As of 2022, Black people were more likely than those of other races to be imprisoned in the United States. In that year, the rate of imprisonment for Black men stood at ***** per 100,000 of the population. For Black women, this rate stood at ** per 100,000 of the population.
This data collection includes tabulations of annual adult admissions to federal and state correctional institutions by gender for the years 1926 through 1987. The two data files have identical structures: Part 1 includes information on male admissions, and Part 2 includes information on female admissions. The 3,348 cases in each part include one case for each of the 62 years of the collection for each of the following 54 categories: the 50 states, the District of Columbia, federal institutional totals, state cumulative totals, and United States totals (the sum of the federal and state cumulative totals). The figures were drawn from a voluntary reporting program in which each state, the District of Columbia, and the Federal Bureau of Prisons reported summary and detailed statistics, as part of the National Prisoner Statistics reporting series. The National Prisoner Statistics (NPS) data collection began in 1926 in response to a congressional mandate to gather information on persons incarcerated in state and federal prisons. Originally under the auspices of the U.S. Census Bureau, the collection moved to the Bureau of Prisons in 1950, and then in 1971 to the National Criminal Justice Information and Statistics Service, the precursor to the Bureau of Justice Statistics (BJS) which was established in 1979. From 1979 to 2013, the Census Bureau was the NPS data collection agent. In 2014, the collection was competitively bid in conjunction with the National Corrections Reporting Program (NCRP), since many of the respondents for NPS and NCRP are the same. The contract was awarded to Abt Associates, Inc. The NPS is administered to 51 respondents. Before 2001, the District of Columbia was also a respondent, but responsibility for housing the District of Columbia's sentenced prisoners was transferred to the Federal Bureau of Prisons, and by yearend 2001 the District of Columbia no longer operated a prison system. The NPS provides an enumeration of persons in state and federal prisons and collects data on key characteristics of the nation's prison population. NPS has been adapted over time to keep pace with the changing information needs of the public, researchers, and federal, state, and local governments.
In 2021, around ****** women were confined to local jails in the United States - a significant increase from the previous year. These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. Users should refer to the accompanying readme file for a brief description of the files available with this collection and consult the investigator(s) if further information is needed.The data were obtained from one state prison system that was characterized by a diverse and rising prison population. This prison system housed more than 30,000 inmates across 15 institutions (14 men's facilities; 1 women's facility). The data contain information on inmates' placements into different housing units across all 15 state prison complexes, including designated maximum security, restrictive housing units. Inmates placed in restrictive housing were in lockdown the majority of the day, had limited work opportunities, and were closely monitored. These inmates were also escorted in full restraints within the institution. They experienced little recreational time, visitation and phone privileges, and few interactions with other inmates. The data contain information on inmates' housing placements, institutional misconduct, risk factors, demographic characteristics, criminal history, and offense information. These data provide information on every housing placement for each inmate, including the time spent in each placement, and the reasons documented by correctional staff for placing inmates in each housing unit. Demographic information includes inmate sex, race/ethnicity, and age. The collection contains 1 Stata data file "Inmate-Housing-Placements-Data.dta" with 16 variables and 124,942 cases.
In 2024, there were 87,869 men and 3,635 women in prisons in England and Wales. Compared with the previous year, this represented an increase for both men and women. This represented a peak in the number of prisoners during this provided time period, and was also the peak for the United Kingdom as a whole.
Demographics of prisoners
There were 29,339 prisoners in their 30s in England and Wales in 2024, the most of any age group. In this year, there were also 3,354 prisoners who were aged between 15 and 20, with a further 21,381 prisoners who were in their 20s. In terms of the ethnicity of prisoners in England and Wales, 63,103 people in jail were White, 10,624 were Black, and 7,067were Asian. As of the same year, the most common religious faith of prisoners was Christianity, at 39,068 inmates, followed by 27,122 who identified as having no religion, with a further 15,909 who were Muslims.
Increase in prison officers since 2017
The 23,614 prison officers working in England and Wales in 2024 was almost as high as 2011 when there were 24,369 officers. From 2010 onwards, the number of prison officers fell from 24,830 to 18,251 by 2014, and stayed at comparably low levels until 2018. Low government expenditure on Prisons during the same time period suggests this was a result of the austerity policies implemented by the UK government at that time. The government has steadily increased spending on prisons since 2019/20, with spending on prisons reaching 6.09 billion in 2022/23. This has however not been enough to avert a possible overcrowding crisis in England and Wales, which had just 768 spare prison places in September 2023.

