GIS Web Map Application of the 10 City Council Voter Districts

Search for an address to find out where it is located within one of the 10 City Council Voter Districts. These are the voter districts imposed by the U.S. District Court 2022.
    * Please note that the City of Virginia Beach is complying with the District Court’s ruling while simultaneously appealing the ruling to the U.S. Court of Appeals for the Fourth Circuit. These voter districts are also subject to pre-clearance approval by the Virginia Attorney General.

If you don't know the voter district an address falls within, use one of these search methods:

Click the search box and type in an address or choose Use current location
    Click within the map

Results include Demographics for each voter district sourced from the US Census 2020 Public Law (P.L.) 94-171 Redistricting Files :
Layer includes associated Demographics for each voter district sourced from the US Census 2020 Public Law (P.L.) 94-171 Redistricting Files:
American Indian or Alaska Native: A person having origins in any of the original peoples of North and South America (including Central America), and who maintains tribal affiliation or community attachment.
Asian: A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam.
Black or African American: A person having origins in any of the black racial groups of Africa.
Hispanic or Latino: A person of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or origin, regardless of race.
Native Hawaiian or Other Pacific Islander: A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
White: A person having origins in any of the original peoples of Europe, the Middle East, or North Africa.
The Diversity Index: Provided from Esri derived from 2020 US Census data that represents the likelihood that two persons, chosen
at random from the same area, belong to different race or ethnic groups. Ethnic
diversity, as well as racial diversity, is included in their definition of the Diversity
Index. Esri's diversity calculations accommodate up to seven race groups: six
single-race groups (White, Black, American Indian, Asian, Pacific Islander, Some
Other Race) and one multiple-race group (two or more races). Each race group
is divided into two ethnic origins, Hispanic and non-Hispanic. If an area is
ethnically diverse, then diversity is compounded.

    Description

This dataset contains model-based census tract level estimates for the PLACES 2022 release in GIS-friendly format. PLACES covers the entire United States—50 states and the District of Columbia (DC)—at county, place, census tract, and ZIP Code Tabulation Area levels. It provides information uniformly on this large scale for local areas at 4 geographic levels. Estimates were provided by the Centers for Disease Control and Prevention (CDC), Division of Population Health, Epidemiology and Surveillance Branch. PLACES was funded by the Robert Wood Johnson Foundation in conjunction with the CDC Foundation. Data sources used to generate these model-based estimates include Behavioral Risk Factor Surveillance System (BRFSS) 2020 or 2019 data, Census Bureau 2010 population estimates, and American Community Survey (ACS) 2015–2019 estimates. The 2022 release uses 2020 BRFSS data for 25 measures and 2019 BRFSS data for 4 measures (high blood pressure, taking high blood pressure medication, high cholesterol, and cholesterol screening) that the survey collects data on every other year. These data can be joined with the census tract 2015 boundary file in a GIS system to produce maps for 29 measures at the census tract level. An ArcGIS Online feature service is also available for users to make maps online or to add data to desktop GIS software. https://cdcarcgis.maps.arcgis.com/home/item.html?id=3b7221d4e47740cab9235b839fa55cd7

    Description

The 2019 cartographic boundary KMLs are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. The cartographic boundary files include both incorporated places (legal entities) and census designated places or CDPs (statistical entities). An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD), which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state, but may extend across county and county subdivision boundaries. An incorporated place usually is a city, town, village, or borough, but can have other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name, but are not legally incorporated under the laws of the state in which they are located. The boundaries for CDPs often are defined in partnership with state, local, and/or tribal officials and usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population. The boundaries of most incorporated places in this file are as of January 1, 2019, as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The boundaries of all CDPs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2010 Census.

This story map was created by the Northern Virginia Regional Commission, a regional government entity of the Commonwealth of Virginia. It contains 2018 Virginia CDC Social Vulnerability Index (SVI) layers by Census Tract. The following five components of the SVI are included as maps and stories: 1) Overall Social Vulnerability, 2) Socioeconomic, 3) Household Compositgion/Disability, 4) Minority/Language, and 5) Housing/Transportation. For more information on the CDC's SVI go to this link: https://svi.cdc.gov/index.html.

All census tracts are ranked only against other tracts in Virginia, when determining the index for the most socially vulnerable areas in Virginia. This mapping application is intended to be used to identify vulnerable areas that may need special services during emergencies and health crises such as the coronavirus (COVID-19).

    Description

The following links provide a summarized demographic profile for each of the Wards and Superwards in the City of Norfolk. A citywide profile is also provided. City staff used ESRI ArcGIS software to create the demographic estimates. ESRI compiles data from the US Census Bureau and American Community Survey (ACS) to generate estimates based off provided custom geographic areas. The data used to create these visuals is not meant to represent Norfolk's authoritative source for City, Ward, or elections purposes. ESRI and ACS Demographics represent annually updated U.S. demographic data that provides current-year and five-year forecasts for more than two thousand demographic and socioeconomic characteristics. Detailed information on ESRI information can be found at https://doc.arcgis.com/en/esri-demographics/latest/regional-data/updated-demographics.htm
