In 2009, the EU-SILC instrument covered all EU Member States plus Iceland, Turkey, Norway and Switzerland. EU-SILC has become the EU reference source for comparative statistics on income distribution and social exclusion at European level, particularly in the context of the "Program of Community action to encourage cooperation between Member States to combat social exclusion" and for producing structural indicators on social cohesion for the annual spring report to the European Council. The first priority is to be given to the delivery of comparable, timely and high quality cross-sectional data.
There are two types of datasets: 1) Cross-sectional data pertaining to fixed time periods, with variables on income, poverty, social exclusion and living conditions. 2) Longitudinal data pertaining to individual-level changes over time, observed periodically - usually over four years.
Social exclusion and housing-condition information is collected at household level. Income at a detailed component level is collected at personal level, with some components included in the "Household" section. Labour, education and health observations only apply to persons 16 and older. EU-SILC was established to provide data on structural indicators of social cohesion (at-risk-of-poverty rate, S80/S20 and gender pay gap) and to provide relevant data for the two 'open methods of coordination' in the field of social inclusion and pensions in Europe.

Small parts of the national territory amounting to no more than 2% of the national population and the national territories listed below may be excluded from EU-SILC: France - French Overseas Departments and territories; Netherlands - The West Frisian Islands with the exception of Texel; Ireland - All offshore islands with the exception of Achill, Bull, Cruit, Gorumna, Inishnee, Lettermore, Lettermullan and Valentia; United kingdom - Scotland north of the Caledonian Canal, the Scilly Islands.
The survey covered all household members over 16 years old. Persons living in collective households and in institutions are generally excluded from the target population.
Sample survey data [ssd]
On the basis of various statistical and practical considerations and the precision requirements for the most critical variables, the minimum effective sample sizes to be achieved were defined. Sample size for the longitudinal component refers, for any pair of consecutive years, to the number of households successfully interviewed in the first year in which all or at least a majority of the household members aged 16 or over are successfully interviewed in both the years.
For the cross-sectional component, the plans are to achieve the minimum effective sample size of around 131.000 households in the EU as a whole (137.000 including Iceland and Norway). The allocation of the EU sample among countries represents a compromise between two objectives: the production of results at the level of individual countries, and production for the EU as a whole. Requirements for the longitudinal data will be less important. For this component, an effective sample size of around 98.000 households (103.000 including Iceland and Norway) is planned.
Member States using registers for income and other data may use a sample of persons (selected respondents) rather than a sample of complete households in the interview survey. The minimum effective sample size in terms of the number of persons aged 16 or over to be interviewed in detail is in this case taken as 75 % of the figures shown in columns 3 and 4 of the table I, for the cross-sectional and longitudinal components respectively.
The reference is to the effective sample size, which is the size required if the survey were based on simple random sampling (design effect in relation to the 'risk of poverty rate' variable = 1.0). The actual sample sizes will have to be larger to the extent that the design effects exceed 1.0 and to compensate for all kinds of non-response. Furthermore, the sample size refers to the number of valid households which are households for which, and for all members of which, all or nearly all the required information has been obtained. For countries with a sample of persons design, information on income and other data shall be collected for the household of each selected respondent and for all its members.
At the beginning, a cross-sectional representative sample of households is selected. It is divided into say 4 sub-samples, each by itself representative of the whole population and similar in structure to the whole sample. One sub-sample is purely cross-sectional and is not followed up after the first round. Respondents in the second sub-sample are requested to participate in the panel for 2 years, in the third sub-sample for 3 years, and in the fourth for 4 years. From year 2 onwards, one new panel is introduced each year, with request for participation for 4 years. In any one year, the sample consists of 4 sub-samples, which together constitute the cross-sectional sample. In year 1 they are all new samples; in all subsequent years, only one is new sample. In year 2, three are panels in the second year; in year 3, one is a panel in the second year and two in the third year; in subsequent years, one is a panel for the second year, one for the third year, and one for the fourth (final) year.
According to the Commission Regulation on sampling and tracing rules, the selection of the sample will be drawn according to the following requirements:
Community Statistics on Income and Living Conditions. Article 8 of the EU-SILC Regulation of the European Parliament and of the Council mentions: 1. The cross-sectional and longitudinal data shall be based on nationally representative probability samples. 2. By way of exception to paragraph 1, Germany shall supply cross-sectional data based on a nationally representative probability sample for the first time for the year 2008. For the year 2005, Germany shall supply data for one fourth based on probability sampling and for three fourths based on quota samples, the latter to be progressively replaced by random selection so as to achieve fully representative probability sampling by 2008. For the longitudinal component, Germany shall supply for the year 2006 one third of longitudinal data (data for year 2005 and 2006) based on probability sampling and two thirds based on quota samples. For the year 2007, half of the longitudinal data relating to years 2005, 2006 and 2007 shall be based on probability sampling and half on quota sample. After 2007 all of the longitudinal data shall be based on probability sampling.

Mixed
The dataset is a relational dataset of 8,000 households households, representing a sample of the population of an imaginary middle-income country. The dataset contains two data files: one with variables at the household level, the other one with variables at the individual level. It includes variables that are typically collected in population censuses (demography, education, occupation, dwelling characteristics, fertility, mortality, and migration) and in household surveys (household expenditure, anthropometric data for children, assets ownership). The data only includes ordinary households (no community households). The dataset was created using REaLTabFormer, a model that leverages deep learning methods. The dataset was created for the purpose of training and simulation and is not intended to be representative of any specific country.
The full-population dataset (with about 10 million individuals) is also distributed as open data.
The dataset is a synthetic dataset for an imaginary country. It was created to represent the population of this country by province (equivalent to admin1) and by urban/rural areas of residence.

The dataset is a fully-synthetic dataset representative of the resident population of ordinary households for an imaginary middle-income country.

