    Initial Data Capture: Building were originally digitized using ESRI construction tools such as rectangle and polygon. Textron Feature Analyst was then used to digitize buildings using a semi-automated polygon capture tool as well as a fully automated supervised learning method. The method that proved to be most effective was the semi-automated polygon capture tool as the fully automated process produced polygons that required extensive cleanup. This tool increased the speed and accuracy of digitizing by 40%.Purpose of Data Created: To supplement our GIS viewers with a searchable feature class of structures within Ventura County that can aid in analysis for multiple agencies and the public at large.Types of Data Used: Aerial Imagery (Pictometry 2015, 9inch ortho/oblique, Pictometry 2018, 6inch ortho/oblique) Simi Valley Lidar Data (Q2 Harris Corp Lidar) Coverage of Data:Buildings have been collected from the aerial imageries extent. The 2015 imagery coverage the south county from the north in Ojai to the south in thousand oaks, to the east in Simi Valley, and to the West in the county line with Santa Barbara. Lockwood Valley was also captured in the 2015 imagery. To collect buildings for the wilderness areas we needed to use the imagery from 2007 when we last flew aerial imagery for the entire county. 2018 Imagery was used to capture buildings that were built after 2015.Schema: Fields: APN, Image Date, Image Source, Building Type, Building Description, Address, City, Zip, Data Source, Parcel Data (Year Built, Basement yes/no, Number of Floors) Zoning Data (Main Building, Out Building, Garage), First Floor Elevation, Rough Building Height, X/Y Coordinates, Dimensions. Confidence Levels/Methods:Address data: 90% All Buildings should have an address if they appear to be a building that would normally need an address (Main Residence). To create an address, we do a spatial join on the parcels from the centroid of a building polygon and extract the address data and APN. To collect the missing addresses, we can do a spatial join between the master address and the parcels and then the parcels back to the building polygons. Using a summarize to the APN field we will be able to identify the parcels that have multiple buildings and delete the address information for the buildings that are not a main residence.Building Type Data: 99% All buildings should have a building type according to the site use category code provided from the parcel table information. To further classify multiple buildings on parcels in residential areas, the shape area field was used to identify building polygons greater than 600 square feet as an occupied residence and all other buildings less than that size as outbuildings. All parcels, inparticular parcels with multiple buildings, are subject to classification error. Further defining could be possible with extensive quality control APN Data: 98% All buildings have received APN data from their associated parcel after a spatial join was performed. Building overlapping parcel lines had their centroid derived which allowed for an accurate spatial join.Troubleshooting Required: Buildings would sometimes overlap parcel lines making spatial joining inaccurate. To fix this you create a point from the centroid of the building polygon, join the parcel information to the point, then join the point with the parcel information back to the building polygon.

    This dataset reports the daily reported number of deaths involving COVID-19 by fatality type. Learn how the Government of Ontario is helping to keep Ontarians safe during the 2019 Novel Coronavirus outbreak. Effective November 14, 2024 this page will no longer be updated. Information about COVID-19 and other respiratory viruses is available on Public Health Ontario’s interactive respiratory virus tool: https://www.publichealthontario.ca/en/Data-and-Analysis/Infectious-Disease/Respiratory-Virus-Tool Data includes: * Date on which the death occurred * Total number of deaths involving COVID-19 * Number of deaths with “COVID-19 as the underlying cause of death” * Number of deaths with “COVID-19 contributed but not underlying cause” * Number of deaths where the “Cause of death unknown” or “Cause of death missing” ##Additional Notes The method used to count COVID-19 deaths has changed, effective December 1, 2022. Prior to December 1 2022, deaths were counted based on the date the death was updated in the public health unit’s system. Going forward, deaths are counted on the date they occurred. On November 30, 2023 the count of COVID-19 deaths was updated to include missing historical deaths from January 15, 2020 to March 31, 2023. CCM is a dynamic disease reporting system which allows ongoing update to data previously entered. As a result, data extracted from CCM represents a snapshot at the time of extraction and may differ from previous or subsequent results. Public Health Units continually clean up COVID-19 data, correcting for missing or overcounted cases and deaths. These corrections can result in data spikes and current totals being different from previously reported cases and deaths. Observed trends over time should be interpreted with caution for the most recent period due to reporting and/or data entry lags.     Abstract

