This GIS data set represents various maritime limits of the United States, in the Gulf of Mexico and Atlantic Oceans. NOAA's Office of Coast Survey (OCS) is responsible for generating the 3 Nautical Mile Line, Territorial Sea, Contiguous Zone, and Exclusive Economic Zone (EEZ). Traditionally, these maritime limits have been generated by hand from the low water line depicted on paper, U.S. nautical charts. Upon final approval by the U.S. Baseline Committee, these legally-binding maritime limits are applied to the next edition of nautical charts produced by the Marine Chart Division of OCS.FWRI staff downloaded the available limits from NOAA's Web site: http://chartmaker.ncd.noaa.gov/csdl/mbound.htm . For other boundaries that were not available on NOAA's site, (Florida 9 mile Natural Resources line, Florida-Alabama State line, and Louisiana Inshore Territorial Sea boundary), FWRI staff heads up digitized these from Nautical Charts, DRG's, or obtained from other sources.

These data show the geographic representation of Federal and State Waters for the purpose of display in the MarineCadastre.gov OceanReports application. The boundary between state and federal waters was determined by consulting The Submerged Lands Act (43 U.S.C. §§ 1301 et seq.), 48 U.S.C. §§ 1705 and The Abandoned Shipwreck Act (43 U.S.C. §§ 2101). Some boundary delineations based on the SLA were approximated in this data set, including areas in Hawaii, Alaska, and Washington State. Although state boarders do not extend over water, it was necessary to approximate these borders to produce this data set. The boundaries depicted in this data set are for visual purposes only. The placement of these boundaries was extrapolated from the Federal Outer Continental Shelf (OCS) Administrative Boundaries as described here http://edocket.access.gpo.gov/2006/pdf/05-24659.pdf. The delineation between waters under US sovereign territory jurisdiction and that of federal governance is also approximate. Although based upon legislation, these data do not represent legal boundaries, especially in the case of Navassa Island, The Northern Mariana Islands, Baker Island, Howland Island, Johnston Atoll, Kingman Reef, Palmyra Atoll, Wake Islands and Jarvis Island.The seaward limit of this data set is the boundary of the 200nm US Exclusive Economic Zone. The EEZ is measured from the US baseline, recognized as the low-water line along the coast as marked on NOAA's nautical charts in accordance with articles of the Laws of the Sea. These limits are ambulatory and subject to revision based on changes in coastline geometry. This dataset was produced based on an update to the Maritime Limits published in September, 2013. In 2007, the California Ocean Protection Council initiated the California Seafloor Mapping Program (CSMP), designed to create a comprehensive seafloor map of high-resolution bathymetry, marine benthic habitats, and geology within California’s State Waters. The program supports a large number of coastal-zone- and ocean-management issues, including the California Marine Life Protection Act (MLPA) (California Department of Fish and Wildlife, 2008), which requires information about the distribution of ecosystems as part of the design and proposal process for the establishment of Marine Protected Areas. A focus of CSMP is to map California’s State Waters with consistent methods at a consistent scale. The CSMP approach is to create highly detailed seafloor maps through collection, integration, interpretation, and visualization of swath sonar data (the undersea equivalent of satellite remote-sensing data in terrestrial mapping), acoustic backscatter, seafloor video, seafloor photography, high-resolution seismic-reflection profiles, and bottom-sediment sampling data. The map products display seafloor morphology and character, identify potential marine benthic habitats, and illustrate both the surficial seafloor geology and shallow (to about 100 m) subsurface geology. It is emphasized that the more interpretive habitat and geology data rely on the integration of multiple, new high-resolution datasets and that mapping at small scales would not be possible without such data. This approach and CSMP planning is based in part on recommendations of the Marine Mapping Planning Workshop (Kvitek and others, 2006), attended by coastal and marine managers and scientists from around the state. That workshop established geographic priorities for a coastal mapping project and identified the need for coverage of “lands” from the shore strand line (defined as Mean Higher High Water; MHHW) out to the 3-nautical-mile (5.6-km) limit of California’s State Waters. Unfortunately, surveying the zone from MHHW out to 10-m water depth is not consistently possible using ship-based surveying methods, owing to sea state (for example, waves, wind, or currents), kelp coverage, and shallow rock outcrops. Accordingly, some of the data presented in this series commonly do not cover the zone from the shore out to 10-m depth. This data is part of a series of online U.S. Geological Survey (USGS) publications, each of which includes several map sheets, some explanatory text, and a descriptive pamphlet. Each map sheet is published as a PDF file. Geographic information system (GIS) files that contain both ESRI ArcGIS raster grids (for example, bathymetry, seafloor character) and geotiffs (for example, shaded relief) are also included for each publication. For those who do not own the full suite of ESRI GIS and mapping software, the data can be read using ESRI ArcReader, a free viewer that is available at http://www.esri.com/software/arcgis/arcreader/index.html (last accessed September 20, 2013). The California Seafloor Mapping Program is a collaborative venture between numerous different federal and state agencies, academia, and the private sector. Each published CSMP map area includes a data catalog of geographic information system (GIS) files; map sheets that contain