The sample size was set to 8,000 households. The fixed number of households to be selected from each enumeration area was set to 25. In a first stage, the number of enumeration areas to be selected in each stratum was calculated, proportional to the size of each stratum (stratification by geo_1 and urban/rural). Then 25 households were randomly selected within each enumeration area. The R script used to draw the sample is provided as an external resource.

The dataset is a synthetic dataset. Although the variables it contains are variables typically collected from sample surveys or population censuses, no questionnaire is available for this dataset. A "fake" questionnaire was however created for the sample dataset extracted from this dataset, to be used as training material.
The synthetic data generation process included a set of "validators" (consistency checks, based on which synthetic observation were assessed and rejected/replaced when needed). Also, some post-processing was applied to the data to result in the distributed data files.
This is a synthetic dataset; the "response rate" is 100%.
The 2011 Population and Housing Census is the third national Census to be conducted in Namibia after independence. The first was conducted 1991 followed by the 2001 Census. Namibia is therefore one of the countries in sub-Saharan Africa that has participated in the 2010 Round of Censuses and followed the international best practice of conducting decennial Censuses, each of which attempts to count and enumerate every person and household in a country every ten years. Surveys, by contrast, collect data from samples of people and/or households.
Censuses provide reliable and critical data on the socio-economic and demographic status of any country. In Namibia, Census data has provided crucial information for development planning and programme implementation. Specifically, the information has assisted in setting benchmarks, formulating policy and the evaluation and monitoring of national development programmes including NDP4, Vision 2030 and several sector programmes. The information has also been used to update the national sampling frame which is used to select samples for household-based surveys, including labour force surveys, demographic and health surveys, household income and expenditure surveys. In addition, Census information will be used to guide the demarcation of Namibia's administrative boundaries where necessary.
At the international level, Census information has been used extensively in monitoring progress towards Namibia's achievement of international targets, particularly the Millennium Development Goals (MDGs).
The latest and most comprehensive Census was conducted in August 2011. Preparations for the Census started in the 2007/2008 financial year under the auspices of the then Central Bureau of Statistics (CBS) which was later transformed into the Namibia Statistics Agency (NSA). The NSA was established under the Statistics Act No. 9 of 2011, with the legal mandate and authority to conduct population Censuses every 10 years. The Census was implemented in three broad phases; pre-enumeration, enumeration and post enumeration.
During the first pre-enumeration phase, activities accomplished including the preparation of a project document, establishing Census management and technical committees, and establishing the Census cartography unit which demarcated the Enumeration Areas (EAs). Other activities included the development of Census instruments and tools, such as the questionnaires, manuals and field control forms.
Field staff were recruited, trained and deployed during the initial stages of the enumeration phase. The actual enumeration exercise was undertaken over a period of about three weeks from 28 August to 15 September 2011, while 28 August 2011 was marked as the reference period or 'Census Day'.
Great efforts were made to check and ensure that the Census data was of high quality to enhance its credibility and increase its usage. Various quality controls were implemented to ensure relevance, timeliness, accuracy, coherence and proper data interpretation. Other activities undertaken to enhance quality included the demarcation of the country into small enumeration areas to ensure comprehensive coverage; the development of structured Census questionnaires after consultat.The post-enumeration phase started with the sending of completed questionnaires to Head Office and the preparation of summaries for the preliminary report, which was published in April 2012. Processing of the Census data began with manual editing and coding, which focused on the household identification section and un-coded parts of the questionnaire. This was followed by the capturing of data through scanning. Finally, the data were verified and errors corrected where necessary. This took longer than planned due to inadequate technical skills.

Sample Design
The stratified random sample was applied on the constituency and urban/rural variables of households list from Namibia 2011 Population and Housing Census for the Public Use Microdata Sample (PUMS) file. The sampling universe is defined as all households (private and institutions) from 2011 Census dataset. Since urban and rural are very important factor in the Namibia situation, it was then decided to take the stratum at the constituency and urban/rural levels. Some constituencies have very lower households in the urban or rural, the office therefore decided for a threshold (low boundary) for sampling within stratum. Based on data analysis, the threshold for stratum of PUMS file is 250 households. Thus, constituency and urban/rural areas with less than 250 households in total were included in the PUMS file. Otherwise, a simple random sampling (SRS) at a 20% sample rate was applied for each stratum. The sampled households include 93,674 housing units and 418,362 people.
Sample Selection
The PUMS sample is selected from households. The PUMS sample of persons in households is selected by keeping all persons in PUMS households. Sample selection process is performed using Census and Survey Processing System (CSPro).
The sample selection program first identifies the 7 census strata with less than 250 households and the households (private and institutions) with more than 50 people. The households in these areas and with this large size are all included in the sample. For the other households, the program randomly generates a number n from 0 to 4. Out of every 5 households, the program selects the nth household to export to the PUMS data file, creating a 20 percent sample of households. Private households and institutions are equally sampled in the PUMS data file.
Note: The 7 census strata with less than 250 households are: Arandis Constituency Rural, Rehoboth East Urban Constituency Rural, Walvis Bay Rural Constituency Rural, Mpungu Constituency Urban, Etayi Constituency Urban, Kalahari Constituency Urban, and Ondobe Constituency Urban.