    Over the past decade, Albania has been seeking to develop the framework for a market economy and more open society. It has faced severe internal and external challenges in the interim - extremely low income levels and a lack of basic infrastructure, the rapid collapse of output and inflation rise after the shift in regime in 1991, the turmoil during the 1997 pyramid crisis, and the social and economic shocks accompanying the 1999 Kosovo crisis. In the face of these challenges, Albania has made notable progress in creating conditions conducive to growth and poverty reduction. A poverty profile based on 1996 data (the most recent available) showed that some 30 percent of the rural and some 15 percent of the urban population are poor, with many others vulnerable to poverty due to their incomes being close to the poverty threshold. Income related poverty is compounded by the severe lack of access to basic infrastructure, education and health services, clean water, etc., and the ability of the Government to address these issues is complicated by high levels of internal and external migration that are not well understood. To date, the paucity of household-level information has been a constraining factor in the design, implementation and evaluation of economic and social programs in Albania. Multi-purpose household surveys are one of the main sources of information to determine living conditions and measure the poverty situation of a country and provide an indispensable tool to assist policymakers in monitoring and targeting social programs. Two recent surveys carried out by the Albanian Institute of Statistics (INSTAT) - the 1998 Living Conditions Survey (LCS) and the 2000 Household Budget Survey (HBS) - drew attention, once again, to the need for accurately measuring household welfare according to well accepted standards, and for monitoring these trends on a regular basis. In spite of their narrow scope and limitations, these two surveys have provided the country with an invaluable training ground towards the development of a permanent household survey system to support the government strategic planning in its fight against poverty. In the process leading to its first Poverty Reduction Strategy Paper (PRSP; also known in Albania as Growth and Poverty Reduction Strategy, GPRS), the Government of Albania reinforced its commitment to strengthening its own capacity to collect and analyse on a regular basis the information it needs to inform policy-making. In its first phase (2001-2006), this monitoring system will include the following data collection instruments:

    (i) Population and Housing Census (ii) Living Standards Measurement Surveys every 3 years (iii) annual panel surveys.

    The Population and Housing Census (PHC) conducted in April 2001, provided the country with a much needed updated sampling frame which is one of the building blocks for the household survey structure. The focus during this first phase of the monitoring system is on a periodic LSMS (in 2002 and 2005), followed by panel surveys on a sub-sample of LSMS households (in 2003, 2004 and 2006), drawing heavily on the 2001 census information. The possibility to include a panel component in the second LSMS will be considered at a later stage, based on the experience accumulated with the first panels. The 2002 LSMS was in the field between April and early July, with some field activities (the community and price questionnaires) extending into August and September. The survey work was undertaken by the Living Standards unit of INSTAT, with the technical assistance of the World Bank. The present document provides detailed information on this survey. Section II summarizes the content of the survey instruments used. Section III focuses on the details of the sample design. Sections IV describes the pilot test and fieldwork procedures of the survey, as well as the training received by survey staff. Section V reviews data entry and data cleaning issues. Finally, section VI contains a series of annotations that all those interested in using the data should read.