The Annual Survey of Jails (ASJ) is the only data collection effort that provides an annual source of data on local jails and jail inmates. Data on the size of the jail population and selected inmate characteristics are obtained every five to six years from the Census of Jails. In each of the years between the complete censuses, a sample survey of jails is conducted to estimate baseline characteristics of the nation's jails and inmates housed in these jails. The 2023 Annual Survey of Jails is the 35th such survey in a series begun in 1982. The ASJ supplies data on characteristics of jails such as admissions and releases, growth in the number of jail facilities, changes in their rated capacities and level of occupancy, growth in the population supervised in the community, changes in methods of community supervision, and crowding issues. The ASJ also provides information on changes in the demographics of the jail population, supervision status of persons held, and a count of non-U.S. citizens in custody. The data presented in this study were collected in the Annual Survey of Jails, 2023. These data are used to track growth in the number of jails and the capacities nationally, changes in the demographics of the jail population and supervision status of persons held, the prevalence of crowding issues, and a count of non-U.S. citizens within the jail population. The data are intended for a variety of users, including Federal and State agencies, local officials in conjunction with jail administrators, researchers, planners, and the public. The reference date for the survey is June 30, 2023.

The Bureau of Justice Statistics (BJS) began designing the National Prisoner Statistics Program - Coronavirus Pandemic Supplement (NPS-CPan) in spring 2020, while simultaneously adding questions on the effects of COVID-19 to its Annual Survey of Jails and Annual Surveys of Probation and Parole. The NPS-CPan was conducted from April to October, 2021 by Abt Associates, Inc. on behalf of BJS, as part of the existing multiyear award to collect annual National Prisoner Statistics (NPS-1b) and National Corrections Reporting Program (NCRP) data. The NPS-CPan was designed to be fielded a single time, and was administered to the 50 state departments of corrections (DOCs) and the federal Bureau of Prisons (BOP), which is also responsible for housing felons sentenced in the District of Columbia. Respondents were asked to complete a survey requesting details on the monthly custody prison population, admissions, and releases of prisoners from January 2020 to February 2021 and counts and demographic distributions of prisoners who tested positive for and who died from COVID-19. In addition, questions covered policies and practices used by states and the BOP to mitigate transmission of the virus, expedite release of prisoners, and determine the process by which staff and prisoners were vaccinated in early 2021. This 14-month survey period allowed BJS to track monthly trends in admissions and custody populations immediately prior to widespread COVID-19 infections in the United States, as well as capture the introduction of vaccines to prison systems.

To reduce respondent burden and improve data quality and timeliness, the Bureau of Justice Statistics (BJS) split the jail census into two parts: The Census of Jail Inmates was conducted with a reference date of June 30, 2005. The following spring it was followed by this enumeration, the Census of Jail Facilities, which collected data as of March 31, 2006. Previous jail enumerations were conducted in 1970 (ICPSR 7641), 1972 (ICPSR 7638), 1978 (ICPSR 7737), 1983 (ICPSR 8203), 1988 (ICPSR 9256), 1993 (ICPSR 6648), and 1999 (ICPSR 3318). The United States Census Bureau collected the data for the Bureau of Justice Statistics. The 2006 Census of Jail Facilities gathered data from all jail detention facilities holding inmates beyond arraignment, a period normally exceeding 72 hours. Jail facilities were operated by cities and counties, by private entities under contract to correctional authorities, and by the Federal Bureau of Prisons (BOP). Excluded from the census were physically separate temporary holding facilities such as drunk tanks and police lockups that do not hold persons after being formally charged in court. Also excluded were state-operated facilities in Connecticut, Delaware, Hawaii, Rhode Island, Vermont, and Alaska, which have combined jail-prison systems. Fifteen independently operated jails in Alaska were included in the Census. The census collected jurisdictional level information on the number of confined inmates; average daily population; number of separate jail facilities; renovation and building plans; court orders and consent decrees; staff by occupational category and race/ethnicity; jail programs; and costs of operation. The census also collected individual jail facility information on the purpose for which the jail held offenders; gender of the inmates authorized to house; functions, such as general adult population confinement, work release, and medical treatment; whether a separate temporary holding area or lockup was operated; rated capacity; number of confined inmates by gender and adult or juvenile status; year of original construction; and whether the facility ever had a major renovation.