Sampling Error The standard errors of survey estimates are needed to evaluate the precision of the survey estimation. The statistical software package such as SPSS or SAS can accurately estimate the mean and variance of estimates from the survey. SPSS or SAS software package makes use of the Taylor series approach in computing the variance.
Data quality Great efforts were made to check and ensure that the Census data was of high quality to enhance its credibility and increase its usage. Various quality controls were implemented to ensure relevance, timeliness, accuracy, coherence and proper data interpretation. Other activities undertaken to enhance quality included the demarcation of the country into small enumeration areas to ensure comprehensive coverage; the development of structured Census questionnaires after consultation with government ministries, university expertise and international partners; the preparation of detailed supervisors' and enumerators' instruction manuals to guide field staff during enumeration; the undertaking of comprehensive publicity and advocacy programmes to ensure full Government support and cooperation from the general public; the testing of questionnaires and other procedures; the provision of adequate training and undertaking of intensive supervision using four supervisory layers; the editing of questionnaires at field level; establishing proper mechanisms which ensured that all completed questionnaires were properly accounted for; ensuring intensive verification, validating all information and error corrections; and developing capacity in data processing with support from the international community.
Summary File 4 is repeated or iterated for the total population and 335 additional population groups: 132 race groups,78 American Indian and Alaska Native tribe categories, 39 Hispanic or Latino groups, and 86 ancestry groups.Tables for any population group excluded from SF 2 because the group's total population in a specific geographic area did not meet the SF 2 threshold of 100 people are excluded from SF 4. Tables in SF 4 shown for any of the above population groups will only be shown if there are at least 50 unweighted sample cases in a specific geographic area. The same 50 unweighted sample cases also applied to ancestry iterations. In an iterated file such as SF 4, the universes households, families, and occupied housing units are classified by the race or ethnic group of the householder. The universe subfamilies is classified by the race or ethnic group of the reference person for the subfamily. In a husband/wife subfamily, the reference person is the husband; in a parent/child subfamily, the reference person is always the parent. The universes population in households, population in families, and population in subfamilies are classified by the race or ethnic group of the inidviduals within the household, family, or subfamily without regard to the race or ethnicity of the householder. Notes follow selected tables to make the classification of the universe clear. In any population table where there is no note, the universe classification is always based on the race or ethnicity of the person. In all housing tables, the universe classification is based on the race or ethnicity of the householder.
Survey based Harmonized Indicators (SHIP) files are harmonized data files from household surveys that are conducted by countries in Africa. To ensure the quality and transparency of the data, it is critical to document the procedures of compiling consumption aggregation and other indicators so that the results can be duplicated with ease. This process enables consistency and continuity that make temporal and cross-country comparisons consistent and more reliable.
Four harmonized data files are prepared for each survey to generate a set of harmonized variables that have the same variable names. Invariably, in each survey, questions are asked in a slightly different way, which poses challenges on consistent definition of harmonized variables. The harmonized household survey data present the best available variables with harmonized definitions, but not identical variables. The four harmonized data files are
a) Individual level file (Labor force indicators in a separate file): This file has information on basic characteristics of individuals such as age and sex, literacy, education, health, anthropometry and child survival. b) Labor force file: This file has information on labor force including employment/unemployment, earnings, sectors of employment, etc. c) Household level file: This file has information on household expenditure, household head characteristics (age and sex, level of education, employment), housing amenities, assets, and access to infrastructure and services. d) Household Expenditure file: This file has consumption/expenditure aggregates by consumption groups according to Purpose (COICOP) of Household Consumption of the UN.

Sampling Frame and Units As in all probability sample surveys, it is important that each sampling unit in the surveyed population has a known, non-zero probability of selection. To achieve this, there has to be an appropriate list, or sampling frame of the primary sampling units (PSUs).The universe defined for the GLSS 5 is the population living within private households in Ghana. The institutional population (such as schools, hospitals etc), which represents a very small percentage in the 2000 Population and Housing Census (PHC), is excluded from the frame for the GLSS 5.
The Ghana Statistical Service (GSS) maintains a complete list of census EAs, together with their respective population and number of households as well as maps, with well defined boundaries, of the EAs. . This information was used as the sampling frame for the GLSS 5. Specifically, the EAs were defined as the primary sampling units (PSUs), while the households within each EA constituted the secondary sampling units (SSUs).
Stratification In order to take advantage of possible gains in precision and reliability of the survey estimates from stratification, the EAs were first stratified into the ten administrative regions. Within each region, the EAs were further sub-divided according to their rural and urban areas of location. The EAs were also classified according to ecological zones and inclusion of Accra (GAMA) so that the survey results could be presented according to the three ecological zones, namely 1) Coastal, 2) Forest, and 3) Northern Savannah, and for Accra.
Sample size and allocation The number and allocation of sample EAs for the GLSS 5 depend on the type of estimates to be obtained from the survey and the corresponding precision required. It was decided to select a total sample of around 8000 households nationwide.
To ensure adequate numbers of complete interviews that will allow for reliable estimates at the various domains of interest, the GLSS 5 sample was designed to ensure that at least 400 households were selected from each region.
A two-stage stratified random sampling design was adopted. Initially, a total sample of 550 EAs was considered at the first stage of sampling, followed by a fixed take of 15 households per EA. The distribution of the selected EAs into the ten regions or strata was based on proportionate allocation using the population.
For example, the number of selected EAs allocated to the Western Region was obtained as: 1924577/18912079*550 = 56
Under this sampling scheme, it was observed that the 400 households minimum requirement per region could be achieved in all the regions but not the Upper West Region. The proportionate allocation formula assigned only 17 EAs out of the 550 EAs nationwide and selecting 15 households per EA would have yielded only 255 households for the region. In order to surmount this problem, two options were considered: retaining the 17 EAs in the Upper West Region and increasing the number of selected households per EA from 15 to about 25, or increasing the number of selected EAs in the region from 17 to 27 and retaining the second stage sample of 15 households per EA.
The second option was adopted in view of the fact that it was more likely to provide smaller sampling errors for the separate domains of analysis. Based on this, the number of EAs in Upper East and the Upper West were adjusted from 27 and 17 to 40 and 34 respectively, bringing the total number of EAs to 580 and the number of households to 8,700.
A complete household listing exercise was carried out between May and June 2005 in all the selected EAs to provide the sampling frame for the second stage selection of households. At the second stage of sampling, a fixed number of 15 households per EA was selected in all the regions. In addition, five households per EA were selected as replacement samples.The overall sample size therefore came to 8,700 households nationwide.

