    Publication Date: April 2025 2024 Parcel Data. Updated annually, or as needed. The data can be downloaded here: https://gis.ny.gov/parcels#data-download. This feature service has two layers: 1) NYS Tax Parcels Public, and 2) NYS Tax Parcels Public Footprint which contains polygons representing counties for which tax parcel polygons are available in the NYS Tax Parcels Public layer. County footprint polygons display when zoomed out beyond 1:37,050-scale. Tax parcel polygons display when zoomed in below 1:37,051-scale. The NYS Tax Parcels Public layer contains 2024 parcel data only for NY State counties which gave NYS ITS Geospatial Services permission to share this data with the public. Work to obtain parcel data from additional counties, as well as permission to share the data, is ongoing. To date, 36 counties have provided Geospatial Services permission to share their parcel data with the public. Parcel data for counties which do not allow Geospatial Services to redistribute their data must be obtained directly from those counties. Geospatial Services' goal is to eventually include parcel data for all counties in New York State. Parcel geometry was incorporated as received from County Real Property Departments. No attempt was made to edge-match parcels along adjacent counties. County attribute values were populated using 2024 Assessment Roll tabular data the NYS ITS Geospatial Services obtained from the NYS Department of Tax and Finance’s Office of Real Property Tax Services (ORPTS). Tabular assessment data was joined to the county provided parcel geometry using the SWIS & SBL or SWIS & PRINT KEY unique identifier for each parcel. Detailed information about assessment attributes can be found in the ORPTS Assessor’s Manuals available here: https://www.tax.ny.gov/research/property/assess/manuals/assersmanual.htm. New York City data comes from NYC MapPluto which can be found here: https://www1.nyc.gov/site/planning/data-maps/open-data/dwn-pluto-mappluto.page. Thanks to the following counties that specifically authorized Geospatial Services to share their GIS tax parcel data with the public: Albany, Cayuga, Chautauqua, Cortland, Erie, Genesee, Greene, Hamilton, Lewis, Livingston, Montgomery, NYC- Bronx, NYC- Kings (Brooklyn), NYC- New York (Manhattan), NYC- Queens, NYC- Richmond (Staten Island), Oneida, Onondaga, Ontario, Orange, Oswego, Otsego, Putnam, Rensselaer, Rockland, Schuyler, St Lawrence, Steuben, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Wayne, and Westchester. Geometry accuracy varies by contributing county. This map service is available to the public. The State of New York, acting through the New York State Office of Information Technology Services, makes no representations or warranties, express or implied, with respect to the use of or reliance on the Data provided. The User accepts the Data provided “as is” with no guarantees that it is error free, complete, accurate, current or fit for any particular purpose and assumes all risks associated with its use.     Overview of the Data:The operational purpose of the tax parcel data set is to facilitate the calculation and collection of property taxes. Each publicly or privately owned property in the city of Rochester has an official tax parcel record. The assessed value of every tax parcel in the city is recalculated based on recent sales and professional appraisals every four years. Reassessment years provide the best snapshot period for historical comparison, and included on the open data portal are 1996, 2000, 2004, 2008, 2012, 2016, and 2020. This feature layer shows the polygon boundaries for each of the over 65,000 tax parcels in the city, along with several fields from their parcel records that detail information about the property, including ownership, property type, and assessed values. How does the tax map system work in New York State? What does Section, Block, Lot refer to?Each county in the state has a tax map that includes all of the parcels in each of its cities, towns, and villages. The county tax map is subdivided into sections of even, modular units that are 8,000 feet by 12,000 feet. Each of these sections are then subdivided into blocks of up to 100 parcels. Blocks are typically formed by following natural boundaries (i.e., roads, rivers, railroad tracks). Lot numbers are assigned to each parcel in a block following a set pattern according to their location on the map. Each parcel is thus assigned a Section, Block, Lot (SBL) number for identification and tax administration purposes.     Abstract

    Historical tax assessment data for all U.S. states, the U.S. Virgin Islands, Guam, and Washington, D.C. Each table represents a previous edition of CoreLogic's tax assessment data.

    The CoreLogic Smart Data Platform (SDP) Historical Property data was formerly known as the CoreLogic Tax History data. The CoreLogic SDP Historical Property data is an enhanced version of the CoreLogic Tax History data. The CoreLogic SDP Historical Property data contains almost all of the variables that were included in the CoreLogic Tax History data, as well as additional property-level characteristics.

    Methodology

    In the United States, parcel data is public record information that describes a division of land (also referred to as "property" or "real estate"). Each parcel is given a unique identifier called an Assessor’s Parcel Number or APN. The two principal types of records maintained by county government agencies for each parcel of land are deed and property tax records. When a real estate transaction takes place (e.g. a change in ownership), a property deed must be signed by both the buyer and seller. The deed will then be filed with the County Recorder’s offices, sometimes called the County Clerk-Recorder or other similar title. Property tax records are maintained by County Tax Assessor’s offices; they show the amount of taxes assessed on a parcel and include a detailed description of any structures or buildings on the parcel, including year built, square footages, building type, amenities like a pool, etc. There is not a uniform format for storing parcel data across the thousands of counties and county equivalents in the U.S.; laws and regulations governing real estate/property sales vary by state. Counties and county equivalents also have inconsistent approaches to archiving historical parcel data.

    To fill researchers’ needs for uniform parcel data, CoreLogic collects, cleans, and normalizes public records that they collect from U.S. County Assessor and Recorder offices. CoreLogic augments this data with information gathered from other public and non-public sources (e.g., loan issuers, real estate agents, landlords, etc.). The Stanford Libraries has purchased bulk extracts from CoreLogic’s parcel data, including mortgage, owner transfer, pre-foreclosure, and historical and contemporary tax assessment data. Data is bundled into pipe-delimited text files, which are uploaded to Data Farm (Redivis) for preview, extraction and analysis.

    Each table contains an archived snapshot of the property data, roughly corresponding to the following assessed years:
