TwitterCensus Year 1960 Census Tracts. The dataset contains polygons representing CY 1960 census tracts, created as part of the D.C. Geographic Information System (DC GIS) for the D.C. Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies. Census tracts were identified from maps provided by the U.S. Census Bureau and the D.C. Office of Planning. The tract polygons were created by selecting street arcs from the WGIS planimetric street centerlines. Where necessary, polygons were also heads-up digitized from 1995/1999 orthophotographs.

Block Groups (BGs) are statistical divisions of census tracts, are generally defined to contain between 600 and 3,000 people and are used to present data and control block numbering. A block group consists of clusters of blocks within the same census tract that have the same first digit of their four-digit census block number. For example, blocks 3001, 3002, 3003, . . ., 3999 in census tract 1210.02 belong to BG 3 in that census tract. Most BGs were delineated by local participants in the Census Bureau's Participant Statistical Areas Program. The Census Bureau delineated BGs only where a local or tribal government declined to participate, and a regional organization or State Data Center was not available to participate.
A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within the census tract. Within the standard census geographic hierarchy, BGs never cross state, county, or census tract boundaries but may cross the boundaries of any other geographic entity. Tribal census tracts and tribal BGs are separate and unique geographic areas defined within federally recognized American Indian reservations and can cross state and county boundaries (see "Tribal Census Tract" and "Tribal Block Group"). The tribal census tracts and tribal block groups may be completely different from the census tracts and block groups defined by state and county.
Block Group Codes—BGs have a valid code range of 0 through 9. BGs beginning with a zero only contain water area and are generally in coastal and Great Lakes water and territorial seas, but also in larger inland water bodies. For the 2010 Census, a block group 0 for the water portion can be delineated in any census tract and not just those census tracts also defined to only include water area. This is a change from Census 2000, when block groups coded 0 only existed in census tracts with a code of 0. To differentiate between county-based block groups and tribal block groups, the codes for tribal block groups use an alphabetic character (see "Tribal Block Group").

TwitterIn 1934, the Federal Housing Administration created a financial mortgage system that rated mortgage risks for properties based on various criteria but was centered on race and ethnicity. This rating system propagated racial segregation that in many ways persists today.
The FHA Underwriting Handbook incorporated color-coded real estate investment maps that classified neighborhoods based on assumptions about a community, primarily their racial and ethnic composition, and not on the financial ability of the residents to satisfy the obligations of a mortgage loan. These maps, created by the Home Owners Loan Corporation (HOLC) were used to determine where mortgages could or could not be issued.
The neighborhoods were categoriezed into four types:
Type A : Best - newer or areas stil in demand
Type B : Still Desirable - areas expected to remain stable for many years
Type C : Definitely Declining - areas in transition
Type D : Hazardous - older areas considered risky
Neighborhoods shaded red were deemed too hazardous for federally-back loans. These "red-lined" neighborhoods were where most African American residents lived.
Many have argued tha the HOLC maps institutionalized discriminating lending practices which not only perpetuated racial segregation but also led to neighborhood disinvestment. Today, neighborhoods classified as Type C and Type D in 2934 make up the majority of neighborhoods in 2016 that are Areas of Concentrated Poverty where 50% or More are People of Color.

TwitterThe 2015 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. The records in this file allow users to map the parts of Urban Areas that overlap a particular county. After each decennial census, the Census Bureau delineates urban areas that represent densely developed territory, encompassing residential, commercial, and other nonresidential urban land uses. In general, this territory consists of areas of high population density and urban land use resulting in a representation of the "urban footprint." There are two types of urban areas: urbanized areas (UAs) that contain 50,000 or more people and urban clusters (UCs) that contain at least 2,500 people, but fewer than 50,000 people (except in the U.S. Virgin Islands and Guam which each contain urban clusters with populations greater than 50,000). Each urban area is identified by a 5-character numeric census code that may contain leading zeroes. The primary legal divisions of most states are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no counties, the equivalent entities are the organized boroughs, city and boroughs, municipalities, and for the unorganized area, census areas. The latter are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. In four states (Maryland, Missouri, Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and thus constitute primary divisions of their states. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data presentation. The Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: Municipios in Puerto Rico, Districts and Islands in American Samoa, Municipalities in the Commonwealth of the Northern Mariana Islands, and Islands in the U.S. Virgin Islands. The entire area of the United States, Puerto Rico, and the Island Areas is covered by counties or equivalent entities. The boundaries for counties and equivalent entities are as of January 1, 2010.