The Afrobarometer is a comparative series of public attitude surveys that assess African citizen's attitudes to democracy and governance, markets, and civil society, among other topics. The surveys have been undertaken at periodic intervals since 1999. The Afrobarometer's coverage has increased over time. Round 1 (1999-2001) initially covered 7 countires and was later extended to 12 countries. Round 2 (2002-2004) surveyed citizens in 16 countries. Round 3 (2005-2006) 18 countries, and Round 4 (2008) 20 countries.The survey covered 34 countries in Round 5 (2011-2013), 36 countries in Round 6 (2014-2015), and 34 countries in Round 7 (2016-2018). Round 8 covered 34 African countries. The 34 countries covered in Round 8 (2019-2021) are:

Households and individuals
The sample universe for Afrobarometer surveys includes all citizens of voting age within the country. In other words, we exclude anyone who is not a citizen and anyone who has not attained this age (usually 18 years) on the day of the survey. Also excluded are areas determined to be either inaccessible or not relevant to the study, such as those experiencing armed conflict or natural disasters, as well as national parks and game reserves. As a matter of practice, we have also excluded people living in institutionalized settings, such as students in dormitories and persons in prisons or nursing homes.
Sample survey data
Afrobarometer uses national probability samples designed to meet the following criteria. Samples are designed to generate a sample that is a representative cross-section of all citizens of voting age in a given country. The goal is to give every adult citizen an equal and known chance of being selected for an interview. They achieve this by:
• using random selection methods at every stage of sampling; • sampling at all stages with probability proportionate to population size wherever possible to ensure that larger (i.e., more populated) geographic units have a proportionally greater probability of being chosen into the sample.
The sampling universe normally includes all citizens age 18 and older. As a standard practice, we exclude people living in institutionalised settings, such as students in dormitories, patients in hospitals, and persons in prisons or nursing homes. Occasionally, we must also exclude people living in areas determined to be inaccessible due to conflict or insecurity. Any such exclusion is noted in the technical information report (TIR) that accompanies each data set.
Sample size and design Samples usually include either 1,200 or 2,400 cases. A randomly selected sample of n=1200 cases allows inferences to national adult populations with a margin of sampling error of no more than +/-2.8% with a confidence level of 95 percent. With a sample size of n=2400, the margin of error decreases to +/-2.0% at 95 percent confidence level.
The sample design is a clustered, stratified, multi-stage, area probability sample. Specifically, we first stratify the sample according to the main sub-national unit of government (state, province, region, etc.) and by urban or rural location.
Area stratification reduces the likelihood that distinctive ethnic or language groups are left out of the sample. Afrobarometer occasionally purposely oversamples certain populations that are politically significant within a country to ensure that the size of the sub-sample is large enough to be analysed. Any oversamples is noted in the TIR.
Sample stages Samples are drawn in either four or five stages:
Stage 1: In rural areas only, the first stage is to draw secondary sampling units (SSUs). SSUs are not used in urban areas, and in some countries they are not used in rural areas. See the TIR that accompanies each data set for specific details on the sample in any given country. Stage 2: We randomly select primary sampling units (PSU). Stage 3: We then randomly select sampling start points. Stage 4: Interviewers then randomly select households. Stage 5: Within the household, the interviewer randomly selects an individual respondent. Each interviewers alternates in each household between interviewing a man and interviewing a woman to ensure gender balance in the sample.
To keep the costs and logistics of fieldwork within manageable limits, eight interviews are clustered within each selected PSU.
Data weights For some national surveys, data are weighted to correct for over or under-sampling or for household size. "Withinwt" should be turned on for all national -level descriptive statistics in countries that contain this weighting variable. It is included as the last variable in the data set, with details described in the codebook. For merged data sets, "Combinwt" should be turned on for cross-national comparisons of descriptive statistics. Note: this weighting variable standardizes each national sample as if it were equal in size.

Face-to-face
The questionnaire for Round 3 addressed country-specific issues, but many of the same questions were asked across surveys. The survey instruments were not standardized across all countries and the following features should be noted:
• In the seven countries that originally formed the Southern Africa Barometer (SAB) - Botswana, Lesotho, Malawi, Namibia, South Africa, Zambia and Zimbabwe - a standardized questionnaire was used, so question wording and response categories are the generally the same for all of these countries. The questionnaires in Mali and Tanzania were also essentially identical (in the original English version). Ghana, Uganda and Nigeria each had distinct questionnaires.
• This merged dataset combines, into a single variable, responses from across these different countries where either identical or very similar questions were used, or where conceptually equivalent questions can be found in at least nine of the different countries. For each variable, the exact question text from each of the countries or groups of countries ("SAB" refers to the Southern Africa Barometer countries) is listed.
• Response options also varied on some questions, and where applicable, these differences are also noted.

Afrobarometer uses national probability samples designed to meet the following criteria. Samples are designed to generate a sample that is a representative cross-section of all citizens of voting age in a given country. The goal is to give every adult citizen an equal and known chance of being selected for an interview. They achieve this by:
• using random selection methods at every stage of sampling; • sampling at all stages with probability proportionate to population size wherever possible to ensure that larger (i.e., more populated) geographic units have a proportionally greater probability of being chosen into the sample.
The sampling universe normally includes all citizens age 18 and older. As a standard practice, we exclude people living in institutionalized settings, such as students in dormitories, patients in hospitals, and persons in prisons or nursing homes. Occasionally, we must also exclude people living in areas determined to be inaccessible due to conflict or insecurity. Any such exclusion is noted in the technical information report (TIR) that accompanies each data set.
Sample size and design Samples usually include either 1,200 or 2,400 cases. A randomly selected sample of n=1200 cases allows inferences to national adult populations with a margin of sampling error of no more than +/-2.8% with a confidence level of 95 percent. With a sample size of n=2400, the margin of error decreases to +/-2.0% at 95 percent confidence level.
The sample design is a clustered, stratified, multi-stage, area probability sample. Specifically, we first stratify the sample according to the main sub-national unit of government (state, province, region, etc.) and by urban or rural location.
Area stratification reduces the likelihood that distinctive ethnic or language groups are left out of the sample. Afrobarometer occasionally purposely oversamples certain populations that are politically significant within a country to ensure that the size of the sub-sample is large enough to be analysed. Any oversamples is noted in the TIR.
Sample stages Samples are drawn in either four or five stages:
Stage 1: In rural areas only, the first stage is to draw secondary sampling units (SSUs). SSUs are not used in urban areas, and in some countries they are not used in rural areas. See the TIR that accompanies each data set for specific details on the sample in any given country. Stage 2: We randomly select primary sampling units (PSU). Stage 3: We then randomly select sampling start points. Stage 4: Interviewers then randomly select households. Stage 5: Within the household, the interviewer randomly selects an individual respondent. Each interviewer alternates in each household between interviewing a man and interviewing a woman to ensure gender balance in the sample.