explanatory text; and an associated descriptive pamphlet. This web service represents the available data layers for this map area. Data was combined from different sonar surveys to generate a comprehensive high-resolution bathymetry and acoustic-backscatter coverage of the map area. These data reveal a range of physiographic including exposed bedrock outcrops, large fields of sand waves, as well as many human impacts on the seafloor. To validate geological and biological interpretations of the sonar data, the U.S. Geological Survey towed a camera sled over specific offshore locations, collecting both video and photographic imagery; these “ground-truth” surveying data are available from the CSMP Video and Photograph Portal at https://doi.org/10.5066/F7J1015K. The “seafloor character” data layer shows classifications of the seafloor on the basis of depth, slope, rugosity (ruggedness), and backscatter intensity and which is further informed by the ground-truth-survey imagery. The “potential habitats” polygons are delineated on the basis of substrate type, geomorphology, seafloor process, or other attributes that may provide a habitat for a specific species or assemblage of organisms. Representative seismic-reflection profile data from the map area is also include and provides information on the subsurface stratigraphy and structure of the map area. The distribution and thickness of young sediment (deposited over the past about 21,000 years, during the most recent sea-level rise) is interpreted on the basis of the seismic-reflection data. The geologic polygons merge onshore geologic mapping (compiled from existing maps by the California Geological Survey) and new offshore geologic mapping that is based on integration of high-resolution bathymetry and backscatter imagery seafloor-sediment and rock samplesdigital camera and video imagery, and high-resolution seismic-reflection profiles. The information provided by the map sheets, pamphlet, and data catalog has a broad range of applications. High-resolution bathymetry, acoustic backscatter, ground-truth-surveying imagery, and habitat mapping all contribute to habitat characterization and ecosystem-based management by providing essential data for delineation of marine protected areas and ecosystem restoration. Many of the maps provide high-resolution baselines that will be critical for monitoring environmental change associated with climate change, coastal development, or other forcings. High-resolution bathymetry is a critical component for modeling coastal flooding caused by storms and tsunamis, as well as inundation associated with longer term sea-level rise. Seismic-reflection and bathymetric data help characterize earthquake and tsunami sources, critical for natural-hazard assessments of coastal zones. Information on sediment distribution and thickness is essential to the understanding of local and regional sediment transport, as well as the development of regional sediment-management plans. In addition, siting of any new offshore infrastructure (for example, pipelines, cables, or renewable-energy facilities) will depend on high-resolution mapping. Finally, this mapping will both stimulate and enable new scientific research and also raise public awareness of, and education about, coastal environments and issues. Web services were created using an ArcGIS service definition file. The ArcGIS REST service and OGC WMS service include all Offshore of Point Conception map area data layers. Data layers are symbolized as shown on the associated map sheets.

Overview
The Office of the Geographer and Global Issues at the U.S. Department of State produces the Large Scale International Boundaries (LSIB) dataset. The current edition is version 11.4 (published 24 February 2025). The 11.4 release contains updated boundary lines and data refinements designed to extend the functionality of the dataset. These data and generalized derivatives are the only international boundary lines approved for U.S. Government use. The contents of this dataset reflect U.S. Government policy on international boundary alignment, political recognition, and dispute status. They do not necessarily reflect de facto limits of control.
National Geospatial Data Asset
This dataset is a National Geospatial Data Asset (NGDAID 194) managed by the Department of State. It is a part of the International Boundaries Theme created by the Federal Geographic Data Committee.
Dataset Source Details
Sources for these data include treaties, relevant maps, and data from boundary commissions, as well as national mapping agencies. Where available and applicable, the dataset incorporates information from courts, tribunals, and international arbitrations. The research and recovery process includes analysis of satellite imagery and elevation data. Due to the limitations of source materials and processing techniques, most lines are within 100 meters of their true position on the ground.
Cartographic Visualization
The LSIB is a geospatial dataset that, when used for cartographic purposes, requires additional styling. The LSIB download package contains example style files for commonly used software applications. The attribute table also contains embedded information to guide the cartographic representation. The core attributes listed above describe the boundary lines contained within the LSIB dataset. Removal of core attributes from the dataset will change the meaning of the lines. An attribute status of “Extension” represents a field containing data interoperability information. Other attributes not listed above include “FID”, “Shape_length” and “Shape.” These are components of the shapefile format and do not form an intrinsic part of the LSIB.
Core Attributes
The eight core attributes listed above contain unique information which, when combined with the line geometry, comprise the LSIB dataset. These Core Attributes are further divided into Country Code and Name Fields and Descriptive Fields.
