    Using a novel comprehensive dataset on sanctions imposed on the exports to Russia after 2022, we document four stylized facts. First, these sanctions covered 33% of Russia’s pre-2022 imports in value. Second, though most of the sanctions were concentrated in a few high-tech product categories, at least as much import within these categories remained unsanctioned. Third, substantial variation exists in the specific sets of banned products across countries, despite coordinating efforts. Fourth, most sanctioning countries have already prohibited most of their pre-2022 exports to Russia, limiting their future ability to impose additional trade sanctions.

    Description

    We examine the 2014 European Union economic sanctions on exports to Russia and the Russian retaliatory measures on imports from several Western countries. Using the universe of highly disaggregated international trade and taxation data for firms in the Netherlands, we systematically analyze the impact of these economic sanctions on Dutch firms’ exports and foreign direct investment (FDI). Our analyses account for the product-specific EU restrictions on arms, equipment used for oil exploration and extraction, and dual-use products suitable for civilian and military use, as well as the Russian import ban on various primary commodities. Our empirical findings highlight the overall negative impact of sanctions on the intensive margin of exports. However, having a foreign affiliate in Russia helps to mitigate the otherwise negative impact of sanctions on the extensive margin of exports. We also show that exporters do not circumvent sanctions by setting up a local affiliate in Russia. In fact, exposure to Russian countersanctions may even force firms to close their Russian affiliates.

    In response to Russia's large-scale aggression against Ukraine, the OECD Council decided on 8 March 2022 to immediately suspend the participation of Russia and Belarus in OECD bodies. In view of this decision, the OECD suspended its solicitation of official statistics on R&D from Russian authorities, leading to the absence of more recent R&D statistics for this country in the OECD database. Previously collected and compiled indicators are still available.

    The business enterprise sector includes all organisations and enterprises whose main activity is connected with the production of goods and services for sale, including those owned by the state, and private non-profit institutions serving the above-mentioned organisations. In practice however, R&D performed in this sector is carried out mostly by industrial research institutes other than enterprises. This particularity reflects the traditional organisation of Russian R&D.

    Headcount data include full-time personnel only, and hence are underestimated, while data in full-time equivalents (FTE) are calculated on the basis of both full-time and part-time personnel. This explains why the FTE data are greater than the headcount data.

    New budgetary procedures introduced in 2005 have resulted in items previously classified as GBARD being attributed to other headings and have affected the coverage and breakdown by socio-economic objective.

    In response to Russia's large-scale aggression against Ukraine, the OECD Council decided on 8 March 2022 to immediately suspend the participation of Russia and Belarus in OECD bodies. In view of this decision, the OECD suspended its solicitation of official statistics on R&D from Russian authorities, leading to the absence of more recent R&D statistics for this country in the OECD database. Previously collected and compiled indicators are still available.

    The business enterprise sector includes all organisations and enterprises whose main activity is connected with the production of goods and services for sale, including those owned by the state, and private non-profit institutions serving the above-mentioned organisations. In practice however, R&D performed in this sector is carried out mostly by industrial research institutes other than enterprises. This particularity reflects the traditional organisation of Russian R&D.

    Headcount data include full-time personnel only, and hence are underestimated, while data in full-time equivalents (FTE) are calculated on the basis of both full-time and part-time personnel. This explains why the FTE data are greater than the headcount data.

    New budgetary procedures introduced in 2005 have resulted in items previously classified as GBARD being attributed to other headings and have affected the coverage and breakdown by socio-economic objective.