    (a) SAMPLING FRAME

    The Republic of Albania is divided geographically into 12 Prefectures (Prefekturat). The latter are divided into Districts (Rrethet) which are, in turn, divided into Cities (Qyteti) and Communes (Komunat). The Communes contain all the rural villages and the very small cities. For the April 2001 General Census of Population and Housing census purposes, the cities and the villages were divided into Enumeration Areas (EAs). These formed the basis for the LSMS sampling frame. The EAs in the frame are classified by Prefecture, District, City or Commune. The frame also contains, for every EA, the number of Housing Units (HUs), the number of occupied HUs, the number of unoccupied HUs, and the number of households. Occupied dwellings rather than total number of dwellings were used since many census EAs contain a large number of empty dwellings. The Housing Unit (defined as the space occupied by one household) was taken as the sampling unit, instead of the household, because the HU is more permanent and easier to identify in the field. A detailed review of the list of censuses EAs shows that many have zero population. In order to obtain EAs with a minimum of 50 and a maximum of 120 occupied housing units, the EAs with zero population were first removed from the sampling frame. Then, the smallest EAs (with less than 50 HU) were collapsed with geographically adjacent ones and the largest EAs (with more than 120 HU) were split into two or more EAs. Subsequently, maps identifying the boundaries of every split and collapsed EA were prepared Sample Size and Implementation Since the 2002 LSMS had been conducted about a year after the April 2001 census, a listing operation to update the sample EAs was not conducted. However, given the rapid speed at which new constructions and demolitions of buildings take place in the city of Tirana and its suburbs, a quick count of the 75 sample EAs was carried out followed by a listing operation. The listing sheets prepared during the listing operation became the sampling frame for the final stage of selection. The final sample design for the 2002 LSMS included 450 Primary Sampling Units (PSUs) and 8 households in each PSU, for a total of 3600 households. Four reserve units were selected in each sample PSU to act as replacement unit in non-response cases. In a few cases in which the rate of migration was particularly high and more than four of the originally selected households could not be found for the interview, additional households for the same PSU were randomly selected. During the implementation of the survey there was a problem with the management of the questionnaires for a household that had initially refused, but later accepted, to fill in the food diary. The original household questionnaire was lost in the process and it was not possible to match the diary with a valid household questionnaire. The household had therefore to be dropped from the sample (this happened in Shkoder, PSU 16). The final sample size is therefore of 3599 households.

    (b) STRATIFICATION

    The sampling frame was divided in four regions (strata), Coastal Area, Central Area, and Mountain Area, and Tirana (urban and other urban). These four strata were further divided into major cities, other urban, and other rural. The EAs were selected proportionately to the number of housing units in these areas. In the city of Tirana and its suburbs, implicit stratification was used to improve the efficiency of the sample design. The implicit stratification was performed by ordering the EAs in the sampling frame in a geographic serpentine fashion within each stratum used for the independent selection of EAs.

    (a) QUALITY CHECKS Besides the checks built-in in the DE program and those performed on the preliminary versions of the dataset as it was building up, and additional round of in depth checks on the household questionnaire and the food diary was performed in late September and early October in Tirana. Wherever possible data entry errors or inconsistencies in the dataset were spotted, the original questionnaires or diary were retrieved, and the information contained therein checked. Changes were made to the August version of the dataset as needed and the dataset was finalized in October.

    (b) DATA ENTRY Data Entry Operations Data entry for all the survey instruments was performed using custom made applications developed in CS-Pro. Data entry for the household questionnaire was performed in a decentralized fashion in parallel with the enumeration, so as to allow for 'real-time' checking of the data collected. This allowed a further tier of quality control checks on the data. Where errors in the data were spotted during data entry, it was possible to instruct enumerators and supervisors to correct the information, if necessary, revisiting the household, when the teams were still in the field. A further round of checks was performed by the core team in Tirana and Bank staff in Washington as the data were gathered from the field and the entire dataset started building up. All but one of the 16 teams in the districts had one DEO, the Fier team had two, and there were four DEO's for Tirana. Each DEO worked with a laptop computer, and was given office space in the regional Statistics Offices, or in INSTAT headquarters for the Tirana teams. The DEO's received Part 1 of the household questionnaire from the supervisor once the supervisor had checked the enumerator's work, within two

    Abstract

    The 2010 NEDS is similar to the 2004 Nigeria DHS EdData Survey (NDES) in that it was designed to provide information on education for children age 4–16, focusing on factors influencing household decisions about children’s schooling. The survey gathers information on adult educational attainment, children’s characteristics and rates of school attendance, absenteeism among primary school pupils and secondary school students, household expenditures on schooling and other contributions to schooling, and parents’/guardians’ perceptions of schooling, among other topics.The 2010 NEDS was linked to the 2008 Nigeria Demographic and Health Survey (NDHS) in order to collect additional education data on a subset of the households (those with children age 2–14) surveyed in the 2008 Nigeria DHS survey. The 2008 NDHS, for which data collection was carried out from June to October 2008, was the fourth DHS conducted in Nigeria (previous surveys were implemented in 1990, 1999, and 2003).

