    Description

    In 2011, 87.2 percent of the total population of the United Kingdom were white British. A positive net migration in recent years combined with the resultant international relationships following the wide-reaching former British Empire has contributed to an increasingly diverse population.

    Varied ethnic backgrounds

    Black British citizens, with African and/or African-Caribbean ancestry, are the largest ethnic minority population, at three percent of the total population. Indian Britons are one of the largest overseas communities of the Indian diaspora and make up 2.3 percent of the total UK population. Pakistani British citizens, who make up almost two percent of the UK population, have one of the highest levels of home ownership in Britain.

    Racism in the United Kingdom

    Though it has decreased in comparison to the previous century, the UK has seen an increase in racial prejudice during the first decade and a half of this century. Racism and discrimination continues to be part of daily life for Britain’s ethnic minorities, especially in terms of work, housing, and health issues. Moreover, the number of hate crimes motivated by race reported since 2012 has increased, and in 2017/18, there were 3,368 recorded offenses of racially or religiously aggravated assault with injury, almost a thousand more than in 2013/14.

    There were over 4.7 million people aged between 30 and 34 in the United Kingdom in 2023, making it the most populous age group in that year. Those aged between 35 and 39 years comprised the next most numerous age group in 2023, at over 4.64 million people. Millennials overtake Boomers as biggest generation Post-war demographic trends, particularly the 'baby boom' phenomenon, have significantly influenced the current age distribution in the UK. The postwar peak of live births in 1947 resulted in the dominance of the Baby Boomer generation for several decades, until 2020 when Millennials became the largest generational cohort, surpassing the Boomers for the first time. The following year, the UK Boomer population was then overtaken by Generation X, the generation born between Boomers and Millennials. Generation Z, however, remains smaller than the three generations that preceded it, at 12.9 million individuals in 2022. Aging UK population poses challenges The median age of the UK population is projected to reach 44.5 years by 2050, compared to 34.9 years in 1950. This aging trend is indicative of broader global demographic shifts, with the median age of people worldwide forecasted to increase from 23.6 years in 1950 to 41.9 years by 2100. How countries like the UK manage their aging populations will be one of the key challenges of the next few decades. It is likely the UK's struggling National Health Service (NHS) will come under even more pressure in the coming years. There are also tough economic questions, in particular as more people enter retirement age and the UK's working population gets smaller in relation to it.

    In 2019, there were approximately 302,020 British citizens living in Spain, with a further 293,061 in Ireland and 176,672 in France. By comparison, there were only 604 British people living in Slovenia, the fewest of any European Union member state. As a member of the European Union, British citizens had the right to live and work in any EU member state. Although these rights were lost for most British citizens after the UK left the EU in 2020, Britons already living in EU states were able to largely retain their previous rights of residence. EU citizens living in the UK EU citizens living in the UK face the same dilemma that British nationals did regarding their legal status after Brexit. In the same year, there were 902,000 Polish citizens, 404,000 Romanians, and 322,000 people from the Republic of Ireland living in the UK in that year, along with almost 2 million EU citizens from the other 24 EU member states. To retain their rights after Brexit, EU citizens living in the UK were able to apply for the EU settlement scheme. As of March 2024, there have been around 7.9 million applications to this scheme, with Romanian and Polish nationals the most common nationality at 1.71 million applications, and 1.23 million applications respectively. Is support for Brexit waning in 2024? As of May 2024, the share of people in the UK who think leaving the EU was the wrong decision stood at 55 percent, compared with 31 percent who think it was the correct choice. In general, support for Brexit has gradually eroded since April 2021, when 46 percent of people supported Brexit, compared with 43 percent who regretted it. What people think Britain's relationship with the EU should be is, however, still unclear. A survey from November 2023 indicated that just 31 percent thought the UK should rejoin the EU, with a further 11 percent supporting rejoining the single market, but not the EU. Only ten percent of respondents were satisfied with the current relationship, while nine percent wished to reduce ties even further.

    In 2023, there were estimated to be 956,116 people who were aged 35 in the United Kingdom, the most of any age in this year. The two largest age groups during this year were 30-34, and 35 to 39, at 4.7 million and 4.64 million people respectively. There is also a noticeable spike of 693,679 people who were aged 76, which is due to the high number of births that followed in the aftermath of the Second World War. Over one million born in 1964 In post-war Britain, there have only been two years when the number of live births was over one million, in 1947 and in 1964. The number of births recorded in the years between these two years was consistently high as well, with 1955 having the fewest births in this period at 789,000. This meant that until relatively recently, Baby Boomers were the largest generational cohort in the UK. As of 2022, there were approximately 13.76 million Baby Boomers, compared with 14 million in Generation X, 14.48 million Millennials, and 12.9 million members of Gen Z. The youngest generation in the UK, Generation Alpha numbered approximately 7.5 million in the same year. Median age to hit 44.5 years by 2050 The population of the United Kingdom is aging at a substantial rate, with the median age of the population expected to reach 44.5 years by 2050. By comparison, in 1950 the average age in the United Kingdom stood at 34.9 years. This phenomenon is not unique to the United Kingdom, with median age of people worldwide increasing from 23.6 years in 1950 to a forecasted 41.9 years by 2100. As of 2022, the region with the oldest median age in the UK was South West England, at 43.9 years, compared with 35.9 in London, the region with the youngest median age.