The documented dataset covers Enterprise Survey (ES) panel data collected in Nicaragua in 2003, 2006, 2010 and 2016, as part of Latin America and the Caribbean Enterprise Surveys rollout, an initiative of the World Bank. The objective of the survey is to obtain feedback from enterprises on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the survey assesses the constraints to private sector growth and creates statistically significant business environment indicators that are comparable across countries. Only registered businesses are surveyed in the Enterprise Survey.

Three levels of stratification were used in this country: industry, establishment size, and region.
Industry stratification was designed in the way that follows: the universe was stratified into Manufacturing industries (ISIC Rev. 3.1 codes 15- 37), Retail industries (ISIC code 52) and Other Services (ISIC codes 45, 50, 51, 55, 60-64, and 72).
For the Nicaragua ES 2016, size stratification was defined as follows: small (4 to 20 employees), medium (21 to 50 employees), and large (51 or more employees). These categories differ from the global ES size definitions - small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
The sample frame consisted of listings of firms from two sources: For panel firms the list of 336 firms from the Nicaragua 2010 ES was used, and for fresh firms (i.e., firms not covered in 2010) the sample frame was comprised of a list randomly drawn from the Economic Census, provided by the Banco Central de Nicaragua. Standardized size categories provided by the Census were used.
In 2010, regional stratification was defined in two locations (city and the surrounding business area): Managua and the Rest of the Country.

Retail firms have been interviewed using the Services questionnaire (includes the core module plus retail specific questions) and the residual eligible services have been covered using the Services questionnaire (includes the core module).
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.

The Department of Statistics (DOS) carried out four rounds of the 2016 Employment and Unemployment Survey (EUS). The survey rounds covered a sample of about fourty nine thousand households Nation-wide. The sampled households were selected using a stratified multi-stage cluster sampling design.
It is worthy to mention that the DOS employed new technology in data collection and data processing. Data was collected using electronic questionnaire instead of a hard copy, namely a hand held device (PDA).
The survey main objectives are: - To identify the demographic, social and economic characteristics of the population and manpower. - To identify the occupational structure and economic activity of the employed persons, as well as their employment status. - To identify the reasons behind the desire of the employed persons to search for a new or additional job. - To measure the economic activity participation rates (the number of economically active population divided by the population of 15+ years old). - To identify the different characteristics of the unemployed persons. - To measure unemployment rates (the number of unemployed persons divided by the number of economically active population of 15+ years old) according to the various characteristics of the unemployed, and the changes that might take place in this regard. - To identify the most important ways and means used by the unemployed persons to get a job, in addition to measuring durations of unemployment for such persons. - To identify the changes overtime that might take place regarding the above-mentioned variables.
The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing labor force surveys in several Arab countries.

The Afrobarometer is a comparative series of public attitude surveys that assess African citizen's attitudes to democracy and governance, markets, and civil society, among other topics. The surveys have been undertaken at periodic intervals since 1999. The Afrobarometer's coverage has increased over time. Round 1 (1999-2001) initially covered 7 countires and was later extended to 12 countries. Round 2 (2002-2004) surveyed citizens in 16 countries. Round 3 (2005-2006) 18 countries, and Round 4 (2008) 20 countries.The survey covered 34 countries in Round 5 (2011-2013), 36 countries in Round 6 (2014-2015), 34 countries in Round 7 (2016-2018), and 34 countries in Round 8 (2019-2021). Round 9 covered 39 African countries. Households and individuals
The sample universe for Afrobarometer surveys includes all citizens of voting age within the country. In other words, we exclude anyone who is not a citizen and anyone who has not attained this age (usually 18 years) on the day of the survey. Afrobarometer uses national probability samples designed to meet the following criteria. Samples are designed to generate a sample that is a representative cross-section of all citizens of voting age in a given country. Data weights For some national surveys, data are weighted to correct for over or under-sampling or for household size. "Withinwt" should be turned on for all national -level descriptive statistics in countries that contain this weighting variable. It is included as the last variable in the data set, with details described in the codebook. For merged data sets, "Combinwt" should be turned on for cross-national comparisons of descriptive statistics. Note: this weighting variable standardizes each national sample as if it were equal in size.