County Code and Country Name Fields
“CC1” and “CC2” fields are machine readable fields that contain political entity codes. These are two-character codes derived from the Geopolitical Entities, Names, and Codes Standard (GENC), Edition 3 Update 18. “CC1_GENC3” and “CC2_GENC3” fields contain the corresponding three-character GENC codes and are extension attributes discussed below. The codes “Q2” or “QX2” denote a line in the LSIB representing a boundary associated with areas not contained within the GENC standard.
The “COUNTRY1” and “COUNTRY2” fields contain the names of corresponding political entities. These fields contain names approved by the U.S. Board on Geographic Names (BGN) as incorporated in the ‘"Independent States in the World" and "Dependencies and Areas of Special Sovereignty" lists maintained by the Department of State. To ensure maximum compatibility, names are presented without diacritics and certain names are rendered using common cartographic abbreviations. Names for lines associated with the code "Q2" are descriptive and not necessarily BGN-approved. Names rendered in all CAPITAL LETTERS denote independent states. Names rendered in normal text represent dependencies, areas of special sovereignty, or are otherwise presented for the convenience of the user.
Descriptive Fields
The following text fields are a part of the core attributes of the LSIB dataset and do not update from external sources. They provide additional information about each of the lines and are as follows: ATTRIBUTE NAME | CONTAINS NULLS RANK | No STATUS | No LABEL | Yes NOTES | Yes
Neither the "RANK" nor "STATUS" fields contain null values; the "LABEL" and "NOTES" fields do. The "RANK" field is a numeric expression of the "STATUS" field. Combined with the line geometry, these fields encode the views of the United States Government on the political status of the boundary line.
A value of “1” in the “RANK” field corresponds to an "International Boundary" value in the “STATUS” field. Values of ”2” and “3” correspond to “Other Line of International Separation” and “Special Line,” respectively.
The “LABEL” field contains required text to describe the line segment on all finished cartographic products, including but not limited to print and interactive maps.
The “NOTES” field contains an explanation of special circumstances modifying the lines. This information can pertain to the origins of the boundary lines, limitations regarding the purpose of the lines, or the original source of the line.
Use of Core Attributes in Cartographic Visualization
Several of the Core Attributes provide information required for the proper cartographic representation of the LSIB dataset. The cartographic usage of the LSIB requires a visual differentiation between the three categories of boundary lines. Specifically, this differentiation must be between: - International Boundaries (Rank 1); - Other Lines of International Separation (Rank 2); and - Special Lines (Rank 3).
Rank 1 lines must be the most visually prominent. Rank 2 lines must be less visually prominent than Rank 1 lines. Rank 3 lines must be shown in a manner visually subordinate to Ranks 1 and 2. S. territory waters safely.A Nautical Chart is a graphic portrayal of the marine environment. They are used to lay out courses and navigate ships by the shortest and most economically safe route. They can also serve as base maps for resource management and shoreline development planning by state and local government.Charts depict the location of the shoreline, minimum water depths, aids to navigation, hazards to navigation, the nature and form of the coast, water depths, the general character and configuration of the sea bottom, the rise and fall of the tides, protected areas, and the characteristics of the Earth's magnetism.The suite of charts is compiled and maintained with data provided by federal, state, and private partners such as the National Ocean Service elements, United States Coast Guard, United States Army Corps of Engineers, United States Power Squadron Auxiliary, Port Authorities.The charts are currently available as Lithographically printed paper charts, Electronic Raster Nautical Charts (RNCs), up-to-date paper charts (printed with print on demand technology), and are now offered as Digital Vector Electronic Nautical Charts (ENC).The NOAA RNCs are electronic images of the NOAA paper charts. The NOAA RNCs were productized with a successful Cooperative Research and Development Agreement (CRADA) with private sector partner BSB Electronic Charts, a subsidiary of Maptech, Inc. NOAA is responsible for depicting on its nautical charts the limits of the 12 nautical mile Territorial Sea, 24 nautical mile Contiguous Zone, and 200 nautical mile Exclusive Economic Zone (EEZ). The outer limit of each of these zones is measured from the U.S. normal baseline, which coincides with the low water line depicted on NOAA charts and includes closing lines across the entrances of legal bays and rivers, consistent with international law. The U.S. baseline and associated maritime limits are reviewed and approved through the interagency U.S. Baseline Committee, which is chaired by the U.S. Department of State. The Committee serves the function of gaining interagency consensus on the proper location of the baseline using the provisions of the 1958 Convention on the Territorial Sea and the Contiguous Zone, to ensure that the seaward extent of U.S. maritime zones do not exceed the breadth that is permitted by international law. In 2002 and in response to mounting requests for digital maritime zones, NOAA launched a project to re-evaluate the U.S. baseline in partnership with other federal agencies via the U.S. Baseline Committee. The focus of the baseline evaluation