    The Great Recession was a period of economic contraction which came in the wake of the Global Financial Crisis of 2007-2008. The recession was triggered by the collapse of the U.S. housing market and subsequent bankruptcies among Wall Street financial institutions, the most significant of which being the bankruptcy of Lehman Brothers in September 2008, the largest bankruptcy in U.S. history. These economic convulsions caused consumer confidence, measured by the Consumer Confidence Index (CCI), to drop sharply in 2007 and the beginning of 2008. How does the Consumer Confidence Index work? The CCI measures household's expectation of their future economic situation and, consequently, their likely future spending and savings decisions. A score of 100 in the index would indicate a neutral economic outlook, with consumers neither being optimistic nor pessimistic about the near future. Scores below 100 are then more pessimistic, while scores above 100 indicate optimism about the economy. Consumer confidence can have a self-fulfilling effect on the economy, as when consumers are pessimistic about the economy, they tend to save and postpone spending, contracting aggregate demand and causing the economy to slow down. Conversely, when consumers are optimistic and willing to spend, this can have a reinforcing effect as wages and employment may rise when consumers spend more. CCI and the Great Recession As the reality of the trouble which the U.S. financial sector was in set in over 2007, consumer confidence dropped sharply from being slightly positive, to being deeply pessimistic by the Summer of 2008. While confidence began to slowly rebound up until September 2008, with the panic caused by Lehman's bankruptcy and the freezing of new credit creation, the CCI plummeted once more, reaching its lowest point during the recession in February 2008. The U.S. government stepped in to prevent the bankruptcy of AIG in 2008, promising to do the same for any future possible failures in the financial system. This 'backstopping' policy, whereby the government assured that the economy would not be allowed to fall further into crisis, along with the Federal Reserve's unconventional monetary policies used to restart the economy, contributed to a rebound in consumer confidence in 2009 and 2010. In spite of this, consumers still remained pessimistic about the economy.

    The Global Financial Crisis of 2008-09 was a period of severe macroeconomic instability for the United States and the global economy more generally. The crisis was precipitated by the collapse of a number of financial institutions who were deeply involved in the U.S. mortgage market and associated credit markets. Beginning in the Summer of 2007, a number of banks began to report issues with increasing mortgage delinquencies and the problem of not being able to accurately price derivatives contracts which were based on bundles of these U.S. residential mortgages. By the end of 2008, U.S. financial institutions had begun to fail due to their exposure to the housing market, leading to one of the deepest recessions in the history of the United States and to extensive government bailouts of the financial sector.

    Subprime and the collapse of the U.S. mortgage market

    The early 2000s had seen explosive growth in the U.S. mortgage market, as credit became cheaper due to the Federal Reserve's decision to lower interest rates in the aftermath of the 2001 'Dot Com' Crash, as well as because of the increasing globalization of financial flows which directed funds into U.S. financial markets. Lower mortgage rates gave incentive to financial institutions to begin lending to riskier borrowers, using so-called 'subprime' loans. These were loans to borrowers with poor credit scores, who would not have met the requirements for a conventional mortgage loan. In order to hedge against the risk of these riskier loans, financial institutions began to use complex financial instruments known as derivatives, which bundled mortgage loans together and allowed the risk of default to be sold on to willing investors. This practice was supposed to remove the risk from these loans, by effectively allowing credit institutions to buy insurance against delinquencies. Due to the fraudulent practices of credit ratings agencies, however, the price of these contacts did not reflect the real risk of the loans involved. As the reality of the inability of the borrowers to repay began to kick in during 2007, the financial markets which traded these derivatives came under increasing stress and eventually led to a 'sudden stop' in trading and credit intermediation during 2008.

    Market Panic and The Great Recession

    As borrowers failed to make repayments, this had a knock-on effect among financial institutions who were highly leveraged with financial instruments based on the mortgage market. Lehman Brothers, one of the world's largest investment banks, failed on September 15th 2008, causing widespread panic in financial markets. Due to the fear of an unprecedented collapse in the financial sector which would have untold consequences for the wider economy, the U.S. government and central bank, The Fed, intervened the following day to bailout the United States' largest insurance company, AIG, and to backstop financial markets. The crisis prompted a deep recession, known colloquially as The Great Recession, drawing parallels between this period and The Great Depression. The collapse of credit intermediation in the economy lead to further issues in the real economy, as business were increasingly unable to pay back loans and were forced to lay off staff, driving unemployment to a high of almost 10 percent in 2010. While there has been criticism of the U.S. government's actions to bailout the financial institutions involved, the actions of the government and the Fed are seen by many as having prevented the crisis from spiraling into a depression of the magnitude of The Great Depression.

