It does not draw at all scales because there are lots of records (so basically for speed and performance), so it is scale dependent. Also, why only for UNINCORPORATED areas? Because there are 88 cities in L.A. County and they each manage their zoning and land use information separately.

TwitterBuildout for the General Plan 2035 for UNINCORPORATED areas of Los Angeles County. This layer is a combination of the Buildout for the General Plan 2035 and the Antelope Valley Area Plan, that was generated for the EIRs for both plans. The Board of Supervisors adopted both the Antelope Valley Area Plan and General Plan 2035 on 6/16/15 and 10/6/15, respectively. The Antelope Valley Area Plan contained the buildout for Antelope Valley which has the projected buildout to 2035. The buildout for the General Plan 2035 contained the projected buildout to 2035 as well as the buildout according to the adopted Land Use Policy of all the other Community / Area Plan, so it is important to note that only the areas covered by the General Plan and Antelope Valley Area Plan contain projections to the year 2035. TwitterIn 2014 and 2015, The LA County Enterprise GIS team under the Geographic Information Officer worked with the Unincorporated Area Deputies and Field Deputies of each Board Office to establish names that reflect the desires of residents. CSAs differ from the more informal Community geographies because:They are focused on broad statistics and reporting, not mapping of communities.They represent board approved names assigned to Census block groups and city boundaries.They cover the entire unincorporated County (no gaps).There are not overlapping areas. Additionally, CSAs use the following naming conventions:All names are assumed to begin with Unincorporated (e.g. Unincorporated El Camino Village) which will not be part of the CSA Name (so the name of the Statistical Area would be El Camino Village).Names will not contain “Island.” Beginning each name with Unincorporated will distinguish an area from any surrounding cities. Part of meeting RHNA Eligibility is satisfying a list of criteria set by the State of California that needs to be met in order to qualify. This dataset contains both RHNA Eligible and non-RHNA Eligible sites. Non-RHNA Eligible sites are those that didn't quite meet the eligibility criteria set by the state, but will be still eligible for Rezoning per Department of Regional Planning guidelines, and thus represents a full picture of ALL sites that are eligible for Rezoning. The official Housing Element Rezoning layer that was certified by the State of California is located here, but it should be noted that this layer only contains sites that are RHNA Eligible.IntroductionThis metadata is broken up into different sections that provide both a high-level summary of the Housing Element and more detailed information about the data itself with links to other resources. This layer is referred to as 'DRP Planning Areas.'The General Plan provides goals and policies to achieve countywide planning objectives for the unincorporated areas, and serves as the foundation for all community-based plans, such as area plans, community plans, and coastal land use plans. Area plans focus on land use and policy issues that are specific to the Planning Area. Community plans cover smaller geographic areas within the Planning Area, and address neighborhood and/or community-level policy issues. Coastal land use plans are components of local coastal programs, and regulate land use and establish policies to guide development in the coastal zone. Other strategies used within the Sites Inventory analysis to accommodate the County’s assigned RHNA of 90,052 units include projected growth of ADUs, specific plan capacity, selected entitled projects, and capacity or planned development on County-owned sites within cities. This accounts for approximately 38 percent of the RHNA. The remaining 62 percent of the RHNA is accommodated by sites to be rezoned to accommodate higher density housing development (Appendix B).Caveats:This data is a snapshot in time, generally from the year 2021. It contains information about parcels, zoning and land use policy that may be outdated. The Department of Regional Planning will be keeping an internal tally of sites that get developed or rezoned to meet our RHNA goals, and we may, in the future, develop some public facing web applications or dashboards to show the progress. Split tract data is the product of 2020 census tracts split by 2021 incorporated city boundaries and unincorporated community/countywide statistical areas (CSA) boundaries. The census tract boundaries have been altered and aligned where necessary with legal city boundaries and unincorporated areas, including shoreline/coastal areas. Census Tract:Every 10 years the Census Bureau counts the population of the United States as mandated by Constitution. The Census Bureau (https://www.census.gov/) released 2020 geographic boundaries data including census tracts for the analysis and mapping of demographic information across the United States. City Boundary:City Boundary data is the base map information for the County of Los Angeles. These City Boundaries are based on the Los Angeles County Seamless Cadastral Landbase. The Landbase is jointly maintained by the Los Angeles County Assessor and the Los Angeles County Department of Public Works (DPW). This layer represents current city boundaries within Los Angeles County. The DPW provides the most current shapefiles representing city boundaries and city annexations. True, legal boundaries are only determined on the ground by surveyors licensed in the State of California.Countywide Statistical Areas (CSA): The countywide Statistical Area (CSA) was defined to provide a common geographic boundary for reporting departmental statistics for unincorporated areas and incorporated Los Angeles city to the Board of Supervisors. The CSA boundary and CSA names are established by the CIO and the LA County Enterprise GIS group worked with the Los Angeles County Board of Supervisors Unincorporated Area and Field Deputies that reflect as best as possible the general name preferences of residents and historical names of areas. It does not draw at all scales because there are lots of records (so basically for speed and performance), so it is scale dependent. Also, why only for UNINCORPORATED areas? Because there are 88 cities in L.A. County and they each manage their zoning and land use information separately.
