    Overview

    The English Business Survey (EBS) will provide ministers and officials with information about the current economic and business conditions across England. By providing timely and robust information on a regular and geographically detailed basis, the survey will enhance officials’ understanding of how businesses are being affected throughout England and improve policy making by making it more responsive to changes in economic circumstances.

    BIS has selected TNS-BMRB, an independent survey provider, to conduct the survey, covering approximately 3,000 businesses across England each month. BIS are conscious of burdens on business and therefore the survey is as light-touch as possible, being both voluntary and telephone-based, requiring only 11 to 12 minutes and has been designed to not require reference to any detailed information.

    The survey will provide qualitative information across a range of important variables (eg output, capacity, employment, labour costs, output prices and investment), compared with three months ago and expectations for 3 months ahead.

    The outputs of the survey should also be useful to businesses, providing valuable intelligence about local economic and business conditions.

    The EBS is still in its infancy and therefore full quality assurance of the data is not yet possible. Estimates from the survey have therefore been designated as Experimental Official Statistics. Results should be interpreted with this in mind.

    Published edition

    EBS statistics are published on a monthly and quarterly basis:

    • monthly statistics provide timely statistics that compare business performance in the reference month to 3 months previously and expected performance in 3 months’ time; monthly statistics are published for England and the nine English Regions
    • quarterly statistics compare business performance between the reference quarter and the previous quarter, as well as expected performance in the next quarter - quarterly data provide users with a wider range of variables and geographical levels when compared to the monthly statistics; quarterly statistics are published for England, the nine English Regions and the 30 English NUTS2 areas

    Description

    The Longitudinal Small Business Survey (LSBS) is a large-scale telephone survey of small business owners and managers commissioned by the Department for Business and Trade (DBT). This survey is the latest in a series of annual and biennial Small Business Surveys (SBS) dating back to 2003.

    In 2015, the survey methodology changed to include a longitudinal tracking element. A large sample size was recruited in Year One (2015) to establish a panel of businesses to be re-surveyed in subsequent years. This will allow a detailed analysis of how combinations of factors affect business performance.

    The LSBS is intended to:

    • Improve the understanding of what drives and constrains business performance and growth by addressing evidence gaps relating to the lags between many business activities and associated performance outcomes;
    • Provide improved data on current business performance and the factors that affect this. The larger survey size will provide more reliable findings for key sub-groups of the business population and in relation to activities such as seeking finance, which are only relevant to part of the sample.

    Controlled (Secure) Access Version
    A Controlled (Secure) Access version of the LSBS is available from the UK Data Archive, subject to stringent secure access conditions. Extra variables include postcode district, 2-, 3-, and 4-digit SIC codes; and Inter-Departmental Business Register (IDBR) reference numbers for linking to other business surveys. Small Business Survey data files for 2010 and 2012 containing 4-digit SIC codes and IDBR reference numbers are available under SN 6856. Users are strongly advised to check whether the safeguarded version is sufficient for their needs before considering an application for the Controlled (Secure) Access version.

    For the ninth edition (December 2024), the data and documentation have been updated to include Year 9 of the survey, completed during 2023-2024.

