Ranking second with a paid circulation of *** thousand was the Daily Mail, followed by free paper Evening Standard with a circulation of *** thousand. Due to the Sun, Times and Telegraph titles having kept their circulations private since the beginning of 2020, comparing circulations across major news brands has grown more difficult. The Guardian also chose to keep its circulation figures private and as such is not included in this analysis. Daily papers published on Sundays only can be found here. Newspapers in the UK   Expenditure on newspapers in the UK decreased consistently over the last few decades. In 2005, annual spending on newspapers exceeded *** billion British pounds, whereas by 2020 this figure had fallen considerably to *** billion GBP. Despite this, newspapers remain important to consumers. A survey held in the United Kingdom found that the Daily Express was considered the most important newspaper to readers, whilst titles from the Sun lagged behind in this respect. When it came to popularity and the public's opinion of selected major newspapers, commuter paper Metro was the favorite. Data found that Metro was the most popular newspaper in the UK, followed closely by The Guardian. Metro enjoys a wide readership thanks to its regular distribution in London, and remains free to readers.

    Description

In recent years, the traditional revenue model of UK newspaper publishers has plummeted amid falling demand for print media and considerable declines in advertising revenue dedicated to newspapers. The transformation from print to digital has proved difficult, with publishers still attempting to adapt to the online market and most news brands failing to make a profit. UK newspaper publishers have traditionally had two revenue channels consisting of print advertising and newspaper sales, both of which have contracted over recent years. As newspaper sales have fallen, advertisers have cut print advertising budgets in favour of digital marketing, which is able to target specific audiences. Furthermore, consumers are proving reluctant to pay for content that is available for free and are increasingly accessing news through social media websites. UK newspaper circulation continues to decline sharply. PressGazette reports a 12.5% drop in national print circulation in the year to May 2025. This sustained fall has eroded industry revenues in recent years. Newspaper publishers have responded by cutting staff numbers, experimenting with paywalls and introducing free newspapers, but have been unable to halt the decline. Over the five years through 2025-26, industry revenue is anticipated to slump at a compound annual rate of 6.8% to £2.8 billion, including a forecast drop of 5.7% in 2025-26. Over the five years through 2030-31, industry revenue is forecast to contract at a compound annual rate of 4.1% to £2.3 billion. The newspaper publishing industry is projected to shrink, losing ground to other news sources, primarily online. The price of newsprint is also expected to remain high in the coming years, further pressuring newspaper publishers’ profitability. With sales spread so thin and limited online income, newspapers will likely see consolidations in the near future. Newspaper publishers will likely continue to engage in major restructuring to cut costs and will continue to diversify their online news products.

    Description

Operating conditions in the Regional Newspaper Publishing industry have been difficult over the past five years, as the rise of digital media has made it easy for consumers to access a range of news articles and reports for free. The growing popularity of online classified websites like Gumtree has also negatively influenced industry performance. Publishers have attempted to counter these headwinds by developing websites and expanding their online presence. However, these initiatives have not been sufficient to offset problems caused by the downfall in traditional print circulation rates. Print advertising across the UK has diminished, although overall advertising growth has slowed the rate of decline. Industry revenue is expected to slump at a compound annual rate of 6.1% over the five years through 2023-24 to £1.6 billion. Industry revenue tanked in 2020-21 amid deteriorated economic conditions caused by the pandemic, which accelerated the decline in advertising and printed newspaper sales. While the rate of decline eased in 2021-22, the industry is projected to plunge in 2023-24. The average industry margin is expected to weaken to 6.4% in 2023-24. Industry revenue is expected to weaken at a compound annual rate of 2% over the five years through 2028-29 to £1.5 billion. Total advertising spending is set to swell moving forward, though this is unlikely to provide significant benefits for the industry. Print circulation rates are projected to wink as readers are increasingly drawn to digital media and online classifieds. As alternative advertising channels expand, the share of advertising revenue generated by the industry is likely to fall. However, opportunities for regional and local newspapers to support revenue could be found in leaner business models and a stronger local focus. Attempts by publishers to move towards a digital format are also expected to slow the rate of decline.

