maps are provided in the application which are created from public sources. This application does not have an exhaustive list of everything you need for permitting or environmental review for a project but is an initial starting point to see what might be required.

    APPEIT Tool OverviewThe Department of Commerce’s National Telecommunications and Information Administration (NTIA) is providing the ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) to help federal broadband grant recipients and subgrantees identify permits and environmental factors as they plan routes for their broadband deployments. Identifying permit requirements early, initiating pre-application coordination with permitting agencies, and avoiding environmental impacts help drive successful infrastructure projects. NTIA’s public release of the APPEIT tool supports government-wide efforts to improve permitting and explore how online and digital technologies can promote efficient environmental reviews.

    This Esri ArcGIS Pro tool is included in the map package and was created to support permitting, planning, and environmental review preparation efforts by providing access to data layers from publicly available sources, including federal review, permitting, and resource agencies. An SOP on how to use the tool is available here. For the full list of APPEIT layers, see Appendix Table 1 in the SOP. The tool is comprised of an ArcGIS Pro Project containing a custom ArcGIS Toolbox tool, linked web map shared by the NTIA’s National Broadband Map (NBAM), a report template, and a Tasks item to guide users through using the tool. This ArcGIS Pro project and its contents (maps and data) are consolidated into this (.ppkx) project file.

    To use APPEIT, users will input a project area boundary or project route line in a shapefile or feature class format. The tool will return as a CSV and PDF report that lists any federal layers from the ArcGIS Pro Permitting and Environmental Information Web Map that intersect the project. Users may only input a single project area or line at a time; multiple projects or project segments will need to be screened separately. For project route lines, users are required to specify a buffer distance. The buffer distance that is used for broadband projects should be determined by the area of anticipated impact and should generally not exceed 500 feet. For example, the State of Maryland recommends a 100-foot buffer for broadband permitting. The tool restricts buffers to two miles to ensure relevant results.

    This document is intended solely to assist federal broadband grant recipients and subgrantees in better understanding Infrastructure Investment and Jobs Act (IIJA) broadband grant programs and the requirements set forth in the Notice of Funding Opportunity (NOFO) for this program. In all cases, statutory and regulatory mandates, and the requirements set forth in NTIA grant documents, shall prevail over any inconsistencies contained in these templates.

    The tool relies on publicly available data available on the websites of other federal, state, local, and Tribal agencies, and in some instances, private organizations and research institutions. Layers identified with a double asterisk include information relevant to determining if an “extraordinary circumstance” may warrant more detailed environmental review when a categorical exclusion may otherwise apply. While NTIA continues to make amendments to its websites to comply with Section 508, NTIA cannot ensure Section 508 compliance of federal and non-federal websites or resources users may access from links on NTIA websites.

    Description

    The Travel Time Tool was created by the MN DNR to use GIS analysis for calculation of hydraulic travel time from gridded surfaces and develop a downstream travel time raster for each cell in a watershed. This hydraulic travel time process, known as Time of Concentration, is a concept from the science of hydrology that measures watershed response to a precipitation event. The analysis uses watershed characteristics such as land-use, geology, channel shape, surface roughness, and topography to measure time of travel for water. Described as Travel Time, it calculates the elapsed time for a simulated drop of water to migrate from its source along a hydraulic path across different surfaces of the replicated watershed landscape, ultimately reaching the watershed outlet. The Travel Time Tool creates a raster whereas each cell is a measure of the length of time (in seconds) that it takes water to flow across it, and then accumulates the time (in hours) from the cell to the outlet of the watershed.

    The Travel Time Tool creates an impedance raster from Manning's Equation that determines the velocity of water flowing across the cell as a measure of time (in feet per second). The Flow Length Tool uses the travel time Grid for the impedance factor and determines the downstream flow time from each cell to the outlet of the watershed.

    The toolbox works with ArcMap 10.6.1 and newer and ArcGIS Pro.

    This data release includes GIS datasets supporting the Colorado Legacy Mine Lands Watershed Delineation and Scoring tool (WaDeS), a web mapping application available at https://geonarrative.usgs.gov/colmlwades/. Water chemistry data were compiled from the U.S. Geological Survey (USGS) National Water Information System (NWIS), U.S. Environmental Protection Agency (EPA) STORET database, and the USGS Central Colorado Assessment Project (CCAP) (Church and others, 2009). The CCAP study area was used for this application. Samples were summarized at each monitoring station and hardness-dependent chronic and acute toxicity thresholds for aquatic life protections under Colorado Regulation No. 31 (CDPHE, 5 CCR 1002-31) for cadmium, copper, lead, and/or zinc were calculated. Samples were scored according to how metal concentrations compared with acute and chronic toxicity thresholds. The results were used in combination with remote sensing derived hydrothermal alteration (Rockwell and Bonham, 2017) and mine-related features (Horton and San Juan, 2016) to identify potential mine remediation sites within the headwaters of the central Colorado mineral belt. Headwaters were defined by watersheds delineated from a 10-meter digital elevation dataset (DEM), ranging in 5-35 square kilometers in size. Python and R scripts used to derive these products are included with this data release as documentation of the processing steps and to enable users to adapt the methods for their own applications.     Over 40,000 road crossings in Maine are maintained by Maine Department of Transportation (MaineDOT) managers, emergency managers, natural resource planners, and municipalities. Resource managers need a way to quickly and comprehensively assess, during the planning stages of potential transportation-related projects, how ecological, hydrologic, and structural characteristics of bridges and culverts and their watersheds could adversely affect project schedules and budgets. Factors that are critical to evaluate and incorporate into overall assessments of project risk include basin, land-use, and climatic characteristics; vulnerability to specific events, such as floods; and complicating factors in the watershed, such as endangered species, evacuation routes, and historical sites. A Python script tool has been built for ArcGIS Pro as an automated screening tool that draws on existing geographic information system (GIS) data layers to identify potential risk factors and quantify risk scores for bridges and culverts. This tool can help resource managers quickly evaluate projects, during early planning, in terms of variables that may adversely affect schedules or budgets.

    Description

    Development activity information provides the public with updates to the development applications and projects. The majority of development activities are linked with a specific property and can be mapped accordingly. However, some development activities processes do not allow for specific property linkages and therefore cannot be mapped and shown on the online mapping application. All development activities that are not mapped are assigned approximate addresses, community and neighbourhoods where it is feasible to assign these values. If additional information is required, please contact Township Staff.