Face-to-face
The questionnaire for Round 3 addressed country-specific issues, but many of the same questions were asked across surveys. The survey instruments were not standardized across all countries and the following features should be noted:
• In the seven countries that originally formed the Southern Africa Barometer (SAB) - Botswana, Lesotho, Malawi, Namibia, South Africa, Zambia and Zimbabwe - a standardized questionnaire was used, so question wording and response categories are the generally the same for all of these countries. The questionnaires in Mali and Tanzania were also essentially identical (in the original English version). Ghana, Uganda and Nigeria each had distinct questionnaires.
• This merged dataset combines, into a single variable, responses from across these different countries where either identical or very similar questions were used, or where conceptually equivalent questions can be found in at least nine of the different countries. For each variable, the exact question text from each of the countries or groups of countries ("SAB" refers to the Southern Africa Barometer countries) is listed.
• Response options also varied on some questions, and where applicable, these differences are also noted.
The places we live affect our health status and the choices and opportunities we have (or do not have) to lead fulfilling lives. Over the past ten years, the African Population & Health Research Centre (APHRC) has led pioneering work in highlighting some of the major health and livelihood challenges associated with rapid urbanization in sub-Saharan Africa (SSA). In 2002, the Centre established the first longitudinal platform in urban Africa in the city of Nairobi in Kenya. The platform known as the Nairobi Urban Health and Demographic Surveillance System collects data on two informal settlements - Korogocho and Viwandani - in Nairobi City every four months on issues ranging from household dynamics to fertility and mortality, migration and livelihood as well as on causes of death, using a verbal autopsy technique. The dataset provided here contains key demographic and health indicators extracted from the longitudinal database. The Demographic Surveillance Area (combining Viwandani and Korogocho slum settlements) covers a land area of about 0.97 km2, with the two informal settlements located about 7 km from each other. Korogocho is located 12 km from the Nairobi city center; in Kasarani division (now Kasarani district), while Viwandani is about 7 km from Nairobi city center in Makadara division (now Madaraka district). The DSA covers about seven villages each in Korogocho and Viwandani.
Individual
Between 1st January and 31st December,2015 the Nairobi HDSS covered 86,304 individualis living in 30,219 households distributed across two informal settlements(Korogocho and Viwandani) were observed. All persons who sleep in the household prior to the day of the survey are included in the survey, while non-resident household members are excluded from the survey.
The present universe started out through an initial census carried out on 1st August,2002 of the population living in the two Informal settlements (Korogocho and Viwandani). Regular visits have since then been made (3 times a year) to update information on births, deaths and migration that have occurred in the households observed at the initial census. New members join the population through a birth to a registered member, or an in-migration, while existing members leave through a death or out-migration. The DSS adopts the concept of an open cohort that allows new members to join and regular members to leave and return to the system.

This dataset is related to the whole demographic surveillance area population. The number of respondents has varied over the last 13 years (2002-2015), with variations being observed at both household level and at Individual level. As at 31st December 2015, 66,848 were being observed under the Nairobi HDSS living in 25,812 households distributed across two informal settlements(Korogocho and Viwandani). The variable IndividualId uniquely identifies every respondent observed while the variable LocationId uniquely identifies the room in which the individual was living at any point in time. To identify individuals who were living together at any one point in time (a household) the data can be split on location and observation dates.

Questionnaires are printed and administered in Swahili, the country's national language.
The questionnaires for the Nairobi HDSS were structured questionnaires based on the INDEPTH Model Questionnaire and were translated into Swahili with some modifications and additions.After an initial review the questionnaires were translated back into English by an independent translator with no prior knowledge of the survey. The back translation from the Swahili version was independently reviewed and compared to the English original. Differences in translation were reviewed and resolved in collaboration with the original translators. The English and Swahili questionnaires were both piloted as part of the survey pretest.
At baseline, a household questionnaire was administered in each household, which collected various information on household members including sex, age, relationship, and orphanhood status. In later rounds questionnaires to track the migration of the population observed at baseline, and additonal questionnaires to capture demographic and health events happening to the population have been introduced.
Data editing took place at a number of stages throughout the processing, including: a) Office editing and coding b) During data entry c) Structure checking and completeness d) Secondary editing e) Structural checking of STATA data files
Where changes were made by the program, a cold deck imputation is preferred; where incorrect values were imputed using existing data from another dataset. If cold deck imputation was found to be insufficient, hot deck imputation was used, In this case, a missing value was imputed from a randomly selected similar record in the same dataset.
Some corrections are made automatically by the program(80%) and the rest by visual control of the questionnaires (20%).
Over the years the response rate at household level has varied between 95% and 97% with response rate at Individual Level varying between 92% and 95%. Challenges to acheiving a 100% response rate have included: - high population mobility within the study area - high population attrition - respondent fatigue - security in some areas

The Ouagadougou Health and Demographic Surveillance System (Ouagadougou HDSS), located in five neighborhoods at the northern periphery of the capital of Burkina Faso, was established in 2008. Data on vital events (births, deaths, unions, migration events) are collected during household visits that have taken place every 10 months.
The areas were selected to contrast informal neighborhoods (40,000 residents) with formal areas (40,000 residents), with the aims of understanding the problems of the urban poor, and testing innovative programs that promote the well-being of this population. People living in informal areas tend to be marginalized in several ways: they are younger, poorer, less educated, farther from public services and more often migrants. Half of the residents live in the Sanitary District of Kossodo and the other half in the District of Sig-Nonghin.
The Ouaga HDSS has been used to study health inequalities, conduct a surveillance of typhoid fever, measure water quality in informal areas, study the link between fertility and school investments, test a non-governmental organization (NGO)-led program of poverty alleviation and test a community-led targeting of the poor eligible for benefits in the urban context. Key informants help maintain a good rapport with the community.
The areas researchers follow consist of 55 census tracks divided into 494 blocks. Researchers mapped all the census tracks and blocks using fieldworkers with handheld global positioning system (GPS) receivers and ArcGIS. During a first census (October 2008 to March 2009), the demographic surveillance system was explained to every head of household and a consent form was signed; during subsequent censuses, new households were enrolled in the same way.
Ouagadougou is the capital city of Burkina Faso and lies at the centre of this country, located in the middle of West Africa (128 North of the Equator and 18 West of the Prime Meridian).

Resident household members of households resident within the demographic surveillance area. Inmigrants (visitors) are defined by intention to become resident, but actual residence episodes of less than six months (180 days) are censored. Outmigrants are defined by intention to become resident elsewhere, but actual periods of non-residence less than six months (180 days) are censored. Children born to resident women are considered resident by default, irrespective of actual place of birth. The dataset contains the events of all individuals ever residents during the study period (03 Oct. 2009 to 31 Dec. 2014).