    Description

The news agency industry's core services are researching and providing original news stories, but prepared video and audio are becoming increasingly important income streams. Revenue has been negatively affected by declining newspaper publishing demand and changing attitudes toward news consumption. Revenue is forecast to contract at a compound annual rate of 7.3% over the five years through 2024-25 to £2 billion. The COVID-19 pandemic hit income in 2020-21; demand from newspaper and magazine publishers dropped owing to lockdowns, social distancing measures and forced closures of businesses. Revenue is forecast to dip by 2.2% in 2024-25 as people continue to read news articles online, which has threatened TV, radio and magazines audiences, lowering spending on original news stories. News agencies have cut the average price of content licenses to stabilise subscriptions. By Q2 2023, Eyeo reported that active ad-blocking users globally rose by 11% since Q4 2021. This surge in ad-blocker use reduces online advertisement views and profitability for publishers, impacting their revenue streams. The average price of a news agency content licence has dropped to maintain subscriptions, limiting profitability. Revenue is forecast to fall at a compound annual rate of 0.4% over the five years through 2029-30 to £2 billion. The continued adoption of free digital content will likely negate the need for news agencies, harming income opportunities. News agencies will adapt to online business models, supporting revenue and improving efficiency. Short-form video and audio content will continue to thrive on social networks as more publishers use these methods to boost viewership and engage audiences through quick, impactful storytelling. Meanwhile, VR headsets, metaverse expansions, and AI advancements equip news agencies with innovative tools for richer storytelling and immersive audience experiences. However, compared with the rest of the developed world, the willingness of the UK population to pay for news content is low and this is likely to persist.

In the first half of 2024, the leading regional daily newspaper in the United Kingdom was Irish News, with a total circulation of nearly 23 thousand. Despite its leading position in the ranking, the newspaper suffered a nine percent drop in circulation compared to the first half of 2023. Liverpool Echo was hit particularly hard with a year-over-year decline of 18 percent. All the top ten daily regional newspapers saw a YOY decrease, and the first six months of 2023 marked the first period in which the majority of leading regionals had a circulation of under ten thousand. Spotlight on Manchester Evening News Manchester Evening News dropped out of the top 10 in the first half of 2023 after Reach chose to end free copies of the publication due to increasing newsprint costs and the paper's significant online audience rendering free print copies unnecessary. Free copies in general saw a drop in terms of circulation type, but digital audience was also down. Whilst Manchester Evening News remains the leading regional news brand by audience, its audience was up by over seven percent year over year. Other papers are also affected, with advertising revenue down and an increasing reliance on social networks and apps for news. The price of news Getting the public to pay for news in a landscape where there is a proliferation of free content is no mean feat. Indeed, the paid circulation of national newspapers in the UK fell for several large publications between 2024 and 2025, the Daily Star, Daily Record, and Daily Mirror all seeing a decline of around 17 percent year-over-year. Meanwhile, the cover price of national newspapers, at least in some cases, doubled over the course of a decade. Annual subscriptions to digital news sites are also not always affordable for the average consumer, with some costing around 300 GBP per year.

    Description

The popularity of digital alternatives to printed materials has been holding the Printing industry back in recent years. Demand for printed materials has fallen as consumers and businesses have gradually transitioned towards online trading. Demand has also been edging downwards due to the growing popularity of reading online and through other electronic alternatives (e.g. e-readers and smartphones). Revenue is anticipated to tumble at a compound annual rate of 4.1% over the five years through 2024-25 to £9.2 billion, while profit is set to inch up to 5.5% as printing companies get some respite from pressures like inflation and high utility costs. The industry tanked in 2020-21 as the already declining circulation of newspapers and magazines sank to a new low owing to COVID-19 closures. According to ABC data, newspaper circulation of most major publications, like The Sun, The Times and The Guardian, fell by almost 50% during this period, slashing printing demand for these products. This was followed by the cost-of-living crisis – characterised by rampant inflation and climbing interest rates – denting demand in 2022-23 and 2023-24. Despite inflation inching back towards its target level in 2024-25, manufacturing output remains subdued, limiting demand for printed goods. As a result, revenue is forecast to drop by 0.8% in 2024-25. High substitute competition and shrinking demand from key markets like newspaper and magazine printing is also eating into revenue. However, some markets remain healthy, particularly book printing, as both domestic and export demand for British books remains strong despite economic headwinds. Revenue is expected to rise at a modest compound annual rate of 0.5% over the five years through 2029-30 to reach £9.5 billion. The industry is likely to continue to face fierce competition from substitutes for commercially printed material, including online advertising and publication of information. Many retailers, financiers and service providers are likely to move their operations online, limiting demand for printing services. However, printed books are likely to coexist with their electronic counterparts, supporting a steady source of demand for book printers. Commercial printers are likely to introduce different services, like digital printing and personalisation services, to increase revenue and remain profitable, but some of these services won’t be relevant to the industry. Surging niche markets will also offer new opportunities, like high fashion print advertising. These new opportunities will require printers to specialise in high-end materials and leverage partnerships with creative industries to be successful.