The researchers explored the long-term consequences of almost two decades (1979-1997) of neo-conservative and neo-liberal social and economic policies for the UK’s criminal justice system and the general experience of crime amongst its citizens. Using the Thatcher and Major governments (1979-1997) as the case study, the research team explored the experiences of crime, victimisation and fear of crime at the national and regional levels, and for key socio-demographic groups, since the 1970s (and where possible earlier than this). In order to complete these analyses repeated cross-sectional surveys of citizens in the UK were collated in such a way that the data could be analysed using techniques associated with time series and age-period-cohort analyses (as well as more conventional techniques). The surveys collated were the British Crime Survey (now called the Crime Survey for England and Wales), the British Social Attitudes Survey and the British Election Study. These survey series are also available from the UK Data Service.

    Changes made to the summary in June 2021

    The following corrections have been made to the National Insurance number allocations to adult overseas nationals to December 2020 statistical summary.

    In section “1. Main Stories” in paragraph 3, the following sentence has been changed from: “Registrations to Non-EU nationals in the twelve months ending December 2020, outnumbered registrations to EU nationals in the annual data since 2010” to “Registrations to Non-EU nationals in the twelve months ending December 2020, outnumbered registrations to EU nationals for the second time in the annual data since 2010”.

    In section “5.2 Recent Changes in EU Registrations”, in the third bullet point underneath the first table, EU8 has been corrected to EU2.

    Also in section “5.2 Recent Changes in EU Registrations”, the image showing the time series of registrations by quarter had incorrect values for Q4 (December 2020) and Q3 (September 2020), whereby EU2 values were those of EU8 and EU8 values were those of EU2.

    In section “6.2 Recent Changes in Non-EU registrations”, the tables with the following headings “Non-EU individual nationalities with the largest increase in registrations in Q4 2020, change in registrations and percentage change from Q4 2019” and “Non-EU individual nationalities with the largest decrease in registrations in Q4 2020, change in registrations and percentage change from Q4 2019” have had the first column headings corrected from EU country to Non-EU country.

    The main data collection method employed was advice-led ethnography. This first-hand, action-based approach to the research was necessary, because my prior experience of advice work made it clear that it would not be possible to get much insight into the claims and appeals process just through an observational study. An observational study would have required the availability of specialist advice for EU nationals, to enable them to negotiate the claims and appeals processes under study. But there are few, and decreasing, sources of information and advice available in the UK for EU nationals seeking support in a complex area of law.     Description

    The EU Rights Project was a legal action research project - in which the lead researcher had a dual role, of both advising EU nationals in the UK on their welfare rights, and doing case work and advocacy on their behalf, and secondly, documenting the obstacles encountered, through field notes. The project was supported through focus groups and interviews, to help shape the research questions, and ask about the project's findings, so some of the data are transcriptions of those interactions. The bulk of the work, and so the bulk of the data, however, relates to the legal action case work. The data relates to 41 separate client cases on which I worked, featuring clients from 15 Member States; of these three of these (case 1, case and case 38) each gave rise to a further case, due to different enquiries from the same client. I also received nine evidence submissions: that is, pre-prepared case studies that did not require my input. This comes to a total of 53 cases, or sets of notes. The main research questions, to which the field notes were intended to speak were: (i) what are the key legal and administrative obstacles to EU nationals making benefit claims in the UK? (ii) what are the key legal and administrative obstacles to EU nationals challenging benefit decisions - at first instance/on mandatory consideration/on appeal/in tribunal in the UK? and (iii) how many contacts, and of what type, do clients have to make/receive during the course of their cases?

    The project investigates at first-hand how easy it is to use the rights granted by EU law in the UK, to test how well EU citizenship rights work in practice, and to test the values of social and administrative justice in EU law. In collaboration with Ripon Citizens Advice Bureau, the Principal Investigator (PI) will set up a specialist advice and advocacy service on EU welfare claims. While advising and representing clients, the PI will also conduct a parallel study of the obstacles the clients encounter during their claims and appeals. This 'advice led ethnography' is an innovative new approach, especially in the context of EU law. It combines socio-legal studies with theoretical, philosophical and historical work on EU social law.