    The goal of the 2010 NEDS was to follow up with a subset of approximately 30,000 households from the 2008 NDHS survey. However, the 2008 NDHS sample shows that of the 34,070 households interviewed, only 20,823 had eligible children age 2–14. To make statistically significant observations at the State level, 1,700 children per State and the Federal Capital Territory (FCT) were needed. It was estimated that an additional 7,300 households would be required to meet the total number of eligible children needed. To bring the sample size up to the required target, additional households were screened and added to the overall sample. However, these households did not have the NDHS questionnaire administered. Thus, the two surveys were statistically linked to create some data used to produce the results presented in this report, but for some households, data were imputed or not included.

    Sampling procedure

    The eligible households for the 2010 NEDS are the same as those households in the 2008 NDHS sample for which interviews were completed and in which there is at least one child age 2-14, inclusive. In the 2008 NDHS, 34,070 households were successfully interviewed, and the goal here was to perform a follow-up NEDS on a subset of approximately 30,000 households. However, records from the 2008 NDHS sample showed that only 20,823 had children age 4-16. Therefore, to bring the sample size up to the required number of children, additional households were screened from the NDHS clusters.

    The first step was to use the NDHS data to determine eligibility based on the presence of a child age 2-14. Second, based on a series of precision and power calculations, RTI determined that the final sample size should yield approximately 790 households per State to allow statistical significance for reporting at the State level, resulting in a total completed sample size of 790 × 37 = 29,230. This calculation was driven by desired estimates of precision, analytic goals, and available resources. To achieve the target number of households with completed interviews, we increased the final number of desired interviews to accommodate expected attrition factors such as unlocatable addresses, eligibility issues, and non-response or refusal. Third, to reach the target sample size, we selected additional samples from households that had been listed by NDHS but had not been sampled and visited for interviews. The final number of households with completed interviews was 26,934 slightly lower than the original target, but sufficient to yield interview data for 71,567 children, well above the targeted number of 1,700 children per State.

    The four questionnaires used in the 2004 Nigeria DHS EdData Survey (NDES)— 1. Household Questionnaire 2. Parent/Guardian Questionnaire 3. Eligible Child Questionnaire 4. Independent Child Questionnaire—formed the basis for the 2010 NEDS questionnaires. These are all available in Appendix D of the survey report available under External Resources.

    More than 90 percent of the questionnaires remained the same; for cases where there was a clear justification or a need for a change in item formulation or a specific requirement for additional items, these were updated accordingly. A one day workshop was convened with the NEDS Implementation Team and the NDES Advisory Committee to review the instruments and identify any needed revisions, additions, or deletions. Efforts were made to collect data to ease integration of the 2010 NEDS data into the FMOE’s national education management information system. Instrument issues that were identified as being problematic in the 2004 NDES as well as items identified as potentially confusing or difficult were proposed for revision. Issues that USAID, DFID, FMOE, and other stakeholders identified as being essential but not included in the 2004 NDES questionnaires were proposed for incorporation into the 2010 NEDS instruments, with USAID serving as the final arbiter regarding questionnaire revisions and content.

    General revisions accepted into the questionnaires included the following: - A separation of all questions related to secondary education into junior secondary and senior secondary to reflect the UBE policy - Administration of school-based questions for children identified as attending pre-school - Inclusion of questions on disabilities of children and parents - Additional questions on Islamic schooling - Revision to the literacy question administration to assess English literacy for children attending school - Some additional questions on delivery of UBE under the financial questions section

    Upon completion of revisions to the English-language questionnaires, the instruments were translated and adapted by local translators into three languages—Hausa, Igbo, and Yoruba—and then back-translated into English to ensure accuracy of the translation. After the questionnaires were finalized, training materials used in the 2004 NDES and developed by Macro International, which included training guides, data collection manuals, and field observation materials, were reviewed. The materials were updated to reflect changes in the questionnaires. In addition, the procedures as described in the manuals and guides were carefully reviewed. Adjustments were made, where needed, based on experience on large-scale survey and lessons learned from the 2004 NDES and the 2008 NDHS, to ensure the highest quality data capture.

