Mapping Westchester County: a comprehensive and dynamic map service: environmental features, community facilities, political boundaries, transportation, census boundaries and demographics.
In 2008, County GIS developed the Natural Resource Inventory (NRI) map series to provide access to a wide range of environmental data in hardcopy (PDF) format. The countywide maps were generated in a uniform grid and scale (800’) optimized to be printed on 11X17 sized paper. The inventory included a number of environmental features, several of which have been updated since initial publication in 2008. Today, ArcGIS.com technology has made it possible for County GIS to provide the NRIs map series online. Using selected feature layers from the existing and publicly available Environmental Features map service, a new web map was created to include all of the same data in the original NRI map series. The new web map, which also includes the original map grid for reference purposes, will enable users to change base maps, use measuring tools, draw and redline on the map, and access feature attribute data.
Publication Date: April 2025 2024 Parcel Data. Updated annually, or as needed. The data can be downloaded here: https://gis.ny.gov/parcels#data-download. This feature service has two layers: 1) NYS Tax Parcels Public, and 2) NYS Tax Parcels Public Footprint which contains polygons representing counties for which tax parcel polygons are available in the NYS Tax Parcels Public layer. County footprint polygons display when zoomed out beyond 1:37,050-scale. Tax parcel polygons display when zoomed in below 1:37,051-scale. The NYS Tax Parcels Public layer contains 2024 parcel data only for NY State counties which gave NYS ITS Geospatial Services permission to share this data with the public. Work to obtain parcel data from additional counties, as well as permission to share the data, is ongoing. To date, 36 counties have provided Geospatial Services permission to share their parcel data with the public. Parcel data for counties which do not allow Geospatial Services to redistribute their data must be obtained directly from those counties. Geospatial Services' goal is to eventually include parcel data for all counties in New York State. Parcel geometry was incorporated as received from County Real Property Departments. No attempt was made to edge-match parcels along adjacent counties. County attribute values were populated using 2024 Assessment Roll tabular data the NYS ITS Geospatial Services obtained from the NYS Department of Tax and Finance’s Office of Real Property Tax Services (ORPTS). Tabular assessment data was joined to the county provided parcel geometry using the SWIS & SBL or SWIS & PRINT KEY unique identifier for each parcel. Detailed information about assessment attributes can be found in the ORPTS Assessor’s Manuals available here: https://www.tax.ny.gov/research/property/assess/manuals/assersmanual.htm. New York City data comes from NYC MapPluto which can be found here: https://www1.nyc.gov/site/planning/data-maps/open-data/dwn-pluto-mappluto.page. Thanks to the following counties that specifically authorized Geospatial Services to share their GIS tax parcel data with the public: Albany, Cayuga, Chautauqua, Cortland, Erie, Genesee, Greene, Hamilton, Lewis, Livingston, Montgomery, NYC- Bronx, NYC- Kings (Brooklyn), NYC- New York (Manhattan), NYC- Queens, NYC- Richmond (Staten Island), Oneida, Onondaga, Ontario, Orange, Oswego, Otsego, Putnam, Rensselaer, Rockland, Schuyler, St Lawrence, Steuben, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Wayne, and Westchester. Geometry accuracy varies by contributing county. This map service is available to the public. This data layer represents a comprehensive countywide update to the 2021 major open spaces GIS data layer and map. In 2021, a new category was added, and polygons for each municipality were verified by their respective government officials. There are 13 open space categories, including many smaller properties not previously mapped. Properties classified as Farms derived from the Westchester County Agricultural District established in 2000. The information used to compile the data came from a variety of sources including aerial photography, digital tax parcel data, local recreation, land use, and master plan maps. Other sources included municipal planning departments and consultants, conservation committees, and the Westchester Land Trust.
Data layer derived from sewer districts mapped by the Department of Planning in 1997. Data was updated in 2020 to reflect all of the available Board of Legislators (BOL) approved additions and take-outs to the year 2019. Updates also include district boundaries updates in June 2015 by GIS to conform to new Westchester County Municipal Boundaries data layer updated in 2014.

This data set is a digital soil survey and generally is the most detailed level of soil geographic data developed by the National Cooperative Soil Survey. The information was prepared by digitizing maps, by compiling information onto a planimetric correct base and digitizing, or by revising digitized maps using remotely sensed and other information. This data set consists of georeferenced digital map data and computerized attribute data. The map data are in a soil survey area extent format and include a detailed, field verified inventory of soils and miscellaneous areas that normally occur in a repeatable pattern on the landscape and that can be cartographically shown at the scale mapped. A special soil features layer (point and line features) is optional. This layer displays the location of features too small to delineate at the mapping scale, but they are large enough and contrasting enough to significantly influence use and management. The soil map units are linked to attributes in the National Soil Information System relational database, which gives the proportionate extent of the component soils and their properties. Data was downloaded June 2017 from U.S. Department of Agriculture, Natural ResourcesConservation Service.
The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national filewith no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent dataset, or they can be combined to cover the entire nation. The Area Hydrography Shapefile contains the geometry and attributes of both perennial and intermittent area hydrography features, including ponds, lakes, oceans, swamps (up to the U.S. nautical three-mile limit), glaciers, and the area covered by large rivers, streams, and/or canals that are represented as double-line drainage. Single-line drainage water features can be found in the Linear Hydrography Shapefile (LINEARWATER.shp). Linear water features includes single-line drainage water features and artificial path features, where they exist, that run through double-line drainage features such as rivers, streams, and/or canals, and serve as a linear representation of these features.
This file contains polygon data representing service areas that are part of public water supply systems within Westchester County, New York, based upon geographic data in GIS or CAD format provided by water supply systems and integrated into a common countywide feature class. Not all areas in the county served by public water supply systems are covered, and the accuracy of the geographic representations and attributes included in this dataset is dependent upon the accuracy of the source data, which has not been independently verified by Westchester GIS. The data was originally developed in 2012 and updated in Feb. 2015.

This data represents roads under county jurisdiction in Westchester County. It is updated periodically to reflect changes in county road jurisdictional status as of August 2015. The data was provided by Westchester County Department of Public Works. NOTE: these centerlines were derived from a County data layer based on NYSDOT roads (1991); they do not align with newer, more spatially accurate base map road centerlines. This layer is used to determine if a municipal planning action such as zoning or site plan approval should be referred by the municipality to the County Planning Board for review and comment based on its proximity to these roads. Certain planning and zoning actions are subject to mandatory referral provisions of both Westchester County Administrative Code and NYS General Municipal Law based on their proximity to these County Roads (known as Referral Roads).