    The Industrial Production Index (IPI) fell sharply in the United States during the Great Recession, reaching its lowest point in June 2009. The recession was triggered by the collapse of the U.S. housing market and the subsequent financial crisis in 2007 and 2008, during which a number of systemically critical financial institutions failed or came close to bankruptcy. The crisis in the financial sector quickly spread to the non-financial economy, where firms were adversely hit by the tightening of credit conditions and the drop in consumer confidence caused by the crisis. The largest monthly drop in the IPI came in September 2008, as Lehman Brothers collapsed and the U.S. government was forced to step in to backstop the financial sector. Industrial production would begin to recover in the Summer of 2009, but remained far below its pre-crisis levels.

    From the onset of the Global Financial Crisis in the Summer of 2007, the world economy experienced an almost unprecedented period of turmoil in which millions of people were made unemployed, businesses declared bankruptcy en masse, and structurally critical financial institutions failed. The crisis was triggered by the collapse of the U.S. housing market and subsequent losses by investment banks such as Bear Stearns, Lehman Brothers, and Merrill Lynch. These institutions, which had become over-leveraged with complex financial securities known as derivatives, were tied to each other through a web of financial contracts, meaning that the collapse of one investment bank could trigger the collapse of several others. As Lehman Brothers failed on September 15. 2008, becoming the largest bankruptcy in U.S. history, shockwaves were felt throughout the global financial system. The sudden stop of flows of credit worldwide caused a financial panic and sent most of the world's largest economies into a deep recession, later known as the Great Recession.     More than any other period in history, the world economy had become highly interconnected and interdependent over the period from the 1970s to 2007. As governments liberalized financial flows, banks and other financial institutions could take money in one country and invest it in another part of the globe. Financial institutions and other non-financial companies became multinational, meaning that they had subsidiaries and partners in many regions. All this meant that when Wall Street, the center of global finance in New York City, was shaken by bankruptcies and credit freezes in late 2007, other advanced economies did not need to wait long to feel the tremors. All of the G7 countries, the seven most economically advanced western-aligned countries, entered recession in 2008, before experiencing an even deeper trough in 2009. While all returned to growth by 2010, this was less stable in the countries of the Eurozone (Germany, France, Italy) over the following years due to the Eurozone crisis, as well as in Japan, which has had issues with low growth since the mid-1990s.

    The Long Depression was, by a large margin, the longest-lasting recession in U.S. history. It began in the U.S. with the Panic of 1873, and lasted for over five years. This depression was the largest in a series of recessions at the turn of the 20th century, which proved to be a period of overall stagnation as the U.S. financial markets failed to keep pace with industrialization and changes in monetary policy. Great Depression The Great Depression, however, is widely considered to have been the most severe recession in U.S. history. Following the Wall Street Crash in 1929, the country's economy collapsed, wages fell and a quarter of the workforce was unemployed. It would take almost four years for recovery to begin. Additionally, U.S. expansion and integration in international markets allowed the depression to become a global event, which became a major catalyst in the build up to the Second World War. Decreasing severity When comparing recessions before and after the Great Depression, they have generally become shorter and less frequent over time. Only three recessions in the latter period have lasted more than one year. Additionally, while there were 12 recessions between 1880 and 1920, there were only six recessions between 1980 and 2020. The most severe recession in recent years was the financial crisis of 2007 (known as the Great Recession), where irresponsible lending policies and lack of government regulation allowed for a property bubble to develop and become detached from the economy over time, this eventually became untenable and the bubble burst. Although the causes of both the Great Depression and Great Recession were similar in many aspects, economists have been able to use historical evidence to try and predict, prevent, or limit the impact of future recessions.

    From the Summer of 2007 until the end of 2009 (at least), the world was gripped by a series of economic crises commonly known as the Global Financial Crisis (2007-2008) and the Great Recession (2008-2009). The financial crisis was triggered by the collapse of the U.S. housing market, which caused panic on Wall Street, the center of global finance in New York. Due to the outsized nature of the U.S. economy compared to other countries and particularly the centrality of U.S. finance for the world economy, the crisis spread quickly to other countries, affecting most regions across the globe. By 2009, global GDP growth was in negative territory, with international credit markets frozen, international trade contracting, and tens of millions of workers being made unemployed.