The data collection system is composed by two databases: - A temporary database, which contains data collected and transferred each day during the round. - A reference database, which contains all data of Ouagadougou Health and Demographic Surveillance System, in which is transferred the data of the temporary database to the end of each round. The temporary database is emptied at the end of the round for a new round.
The data processing takes place in two ways:
1) When collecting data with PDAs or tablets and theirs transfers by Wi-Fi, data consistency and plausibility are controlled by verification rules in the mobile application and in the database. In addition to these verifications, the data from the temporary database undergo validation. This validation is performed each week and produces a validation report for the data collection team. After the validation, if the error is due to an error in the data collection, the field worker equipped with his PDA or tablet go back to the field to revisit and correct this error. At the end of this correction, the field worker makes again the transfer of data through the wireless access points on the server. If the error is due to data inconsistencies that might not be directly related to an error in data collection, the case is remanded to the scientific team of the main database that could resolve the inconsistency directly in the database or could with supervisors perform a thorough investigation in order to correct the error.
2) At the end of the round, the data from the temporary database are automatically transferred into the reference database by a transfer program. After the success of this transfer, further validation is performed on the data in the database to ensure data consistency and plausibility. This still produces a validation report for the data collection team. And the same process of error correction is taken.

The documented dataset covers Enterprise Survey (ES) panel data collected in Benin in 2004, 2009 and 2016, as part of Africa Enterprise Surveys rollout, an initiative of the World Bank. The objective of the Enterprise Survey is to obtain feedback from enterprises on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms.
Enterprise Surveys target a sample consisting of longitudinal (panel) observations and new cross-sectional data. Panel firms are prioritized in the sample selection, comprising up to 50% of the sample in the current wave. For all panel firms, regardless of the sample, current eligibility or operating status is determined and included in panel datasets.
Benin ES 2009 was conducted from May 18 to Sept. 30, 2009, Benin ES 2016 was carried out in July - October 2016. Stratified random sampling was used to select the surveyed businesses. Data was collected using face-to-face interviews.
Data from 497 establishments was analyzed: 128 businesses were from 2004 only, 53 - from 2009 only, 88 - from 2016 only, 70 - from 2004 and 2009 only, 56 - from 2009 and 2016 only and 102 firms were from 2004, 2009 and 2016.
The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs and labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90 percent of the questions objectively measure characteristics of a country’s business environment. The remaining questions assess the survey respondents’ opinions on what are the obstacles to firm growth and performance.
National
The primary sampling unit of the study is an establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural private economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors. Companies with 100% government ownership are not eligible to participate in the Enterprise Surveys.

Three levels of stratification were used in this country: industry, establishment size, and region.
Industry stratification was designed as follows: the universe was stratified as into manufacturing and services industries- Manufacturing (ISIC Rev. 3.1 codes 15 - 37), and Services (ISIC codes 45, 50-52, 55, 60-64, and 72).
For the Benin ES, size stratification was defined as follows: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
In 2016 ES, regional stratification was done across five regions: Atlantique, Borgou, Mono, Ouémé and Littoral. In 2009 ES, Cotonou and Other were the two areas selected.
In 2016 ES, the sample frame consisted of listings of firms from three sources: for panel firms, the list of 150 firms from the Benin 2009 ES was used, and for fresh firms (i.e., firms not covered in 2009) lists obtained from National Statistical Institute and Tax Directorate (2013) and the Chamber of Commerce (2016) were used.
In 2009 ES, two sample frames were used. The first one included the official list "Repertoire of Companies in Benin" (2009) from the Chambre de Commerce et d' Industrie du Benin. The second frame (the panel sample) consisted of enterprises interviewed for the Enterprise Survey in 2004, which were to be re-interviewed where they were in the selected geographical regions and met eligibility criteria.

The survey is fielded via manufacturing or services questionnaires in order not to ask questions that are irrelevant to specific types of firms, e.g. a question that relates to production and nonproduction workers should not be asked of a retail firm. In addition to questions that are asked across countries, all surveys are customized and contain country-specific questions. An example of customization would be including tourism-related questions that are asked in certain countries when tourism is an existing or potential sector of economic growth. There is a skip pattern in the Service Module Questionnaire for questions that apply only to retail firms.
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.
Item non-response was addressed by two strategies: a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect "Refusal to respond" (-8) as a different option from "Don't know" (-9). b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary.
Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals.
The Afrobarometer is a comparative series of public attitude surveys that assess African citizen's attitudes to democracy and governance, markets, and civil society, among other topics. The surveys have been undertaken at periodic intervals since 1999. The Afrobarometer's coverage has increased over time. Round 1 (1999-2001) initially covered 7 countries and was later extended to 12 countries. Round 2 (2002-2004) surveyed citizens in 16 countries. Round 3 (2005-2006) 18 countries, Round 4 (2008) 20 countries, Round 5 (2011-2013) 34 countries, Round 6 (2014-2015) 36 countries, and Round 7 (2016-2018) 34 countries. The survey covered 34 countries in Round 8 (2019-2021).

Afrobarometer uses national probability samples designed to meet the following criteria. Samples are designed to generate a sample that is a representative cross-section of all citizens of voting age in a given country. The goal is to give every adult citizen an equal and known chance of being selected for an interview. They achieve this by:
• using random selection methods at every stage of sampling; • sampling at all stages with probability proportionate to population size wherever possible to ensure that larger (i.e., more populated) geographic units have a proportionally greater probability of being chosen into the sample.
The sampling universe normally includes all citizens age 18 and older. As a standard practice, we exclude people living in institutionalized settings, such as students in dormitories, patients in hospitals, and persons in prisons or nursing homes. Occasionally, we must also exclude people living in areas determined to be inaccessible due to conflict or insecurity. Any such exclusion is noted in the technical information report (TIR) that accompanies each data set.
Sample size and design Samples usually include either 1,200 or 2,400 cases. A randomly selected sample of n=1200 cases allows inferences to national adult populations with a margin of sampling error of no more than +/-2.8% with a confidence level of 95 percent. With a sample size of n=2400, the margin of error decreases to +/-2.0% at 95 percent confidence level.
The sample design is a clustered, stratified, multi-stage, area probability sample. Specifically, we first stratify the sample according to the main sub-national unit of government (state, province, region, etc.) and by urban or rural location.
Area stratification reduces the likelihood that distinctive ethnic or language groups are left out of the sample. Afrobarometer occasionally purposely oversamples certain populations that are politically significant within a country to ensure that the size of the sub-sample is large enough to be analysed. Any oversamples is noted in the TIR.
Sample stages Samples are drawn in either four or five stages:
Stage 1: In rural areas only, the first stage is to draw secondary sampling units (SSUs). SSUs are not used in urban areas, and in some countries they are not used in rural areas. See the TIR that accompanies each data set for specific details on the sample in any given country. Stage 2: We randomly select primary sampling units (PSU). Stage 3: We then randomly select sampling start points. Stage 4: Interviewers then randomly select households. Stage 5: Within the household, the interviewer randomly selects an individual respondent. Each interviewer alternates in each household between interviewing a man and interviewing a woman to ensure gender balance in the sample.
To keep the costs and logistics of fieldwork within manageable limits, eight interviews are clustered within each selected PSU.