    Cleaning operations

    Data processing for the 2010 NEDS occurred concurrently with data collection. Completed questionnaires were retrieved by the field coordinators/trainers and delivered to NPC in standard envelops, labeled with the sample identification, team, and State name. The shipment also contained a written summary of any issues detected during the data collection process. The questionnaire administrators logged the receipt of the questionnaires, acknowledged the list of issues, and acted upon them if required. The editors performed an initial check on the questionnaires, performed any coding of open-ended questions (with possible assistance from the data entry operators), and left them available to be assigned to the data entry operators. The data entry operators entered the data into the system, with the support of the editors for erroneous or unclear data.

    Experienced data entry personnel were recruited from those who have performed data entry activities for NPC on previous studies. The data entry teams composed a data entry coordinator, supervisor and operators. Data entry coordinators oversaw the entire data entry process from programming and training to final data cleaning, made assignments, tracked progress, and ensured the quality and timeliness of the data entry process. Data entry supervisors were on hand at all times to ensure that proper procedures were followed and to help editors resolve any uncovered inconsistencies. The supervisors controlled incoming questionnaires, assigned batches of questionnaires to the data entry operators, and managed their progress. Approximately 30 clerks were recruited and trained as data entry operators to enter all completed questionnaires and to perform the secondary entry for data verification. Editors worked with the data entry operators to review information flagged as “erroneous” or “dubious” in the data entry process and provided follow up and resolution for those anomalies.

    The data entry program developed for the 2004 NDES was revised to reflect the revisions in the 2010 NEDS questionnaire. The electronic data entry and reporting system ensured internal consistency and inconsistency checks.

    Response rate

    A very high overall response rate of 97.9 percent was achieved with interviews completed in 26,934 households out of a total of 27,512 occupied households from the original sample of 28,624 households. The response rates did not vary significantly by urban–rural (98.5 percent versus 97.6 percent, respectively). The response rates for parent/guardians and children were even higher, and the rate for independent children was slightly lower than the overall sample rate, 97.4 percent. In all these cases, the urban/rural differences were negligible.

    Estimates derived from a sample survey are affected by two types of errors: (1) non-sampling errors and (2) sampling errors. Non-sampling errors are the results of mistakes made in implementing data collection and data processing, such as

    Sampling Frame The animal and mixed agricultural holdings frame was created from the agricultural census data of 2010 and extracted based on the following criteria: any number of cattle or camels, at least five sheep or goats, at least 50 poultry birds (layers and broilers), or 50 rabbits, or other poultry like turkeys, ducks, common quail, or a mixture of them, or at least three beehives controlled by the holder.

    A master sample of 7,297 holdings from the animal and mixed holdings frame was updated prior to sample selection.

    Sample Size The estimated sample size is 5,000 holdings.

    Sample Design
    The sample is a one-stage stratified systematic random sample.

    Sample Strata The animal and mixed holdings are stratified into three levels, which are: 1. Governorates. 2. The main agricultural activities were identified by the highest holding size in the category: these activities are the raising cattle, raising sheep and goats, raising camels, poultry farming, beehives, mixed animals. The size of the holdings were classified into five categories

    The questionnaire for the Livestock Survey 2013 was designed based on the recommendations of the Food and Agriculture Organization of the United Nations (FAO) and the questionnaire used for the Agricultural Census of 2010. The special situation of Palestine was taken into account, in addition to the specific requirements of the technical phase of field work and of data processing and analysis The questionnaire consisted of the main items as follows: Identification data: Indicators about the holder, the holding and the respondent.

    Data on holder: Included indicators on the sex, age, educational attainment, number in household, legal status of holder, and other indicators.

    Holding data: Included indicators on the type of holding, tenure, main purpose of production, and other indicators.

    Livestock data: Included indicators on the type, number, strain, age, sex, system of raising, main purpose of raising, number acquired or disposed of, quantity and value production, slaughtered in a holding, value of slaughtered, and other indicators.

    Poultry data: Included indicators on the type, area of worked barns, average cycles per year, system of raising, quantity and value production, and other indicators.

    Domestic poultry & equines data: Included indicators on type and number.

    Beehive data: Included indicators such as the type, number, strain, quantity and value of production??.

    Agricultural practices data: Included indicators on agricultural practices for livestock, poultry and bees.

    Agricultural labor force data: Included indicators on the agricultural labor force in a holding such as the number, employment status, sex, age, average daily working hours, number of work days in an agricultural year and average daily wage.

    Agricultural machinery and equipment: Included indicators on the number and source of machinery. Agricultural buildings data: Included indicators on the type and area of building.

    Animal intermediate consumption: Included indicators on the type, quantity and value of animal intermediate consumption.

    Cleaning operations

    Preparation of Data Entry Program The data entry program was prepared using Oracle software and data entry screens were designed. Rules of data entry were established to guarantee successful entry of questionnaires and queries were used to check data after each entry. These queries examined variables on the questionnaire.

    2.5.2 Data Entry Having designed the data entry program and tested it to verify readiness, and after training staff on data entry programs, data entry began on 4 November 2013 and finished on 8 January 2014 with 15 staff engaged in the data entry process.

    2.5.3 Editing of Entered Data Special rules were formulated for editing the stored data to guarantee reliability and ensure accurate and clean data.

    2.5.4 Results Extraction and Data Tabulation An SPSS program was used for extracting the results and empty tables were prepared in advance to facilitate the tabulation process. The report tables were formulated based on international recommendations, while taking the Palestinian situation into consideration in the data tabulation of the survey.

    2.6.1 Data Accuracy
    Includes checking the accuracy of data in multiple aspects, primarily statistical errors due to the use of a sample, as well as errors due to non-statistical staff and survey tools, in addition to response rates in the survey and the most important effects on estimates. This section includes the following:

    Statistical Errors Survey data may be affected by sampling errors resulting from the use of a sample instead of a census. Variance estimation was carried out for the main estimates and the results were acceptable within the publishing domains as shown in the tables of variance estimation.

    Data appraisal

    Non-sampling Errors Non-statistical errors are probable in all stages of the project, during data collection and processing. These are referred to as non-response errors, interviewing errors, and data entry errors. To avoid and reduce the impact of these errors, efforts were exerted through intensive training on how to conduct interviews and factors to be followed and avoided during the interview, in addition to practical and theoretical exercises. Re-interview survey was conducted for 5% of the main survey and re-interview data proved that there is high level of consistency with the main indicators.

    Sampling and Frame The Sample of the survey is a three-stage stratified cluster systematic random sample of households residing in Palestine. Target Population The target population includes all Palestinian households and individuals with regular residency in Palestine during the survey's period (2018). Focus was given to individuals aged 18 years and above to complete an annex to the questionnaire, designed for this age group. Sampling Framework In previous survey rounds, sampling was based on census 2007, which includes a list of enumeration areas. An enumeration area is a geographic region with buildings and housing units averaging 124 housing units. In the survey design, they are considered as Primary Sampling Units (PSUs) at the first stage of selecting the sample. Enumeration areas of 2007 were adapted to the enumeration areas of 2017 to be used in future survey rounds. Target sample buildings were set up in 2015 electronically by using Geographic Information Systems (GIS), where the geospatial join tool was used within Arc Map 10.6 to identify the buildings selected in the first stage of the sample design of 8,225 households taken from the general frame buildings for enumeration areas of 2007 which falls within the boundaries of enumeration areas that were updated during the population, housing and establishments census 2017. Only the buildings for the year 2017 were used to link the sites of the sample buildings to the targeted enumeration areas, to ensure tracking households that moved after 2015. Sample Size The survey sample comprised 11,008 households at the total level, where 9,926 households responded, they are divided as follows: 1. Fixing the sample of the survey on the Impact of Israeli Aggression on Gaza Strip in 2014 and Socio-Economic Conditions of the Palestinian Households - Main Findings, which was conducted in 2015, with a sample of 8,225 households in the previous round (household-panel),where 7,587 households responded. 2. Sample of new households that consisted of separated individuals (split households) totaled 2,783 households, where 2,339 households responded. Sample Design Three-stage stratified cluster systematic random sample: Stage I: Selection of enumeration areas represented in the previous round of the survey on the socioeconomic conditions 2015 including 337 enumeration areas, in addition to enumeration areas in which individuals separated from their households and formed new households and households that changed their place of residence and address to other enumeration areas. Stage II: Visit the same households from previous round of survey on socioeconomic conditions 2015(25 households in each enumeration area). Households that changed their place of residence or registered address will be tracked in the existing database to search for the updated data registered in questionnaire. Individuals separated from their households from the previous round and formed new households or joined new households were tracked. Stage III: A male and female member of each household in the sample (old and new) were selected for stage III among members aged 18 years and above, using Kish (multivariate) tables to fill in the questionnaire for household members aged 18 years and above. Taking into account that the household whose number is an even number in the sample of the enumeration area, we choose a female and the family whose number is an odd number we choose a male. Governorate (16 Governorates in the West Bank including those parts of Jerusalem, which were annexed by Israeli occupation in 1967 (J1) as a separated stratum, and the Gaza Strip). 2.     The questionnaire is the key tool for data collection. It must be conforming to the technical characteristics of fieldwork to allow for data processing and analysis. The survey questionnaire comprised the following parts: · Part one: Identification data. · Part two: Quality control · Part three: Data of households' members and social data. · Part four: Housing unit data · Part five: Assistance and Coping Strategies Information · Part six: Expenditure and Consumption · Part seven: Food Variation and Facing Food Shortage · Part eight: Income · Part nine: Agricultural and economic activities. · Part ten: Freedom of mobility · In addition to a questionnaire for individuals (18 years old and above): Questions on suffering and life quality, assessment of health, education, administration (Ministry of the Interior) services and information technology.

