COUNTY ADDRESSINGThis dataset represents officially documented Addresses in Valley County Idaho. The spatial data was originally created for Valley County Emergency Service and Response and location services but is used throughout the County and by the public for many purposes. Addresses are updated daily through the flow of information from the County Planning and Zoning department, as well as from the municipalities and Assessors office. Each municipality (i.e. Cascade, Donnelly, McCall) is responsible for maintaining and administering addressing within their impact areas.GOOGLE ADDRESSINGGoogle Maps is a subset of the Google Earth program, which focuses it's update energies more frequently on bigger cities and densely populated areas. In rural areas, such as Valley County, Google addressing updates are more sporadic and the frequency is unknown. However, Google address ranges and geocoding already provide a robust level of addressing meaning new homes on already-existing streets are more likely to be represented. When new streets and subdivisions are created, the updates may happen more slowly which is why many times throughout the year, Valley County IT sends address updates to Google through the Geo Data Upload portal to try and ensure that Google is up-to-date. DESCRIPTIONValley County GIS Analyst and all Valley County Postmasters collaborated in 2019 to define the zip code boundaries that exist within Valley County. No process has been put into place for updating of these boundaries as alterations are made and Postmasters change over time, though information and boundary updates are possible through request to Valley County IT department.A portion of the Warren and Garden Valley delivery zip codes are within Valley County. The packages for Warren are transported through McCall to the Warren Post Office.DATA CREATIONThese features represent the zip code tabulation areas which generalize and envelope the street ranges for Valley County USPS zones and zip codes. Originally created after a meeting with Amye Ground-Madsen (Donnelly Post Master) and Teresa Dooms (Cascade Post Master). Updated 5/16/2019 with feedback from Patrick Waggaman (McCall Post Master) and confirmed with the Yellow Pine post master. Post masters may have changed since this time. Updated 2/9/2020 to include the Garden Valley zip code that is associated with all of the Silver Creek Plunge addresses based on conversation with Lowman Post Office.
HISTORYThe original dataset was created in 2016 with information collected from NAIP imagery, 2008 County funded centerline data, ITD centerline data, some USFS road data (when cost-share involved), and Recorded Plats. Roads do not include all of the Motor Vehicle Use Map roads from Boise and Payette National Forests. This dataset is not maintained for Valley County Emergency Service and Response; a separate road centerline dataset is maintained for 911 Dispatch mapping and response.UPDATESValley County roads data is updates periodically as changes are completed, new roads are built and issues are found. Roads that are platted but not built may not be represented within this dataset. Address Ranges, OneWay and Rates are not maintained or up-to-date; a reconciliation project is planned for a future time.ATTRIBUT DATA

Primary Fire Protection District Boundaries are approved and downloaded from the Idaho State Tax Commission. Sub-Districts are not utilized or maintained at the State Level.DONNELLY RURAL FIRE PROTECTIONDonnelly Rural Fire Protection Sub-Districts were digitized manually from a Sub-District pdf map sent from fire chief Juan Bonilla in September of 2017. Valley County GIS Analyst confirmed with Juan that continuation of the East-West Boundary runs parallel to the Eastern and Western edges of the primary district and that once Dawn Dr. Boundary line hits the northern portion of Cascade Reservoir the line continues straight South to the Southern edge of the primary boundary.MCCALL FIRE PROTECTIONSub-Districts were redistricted in 2022 based on 2020 census population data.CASCADE RURAL FIRE PROTECTIONSub-Districts were redistricted in 2023 based on 2020 census population data.

MCCALL IMPACT ZONEMcCall Impact zone received from City of McCall GIS Department. As City Engineers for McCall, CH2MHill has been tasked to develop spatially accurate Zoning and Parcel information for the City Manager of Public Works, Roger Millar. We expect to use an official Geodedic survey in this data, and use as a baseline for an eventual City wide planning and development project. This Data being different from known past data, in that, we are combining City limits and urban renewal information with W/S/SD information. This information is not accurate for individual property owners, parcel by parcel.DONNELLY IMPACT ZONEDonnelly Impact zone received from independent GIS contractor Garrett Mapp (garrettmapp@gmail.com).CASCADE IMPACT ZONECascade Impact zone digitized manually by Valley County GIS Analyst based on a legal description and map provided by Surveyor John Russell. Boundary within Cascade reservoir may not be representative in that it is described as 1000 to 1320 feet distance from high water mark - however no high water mark spatial data was available at time of Cascade Impact Area digitization by Valley County GIS Analyst.