The Round 8 questionnaire has been developed by the Questionnaire Committee after reviewing the findings and feedback obtained in previous Rounds, and securing input on preferred new topics from a host of donors, analysts, and users of the data.
The questionnaire consists of three parts: 1. Part 1 captures the steps for selecting households and respondents, and includes the introduction to the respondent and (pp.1-4). This section should be filled in by the Fieldworker. 2. Part 2 covers the core attitudinal and demographic questions that are asked by the Fieldworker and answered by the Respondent (Q1 – Q100). 3. Part 3 includes contextual questions about the setting and atmosphere of the interview, and collects information on the Fieldworker. This section is completed by the Fieldworker (Q101 – Q123).

In 2009, the EU-SILC instrument covered all EU Member States plus Iceland, Turkey, Norway and Switzerland. EU-SILC has become the EU reference source for comparative statistics on income distribution and social exclusion at European level, particularly in the context of the "Program of Community action to encourage cooperation between Member States to combat social exclusion" and for producing structural indicators on social cohesion for the annual spring report to the European Council. The first priority is to be given to the delivery of comparable, timely and high quality cross-sectional data.
There are two types of datasets: 1) Cross-sectional data pertaining to fixed time periods, with variables on income, poverty, social exclusion and living conditions. 2) Longitudinal data pertaining to individual-level changes over time, observed periodically - usually over four years.
Social exclusion and housing-condition information is collected at household level. Income at a detailed component level is collected at personal level, with some components included in the "Household" section. Labour, education and health observations only apply to persons 16 and older. EU-SILC was established to provide data on structural indicators of social cohesion (at-risk-of-poverty rate, S80/S20 and gender pay gap) and to provide relevant data for the two 'open methods of coordination' in the field of social inclusion and pensions in Europe.

On the basis of various statistical and practical considerations and the precision requirements for the most critical variables, the minimum effective sample sizes to be achieved were defined. Sample size for the longitudinal component refers, for any pair of consecutive years, to the number of households successfully interviewed in the first year in which all or at least a majority of the household members aged 16 or over are successfully interviewed in both the years.
For the cross-sectional component, the plans are to achieve the minimum effective sample size of around 131.000 households in the EU as a whole (137.000 including Iceland and Norway). The allocation of the EU sample among countries represents a compromise between two objectives: the production of results at the level of individual countries, and production for the EU as a whole. Requirements for the longitudinal data will be less important. For this component, an effective sample size of around 98.000 households (103.000 including Iceland and Norway) is planned.
Member States using registers for income and other data may use a sample of persons (selected respondents) rather than a sample of complete households in the interview survey. The minimum effective sample size in terms of the number of persons aged 16 or over to be interviewed in detail is in this case taken as 75 % of the figures shown in columns 3 and 4 of the table I, for the cross-sectional and longitudinal components respectively.
The reference is to the effective sample size, which is the size required if the survey were based on simple random sampling (design effect in relation to the 'risk of poverty rate' variable = 1.0). The actual sample sizes will have to be larger to the extent that the design effects exceed 1.0 and to compensate for all kinds of non-response. Furthermore, the sample size refers to the number of valid households which are households for which, and for all members of which, all or nearly all the required information has been obtained. For countries with a sample of persons design, information on income and other data shall be collected for the household of each selected respondent and for all its members.
At the beginning, a cross-sectional representative sample of households is selected. It is divided into say 4 sub-samples, each by itself representative of the whole population and similar in structure to the whole sample. One sub-sample is purely cross-sectional and is not followed up after the first round. Respondents in the second sub-sample are requested to participate in the panel for 2 years, in the third sub-sample for 3 years, and in the fourth for 4 years. From year 2 onwards, one new panel is introduced each year, with request for participation for 4 years. In any one year, the sample consists of 4 sub-samples, which together constitute the cross-sectional sample. In year 1 they are all new samples; in all subsequent years, only one is new sample. In year 2, three are panels in the second year; in year 3, one is a panel in the second year and two in the third year; in subsequent years, one is a panel for the second year, one for the third year, and one for the fourth (final) year.
According to the Commission Regulation on sampling and tracing rules, the selection of the sample will be drawn according to the following requirements:
Community Statistics on Income and Living Conditions. Article 8 of the EU-SILC Regulation of the European Parliament and of the Council mentions: 1. The cross-sectional and longitudinal data shall be based on nationally representative probability samples. 2. By way of exception to paragraph 1, Germany shall supply cross-sectional data based on a nationally representative probability sample for the first time for the year 2008. For the year 2005, Germany shall supply data for one fourth based on probability sampling and for three fourths based on quota samples, the latter to be progressively replaced by random selection so as to achieve fully representative probability sampling by 2008. For the longitudinal component, Germany shall supply for the year 2006 one third of longitudinal data (data for year 2005 and 2006) based on probability sampling and two thirds based on quota samples. For the year 2007, half of the longitudinal data relating to years 2005, 2006 and 2007 shall be based on probability sampling and half on quota sample. After 2007 all of the longitudinal data shall be based on probability sampling.