    Cleaning operations

    Data Processing Data processing was done in different ways including: Programming Consistency Check 1.Tablet applications were developed in accordance with the questionnaire's design to facilitate collection of data in the field. The application interfaces were made user-friendly to enable fieldworkers collect data quickly with minimal errors. Proper data entry tools were also used to concord with the question including drop down menus/lists. 2.Develop automated data editing mechanism consistent with the use of technology in the survey and uploading the tools for use to clean the data entered into the database and ensure they are logic and error free as much as possible. The tool also accelerated conclusion of preliminary results prior to finalization of results. 3.GPS and GIS were used to avoid duplication and omission of counting units (buildings, and households). In order to work in parallel with Jerusalem (J1) in which the data was collected in paper, the same application that was designed on the tablets was used and some of its properties were modified, there was no need for maps to enter their data as the software was downloaded on the devices after the completion of the editing of the questionnaires Data Cleaning 1.Concurrently with the data collection process, a weekly check of the data entered was carried out centrally and returned to the field for modification during the data collection phase and follow-up. The work was carried out thorough examination of the questions and variables to ensure that all required items are included, and the check of shifts, stops and range was done too. 2.Data processing was conducted after the fieldwork stage, where it was limited to conducting the final inspection and cleaning of the survey databases.     CERES_EBAF-TOA_Edition4.1 is the Clouds and the Earth's Radiant Energy System (CERES) Energy Balanced and Filled (EBAF) Top-of-Atmosphere (TOA) Monthly means data in netCDF format Edition 4.1 data product. Data was collected using the CERES Scanner instruments on both the Terra and Aqua platforms. Data collection for this product is ongoing.CERES_EBAF-TOA_Edition4.1 data are monthly and climatological averages of TOA clear-sky (spatially complete) fluxes and all-sky fluxes, where the TOA net flux is constrained to the ocean heat storage. EBAF-TOA provides some basic cloud properties derived from Moderate-Resolution Imaging Spectroradiometer (MODIS) alongside TOA fluxes. Observed fluxes are obtained using cloud properties derived from narrow-band imagers onboard both Earth Observing System (EOS) Terra and Aqua satellites as well as geostationary satellites to more fully model the diurnal cycle of clouds. The computations are also based on meteorological assimilation data from the Goddard Earth Observing System (GEOS) Versions 5.4.1 models. Unlike other CERES Level 3 clear-sky regional data sets that contain clear-sky data gaps, the clear-sky fluxes in the EBAF-TOA product are regionally complete. The EBAF-TOA product is the CERES project's best estimate of the fluxes based on all available satellite platforms and input data. CERES is a key component of the Earth Observing System (EOS) program. The CERES instruments provide radiometric measurements of the Earth's atmosphere from three broadband channels. The CERES missions are a follow-on to the successful Earth Radiation Budget Experiment (ERBE) mission. The first CERES instrument, the proto flight model (PFM), was launched on November 27, 1997, as part of the Tropical Rainfall Measuring Mission (TRMM). Two CERES instruments (FM1 and FM2) were launched into polar orbit onboard the Earth Observing System (EOS) flagship Terra on December 18, 1999. Two additional CERES instruments (FM3 and FM4) were launched onboard Earth Observing System (EOS) Aqua on May 4, 2002. The CERES FM5 instrument was launched onboard the Suomi National Polar-orbiting Partnership (NPP) satellite on October 28, 2011. The newest CERES instrument (FM6) was launched onboard the Joint Polar-Orbiting Satellite System 1 (JPSS-1) satellite, now called NOAA-20, on November 18, 2017.