TwitterThis map service displays demographic data used in EJSCREEN. All demographic data were derived from American Community Survey 2006-2010 estimates. EJSCREEN is an environmental justice screening tool that provides EPA with a nationally consistent approach to screening for potential areas of EJ concern that may warrant further investigation. The EJ indexes are block group level results that combine multiple demographic factors with a single environmental variable (such as proximity to traffic) that can be used to help identify communities living with the greatest potential for negative environmental and health effects. The EJSCREEN tool is currently for internal EPA use only. It is anticipated that as users become accustomed to this new tool, individual programs within the Agency will develop program use guidelines and a community of practice will develop around them within the EPA Geoplatform. Users should keep in mind that screening tools are subject to substantial uncertainty in their demographic and environmental data, particularly when looking at small geographic areas, such as Census block groups. Data on the full range of environmental impacts and demographic factors in any given location are almost certainly not available directly through this tool, and its initial results should be supplemented with additional information and local knowledge before making any judgments about potential areas of EJ concern.

Statistical analyses and maps representing mean, high, and low water-level conditions in the surface water and groundwater of Miami-Dade County were made by the U.S. Geological Survey, in cooperation with the Miami-Dade County Department of Regulatory and Economic Resources, to help inform decisions necessary for urban planning and development. DESCRIPTION Vulnerability to sea level rise refers to the share of the historical and current Bay Area population located in areas at risk from forecasted sea level rise over the coming decades. Given that there are varying forecasts for the heightened high tides (i.e., mean highest high water mark), projected sea level impacts are presented for six scenarios ranging from a one foot rise to six feet. A neighborhood is considered vulnerable to sea level rise when at least 10 percent of its land area is forecasted to be inundated by peak high tides in the coming years. The dataset includes at-risk population and population share data for the region, counties, and neighborhoods.

METHODOLOGY NOTES (across all datasets for this indicator) Projected areas of inundation were developed by BCDC and NOAA at one-foot intervals ranging from one foot to four feet of sea level rise. Regional and local sea level rise analysis is based on data from BCDC’s ART (Adapting to Rising Tides) Bay Area Sea Level Rise and Mapping Project. This data reflects the most up-to-date and detailed sea level rise mapping for the Bay Area. Sea level rise analysis for metro areas is based on national sea level rise mapping from NOAA, which is best for metro-to-metro comparison. To determine the impacts on historical and current populations, inundation areas were overlaid on a U.S. Census shapefile of 2010 Census tracts using Census Bureau population data.
Because census tracts can extend beyond the coastline, the baseline scenario of zero feet was used to determine existing sea level coverage of census tracts. Sea level rise refers to the change from this level. The area of the tract was determined by measuring the component of the tract area not currently under water. This area, rather than the total tract area, was used as the denominator to determine the percentage of the census tract that is inundated under future sea level rise projection scenarios. When at least 10 percent of tract land area is inundated with a given sea level, its residents are considered to be affected by sea level rise.
For the purpose of this analysis, SLR scenarios were assumed not to reflect periodic inundation due to extreme weather events, which may lead to an even greater share of residents affected on a less frequent basis. Prior to the impacts from sea level rise, neighborhoods will experience temporary flooding from extreme weather events which can create significant damage to homes and neighborhoods. It should be noted that by directly reviewing maps and tools through the ART (Adapting to Rising Tides) program, regular inundation sea level rise and temporary flooding from extreme weather events are both available. Only the Urban Areas that intersect with the Florida statewide boundary are included, and the data has been re-projected to conform to the Florida Department of Transportation's preferred coordinate projection system. Additionally, District # columns have been included in the attribute table in order to filter Urban Areas by District.