This project sought to investigate a possible relationship between sentencing guidelines and family structure in the United States. The research team developed three research modules that employed a variety of data sources and approaches to understand family destabilization and community distress, which cannot be observed directly. These three research modules were used to discover causal relationships between male withdrawal from productive spheres of the economy and resulting changes in the community and families. The research modules approached the issue of sentencing guidelines and family structure by studying: (1) the flow of inmates into prison (Module A), (2) the role of and issues related to sentencing reform (Module B), and family disruption in a single state (Module C). Module A utilized the Uniform Crime Reporting (UCR) Program data for 1984 and 1993 (Parts 1 and 2), the 1984 and 1993 National Correctional Reporting Program (NCRP) data (Parts 3-6), the Urban Institute's 1980 and 1990 Underclass Database (UDB) (Part 7), the 1985 and 1994 National Longitudinal Survey on Youth (NLSY) (Parts 8 and 9), and county population, social, and economic data from the Current Population Survey, County Business Patterns, and United States Vital Statistics (Parts 10-12). The focus of this module was the relationship between family instability, as measured by female-headed families, and three societal characteristics, namely underclass measures in county of residence, individual characteristics, and flows of inmates. Module B examined the effects of statewide incarceration and sentencing changes on marriage markets and family structure. Module B utilized data from the Current Population Survey for 1985 and 1994 (Part 12) and the United States Statistical Abstracts (Part 13), as well as state-level data (Parts 14 and 15) to measure the Darity-Myers sex ratio and expected welfare income. The relationship between these two factors and family structure, sentencing guidelines, and minimum sentences for drug-related crimes was then measured. Module C used data collected from inmates entering the Minnesota prison system in 1997 and 1998 (Part 16), information from the 1990 Census (Part 17), and the Minnesota Crime Survey (Part 18) to assess any connections between incarceration and family structure. Module C focused on a single state with sentencing guidelines with the goal of understanding how sentencing reforms and the impacts of the local community factors affect inmate family structure. The researchers wanted to know if the aspects of locations that lose marriageable males to prison were more important than individual inmate characteristics with respect to the probability that someone will be imprisoned and leave behind dependent children. Variables in Parts 1 and 2 document arrests by race for arson, assault, auto theft, burglary, drugs, homicide, larceny, manslaughter, rape, robbery, sexual assault, and weapons. Variables in Parts 3 and 4 document prison admissions, while variables in Parts 5 and 6 document prison releases. Variables in Part 7 include the number of households on public assistance, education and income levels of residents by race, labor force participation by race, unemployment by race, percentage of population of different races, poverty rate by race, men in the military by race, and marriage pool by race. Variables in Parts 8 and 9 include age, county, education, employment status, family income, marital status, race, residence type, sex, and state. Part 10 provides county population data. Part 11 contains two different state identifiers. Variables in Part 12 describe mortality data and welfare data. Part 13 contains data from the United States Statistical Abstracts, including welfare and poverty variables. Variables in Parts 14 and 15 include number of children, age, education, family type, gender, head of household, marital status, race, religion, and state. Variables in Part 16 cover admission date, admission type, age, county, education, language, length of sentence, marital status, military status, sentence, sex, state, and ZIP code. Part 17 contains demographic data by Minnesota ZIP code, such as age categories, race, divorces, number of children, home ownership, and unemployment. Part 18 includes Minnesota crime data as well as some demographic variables, such as race, education, and poverty ratio.

This study assessed the effects of male inmate religiosity on post-release community adjustment and investigated the circumstances under which these effects were most likely to take place. The researcher carried out this study by adding Federal Bureau of Investigation criminal history information to an existing database (Clear et al.) that studied the relationship between an inmate's religiousness and his adjustment to the correctional setting. Four types of information were used in this study. The first three types were obtained by the original research team and included an inmate values and religiousness instrument, a pre-release questionnaire, and a three-month post-release follow-up phone survey. The fourth type of information, official criminal history reports, was later added to the original dataset by the principal investigator for this study. The prisoner values survey collected information on what the respondent would do if a friend sold drugs from the cell or if inmates of his race attacked others. Respondents were also asked if they thought God was revealed in the scriptures, if they shared their faith with others, and if they took active part in religious services. Information collected from the pre-release questionnaire included whether the respondent attended group therapy, religious groups with whom he would live, types of treatment programs he would participate in after prison, employment plans, how often he would go to church, whether he would be angry more in prison or in the free world, and whether he would be more afraid of being attacked in prison or in the free world. Each inmate also described his criminal history and indicated whether he thought he was able to do things as well as most others, whether he was satisfied with himself on the whole or felt that he was a failure, whether religion was talked about in the home, how often he attended religious services, whether he had friends who were religious while growing up, whether he had friends who were religious while in prison, and how often he participated in religious inmate counseling, religious services, in-prison religious seminars, and community service projects. The three-month post-release follow-up phone survey collected information on whether the respondent was involved with a church group, if the respondent was working for pay, if the respondent and his household received public assistance, if he attended religious services since his release, with whom the respondent was living, and types of treatment programs attended. Official post-release criminal records include information on the offenses the respondent was arrested and incarcerated for, prior arrests and incarcerations, rearrests, outcomes of offenses of rearrests, follow-up period to first rearrest, prison adjustment indicator, self-esteem indicator, time served, and measurements of the respondent's level of religious belief and personal identity. Demographic variables include respondent's faith, race, marital status, education, age at first arrest and incarceration, and age at incarceration for rearrest.
The National Corrections Reporting Program (NCRP) compiles offender-level data on admissions and releases from state and federal prisons and post-confinement community supervision. The data are used to monitor the nation's correctional population and address specific policy questions related to recidivism, prisoner reentry, and trends in demographic characteristics of the incarcerated and community supervision populations. The Bureau of Justice Statistics (BJS) has administered the NCRP since 1983. Abt Associates has served as the NCRP data collection agent since October 2010.