    Global similarities, global differences

    Since the 1980s, the world economy had entered a period of integration and globalization. This process particularly accelerated after the collapse of the Soviet Union ended the Cold War (1947-1991). This was the period of the 'Washington Consensus', whereby the U.S. and international institutions such as the World Bank and IMF promoted policies of economic liberalization across the globe. This increasing interdependence and openness to the global economy meant that when the crisis hit in 2007, many countries experienced the same issues. This is particularly evident in the synchronization of the recessions in the most advanced economies of the G7. Nevertheless, the aggregate global GDP number masks the important regional differences which occurred during the recession. While the more advanced economies of North America, Western Europe, and Japan were all hit hard, along with countries who are reliant on them for trade or finance, large emerging economies such as India and China bucked this trend. In particular, China's huge fiscal stimulus in 2008-2009 likely did much to prevent the global economy from sliding further into a depression. In 2009, while the United States' GDP sank to -2.6 percent, China's GDP, as reported by national authorities, was almost 10 percent.

    Portugal, Italy, Ireland, Greece, and Spain were widely considered the Eurozone's weakest economies during the Great Recession and subsequent Eurozone debt crisis. These countries were grouped together due to the similarities in their economic crises, with much of them driven by house price bubbles which had inflated over the early 2000s, before bursting in 2007 due to the Global Financial Crisis. Entry into the Euro currency by 2002 had meant that banks could lend to house buyers in these countries at greatly reduced rates of interest.

    This reduction in the cost of financing contributed to creating housing bubbles, which were further boosted by pro-cyclical housing policies among many of the countries' governments. In spite of these economies experiencing similar economic problems during the crisis, Italy and Portugal did not experience housing bubbles in the same way in which Greece, Ireland, and Spain did. In the latter countries, their real housing prices (which are adjusted for inflation) peaked in 2007, before quickly declining during the recession. In particular, house prices in Ireland dropped by over 40 percent from their peak in 2007 to 2011.

    Scant research is available on the impact of the current economic crisis and austerity policies on inequality in health services utilisation in Europe. This study aimed to describe the trends in horizontal inequity in the use of health services in Andalusia, Spain, during the early years of the Great Recession, and the contribution of demographic, economic and social factors. Consultation with a general practitioner (GP) and specialist, hospitalisation and emergency care were studied through the Andalusian Health Survey 2007 (pre-crisis) and 2011–2012 (crisis), using a composite income index as socioeconomic status (SES) indicator. Horizontal inequity indices (HII) were calculated to take differential healthcare needs into account, and a decomposition analysis of change in inequality between periods was performed. Results showed that before the crisis, the HII was positive (greater access for people with higher SES) for specialist visits but negative (greater access for people with lower SES) in the other three utilisation models. During the crisis no change was observed in inequalities in GP visits, but a pro-poor development was seen for the other types of utilisation, with hospital and emergency care showing significant inequality in favour of low income groups. Overall, the main contributors to pro-poor changes in utilisation were socio-economic variables and poor mental health, due to changes in their elasticities. Our findings show that inequalities in healthcare utilisation largely remained in favour of the less well-off, despite the cuts in welfare benefits and health services provision during the early years of the recession in Andalusia. Further research is needed to monitor the potential impact of such measures in subsequent years.

    Abstract This paper aims to analyze the regional effects of the 2008 financial crisis' on Brazil's twenty-seven states and the different patterns of responses to this shock. The uneven patterns of resistance to and recovery from the recession were analyzed using two indicators - The Sensitivity Index and The Recovery Index - and a "Resilience Equation" estimated by Seemingly Unrelated Regressions (SUR Model). It was verified that a common recessive shock, in the financial crisis period, causes heterogeneous impacts on the Brazilian States. Such differences occurred in extent, timing and in the regional resistance and recovery to the shock.

    Description

    Using micro-data on six surveys–the Gallup World Poll 2005–2023, the U.S. Behavioral Risk Factor Surveillance System, 1993–2022, Eurobarometer 1991–2022, the UK Covid Social Survey Panel, 2020–2022, the European Social Survey 2002–2020 and the IPSOS Happiness Survey 2018–2023 –we show individuals’ reports of subjective wellbeing in Europe declined in the Great Recession of 2008/9 and during the Covid pandemic of 2020–2021 on most measures. They also declined in four countries bordering Ukraine after the Russian invasion in 2022. However, the movements are not large and are not apparent everywhere. We also used data from the European Commission’s Business and Consumer Surveys on people’s expectations of life in general, their financial situation and the economic and employment situation in the country. All of these dropped markedly in the Great Recession and during Covid, but bounced back quickly, as did firms’ expectations of the economy and the labor market. Neither the annual data from the United Nation’s Human Development Index (HDI) nor data used in the World Happiness Report from the Gallup World Poll shifted much in response to negative shocks. The HDI has been rising in the last decade reflecting overall improvements in economic and social wellbeing, captured in part by real earnings growth, although it fell slightly after 2020 as life expectancy dipped. This secular improvement is mirrored in life satisfaction which has been rising in the last decade. However, so too have negative affect in Europe and despair in the United States.