    Abstract

    The documented dataset covers Enterprise Survey (ES) panel data collected in Peru in 2006, 2010 and 2017, as part of the Enterprise Survey initiative of the World Bank. An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.

    The objective of the 2006-2017 Enterprise Survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries.

    As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms' experiences and enterprises' perception of the environment in which they operate.

    The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.

    Universe

    The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors.

    Sampling procedure

    The sample for the 2006-2017 Peru Enterprise Survey (ES) was selected using stratified random sampling, following the methodology explained in the Sampling Manual. Stratified random sampling was preferred over simple random sampling for several reasons: - To obtain unbiased estimates for different subdivisions of the population with some known level of precision. - To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors (group D), construction (group F), services (groups G and H), and transport, storage, and communications (group I). Groups are defined following ISIC revision 3.1. Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, excluding sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. - To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. - To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.)

    Three levels of stratification were used in every country: industry, establishment size, and region.

    Industry stratification was designed in the following way: In small economies the population was stratified into 3 manufacturing industries, one services industry - retail-, and one residual sector as defined in the sampling manual. Each industry had a target of 120 interviews. In middle size economies the population was stratified into 4 manufacturing industries, 2 services industries -retail and IT-, and one residual sector. For the manufacturing industries sample sizes were inflated by 25% to account for potential non-response in the financing data.

    For the Peru ES, size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposed, the number of employees was defined on the basis of reported permanent full-time workers. This resulted in some difficulties in certain countries where seasonal/casual/part-time labor is common.

    The current survey instruments are available: - Core Questionnaire + Manufacturing Module [ISIC Rev.3.1: 15-37] - Core Questionnaire + Retail Module [ISIC Rev.3.1: 52] - Core Questionnaire [ISIC Rev.3.1: 45, 50, 51, 55, 60-64, 72] - Screener Questionnaire.

    The "Core Questionnaire" is the heart of the Enterprise Survey and contains the survey questions asked of all firms across the world. There are also two other survey instruments - the "Core Questionnaire + Manufacturing Module" and the "Core Questionnaire + Retail Module." The survey is fielded via three instruments in order to not ask questions that are irrelevant to specific types of firms, e.g. a question that relates to production and nonproduction workers should not be asked of a retail firm. In addition to questions that are asked across countries, all surveys are customized and contain country-specific questions. An example of customization would be including tourism-related questions that are asked in certain countries when tourism is an existing or potential sector of economic growth.

    The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures.

    Cleaning operations

    Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

    Response rate

    Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.

    Item non-response was addressed by two strategies:

    a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond (-8) as a different option from don’t know (-9).

    b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary. However, there were clear cases of low response. The following graph shows non-response rates for the sales variable, d2, by sector. Please, note that for this specific question, refusals were not separately identified from “Don’t know” responses.

    Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals; whenever this was done, strict rules were followed to ensure replacements were randomly selected within the same stratum. Further research is needed on survey non-response in the Enterprise Surveys regarding potential introduction of bias.
