This application shows comprehensive data for properties in the City of Winchester, Virginia. This data includes school district information, fire and rescue first due area, voting information, refuse and recycling and zoning information. It also shows the tax card information for each property queried.

Data were compiled from plats and deeds recorded at the Clerk of the Court and from historic tax maps. Source material was digitized or the coordinates were entered into the database via ARC/INFO Coordinate Geometry (COGO). Digital data from engineering companies has also been incorporated for newer subdivisions. A MCPI number is used to identify each parcel, which is a unique ID number further explained below. Purpose: Parcels are used to support a variety of services including assessment, permitting, subdivision review, planning, zoning, and economic development. Parcel data were initially developed to replace existing tax maps. As a result, there are parcel polygons digitized from tax maps that do not represent land parcels but are taxable entities such as leaseholds or easements. Supplemental Information: Data are stored in the corporate ArcSDE Geodatabase as a feature class. The coordinate system is Virginia State Plane (North), Zone 4501, datum NAD83 HARN. Maintenance and Update Frequency: Parcels are updated on an hourly basis from recorded deeds and plats. Depending on volume and date of receipt of recordation information, data may be updated 2-3 weeks following recordation. Completeness Report: Features may have been eliminated or generalized due to scale and intended use. To assist Loudoun County, Virginia in the maintenance of the data, please provide any information concerning discovered errors, omissions, or other discrepancies found in the data. MCPI: 9 digit unique parcel ID that is a combination of: MAP, CELL, and PARCEL. MAP: 3 digit map number (001-701) corresponding with map tile index. CELL: 2 digit map grid location of parcel center; the grid is comprised of 1000 by 1000 ft grid cells numbered as rows and columns (Columns numbered > 5 6 7 8 9 0; Rows numbered > 1 2 3 4). PARCEL: 4 digit location of polygon center based on the 1927 Virginia State Plane coordinate grid where an easting and northing measurement is taken. example: 6654 from: E 2229668 N475545. The MAP, CELL, and PARCEL values of a parcel do not change when a parcel is altered by a boundary line adjustment or becomes residue from a subdivision. The MAP, CELL, and PARCEL values may therefore be inconsistent with the location of polygon center. MAP, CELL, and PARCEL values have been manually altered for some parcels to agree with other databases; as a result, not all parcels can be located by the MAP, CELL, and PARCEL values. The Virginia Geographic Information Network (VGIN) has coordinated the development and maintenance of a statewide Parcels data layer in conjunction with local governments across the Commonwealth. The Virginia Parcel dataset is aggregated as part of the VGIN Local Government Data Call update cycle. Localities are encouraged to submit data bi-annually and are included into the parcel dataset with their most recent geography.These tables are to be used in conjunction with theVirginia Parcel Datasetmost recent download to receive additional attribution beyond Map Number and Parcel ID. They are joined to the Parcel geography using the VGIN_QPID attribute on the Parcel feature class and local schema table. Attributes differ from locality to locality and what is provided in the geodatabase is a tabular representation of the geospatial attributes provided from the jurisdiction to VGIN with bi-annual data calls. The boundaries are intended for cartographic use and spatial analysis only, and not for use as legal descriptions or property surveys. Tax parcel boundaries have not been edge-matched across municipal boundaries.

This feature layer describes property parcels reported to be associated with six utility-scale solar projects in Buckingham, Albemarle and Cumberland counties, VA.Purpose:This layer displays the boundaries of property parcels associated with these solar projects, and additional information, such as project name, developer, total acreage, rated power (megawatts - MW) and potentially affected waterways.Source & Date:Buckingham County parcels were extracted from a September 2020 parcel layer of Buckingham County obtained during previous work for Friends of Buckingham. Parcel data for individual projects in Buckingham County were obtained from the following Public Hearing notices concerning Special Use Permit applications submitted to the Buckingham County Board of Supervisors.Riverstone Solar – February 28, 2022Pineside Solar – June 27, 2022Blue Rock Solar – November 14. 2023Mountain Pine Arvonia – January 8, 2024Parcel data for Cumberland County was extracted from the Virginia Geographic Information Network's (VGIN) Parcels REST Service, as they are not available for download from the county. Parcel numbers and owners for the Hecate Energy project was taken from a table of landowners, included with the developer's Conditional Use Permit application. This information was used to find parcel acreage on the Cumberland County online GIS, which was manually entered into this layer's data table. This all took place on Feb. 27th, 2024.Parcel data for the Woodridge Solar project in Albemarle County was extracted from the Current Parcels data layer available on the county's GIS data website, downloaded Feb. 27, 2024.Processing:Parcels were identified by the Parcel_ID numbers provided in Special Use Permit applications submitted to the Buckingham County Board of Supervisors. Boundaries were checked against those displayed in Buckingham County's online parcel viewer. Parcel 38-74 did not appear in the 2020 layer. Querying the current version (1/25/2024) of Buckingham County's online parcel viewer does not return this parcel number. For now, we are assuming the parcel was recently split from another, larger parcel. Once Buckingham County has updated its parcel viewer, we will update this layer as necessary.Cumberland County's parcels, unavailablr for download, were extracted from the VGIN statewide parcels layer (above). Owner name and acreage were manually populated, based on Parcel ID (included in the Conditional Use Permit application), using the CUP and Cumberland's online GIS.Albemarle County parcels were extracted by Parcel ID.The three parcel layers were merged in ArcMap. Albemarle parcel data was copied to corresponding fields using the Field Calculator. Duplicate and unnecessary fields were deleted using Delete Field.Symbology:Parcels are shown as semi-transparent, purple polygons.
