There were approximately 1.94 million violence against the person crime offences recorded by the police in England and Wales in 2024/25, compared with almost 2.01 million offences in the previous reporting year. The number of recorded violent crime offences in England and Wales has increased considerably in the last decade, with only around 600,000 violent crimes recorded in 2013/14. Other types of crime climbing After falling to relatively low levels in the mid-2010s, overall crime in England and Wales has been increasing at a substantial rate. From 62 crimes per 1,000 people in 2013/14, the crime rate shot up to a peak of 93.5 by 2022/23. The sharp uptick in the number of sexual offences recorded by the police accounts for part of this rise, with the number of sexual offences increasing from just over 64,000 in 2013/14 to almost 195,000 in 2022/23. While overall theft crime has gradually fallen in a similar time period, there has been a recent spike in shoplifting offences, with almost 444,000 incidents recorded in 2023/24, compared with 342,200 in 2022/23. Prisons under pressure The increase in violent and sexual crime offences, which typically result in longer sentences for offenders, has added to the problem of overcrowding at prisons in England and Wales. With prisons dangerously close to capacity in 2024, the government even released thousands of prisoners early that September. Prisons in England and Wales are also increasingly violent, for both staff and inmates, with assaults on staff reaching a high of over 2,700 incidents in the third quarter of 2024. Incidences of self-harm have also increased rapidly, from around 5,700 in early 2014 to almost 20,000 ten years later.

Reversing the trend after a decade of cuts The uptick in crime since the mid-2010s has led to serious questions about how to further reverse this trend and if the police have enough manpower and resources to counter it. Due to austerity measures pursued by the 2010 coalition government, police forces had to contend with fewer resources, leading to cuts in personnel. Between 2010 and 2017, officer numbers across the UK were reduced by 22,000 In more recent years, public sector expenditure on the police force has started to increase and reached 27.3 billion British pounds in 2023/24. As of 2024, there were around 170,500 police officers in the UK, 1,500 fewer than in 2010. Crime rates are highest in Northern England In 2024/25, the police force area with the highest crime rate in this year was Cleveland, located in the North East of England, which had approximately 122 crimes per 1,000 people, compared with the England and Wales average of 87.2. After Cleveland, the highest crime rates were reported by forces that are responsible for policing major UK cities, such as West Yorkshire Police, Greater Manchester, South Yorkshire, and the Metropolitan Police in London. The areas with the lowest crime rates are typically more rural in nature, such as Wiltshire, which had the lowest crime rate in this reporting year.
The crime rate in London was 106.4 crime offences per thousand people for the 2024/25 reporting year, compared with 105.8 in the previous year. Between 2015/16 and 2019/20, the crime rate in the UK capital increased in every reporting year. These cuts were due to the policy of austerity that was implemented by the UK government during that time period, but this has recently been replaced by pledges to increase spending and to recruit more police. In 2024/25, the budget for the Metropolitan Police was over five billion pounds, while the number of officers in 2024 increased to around 35,310.

The Study’s Subject: The German Statistical Office of the German Empire compiled a comparative representation of different countrie’s crime statistics. In this context the statistical office was faced with the problem of diverging methodologies and classifications of the countrie’s crime statistics data collections. After World War 1 the “International Statistic Institute (ISI)” and the “International Penal Law and Prison Commission” (IPPC) ) resumed their research activities in the fields of criminal statistics in international comparison. In this context the Statistical Office of the German Empire carried out an investigation of 33 european and non-european countries with the aim to work out a comparative compilation of various criminalstatistical classifications. Is was established that at the time of preparation a comparison of different classifications a comparable international data compilation could not be gathered due to significant differences between the classifications. Finally from the 33 countries it could be compiled time series on criminal statisics only for a small selection of countries. The reason for this situation was the lack of data material for many countries. Therefore, the development of crime could be presented in form of time series for the following countries: - Austria- England and Wales- France- German Empire- Sweden- Canada- Japan In terms of the crime statistical objective data on lawsuit processes (for example the number of criminal proceedings) has not been incorporated. Furthermore, no data on the military criminal justice are included in the data compilation. These are recorded in the victim form data file (VF). A wide range of questions are then asked, covering demographics and crime-related subjects such as attitudes to the police and the criminal justice system (CJS). These variables are contained within the non-victim form (NVF) data file. In 2009, the survey was extended to children aged 10-15 years old; one resident of that age range was also selected from the household and asked about their experience of crime and other related topics. The first set of children's data covered January-December 2009 and is held separately under SN 6601. From 2009-2010, the children's data cover the same period as the adult data and are included with the main study.The Telephone-operated Crime Survey for England and Wales (TCSEW) became operational on 20 May 2020. It was a replacement for the face-to-face CSEW, which was suspended on 17 March 2020 because of the coronavirus (COVID-19) pandemic. It was set up with the intention of measuring the level of crime during the pandemic. As the pandemic continued throughout the 2020/21 survey year, questions have been raised as to whether the year ending March 2021 TCSEW is comparable with estimates produced in earlier years by the face-to-face CSEW. There has been little research on United States homicide rates from a long-term perspective, primarily because there has been no consistent data series on a particular place preceding the Uniform Crime Reports (UCR), which began its first full year in 1931. To fill this research gap, this project created a data series on homicides per capita for New York City that spans two centuries. The goal was to create a site-specific, individual-based data series that could be used to examine major social shifts related to homicide, such as mass immigration, urban growth, war, demographic changes, and changes in laws. Data were also gathered on various other sites, particularly in England, to allow for comparisons on important issues, such as the post-World War II wave of violence. The basic approach to the data collection was to obtain the best possible estimate of annual counts and the most complete information on individual homicides. The annual count data (Parts 1 and 3) were derived from multiple sources, including the Federal Bureau of Investigation's Uniform Crime Reports and Supplementary Homicide Reports, as well as other official counts from the New York City Police Department and the City Inspector in the early 19th century. The data include a combined count of murder and manslaughter because charge bargaining often blurs this legal distinction. The individual-level data (Part 2) were drawn from coroners' indictments held by the New York City Municipal Archives, and from daily newspapers. Duplication was avoided by keeping a record for each victim. The estimation technique known as "capture-recapture" was used to estimate homicides not listed in either source. Part 1 variables include counts of New York City homicides, arrests, and convictions, as well as the homicide rate, race or ethnicity and gender of victims, type of weapon used, and source of data. Part 2 includes the date of the murder, the age, sex, and race of the offender and victim, and whether the case led to an arrest, trial, conviction, execution, or pardon. Part 3 contains annual homicide counts and rates for various comparison sites including Liverpool, London, Kent, Canada, Baltimore, Los Angeles, Seattle, and San Francisco.

One of the most visible consequences of these cuts was a sharp reduction in the number of police officers in the UK.