Strong growth has been fuelled by rising business software investment, IT and telecommunications adoption, advances in computing technology and the digitalisation of business processes. This has driven the advent of big data, providing new data sets which can interface with business analytics software. Many software products, including customer relationship management and enterprise resource planning systems, have become basic tools for managing large companies. The largest publishers have pursued acquisition activity to take control of cloud companies and data analytics businesses. These industry giants are generally selective with acquisitions, embracing the switch to software as a service and adopting the low-cost cloud model. Leading BI suites, LIKE Tableau, SAP Analytics Cloud, Qlik Sense and IBM’s Cognos Analytics, have all transformed to provide real-time KPI dashboards and robust remote management capabilities, supporting decentralised operations. Intensified merger and acquisition activity, particularly by SAP, has allowed major software publishers to rapidly enhance product ecosystems with niche digital adoption and enterprise architecture tools, further cementing their dominance and spurring innovation. As remote work became the new norm and businesses faced the necessity of managing expansive data sets efficiently, they turned to analytics software. Despite fiscal stresses, companies continued investing in software subscriptions, recognising the indispensable use of applications in a remote work environment. As such, subscriptions and sales of cloud-based software witnessed noticeable growth. Revenue is forecast to climb by 1.7% in 2025-26, with profit also expected to edge up as demand remains strong. Over the five years through 2030-31, revenue is expected to climb at a compound annual rate of 3% to reach £1.1 billion. Heightened adoption of industry-specific software among small and medium-size enterprises (SMEs) is projected to fuel growth. Ongoing e-commerce expansion, which has seen the online share of retail sales climb steadily, will keep demand for BI and analytics tools rising as retailers and supply chains seek deeper insights into customer behaviour and operational efficiencies. Cloud adoption will remain central, with hybrid and distributed models expected to persist, yet competition from cloud infrastructure giants like Amazon Web Services is likely to intensify. Investment in artificial intelligence and machine learning is anticipated to accelerate, with publishers needing to embed AI-driven analytics and automation to stay competitive, bolstered by the UK’s substantial public and private AI investment. However, talent shortages and heightened corporation tax could dampen growth, particularly for smaller publishers struggling to absorb higher costs or secure skilled staff.     Revision note:

    15 November 2024: We have made a small number of revisions to the DCMS Economic Estimates Business Demographics 2023 report and data tables, following the identification of an error. This affects figures for Tourism Industries in 2023 in Tables 2 to 6; 2023 Audio Visual figures in Tables 2, 4, 5 and 6 and the 2022 DCMS total in Table 2.

    These economic estimates are National Statistics providing an estimate of the contribution of DCMS Sectors to the UK economy, measured by the number of businesses.

    Headline findings

    DCMS

    In March 2023 there were 584,920 businesses in the included DCMS sectors, a decrease of 3,245 (0.6%) from March 2022. This is compared to a decrease of 1.5% in UK registered businesses overall.

    In March 2023 the vast majority (87.3%) of businesses in included DCMS sectors fell into the micro (0 to 9) employment band, a slightly lower proportion than for UK registered businesses in general (89.1%).

    In March 2023, 79.5% of included DCMS sector businesses had a turnover of less than £250,000, a higher proportion than for UK businesses in general (68.1%).

    Digital sector

    There were 200,600 businesses in the digital sector, a decrease of 9,090 (4.3%) from March 2022. This is compared to a decrease of 1.5% in UK registered businesses overall.

    The vast majority (91.9%) of businesses in the digital sector fell into the micro (0 to 9) employment band, a slightly higher proportion than for UK registered businesses in general (89.1%).

    In March 2023, 78.3% of digital sector businesses had a turnover of less than £250,000, a higher proportion than for UK businesses in general (68.1%).

    Content

    These statistics cover the contributions of the following DCMS sectors to the UK economy;

    • creative industries
    • cultural sector
    • gambling
    • sport
    • tourism (defined in this release as the tourism industries)

    Users should note that there is overlap between DCMS sector definitions. Estimates are not available for the civil society sector, because they are not identifiable in the data source used for this release.

    These statistics also cover the contributions of the digital sector and telecoms to the UK economy. Users should note telecoms sits wholly within the digital sector.

    The release also includes estimates for the audio visual sector, which is not a DCMS sector or digital sector but is “adjacent” to them and includes some industries also common to DCMS and digital sectors.

    A definition for each sector is available in the published data tables.

    Recent changes to this release

    We have made a number of changes to DCMS and digital sector economic estimates: business demographics in recent years:

    • previous reports have included data on charities registered with the Charity Commission of England and Wales, Community Interest Companies (CICs) and the now-discontinued Public Service Mutuals which were defined as civil society organisations
    • previous releases have included estimates of the turnover produced by businesses in each employment band and the number of businesses by foreign-owned status, both of which are not available in this release due to the change in data source from the Annual Business Survey (ABS) to the Inter-Departmental Business Register (IDBR)
