This dataset contains information on the ratio of family income to the federal poverty level at the census tract level. Each column beginning with a "T_" lists the total number of families that fall into each income category. In addition, the dataset contains information on margins of error and the reliability of each estimate, to help guide decisionmakers in more effectively using the data contained in this file. There are approximately 2,800 records in this dataset; census tract boundaries are generally drawn based on population, and are targeted to include bewteen 3,000 and 8,000 residents. This dataset and map service provides information on the U.S. Housing and Urban Development's (HUD) low to moderate income areas. The term Low to Moderate Income, often referred to as low-mod, has a specific programmatic context within the Community Development Block Grant (CDBG) program. Over a 1, 2, or 3-year period, as selected by the grantee, not less than 70 percent of CDBG funds must be used for activities that benefit low- and moderate-income persons. HUD uses special tabulations of Census data to determine areas where at least 51% of households have incomes at or below 80% of the area median income (AMI). This dataset and map service contains the following layer.
This U.S. Census Bureau American Community Survey (ACS) five-year estimates data set contains household income estimates during the past 12 months and in inflation-adjusted dollars. The data is available for a number of geographies ranging from statewide to census tract level. The data is available for years 2009-2016. This includes the income of the householder and all other individuals 15 years old and over in the household, whether they are related to the householder or not. Income is based on “money” income–income received on a regular basis before payments for personal income taxes, social security, union dues, etc. Money income does not include noncash benefits that may be received.
A broad and generalized selection of 2011-2015 US Census Bureau 2015 5-year American Community Survey race, ethnicity and citizenship data estimates, obtained via Census API and joined to the appropriate geometry (in this case, New Mexico Census tracts). The selection is not comprehensive, but allows a first-level characterization of the household income, median household income by race and by age group, Social Security income, the GINI Index, per capita income, median family income, and median household earnings by age, and by education level, in New Mexico. The determination of which estimates to include was based upon level of interest and providing a manageable dataset for users.The U.S. Census Bureau's American Community Survey (ACS) is a nationwide, continuous survey designed to provide communities with reliable and timely demographic, housing, social, and economic data every year. This table contains data on household income and poverty status from the American Community Survey 2006-2010 database for tracts. The American Community Survey (ACS) is a household survey conducted by the U.S. Census Bureau that currently has an annual sample size of about 3.5 million addresses. ACS estimates provides communities with the current information they need to plan investments and services. Information from the survey generates estimates that help determine how more than $400 billion in federal and state funds are distributed annually. Each year the survey produces data that cover the periods of 1-year, 3-year, and 5-year estimates for geographic areas in the United States and Puerto Rico, ranging from neighborhoods to Congressional districts to the entire nation. This table also has a companion table (Same table name with MOE Suffix) with the margin of error (MOE) values for each estimated element. MOE is expressed as a measure value for each estimated element. So a value of 25 and an MOE of 5 means 25 +/- 5 (or statistical certainty between 20 and 30). There are also special cases of MOE. An MOE of -1 means the associated estimates do not have a measured error. An MOE of 0 means that error calculation is not appropriate for the associated value. An MOE of 109 is set whenever an estimate value is 0. The MOEs of aggregated elements and percentages must be calculated. This process means using standard error calculations as described in "American Community Survey Multiyear Accuracy of the Data (3-year 2008-2010 and 5-year 2006-2010)". Also, following Census guidelines, aggregated MOEs do not use more than 1 0-element MOE (109) to prevent over estimation of the error. Due to the complexity of the calculations, some percentage MOEs cannot be calculated (these are set to null in the summary-level MOE tables).
The name for table 'ACS10INCTRMOE' was added as a prefix to all field names imported from that table. Be sure to turn off 'Show Field Aliases' to see complete field names in the Attribute Table of this feature layer. This can be done in the 'Table Options' drop-down menu in the Attribute Table or with key sequence '[CTRL]+[SHIFT]+N'. Due to database restrictions, the prefix may have been abbreviated if the field name exceded the maximum allowed characters.
A Qualified Census Tract (QCT) is any census tract (or equivalent geographic area defined by the Census Bureau) in which at least 50% of households have an income less than 60% of the Area Median Gross Income (AMGI). HUD has defined 60% of AMGI as 120% of HUD's Very Low Income Limits (VLILs), which are based on 50% of area median family income, adjusted for high cost and low income areas.

These datasets contain measures of socioeconomic and demographic characteristics by U.S. census tract for the years 1990-2022 and ZIP code tabulation area (ZCTA) for the years 2008-2022. Example measures include population density; population distribution by race, ethnicity, age, and income; income inequality by race and ethnicity; and proportion of population living below the poverty level, receiving public assistance, and female-headed or single parent families with kids. The datasets also contain a set of theoretically derived measures capturing neighborhood socioeconomic disadvantage and affluence, as well as a neighborhood index of Hispanic, foreign born, and limited English.

METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.
For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or noncash benefits (such as public housing, Medicaid, and food stamps). For the American Community Survey datasets, 1-year data was used for region, county, and metro areas whereas 5-year rolling average data was used for city and census tract.
To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.
The Low-Income Housing Tax Credit (LIHTC) is the most important resource for creating affordable housing in the United States today. The LIHTC database, created by HUD and available to the public since 1997, contains information on 48,672 projects and 3.23 million housing units placed in service since 1987. There are approximately 2,800 records in this dataset; census tract boundaries are generally drawn based on population, and are targeted to include bewteen 3,000 and 8,000 residents.

This layer shows census tracts that meet the following definitions: Census tracts with median household incomes at or below 80 percent of the statewide median income or with median household incomes at or below the threshold designated as low income by the Department of Housing and Community Development’s list of state income limits adopted under Healthy and Safety Code section 50093 and/or Census tracts receiving the highest 25 percent of overall scores in CalEnviroScreen 4.0 or Census tracts lacking overall scores in CalEnviroScreen 4.0 due to data gaps, but receiving the highest 5 percent of CalEnviroScreen 4.0 cumulative population burden scores or Census tracts identified in the 2017 DAC designation as disadvantaged, regardless of their scores in CalEnviroScreen 4.0 or Lands under the control of federally recognized Tribes.

This layer contains all Census Tracts in LA County, with QCT marked as "Yes" and tracts that are not QCT as "No."This layer is an export of the 2025 data. Source data is updated annually. Data are at the 2020 census tract geography level.
