This entity was developed to overcome the difficulties in precisely defining the land area covered by each ZIP Code™, which is necessary in order to accurately tabulate census data for that area.ZCTAs are generalized area representations of U.S. Postal Service (USPS) ZIP Code service areas. They represent the most frequently occurring five-digit ZIP Code found in a given area. Simply put, each ZCTA is built by aggregating 2010 Census blocks, whose addresses use a given ZIP Code. Each resulting ZCTA is then assigned the most frequently occurring ZIP Code as its ZCTA code. For more information, please refer to the ZCTA Frequently Asked Questions (FAQ).

This layer was originally created using US Post Office Data. These points are associated with the US Post Office Box locations that house a unique Zip Code.This layer should be used in conjunction with the Zip Codes layer which is used to show zip code area boundaries associated with addressing and Thurston County Assessor’s Parcels. For example in smaller jurisdictions, like Bucoda, that rely on a post office box rather than rural delivery, the zip code point will reflect the unique zip code while the surrounding area will reflect the greater rural zip code boundaries and not the localized PO Box zip code.

This feature class is maintained by TCOMM911 in coordination with the addressing authorities of Thurston County Development Services and the Cities of Olympia, Lacey, Tumwater, Yelm, and Rainier. The intent of this data is to provide emergency services with the earliest address plan for new developments even while the development is under construction. Address points are placed on the structures using orthophotos. If the structure is not visible on the aerial the point is placed using the best available information as to where the structure is or will be located.
