Located in both Kent and Sussex Counties, the Milford Downtown Development District comprises one-hundred seventy (170) acres. The district encompasses the City's historic central business district and the Mispillion River. Commercial land use makes up approximately one-third (1/3) of the land area, while the remaining two-thirds are low and moderate density residential uses. The district is easily accessible from State Route (SR) 113 or SR 1 traveling east/west along SR 14 (NE & NW Front Street). The district area includes a mixture of downtown commercial, professional offices, government facilities, public facilities (including library, museum, senior center, Mispillion Riverwalk and park areas), mixed use, single-family detached and semi-detached dwellings, apartments converted from single-family dwellings, and multi-family housing complexes.

Seaford’s Downtown Development District consists of 74 acres focusing on two main arteries – High Street and Front Street, located in what was once the center of Seaford’s employment, shopping, dining, leisure and living. Seaford's Downtown Development District is adjacent to the banks of the pristine Nanticoke River. The area, anchored at the center point, is home to the City of Seaford’s municipal government and Nanticoke Memorial Hospital’s billing and foundation offices. The District consists of numerous businesses including legal, medical, insurance, accounting, retail, dining, visual and performing arts. Many of the area buildings are mixed-use properties, with surrounding residential opportunities within the district.
This GIS story map highlights initiatives undertaken in 2018 to support, develop, promote, and maintain the online Delaware Complete Communities Planning Toolbox (www.completecommunitiesde.org) . New Toolbox content, in the form of web pages, GIS Story Maps, Adobe Spark pages, videos, and infographics are designed to foster an understanding of strategies to plan and design for complete communities in Delaware. New topics developed for the Toolbox with high-impact visual content are detailed and organized by the five elements of a complete community, which are; complete streets, efficient land use, healthy and livable, inclusive and active, and sustainable and resilient.
A Complete Community is one that promotes healthy lifestyles, economic growth, and sustainability through an integrated approach to transportation planning, land use planning, and community design. The Institute for Public Administration (IPA) at the University of Delaware has identified five elements of a Complete Community: 1) Complete Streets 2) Efficient Land Use 3) Healthy and Livable 4) Inclusive and Active, and 5) Sustainable and Resilient. Prepared by IPA, this GIS StoryMap showcases designated Downtown Development Districts as an economic development tool to achieve a Sustainable and Resilient community.