    The 2020 recession did not follow the trend of previous recessions in the United States because only six months elapsed between the yield curve inversion and the 2020 recession. Over the last five decades, 12 months, on average, has elapsed between the initial yield curve inversion and the beginning of a recession in the United States. For instance, the yield curve inverted initially in January 2006, which was 22 months before the start of the 2008 recession. A yield curve inversion refers to the event where short-term Treasury bonds, such as one or three month bonds, have higher yields than longer term bonds, such as three or five year bonds.     On October 29, 1929, the U.S. experienced the most devastating stock market crash in it's history. The Wall Street Crash of 1929 set in motion the Great Depression, which lasted for twelve years and affected virtually all industrialized countries. In the United States, GDP fell to it's lowest recorded level of just 57 billion U.S dollars in 1933, before rising again shortly before the Second World War. After the war, GDP fluctuated, but it increased gradually until the Great Recession in 2008. Real GDP Real GDP allows us to compare GDP over time, by adjusting all figures for inflation. In this case, all numbers have been adjusted to the value of the US dollar in FY2012. While GDP rose every year between 1946 and 2008, when this is adjusted for inflation it can see that the real GDP dropped at least once in every decade except the 1960s and 2010s. The Great Recession Apart from the Great Depression, and immediately after WWII, there have been two times where both GDP and real GDP dropped together. The first was during the Great Recession, which lasted from December 2007 until June 2009 in the US, although its impact was felt for years after this. After the collapse of the financial sector in the US, the government famously bailed out some of the country's largest banking and lending institutions. Since recovery began in late 2009, US GDP has grown year-on-year, and reached 21.4 trillion dollars in 2019. The coronavirus pandemic and the associated lockdowns then saw GDP fall again, for the first time in a decade. As economic recovery from the pandemic has been compounded by supply chain issues, inflation, and rising global geopolitical instability, it remains to be seen what the future holds for the U.S. economy.

    The U.S. federal funds rate peaked in 2023 at its highest level since the 2007-08 financial crisis, reaching 5.33 percent by December 2023. A significant shift in monetary policy occurred in the second half of 2024, with the Federal Reserve implementing regular rate cuts. By December 2024, the rate had declined to 4.48 percent. What is a central bank rate? The federal funds rate determines the cost of overnight borrowing between banks, allowing them to maintain necessary cash reserves and ensure financial system liquidity. When this rate rises, banks become more inclined to hold rather than lend money, reducing the money supply. While this decreased lending slows economic activity, it helps control inflation by limiting the circulation of money in the economy. Historic perspective The federal funds rate historically follows cyclical patterns, falling during recessions and gradually rising during economic recoveries. Some central banks, notably the European Central Bank, went beyond traditional monetary policy by implementing both aggressive asset purchases and negative interest rates.

Description

The Great Recession was a period of economic contraction which came in the wake of the Global Financial Crisis of 2007-2008. The recession was triggered by the collapse of the U.S. housing market and subsequent bankruptcies among Wall Street financial institutions, the most significant of which being the bankruptcy of Lehman Brothers in September 2008, the largest bankruptcy in U.S. history. These economic convulsions caused consumer confidence, measured by the Consumer Confidence Index (CCI), to drop sharply in 2007 and the beginning of 2008. How does the Consumer Confidence Index work? The CCI measures household's expectation of their future economic situation and, consequently, their likely future spending and savings decisions. A score of 100 in the index would indicate a neutral economic outlook, with consumers neither being optimistic nor pessimistic about the near future. Scores below 100 are then more pessimistic, while scores above 100 indicate optimism about the economy. Consumer confidence can have a self-fulfilling effect on the economy, as when consumers are pessimistic about the economy, they tend to save and postpone spending, contracting aggregate demand and causing the economy to slow down. Conversely, when consumers are optimistic and willing to spend, this can have a reinforcing effect as wages and employment may rise when consumers spend more. CCI and the Great Recession As the reality of the trouble which the U.S. financial sector was in set in over 2007, consumer confidence dropped sharply from being slightly positive, to being deeply pessimistic by the Summer of 2008. While confidence began to slowly rebound up until September 2008, with the panic caused by Lehman's bankruptcy and the freezing of new credit creation, the CCI plummeted once more, reaching its lowest point during the recession in February 2008. The U.S. government stepped in to prevent the bankruptcy of AIG in 2008, promising to do the same for any future possible failures in the financial system. This 'backstopping' policy, whereby the government assured that the economy would not be allowed to fall further into crisis, along with the Federal Reserve's unconventional monetary policies used to restart the economy, contributed to a rebound in consumer confidence in 2009 and 2010. In spite of this, consumers still remained pessimistic about the economy.