was NOAA's largest scale, most recent edition nautical charts as well as supplemental source materials for verification of certain charted features. This dataset is a result of the 2002-present initiative and reflects a multi-year iterative project whereby the baseline and associated maritime limits were re-evaluated on a state or regional basis. In addition to the U.S. maritime limits, the U.S. maritime boundaries with opposite or adjacent countries as well as the US/Canada International Boundary (on land and through the Great Lakes) are also included in this dataset. In the Outer Continental Shelf Lands Act (OCSLA), the term "Outer Continental Shelf" is defined as "(1) all submerged lands lying seaward and outside of the area of lands beneath navigable waters as defined in the Submerged Lands Act, and of which the subsoil and seabed appertain to the United States and are subject to its jurisdiction and control or within the exclusive economic zone of the United States and adjacent to any territory of the United States; and (2) does not include any area conveyed by Congress to a territorial government for administration (43 USC 1331).Under international law, the continental shelf extends to the outer edge of the continental margin, or to 200nm from the baseline, whichever is greater. The sea level rise (SLR) coastal inundation layers were created using existing federal products: the (1) NOAA Coastal Digital Elevation Models (DEMs) and (2) 2022 Interagency Sea Level Rise Technical Report Data Files. The DEMs for the Continental United States (CONUS) are provided in North American Vertical Datum 1988 (NAVD 88) and were converted to Mean Higher High Water (MHHW) using the NOAA VDatum conversion surfaces; the elevation values are in meters (m). The NOAA Scenarios of Future Mean Sea Level are provided in centimeters (cm). The MHHW DEMs for CONUS were merged and converted to cm and Scenarios of Future Mean Sea Level were subtracted from the merged DEM. Values below 0 represent areas that are below sea level and are “remapped” to 1, all values above 0 are remapped to “No Data”, creating a map that shows only areas impacted by SLR. Areas protected by levees in Louisiana and Texas were then masked or removed from the results.Scenario: For each of the 5 GMSL scenarios (identified by the rise amounts in meters by 2100--0.3 m , 0.5 m. 1.0 m, 1.5 m and 2.0 m), there is a low, medium (med) and high value, corresponding to the 17th, 50th, and 83rd percentiles. NOAA’s Deep-Sea Coral Research and Technology Program (DSC-RTP) has compiled a national database of the known locations of deep-sea corals and sponges in U.S. territorial waters and beyond. The database is comprehensive, standardized, quality controlled, and networked to outside resources. The database schema accommodates both linear (trawls, transects) and point (samples, observations) data. The structure of the database is tailored to occurrence records of all the azooxanthellate corals, a subset of all corals, and all sponge species. Fish records are also included when annotated along with coral and sponge occurrences. Records shallower than 50 m are generally excluded in order to focus on predominantly deep-water species – the mandate of the DSC-RTP. The intention is to limit the overlap with light-dependent (and mostly shallow-water) corals. U.S. collision regulation boundaries are lines of demarcation delineating those waters upon which mariners shall comply with the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) and those waters upon which mariners shall comply with the Inland Navigation Rules. The waters inland of these lines are subject to the Inland Navigation Rules Act of 1980. The waters outside these lines are subject to the International Navigation Rules of the International Regulations for Preventing Collisions at Sea, 1972 (COLREGS). The Coast Guard has the legal authority to effect regulatory changes to COLREGS. Creation of features was interpreted from descriptions published in the Code of Federal Regulations Title 33, Part 80.

The US territorial sea is a maritime zone, over which the United States exercises sovereignty. Each coastal State claims a territorial sea that extends seaward up to 12 nautical miles from its coastal baseline. As defined by maritime law, the coastal State exercises sovereignty over its territorial sea, the air space above it, and the seabed and subsoil beneath it. The U.S. territorial sea extends 12 nautical miles from the coastal baseline. The zone is usually used in concert with several other Limits and Boundary Lines for Maritime purposes.Maritime limits for the United States are measured from the US baseline, which is recognized as the low-water line along the coast as marked on NOAA's nautical charts. The baseline and related maritime limits are reviewed and approved by the interagency US Baseline Committee. The Office of Coast Survey depicts on its nautical charts the territorial sea (12nm), contiguous zone (24nm), and exclusive economic zone (200nm, plus maritime boundaries with adjacent/opposite countries. US maritime limits are ambulatory and subject to revision based on accretion or erosion of the charted low water line. A depiction of the territorial sea boundaries helps disputing parties reach an agreement as in the case of one state's boundary overlapping with another state's territorial sea, in which case the border is taken as the median point between the states' baselines, unless the states in question agree otherwise. A state can also choose to claim a smaller territorial sea.Conflicts still occur whenever a coastal nation claims an entire gulf as its territorial waters while other nations only recognize the more restrictive definitions of the UN convention.