VIEW FULL REDISTRICTING ANALYSES & REPORTRedistricting Commissioner Districts in Valley CountyDESCRIPTIONPreviously approved Commissioner District Boundaries showed around 50.00% of the Total Population and Voter-Age Population being contained in the Donnelly Commissioner District with the remaining populations being divided up almost evenly between Cascade and McCall Districts, per 2020 Census Bureau redistricting data. Alterations were made to the boundaries to grant population centers to both McCall and Cascade Districts from the Donnelly District. These alterations considered: Total Population CountsMinority CommunitiesVoter-Age Population CountsCommunities of InterestCompactnessContiguityPartisan FairnessGIS Analyses were completed using the 2020 Census Bureau redistricting data and Draft Commissioner Boundaries, showing a more even distribution of Total Population and Voter-Age Population occurring within each District. A 2.0% difference is found between the smallest (Cascade) and largest (McCall/Donnelly) Total Population counts while only a 1.0% difference is found between the smallest (Donnelly/Cascade) and largest (McCall) Voter-Age Population Counts. These small differences fall within the accepted variances that can occur during political redistricting processes.Block level 2020 Decennial Census redistricting data was used, as reported by the U.S. Census Bureau for the state of Idaho. Attributes included for each block come from the 2020 Public Law 94-171 (P.L. 94-171) tables. Public Law 94-171 was enacted by Congress in 1975 and mandates that the Census Bureau provide the data necessary for political redistricting.Because a spatial representation was unavailable for Payette Lake Low-Water, a (-10) foot buffer was created from the Payette Lake Boundary shapefile as a proxy. Payette Lake low-water mark is referred to in the legal description for Commissioner District No. 2 (McCall).
Per the Valley County 20-11 Waterways Ordinance and a Bureau of Reclamation map provided to Valley County in 2010, no motorboats are allowed in these sections of channel that lie within designated Wildlife Management Areas. The boundaries were digitized from low resolution, small-scale extent maps and so are rough estimates of the actual boundaries that exist, however the water and channel separations are clear . NO WAKE SAFE WATER ZONES: A designated area where a watercraft must not exceed 5 miles per hour and where a watercraft shall not produce waves showing whitewater. EXCLUSION AREAS: Though these areas are excluded from the 300' no-wake zone mandated by Ordinance 20-11, they still fall within Idaho State Law Section 67-7077 which states that the no-wake rules apply when within 100 feet of a dock, person or structure.No Wake zone polygons were created through a buffer analyses in a GIS, based on digitized Lake Cascade and Payette Lake Water Boundaries. Considering the use of aerial imagery collected by a third party, accuracy of actual boundaries may vary up to 10 meters, which means these data cannot be utilized to show boaters precise locations of no-wake zone boundaries but are used more for estimating boundaries.Payette Lake Water Boundary was digitized by the City of McCall based on imagery, elevation data and average full pool depth. Payette Lake Pool Depth does not vary greatly during boating season, however variations may occur which means these data are most accurate when Payette Lake is at average full pool depth.Lake Cascade Boundary was digitized manually by Valley County based on aerial imagery that was collected during an average full pool depth period. Because pool depth elevation varies greatly throughout the boating season, no wake zones during boating season in Lake Cascade will vary at certain times from boundaries presented in this dataset. In other words, these data are most accurate when Lake Cascade is at average full pool depth which may be a small portion of actual boating season.For questions on how no wake zones and exclusion areas were determined, please contact Valley County Marine Deputy.
School Trustee Zones manually digitized from descriptions located on each school district website. Initially digitized in 2016.In September of 2020, McCall-Donnelly school district was re-digitized for accuracy based on the legal descriptions available. A couple of changes took place in the boundaries and the details about these areas were sent to Jim Foudy via a short report found in GISStorage:\Projects\Redigitizing School Trustee Zones. Cascade School District still have to be re-digitized to ensure accuracy.
Feature service represents all years of weed inventory for Valley County Weed Department (2010-2014, 2016-2020). These records are updated in real-time as field data is collected each season. This feature service is not all-inclusive and was initially created as references for Sheriff's department marine deputies but are more often utilized by the public. ATTRIBUTE DATA - ANNUAL UPDATES
Improvement data is updated annually after certification of parcel boundaries and valuation have been completed.
This feature service was created as a reference for winter recreation, especially those utilizing Groomed Snowmobile Routes around Valley County. Valley County Recreation also utilizes the reference points when updating groom dates of snowmobile routes throughout the winter season. The data contains common Winter Recreation reference points based on snowmobile data received from the Payette and Boise National Forests and updates made by Valley County Recreation Coordinator.Click here to view the Valley County Winter Recreation map application.
Voter precinct boundaries were digitized based on historic legal descriptions and intent of original documentation, which took into account ridge lines, rivers, watersheds and roads as dividers based. Voter Precinct boundaries were originally created in 2016 and updated/approved again in 2017 when sub-areas of Roseberry and Payette were found to have not been taken into account in the original data layers. These boundaries were again cleaned up and approved in 2019 to more so reflect the intent of the original boundaries, such as the following of roads, streams, rivers and ridge lines.
Feature service is a visual of all noxious weed survey transects collected since 2017. No data was collected on transects prior to 2017. Survey transects are updated in the real-time as field crews drive or walk transect lines collecting data on noxious weed presence. The use of transects was implemented in 2017 in order to show locations of surveys that had no noxious weeds present. Prior to 2017, locations surveyed without noxious weed presence were not recorded and so understanding where noxious weeds exist, don't exist and what areas have yet to be a surveyed was not possible.For questions, please contact Valley County Weed Department coordinator.

Feature Service View for Valley County Weed department field crew to be able to collect point data, take photos and make follow up inspections for Bio Release sites. Bio release sites are captured in the field and updated in real-time as modifications to the data are made throughout a field season.
